B. Highlights
1. The bidders were informed that the opening of bids for the Academic Building 2 shall start at
2:00 PM instead of 1:05 PM for BAC and observers to have their lunch since the opening of
bids for Dormitory 2 lasted until 12:30 PM.
2. Granby Trading and Construction and LDV Construction submitted their respective bid
proposals. The opening of the bid started at 2:00 PM. BAC first open the bid proposal
submitted by LDV.
3. Opening, examination of bids and determination of responsiveness:

4. LDV passed the eligibility requirements, they presented a walkthrough presentation. LDV
showed the exterior design of the building which includes the ramp for handicapped and a
bridge connecting Academic Building 1 and 2 that will allow passage towards the Science
building. They used large windows for well-ventilation.
5. LDV presented the interior part of the AVR, Registrars Office, Clinic Room as part of the
ground floor and Smart Classroom, Faculty Rooms and other lecture rooms as part of the
second floor.
6. In accordance with the Terms of Reference, it provides that the tempered glass shall be also
used to preserve the identity between the two structure. In their design the tempered glass
was facing north. LDV mentioned that for Smart Classroom, a one level comfort room would
be economical. The design also provided four (4) exits for the building. It provided a sunken
AVR in accordance with the TOR. Septic tank was provided for future water system. Sprinkler
layout was also provided until third (3rd) floor. CCTV camera was also included for all floor
levels.
7. Arch. Magbojos required LDV to interchange the location of the Comfort Rooms and placed
first the CR for physically challenged individual.
8. LDV included sprinkler layout with firehose, but its functionality was in questioned. LDV
afterwards admitted that it was not functional and was designed only in compliance with the
TOR. In contrary, the TOR provides that the sprinkler system was required and shall be
functional. LDV required BAC to buy the whole firefighting system with 18 horse power which
has an estimate cost of 2.5 million for it to be functional. LDV mentioned, that the P41 million
should cover everything that they offer.
9. BAC cannot rely on the adjustment or realignment of budget, it can only rely on the price and
offer of the bidder. Ms. Doce stated that completeness of documents was taking into
consideration and that LDV cannot be disqualified outright. BAC decided to open the financial
documents. The bid of LDV was P41,300,000.00 which has a significant difference of
P72,232.00 from the Approved Budget for the Contract (ABC).

10. Granby passed all the eligibility and technical documents required. They submitted Surety
Bond worth P2,068,625.00 as their Bid Security reflective as 50% of P41,372,232.00 the
Approved Budget for the Contract (ABC).
11. Likewise, the Terms of Reference for Design Personnel provides that the Mechanical Engineer
must be a Professional Mechanical Engineer with at least five (5) years of experience in HVAC
and fire protection systems and preferably knowledgeable in emergent, alternative energy-
efficient HVAC technologies.
12. Granby failed on the qualification of their personnel specifically the Mechanical Engineer
which as above-mentioned should be a Professional Mechanical Engineer with at least five (5)
years of experience lacking with the
