The Complainant submits this complaint to the Court and states that there is probable cause to believe

Charge Description: That on or about 4/2/1983, in Hennepin County, Minnesota, DARRELL BRUCE REA,
caused the death of victim, a human being, with intent to effect the death of that person or another, but
withoutpremeditation.

STATEMENTOFPROBABLECAUSE

Complainanthasinvestigatedthefactsandcircumstancesofthisoffenseandbelievesthefollowing
establishesprobablecause:

ThatonApril2,1983,atapproximately10:30a.m.,officersweredispatchedtotheSooLineRailroad
trackslocatednear28thAvenueNorthinMinneapolis,HennepinCounty,Minnesota,toinvestigateareport
ofabodyfoundneartherailroadtracks.Uponarrival,officerswereadvisedatraincrewfoundthebodyof
adeceasedfemalelyingbetweentworailroadtracks.Thefemale,hereaftervictim,waseventually
identifiedandfoundtobeseventeenyearsofage.

Victimsbodywasdiscoveredbetweentworailroadtracksandnexttoagondolacar.Thegondolacarhad
bloodspatteronit.Victimwasattiredinashirt,pants,socks,andundergarments.Victimsshirtwaspulled
upandshewasnotwearingshoesorajacket.Victimssocksandlowerpantlegsweresoiledwithdirt.
Victimwaslyinginapoolofblood.Officersobservedvictimsustainedmassivebluntforcetraumatoher
head,mostnotablytoherrighteyeandthestructuressurroundingit.Therewasanotherpoolofbloodnear
herbodyafewfeetaway.Fromthisotherpoolofblood,twodragmarkscouldbeseenthatwentawayfrom
thearea,acrossasetofrailroadtracks,andintoadirtparkinglot.Freshtiretrackswerepresentinthedirt
parkinglot.Basedupontheseobservations,investigatorsbelievedvictimwasdriventothislocation,
draggedfromtheparkinglotwithherheelsandlowerlegsleavingdragmarksasindicated,laidbetween
thetworailroadtracks,beaten,turnedover,andleftinthatposition.

Duringsubsequentinvestigation,officerslearnedvictimattendedapartyduringtheeveningofApril1,
1983.VictimleftthepartyandreturnedhomeintheearlymorninghoursofApril2,1983.Officersspoketo
familymemberswhoconfirmedvictimwashomeatapproximately2:30inthemorningbutleftsometime
betweenthenand4:15a.m.,whentheydiscoveredshewasnolongerinherroom.Officerslocatedand
spokewithanacquaintanceofvictim.Thisacquaintancewasstayingwithgrandparentsat32ndandBryant
AvenueNorth,aresidencethatwasashortdistancefromwherevictimsbodywasdiscovered.This
acquaintancereportedvictimarrivedatthisaddressaloneatapproximately3:00a.m.onApril2,1983and
askedtobeadmittedintotheresidence.Victimwaswearingacoatandaskedtobeletinsidetoget
warm.Heradmittancewasrefusedbytheacquaintancesgrandmother.Victimwasnotseenaliveagain.

Anautopsywasperformedonvictim.Themedicalexaminernotedvictimhadtwoabrasionsonherneck,
oneoneitherside.Hemorrhagingwaspresentinthenecktissues.Themedicalexamineropinedthese
findingswereconsistentwithstrangulationthatwouldhaveresultedinunconsciousnessbutnotdeath.The
victimalsohadfivelacerationsonherforeheadaroundtheareaoftherighteye,alacerationonherchin,a
lacerationonherneck,twowoundstoherchest,andanabrasionnearherleftkneecap.Theforehead
lacerationspenetratedherskullandobliteratedherrighteye.Theinjurieswereconsistentwithbluntforce
trauma.Semenwaspresentinvictimsvaginaandrectum.

ThevaginalandrectalswabstakenfromvictimduringtheautopsywereinitiallysenttotheMNBCAin
1983.(ThiswaspriortotheadventofDNAtesting.)Theseswabswereconfirmedtocontainsemen.In
2013,aspartofaprogramtoinvestigatecoldcases,DNAtestingwasconductedontheswabsandan
unknownDNAprofilewasobtained.TheunknownprofilewascomparedtoDNAprofilesrequiredtobe
keptattheBCAandwasfoundtomatchtheknownDNAprofileofDARRELLBRUCEREA,hereafter
defendant.Thereafter,aseriesofDNAtestswereconductedoncuttingstakenfromvictimsclothing.
DefendantsDNAprofilewasmatchedtoprofilesdevelopedfromvictimspantsandunderwear.Inallofthe
DNAtestingconducted,noDNAprofilesotherthanthoseofvictimanddefendanthaveeverbeenfoundon
itemsofevidenceassociatedwiththiscase.

Officerswerefamiliarwithdefendantashewasasuspect/personofinterestinmultipleopenpolice
investigationsinvolvingsexualassault,physicalassault,murder,andmissingpersoncases.Inseveralof
thesecases,womenwerepickeduponthestreet,sexuallyandthenphysicallyassaulted.Inoneparticular
casein1988,awomanengaginginprostitutionintheearlymorninghourswastakenintoavehicleinNorth
Minneapolis,strangled,physicallyassaultedwithasharpforceobject,andsexuallyassaulted.Thiswoman
managedtoescape.Duringthestruggle,herattackersbloodwasleftbehindonherclothing.In1993,this
bloodsamplewastestedandfoundtobeamatchtodefendantsDNAprofile.Thiscasecouldnotbe
prosecutedduetostatuteoflimitations.

InMarch2015,officersarresteddefendant.Duringapost-Mirandastatement,defendantwasshown
photographsofthecrimesceneandofvictim.Defendantdeniedknowledgeofthemurderanddenied
knowingvictim.

Atpresent,defendantisincustody.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendants arrest
or other lawful steps be taken to obtain Defendants appearance in court, or Defendants detention, if already in custody,
