Dear Mr. Harary,

Please accept the California State University, Chico, Geographical Information Center's (GIC}
response to the City of Carmel's request for Statement of Qualifications for Architectural,
Engineering, Municipal Administration and Other Professional Services. Enclosed are the GIC's \
qualifications to provide GIS and Asset Management services for the City of Carmel.

The California State University, Chico, Geographical Information Center (GIC) was established in 1988
to train professionals in the emerging technology of geographic information systems and is located in
downtown Chico, CA. The GIC's mission is academic, community development, and service oriented.
The GIC is extremely proficient in responding to the schedules and technical requirements of its
clients. The GIC staff brings a wealth of expertise and experience in GIS mapping and analysis,
economic and community development, research, field-testing and community facilitation.
Additionally, the GIC also has access to subject matter experts and student assistants/interns through
CSU, Chico that bring valuable resources, knowledge and perspective to projects throughout the'
region and support the capacity for scalability based on the client's needs and schedules.

The GIC in contract with the Butte County Association of Governments provides support building on
development of an Enterprise SDE to manage and archive multiple datasets. Data creation included georeferencing
County Assessor parcel maps, parcel fabric creation and unique identifier attribution. Ongoing efforts include
maintenance of parcel updates for approximately 94,000 APNs, road networks and street addresses (over 1,677
square miles). The GIC migrated data into the database, translating municipal project plans into GIS data format
and newly created data through digitization of commercial building footprints from aerial imagery. Developed an
urban growth model using the UPLAN ArcMap extension for transportation modeling purposes, ran scenarios and
provided a training seminar for local governments on model application. ($877,022)

The included GIC rate card reflects the technical and professional staff billed to the City of Carmel
projects as requested. The rates include all fees and expenses including personnel, facilities,
administration, operating expenses, and travel to the City of Carmel for project meetings.

As the City of Carmel identifies specific projects, the GIC will provide a fixed-price cost estimate based on
the included rate card for requested activities in the City of Carmel's approved format.

The California State University, Chico, Geographical Information Center (GIC) was established in 1988 to train
professionals in the emerging technology of geographic information systems. The GIC's mission is academic,
community development, and service oriented. While nurturing current and developing partnerships, the GIC /
promotes valuable opportunities for collaboration and technical assistance through the provision of innovative
geospatial solutions to its service region. The GIC is extremely proficient in responding to the schedules and technical
requirements of its clients. Additionally, the GIC also has access to subject matter experts and student assistants/interns
through CSU, Chico that bring valuable resources, knowledge and perspective to projects throughout the region.

The GIC can provide the City of Carmel with the following GIS services in addition to potential tasks listed in RFQ:
Asset inventory and management
Parcel, zoning, General Plan land use and web mapping, maintenance and updates
Emergency services support - crime mapping, map books, infield asset mapping, road address ranges, etc.
Soil survey and vegetation surveying and mapping
Infrastructure management and data maintenance - road networks, parcel realignment, topology validation,
geocoding, relational database error corrections, standardized schemas and data management practices, etc.
Web map interface - database query, display, download, lookup, editing and print functionality, etc.
Model development and data creation, migration and management
Enterprise database development
GPS and ArcPad base training and development for field reconnaissance
ARC GIS mobile mapping applications - deployment, training and management
Tool development (e.g., python scripts)

Approach, Methods, Outcomes:


The GIC will work with the City of Carmel staff and officials to conduct a GIS needs assessment to evaluate quality and
currency of existing data, analyze systems and determine overall gaps in GIS activities. The GIC has the capacity to
provide the following:
Build platforms to assist with workflow processes (e.g., asset management systems)
Identify data gaps and conversion needs- convert legacy data and build systems to fit the City's needs including
training and maintenance
Integrate all identified data into state-of-the-art Local Government Information Model (LGIM)
The GIC will verify that all data features have been properly attributed with source type and rank to implement a
confidence level of the accuracy of the data and the methodology use to produce each feature in any given geographic
location. All metadata will be verified to be consistent with ESRI item description format and contain the necessary
supporting information, including but not limited to, proper identification information, accurate spatial data
organization information, entity and attribute information, distribution information, and metadata reference
information. Metadata will document all process involved in the creation and/or manipulation of data to produce a final
product.
