Energy Efficient Police Training School,Tasgaon,Sangli

Text-Architect Suvarna Lele Architect-Pramod Chaugule

The process of Architectural design involves the interaction of diverse nature of parameters
which do have varying magnitudes.Buildings designed today create severe ecological and
economical problems which demand heating, cooling, ventilation and lighting systems causing
depletion of environmental resources.
An Architect has to assess these parameters and make decisions which respond to
economical and ecological contexts creating a satisfactory environment. Architect can bring
in the energy efficiency and cost effectiveness in his design, moreover as renowned Architect
Laurie Baker said ‘use of local materials with consideration to local climate and participation of
local people would lead to ‘A Holistic Design Approach’.

View Of the Site of Police Training Centre,Tasgaon,Sangli.

The Police Training Campus designed by Architect Pramod Chaugule adopts this
integrated approach to building design to reduce the consumption of energy resources.
The proposed PTC campus is situated near village named Turchi, at Tasgaon, district
Sangli. The campus is having 25 Hectors of land in which proposed construction is about
172753 sq.m. All other infrastructural amenities are provided which include roads, culverts,
water storage tanks, street lightings, landscaping, plantations, ponds for rain water harvesting,
lake for recreation S.I.B.F. for recycling water, islands etc.
The actual site is a barren land with no vegetation with uneven slopes; this will be transformed
into green piece of land with utility buildings of architectural beauty, winding roads,
playgrounds, trees and water pool.
Master Plan Of The Police Training School
A building if considered as part of nature can be designed to an utmost use of a user by
taking into consideration different climatic parameters such as sun, light, temperature, humidity,
rainfall and landscapes which are all aspects of environment. Here in the above said project, the
planning includes site, natural work environment, hygiene, interacting spaces, beautiful
landscapes which are situated in most natural surroundings.
The climatic conditions of the site and resource recycling are thoroughly studied by the
Architect and the structures are designed accordingly.
The area is planned over on a concept of ‘A Gurukul’ which depicts a relation between
student and teacher in eco-friendly surroundings. Here, the comforts of trainee cadets arehihly
considered.Planning is done to cater every requirement of cadets and trainers. At the entrance
stands a simply designed elegant gate with two verticals and a horizontal slab which is
intersected by a black free flowing black wired form supported over two columns. The materials
used for the structures are of grey, white and black colours which stand magnificently against the
backdrop of blue sky.
Entrance Gate Police Training Center
The structures as training school building, hostel building, R.P.I. Office, mess building
stand amidst lush greenery, complementing it through the simple forms and organic colours. The
building plans are un complicated and functional with easy circulation achieving the excellent
light and ventilation.
The external facades display earthy colours with splashes of yellow and brown along with
grey basalt stone which is locally available.

Hostel Buildings
The planning considers the contour topography, terrain and eco-systems giving maximum
benefits to users. The efficiency in construction is maintained by reducing the cost of
construction with volume and weight of materials. Apart from basalt, other regional materials
like natural stones like Kadappah, granite, marble, sandstone, Gokak stone, Alkud sand are used
which are low energy intensive materials. Pre cast frames with fly ash are used in interiors for
WC and baths whilst as natural stones for flooring are used over 80% of the area further reducing
the cost.
The planning is to reduce conventional energy demand so the factors as day light, wind
and sun factors are considered for designing appropriate light and ventilation. Air conditioners
are not used anywhere in the project.
RPI Office of PTS Mess Building
The circulation efficiency is optimized by centrally managing roads and pedestrians.
Walkways for all buildings and infrastructure take minimum length for circulation. Lawns and
ample trees are provided in between paving for comfort from heat transfer. The aggregate
corridors and passages are provided for utility lines to maximize extra space.
Various energy saving aspects are incorporated in the project. Rain water harvesting, SIBF
system for water recyling and solar PV hybrid system for internal lighting and street lighting,
biogas plant for cooking and solar heaters for water heating are the main features of the project.
The recycled water is used for plantations and landscaping with additional benefits of creating
the pleasant atmosphere at lake front.

PV hybrid system Biogas Plant Use of recycled water

For street lighting
Renewable Energies are put to optimum use in project where for general lighting, 15W
CFL lamps are provided with wind generator and hybrid power pack system is used, whilst as for
street lighting solar modules backed with solar batteries are provided.
For cooking purpose in mess and staff quarters for 700 persons, the biomass and fuels
cells are generated by applying biogas plant which is absolutely based on renewable energy
principles. Reduction of water usage is achieved by recycling of water and air pollution and
reduced by plantation of green trees.
Cadets, for their physical training have been provided with ample grounds for badminton,
hockey, volleyball and khokho with athletic track which surrounds a football ground. For the
recreation of cadets an auditorium and an open amphitheater is provided along with a shopping
centre is provided to cater to their day to day needs.
The residential area is situated at one corner of site which has staff quarters, Principal and
Vice Principals residences. The area is surrounded by beautiful plantations and lawns.Student’s
hostel and office buildings are near to ground areas.

Lanscapes for Courtyards and Internal pathwatys

Firing range is provided at the other corner of the plot, adjacent to lagoon created by rain water
harvesting and other artificially created lake which add in beautifying and purifying the
surroundings.
Several ancillary buildings as classrooms, health centre, and mess are situated at
convenient distance from hostel buildings for the comfort of cadets.
The project has a relatively modest low budget of Rs. 14000 / sqm. The comfort conditions are
optimised and energy savings are also done with the effective use of nature. The campus is
environmentally responsible, profitable & healthy to live & work.
Designer in the said project has successfully met with occupants need for thermal and
visual comfort at low level of energy and resource consumption.
After neglecting the ecology we have started realizing the importance of surroundings and
their ill effects on our comfort level and our planet earth. Energy is consumed in all processes of
constructions. The materials and construction technique used in process of building affects
the ecological balance. Need for energy and environment conscious building design has
become a need of hour which is fulfilled in the said project.
