KEY QUALIFICATIONS Experience in handling projects in relations to feasibility studies,
cost estimates, tender documentations, progress payment
evaluations, tender reporting and final accounts for completion,
contractual matters and audit of projects.

He served his early days upon graduation with the Public Works
Department, Kuala Lumpur and Seremban. He was later
seconded to the Drainage and Irrigation Department. Most of
the projects involved Government and Semi-government
contracts, amongst them are public schools, government offices
and institutions, academic housings, colleges, universities,
mosques and stadiums. Apart from these others include
infrastructural and drainage works in mainly Selangor.

He left the public service in an endeavor to garner the vast
experience and opportunities available in the private sector.
While in the private sector, he has handled many development
ventures by preparing feasibility studies, cost analysis, cost
estimates and cash flows projection for such projects in the
areas of reclamation, hotel and resort development, financial
institution and banks, factory and industrial buildings
throughout most of the country. His scope of responsibilities
involves contract administration and project management. His
focus is mostly in aspect relating to contractual matters such as
variations claims, contractual and ex-contractual claims and final
accounts as well as project management.

SCOPE OF INVOLVEMENT

Pre Contract Stage

Experience in handling projects in relations to feasibility studies, cost estimates. Directly
responsible as principal in all aspects of budgeting and feasibility studies; developing cost
plans and budgets from architect's designs; recommend practical cost plans that meet client's
budget, architect's design concerns and local authorities requirements and advising client on
possible cost saving measures as alternatives and conferring with architect on cost cutting
excercise when the need arise.

Prepares, implement and supervise standard operating procedures for contractual
procedures. Training of subordinate staffs in achieving accurate execution of methodical
approaches in contractual operations. Supervision for preparation of Bills of Quantities and
the draffing of preliminaries, preambles and contract conditions; formulating and
implemementing procedures on tendering and contractual arrangements negotiation and
rationalisation of tendered rates.

Confer with clients in all aspects of budgeting and feasibility studies especially for property
development; developing cost plans and budgets from architect's progressively revised
designs; recommend practical cost plans that meet client's budget, architect's design concerns
and local authorities requirements.

Examine architects and engineers drawings for possible design discrepancies and errors that
leads to unnecessary increase in project expenditure; advising client on possible cost saving
measures as alternatives and conferring with architect on cost cutting excercise when the
need arise.


Post Contract

Post contract cost control measures and estimating final costs and reporting on the financial
effects; valuation of variations; preparation of valuation for interim certificates; upon
finalisation of contract preparing and agreeing final accounts; reporting on, evaluating and
negotiating contractual and extra-contractual issues.

Supervision and administration of contracts involving primarily government complexes,
schools, library buildings and mixed residential & commercial properties. Activities include
supervision for preparation of Bills of Quantities and the draffing of preliminaries, preambles
and contract conditions; formulating and implemementing procedures on tendering and
contractual arrangements negotiation and rationalisation of tendered rates.

Undertaking cost control measures during progress of works, estimating final costs and
reporting on the financial effects; valuation of variations; preparation of valuation for interim

contractual and extra-contractual issues.

Office management, meeting clients and proposing consulting fees, probing market for
potential project prospect and securing firm projects from clients.


Project & construction management

Project management of multi storey office building, hospital & health institutes, hotel and
mixed development; preparation of pre-development planning and market studies;
conducting feasibility studies and project marketibility, monitoring and controlling time, cost
and quality to provide competitive pricing and better quality product.

Research and compilation of market data as database for the implementation of future
projects; conducting financial package research and arrangements with loan and financial
institutions to suit the client's requirement.

Undertaking selection, appointment and coordination of consultants involved with the specific
projects; coordinating sales & marketing consultants work to blend well before physical works
can even start.

Putting together the budget and negotiate cost estimates. Arrangging the work timetables,
and choosing the most efficient construction method and strategies. Staying in touch with the
clients for work or budget related issues. Discussing about technical and contract details with
workers and other professional parties and monitoring personnel in construction site and
cooperating with building and construction specialists for proper execution of work processes.
