LSA A ssociates. Inc. (LSA) is pleased to submit thi s Statement of Qualificatio ns (SOQ) to provide Planning
Services to the Ci ty of Carmel -By-The-Sea (City). T h is SOQ is based upon careful review of the Request for
Statement of Qualificati ons for Architectural, Engineering, Munici pal Administration, & Other Professional
Services. We appreciate this opportuni ty to present LSA 's qualifica tions.

LSA is a full-service, multidisciplinary e nvironmental planning and project management firm. Preparation of
California E nvironmental Quali ty Act (CEQA) and National Environmental Policy Ac t (NEPA) docume nts has
been a core service at LSA since the fo unding of the tirm in I 976. Today, the firm employs approximately 200
environme nta l professionals in ten offices in California including spec ialists in CEQA and NEPA
doc umentation, land usc and commu ni ty pla nn ing, biological resources, architectural a nd hi storic resources,
archaeology, Native A merican consulta ti on, paleontology, water quality, air quality, greenhouse gases (GHGs)
and global climate change, sea level ri se, noise, transportation, geographic information systems (GIS), and
graphics.

LSA has provided on-call plan ning services to more than 70 agenc ies in Cal iforn ia within the past 5 years, and
LSA's San Luis Obispo office is curre ntly providing on-call services to the fo llowing local and regional
age ncies: the County of Monterey Public Works Department, the Transportation Agency for Monterey Count y,
the City of Seaside, the Atascadero Unified Sc hool Distric t, the San Luis Obispo Council of Governme nts,
Diablo Canyon Power Plant, the Santa C lara Valley Transportation Authority, and the Kern County Roads
Department.

LSA is preparing a Specific Plan for the City of Marina Municipal Airport Business and Industrial Park. The site is
located adjacent to the Marina Municipal Airport (Fritzsche Army Airfield) and is owned by both the City of Marina
and the University of California Regents. The Specific Plan will provide for a balanced mix of airport related
industrial and commercial uses, as well as research and development, institutional and educational uses. Prior to
preparation of the Specific Plan, LSA prepared a memorandum summarizing the site context in relation to the
previous project plans, approvals, and policies for future development of the Municipal Airport Business Park and
the areas surrounding the municipal airport. In addition, LSA prepared a memorandum summarizing the prior
environmental analysis documentation for the Municipal Airport Specific Plan project site, and recommended
appropriate environmental analysis of the Specific Plan for the business park development. The Specific Plan
addresses the land use consistency and aviation compatibility analysis pursuant to the City of Marinas General Plan,
Municipal Code, the Marina Municipal Airport Master Plan, the University of California Monterey Bay Education
Science and Technology Center Master Plan, and the interaction with neighboring properties and land uses. The
Specific Plan is being prepared based on existing environmental constraints in order to minimize environmental
impacts and mitigation. The Specific Plan includes written design guidelines to be used in evaluating future
development projects.

LSA staff provides ongoing land use planning and environmental management support for Pacific Gas and Electric
Company (PG&E). Specific team disciplines include biology, archaeology, paleontology, traffic engineering, and
urban/environmental planning. Previous projects have included native vegetation restoration and monitoring for the
Independent Spent Fuel Storage Installation Facility and the Steam Generator Replacement Project; implementation
of the Steam Generator Replacement Project Mitigation Monitoring and Reporting Program; development of a Trip
Reduction Plan (TRP) to limit the average daily number of vehicles entering the Diablo Canyon Power Plant
(DCCP) during the Steam Generator Replacement Project and the establishment of an Off-Site Parking Program;
design and implementation of the Pt. Buchon trail, which won an Award of Merit for Excellence in Planning from
the Central Coast Chapter of the American Planning Association; and preparing and securing land use permits for
associated trail and land use projects.

LSA prepared technical reports and a partial Environmental Impact Report (EIR) for a Marriot Spring Hill Suites
Hotel in the City of Seaside until the hotel developer withdrew the application and was replaced by a developer
proposing an In-N-Out Burger Drive-Through Restaurant for the same project site. The City of Seaside (City)
retained LSAs services to revise the technical reports as needed and prepare the California Environmental Quality
Act (CEQA) documents. The project involved a 2.23 acre vacant parcel along Del Monte Boulevard bordered by
Laguna Grande Regional Park and Lake, southeast of Monterey Bay and within the Coastal Zone. The restaurant
and associated facilities included indoor dining, outdoor patio seating, and a drive-through window, approximately
54 parking spaces including three Americans with Disabilities Act (ADA) accessible spaces, three bicycle racks, and
two motorcycle parking stalls. LSA prepared the following environmental technical reports in support of the EIR:
Air Quality and Greenhouse Gas Emissions Analysis, Biological Resources Report, Jurisdictional Delineation
Report, Cultural and Paleontological Resources Study, Hydrology Assessment, Noise Impact Analysis, Traffic
Impact Analysis, and visual simulations. The Geologic and Soils Condition Report and Supplemental Site
Assessment were completed by LSA subconsultant Earth Systems Pacific. The EIR was certified in 2011 although
the City did not approve the project. In 2014 the City Council revisited the project and retained LSA to prepare a
Modified Initial Study/Addendum which was approved in March 2015. Construction monitoring finished in March
2016, which is the same month that the restaurant opened for business.

6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.): $121,482
LSA provided the City of Seaside (City) with environmental consulting services for the peer review and/or
preparation of technical reports and the preparation of California Environmental Quality Act (CEQA)
documentation for a senior living facility. The project site is approximately 5.47 acres and is located at 550
Monterey Road. The project site was previously owned by the United States Army. Following the closure of Fort
Ord in 1994, the parcel was transferred to the City under the Fort Ord Reuse Authority Act. The project includes
demolition of the existing 5,000 square foot structure and the development of a State of California licensed
Residential Care Facility for the Elderly (RCFE). The RCFE would be comprised of three facilities: an Assisted
Living Facility, a Memory Care Facility, and a Co-Housing Facility. The proposed project would include
approximately 17,958 sf of open space and 61,856 sf of landscaping, including around the exterior perimeter of the
primary Assisted Living and Memory Care facility, around the perimeter of the parking areas, and within the
courtyards and gardens. The proposed project would include a total of 92 parking spaces for residents, visitors,
employees, and short-term services. LSA prepared the Air Quality and Greenhouse Gas Emissions Report and the
Health Risk Assessment, and peer reviewed all the other technical reports prepared to support the analysis in the
Environmental Document, including the Archaeological Report, Biological Resources and Tree Report, Preliminary
Geotechnical Report, Lighting Plan, Noise Report, Preliminary Stormwater Control Plan, and the Traffic Report.
The Final Environmental Document was approved by the Seaside City Council in August 2016.

LSA is a full service environmental planning firm that provides proficiencies in the following disciplines.
LSA's Community Planning services focus on adjunct staff planning, entitlement processing, zoning regulation, and
land use policy development, as well as coastal development review and public outreach strategies.
LSA's Natural Resources staff has expertise in the evaluation, management, and restoration of biological resources.
The firm' s staff of scientists prepares biological resource inventories, constraints analyses, and impact assessments. Its
extensive experience in wetlands analysis, special-status species evaluation, and resource management is respected by
clients and regulatory agency staff. LSA designs habitat restoration plans and mitigation banks, implements and
monitors revegetation programs, and coordinates with agencies on complex biological and wetland permitting issues.
The Transportation staff offers comprehensive planning and engineering services for all aspects of transportation
projects. The firm's services include modeling for regional transportation networks, identifying roadway funding and
cost-sharing opportunities, and assessing traffic impact and parking conditions.
LSA offers complete assessment modeling and monitoring of noise and air quality impacts for residential, commercial,
and industrial developments; General Plan/Specific Plan studies; and transportation projects. These services include
modeling of construction and operational emissions with mobile and stationary sources.
The Cultural Resources staff conducts field surveys, testing, resource evaluation, historical assessments, and provides
laboratory services. It develops mitigation measures for cultural resources protection and preservation programs. LSA
provides assessments, preconstruction surveys, and mitigation recommendations for paleontological resources. LSA also
provides monitoring during construction, identification and curation of recovered specimens, and preparation of final
mitigation reports. LSA can assist with the consultation process for Chapter 532, Statutes of 20 I 4 (i.e., Assembly Bill
52), if requested.
LSA provides a variety of water quality services to assess how present and proposed actions could affect water quality.
Services include Storm Water Pollution Prevention Plans, Sediment and Erosion Control P lans, National Pollutant
Discharge Elimination System Pemlit compliance evaluations, water quality sampling, and water quality analyses for
California Environmental Quality Act and National Environmental Policy Act documents.
LSA provides a full range of global climate change services that are responsive to evolving State and federal standards,
recent case law, and scientific literature. LSA uses quantitative and qualitative methods to evaluate project and program
greenhouse gas emissions, and works within a multidisciplinary team to craft innovative mitigation measures to reduce
effects related to global climate change.
LSA provides construction monitoring services for biological, cultural, and paleontological resources, air quality,
noise, and water quality monitoring. LSA also provides Field Directors for construction monitoring management.
The GIS staff utilizes current technology to map and analyze natural resource data and community planning systems. It
incorporates global positioning system (GPS) technology to locate resources and geographic boundaries for use as
reference points for surveys. Spatial data are used to generate digital maps and aerial photographic overlays to facilitate
project planning and for presentation purposes.
To complement our in-house experts, LSA maintains solid relationships with a wide range of technical subconsultants to
provide additional services on a project by project basis. By developing quality working relationship with subconslutants
LSA can assure its clients quality results.
