Atapproximately11:00AMonOctober18,2017,JOSHUADAVILOR(DOB:04/04/1995)wenttothe
ComoParkZooandMarjorieMcNeelyConservatorylocatedat1225EstabrookDrive,SaintPaul,
RamseyCounty.

Lorwentintoachildrensplayareaneartheconservatory.Lorapproachedandbegantalkingtoawoman
andher4-year-oldgrandsonastheylookedatafrogexhibit.Lorpulleddownhispantsandbeganto
masturbateinfrontofthewomanandhergrandson.ThegrandmotherdidntthinktheboysawLor
masturbatingbecauseofaretainingwall,butshedid,andshetoldLorthathisbehaviorwasinappropriate
andtopulluphispants.Lorpulleduphispantsandapologizedbeforehewalkedaway.

WhenOfficerLeearrived,staffpointedLorouttohim,andLorwassecuredinasquad.OfficerLeetold
Lorthathewasbeingdetainedbecauseofthecriminalsexualconductcomplaint.Lorsaidhewasatthe
zooandaskingpeoplequestions.Lorsaidhepulleddownhispantsandtouchedit.OfficerLeeclarified
withLorthatitreferredtoLorspenis.

LorwasadvisedofhisconstitutionalrightsandagreedtospeaktoSergeantJohnson.Lorsaidhewas
arrestedbecausehetookhispantsdown.Lorsaidhepulledhispantsdownbutdidntmeanto.Lor
deniedhewasmasturbatingandsaidhehadonlypulledhispantsdown.Loradmittedthathispeniswas
exposedwhenhepulledhispantsdown.Whenaskedhowmanypeoplesawhispenis,Lorsaid,Alot.
Lorsaidhispeniswasntexposedthatlongabout10seconds.Lordeniedtouchinghispeniswhenhis
pantsweredown.

Lorsaidheknewthewomanhadseenhispenis.Lorsaidwhenhepulleddownhispants.Heaskedher,
Howwasit?Lorsaidhewasreferringtotheexhibitsintheconservatory.

Loradmittedheknewtherewerekidsinthearea.Whenaskedhowmanykidssawhispenis,Lorsaid,
Justtheonekidthatwaswiththelady.Lorexplainedthathewastalkingtothewomanabouttheexhibits.

Lorwasnotwearingunderwearandonlyworesweatpantswhenhewasatthezoo.

Lordeniedtheuseofalcoholordrugsandhesaidhehasnotbeendiagnosedwithanymentalillness.

LorhadamisdemeanordomesticassaultdismissedinRamseyCountyDistrictCourtfile62-CR-17-919
afterhewasfoundincompetentinconjunctionwithaschizophreniadiagnosis.

NOTICE:PursuanttoMinnesotaStatute609.49,subd.1(a)Apersonchargedwithorconvictedofafelony
andreleasedfromcustody,withorwithoutbailorrecognizance,whointentionallyfailstoappearwhen
requiredafterhavingbeennotifiedthatafailuretoappearforacourtappearanceisacriminaloffense,or
