Sub: Technical Proposal for 5kW Power Conditioner/Charger for Fuel Cell Source

Dear Sir,
Please refer to the detailed discussions that we have had regarding the above-mentioned system. We are
outlining the technical requirements expected from our system. Kindly verify whether it meets your
requirements.

Brief System Description:

This block diagram indicates the inter-
dependency of each section. 3 sections are
in our scope : Fuel-Cell 6.5kW FC
A. The Fuel Cell Charger. Batt.Charger System
B. The Aux. Mains Charger.
C. The 6kW Inverter. 1kW 230V AC load for
The FC system and the Li-Ion Battery are in FC Operation
your scope.
The configuration is like that of an On-Line Li-Ion Batt.
6kW Inverter
System. The Output Inverter is always 72V/41.6AH
5kW 230V
connected to the Battery. This ensures that a AC O/P
stable input is available to the Inverter which
can provide uninterrupted power supply to
the load. The battery can get charged by Please connect Fuel Cell
any/both of 2 sources. One source is the charged directly to
Fuel-Cell Battery Charger. The other is the Inverter also
Aux-Mains
Aux-Mains Battery Charger. Which charger Batt.Charger System should work
will be active in which set of conditions will be without battery also
decided by you. Our system will ensure that
there is seamless connection/disconnection of charger without disturbing the operation of the Inverter.
It may be noted that the battery charging voltage, charging current and discharging current limits of the
respective battery will be respected. The proposed values are for guidance only. It decides the overall
Power rating of the respective section

A] The Fuel Cell Charger :

Technical Specifications:
# Description / Parameter Specification
1 Input Voltage from Fuel Cell 35-70 VDC variable voltage. Falling Voltage characteristic as
load increases.
2 Input Current from Fuel Cell Maximum of 180 A @ 35 V DC
3 Power Rating of Fuel Cell 6.5kW (max) at the output of Fuel Cell
4 Output Voltage (DC) 84VDC max as required by the Battery assuming a 20 cell string.
5 Output Current 75Adc max.
6 Battery Current 38Adc max after the Load requirements are met
7 Output Power 6.2kW max.

It may be noted that the Charger will first meet the requirement at the Inverter input. Whatever power
remains will be used to charge the battery.
Eg. If the Inverter demands 75A, then no power is available to charge the battery. If the Inverter demands
40A, then 35A is available to charge the battery. If the Inverter demands only 30A, then even if 45A is
When
available to charge the battery, the max charging current will be running
controlled to 38A. on mains, External
load will be zero. The loads will

loads of 1 kw. Output power can
Technical Specifications: therefore be limited to 5 kW
# Description / Parameter Specification
1 Input Voltage from Aux. Mains 230Vac (170V to 270V), 50Hz 3Hz, 1
2 Output Voltage (DC) 84VDC max as required by the Battery
3 Output Current 83Adc max.
4 Battery Current 38Adc max
5 Output Power 10.2kW max.

It may be noted that the Aux-Mains charger will be capable of meeting the entire Inverter load as well as
the entire charging current requirement of a discharged battery.
Inverter input is from

C] The Inverter : Fuel Cell Charger.
Technical Specifications:
# Description / Parameter Specification
1 Input Voltage from Li-Ion 68-84Vdc from fully discharge state to fully charged state.
Battery Pack
2 Output Voltage (rms) 1, 230Vac
3 Output Frequency 50Hz 0.5%
4 Output Power 6kWmax. 1kW will be connected to prep the FC. This is high
priority Output. Remaining 5kW will provided for Output Loads.
Power Factor >0.8 is to considered both for linear and non-linear
loads i.e. High crest factor loads.
5 Line Regulation +/- 1% for Input range mentioned
6 Load Regulation +/- 1% from No load to full load for the set value
7 Topology Isolated High Frequency DC-DC converter followed by a DC-AC
converter. It is also called transformer-less method since a 50Hz
mains transformer is not used. Approx. eff. of 90% is envisaged.
8 Reflected current to the Reflected current will be limited to max 5% of input DC current.
Fuel Cell i.e. less than 9A for 180A input current.
9 Overload Protection Will be provided as per application requirement.
10 Display LCD alpha numeric display to indicate various input and output
parameters of the Inverter as well as alarm and trip conditions
11 Isolation I/P and O/P and Input/Output terminals to chassis (> 1500V)
12 Remote Interface RS-485. It will operate in slave mode and provide necessary
parameters on demand.

List of parameters shall necessarily include voltage, current at each

location. Indication of status of the system i.e. whether battery charging
or running on mains or running on battery etc.
13 Termination Industry standard terminals as are suitable.
14 Enclosure Suitable enclosure will be provided.

Please confirm that our Technical Proposal meets your overall specs. We will provide our commercial
proposal on receiving your confirmation.

As far as compliance to meet MIL standards is concerned, we have found that project success is achieved
when it is done in two parts. First, we have a Development Model where all the functional criteria are met.
The 2nd is the Prototype which will also meet all compliance standards. Trying to cover both requirements
in one leap has invariably resulted in avoidable project delays and cost over-runs.
