SUBJECT : After Operation Report Re: TG NORTH IMPLAN

1. REFERENCE: MPD IMPLAN 16/2012 (KALULUWA)

2. PERIOD COVERED: October 30 November 4, 2012

3. AREA COVERED: Manila North Cemetery

4. MISSION:

The Central Market Police Station (PS-3) with its current


missions and functions will organize Task Group North under Task Force
Kaluluwa of the HQS MPD which is tasked to provide security coverage at the
Manila North Cemetery during the observance of the All Souls Day and All Saints
Day from Oct. 30 to Nov. 4, 2012.

5. NARRATIVE OF OPERATION:

DAY 1 - At around 6:00 AM of October 30, 2012 being tasked


as the Group Commander of TG NORTH, the undersigned together with the
elements of this police station in cooperation with the different NGOs and force
multipliers, conducted clearing operations within the vicinity of Manila North
Cemetery to ensure the smooth flow of traffic and pedestrian inside and out.

At 1:00 PM of the same date, Advance Command Post


and Public Assistance Hubs were activated at different
designated areas to render security at the said cemetery.

DAY 2 - October 31, 2012, at around


6:00 AM, PDG Nicanor Bartolome, PNP
Chief and PDIR Leonardo Espina, RD,
NCRPO conducted ocular inspection and
check the deployment to ensure the
alertness and readiness of all deployed
personnel. The undersigned was tasked to
conduct briefing to C, PNP.
-In the same date
at around 9:00 AM, Honorable Manila Mayor
Alfredo S. Lim with other local officials visited
Manila North Cemetery and likewise
conducted inspection. With an estimated
crowd of 45, 000 and a total of 1, 688
prohibited items to include flammable
materials were confiscated.

DAY 3 - On November 1, 2012, at about 1:00 in the morning,


ten (10) persons were caught drinking liquor and playing game cards inside the
Manila North Cemetery and were inquested before the duty city prosecutor.

- At around 3:00 PM, an estimated


crowd of one (1.1) million were already
going in and out of the cemetery, the
undersigned directed personnel to be
stricter in the conduct of security.

- On or about 8:20 PM of the same date, a report reaching the ACP that
one (1) female identified as Genely Ventura 24 years old and resident of Manila
North Cemtery was about to give birth inside the North Cemetery and were
immediately rushed to the Ospital ng Tondo.

- A total of 1, 273 prohibited items


were confiscated but were likewise returned
to their respective owners before they leave
the cemetery.

DAY 4 - November 2, 2012, normal security procedures were


undertaken as the crowd started to decrease in numbers and was estimated to
5, 000 and the confiscated items were tallied at 594 with no other untoward
incident happens.

DAY 5 November 3, 2012, security operations at the Manila


North Cemetery were terminated at 12:00 NN of this date, but the undersigned
directed Blumentritt PCP to continue providing security at the cemetery.
