OBJECTIVES
The objective of this Document is to assist qualified persons (QP) and Accredited
Checker (AC) in developing BIM models to meet new requirements of Building
Information Model (BIM) submission. It describes the requirements and guidance for
creating BIM with specific object types, associated properties and presentation format
to the Building and Construction Authority for processing:

SCOPE

These submission guidelines contain lists of requirements of the building works which
must be complied with when making a structural (ST) submissions which covers both
substructure and superstructure elements and civil defence//transit shelters (CD)
submissions. The items in this Standard Guideline may also be amended or revoked
when new written laws come into force. For more information or enquiries on the
specific submission requirements, please consult the appropriate regulatory agency
above. For Software specific on how to BIM e-submission, refer to Appendix A of this
guide.

These user manuals should be read carefully as this Document cannot take into
account all the special features of individual BIM application. For any submission
requirements mentioned in the Appendices that require customisations to a certain
extent, QPs are also advised to make reference to the training materials distributed or
to consult the respective software vendor for any enquiries on the application.

If there are contradictions between this submission guideline and vendors


instructions, BCA BIM team shall be contacted for clarification.

I. GENERAL REQUIREMENTS

1.0 Deliverables

1.1 File Format & Software Version


All submissions shall be in Native file format

1.2 File and Folder Structure


All submissions shall be structured by the following:

1.3 File Structure


Single file
o One single BIM to contain all information. Suitable for small sized
project with only one main building/structure.

Federated files
o Several BIM to contain all information. Suitable for medium to big
sized projects with several buildings/structures or major
infrastructure projects (MRT, airports, seaports)
o UNC (Universal Naming Convention) path or Relative path shall be
used.

A relative path defines the position of a linked file in a working directory such as project
folder. Its position is defined by its relative location.

o QPs may opt to use any of the above mentioned method, whichever
is appropriate for the project. Models shall be organized a single or
federated BIM model in due consideration of its projects size,
complexity, and submission phases.

2.0 Model Orientation and Site Configuration


The site, building/structure model or its adjacent buildings should be compliant
with SVY21 coordinate system and grids complete with False Easting and
Northing coordinates. The model elevations shall be clearly indicated to be in
reference to Singapore Standard Datum (>100M) aligned to Structural Floor
Level (SFL) in relation to Architect Floor Finish Level (FFL), instead of project
reference level at ground.

Registered Land Surveyor shall provide X, Y, Z points.

3.0 Scale
All BIM submitted for approval has to be drawn in real size as built (1:1) in metric
scale.

All 2D Views generated from BIM shall not have odd drawing scales.

8.0 Core Information (CI) for BIM Objects


Submissions shall have minimal Core Information (CI) as specified by the
respective regulatory agency. Refer to III. Core Information (CI) for BIM
Objects

9.0 Annotations and Dimensions


All views shall have minimal annotations as specified by the respective
regulatory agency.

Within each of the model view, QP IS encouraged to embed as much


information at attributes/parameters and the use of preloaded tags that
display information on a need basis by the officer reviewing the submissions.

10.0 Last Saved Views


Checking and approval from the regulatory agencies is based on the Last
Saved Model, together with the Last Saved View of site plans, floor plans,
elevations and sections submitted. Therefore, QPs are to ensure that the
following items are checked upon submission:

a. Maximum extent is saved for each view;

b. No hidden objects or annotations;

c. Any link (3D model or BIM saved in other file) that is considered part of the
submission is loaded upon submission;

d. There shall be no missing/ unreadable external files.

e. All other external references, irrelevant drawing layers, objects,


annotations, draft work and construction lines, which are not part of the
proposed building elements, are to be removed or purged upon submission;

f. No propriety fonts are used for annotations and all the fonts should be
legible; and

g. All objects and annotation in each phase were displayed in the last saved
view.

11.0 Cover Page


Use the provided Title Block in the template.

CP83 A&A Colour Assignment

a) Follow CP83 colours for Existing(Cyan), Proposed(Magenta), and


Demolition(Yellow)
b) Revision cloud shall be used to highlight any changes or amendments to the
approved 2D views.
c) Part 3D models of the amendments shall be submitted with a massing model
of the approved 3D models to show clearly the proposed changes from the
original. The massing model shall show the structures immediately below and
above and adjacent of the amendments.
d) QP can use point clouds mesh or photogrammetric massing models to
represent existing structures.

II. AGENCY- SPECIFIC REQUIREMENTS

A. BCA Building Engineering (BE) Submission Requirements


QP and AC shall model all load bearing structures/buildings as defined in
Building Control Act including but not limited to the following:
a) Foundation elements like piles, pile caps, ground beams and footings
including ground support and stabilisation works
b) Any type of retaining walls including continuous bored piles (CBP)
c) Columns, walls etc carrying vertical loads
d) Shear walls, cores, tubes, retaining walls etc which are resisting lateral
loads
e) Main beams/girders, transfer beams, and trusses
f) Slabs on grade and suspended slabs supported by beams and flat slabs.
g) Staircase including steps, risers, thread and landings and other circulation
elements like escalators and lifts
h) Specialty works like pre-stressed; post-tension; cross laminated timber
and glulam;
i) Tunnels exceeding 6m and/or 1m in diameter
j) Critical elements not listed above, such as joints in main beams and trusses
or element in special structures like tension cables in cable stayed structures

Exempted structures refers to Division 1 Item 4 Part II of the Building Control


Act and are mostly non-load bearing; insignificant and temporary elements.

QP is also allowed to differentiate between Primary Load Bearing (PLB) and


Secondary Load Bearing (SLB) elements. Secondary load bearing (SLB)
element are "optional" in the model. For example, a truss has top, bottom,
vertical and diagonal members are considered primary while purlins, struts,
cross bracing, and tie rods are considered secondary.

A.2 Views Specific Requirements


Physical model shall show the following:
a) Sizes and thickness of load bearing elements
b) Vertical (gravity) and horizontal (lateral) elements shall be colour coded for
easy identification.
c) Structural elements shall be modelled to correct material and category.

A.4 Site Layout and Subterranean


a) Site layout showing terrain contours projected on 2D plan or as 3D DTM
b) Soil profile from geotechnical report showing the stratification of the soil
layers with symbols for easy identification.
c) Adjacent road names & centerlines, kerbs, ramps, parking lots and
property boundaries including ingress and egress, town subdivision,
mukim and lot numbers.
d) Building outline including setback and distance between new building to be
erected and adjacent lot boundary.
e) Gridlines and dimension in metric with scale bar.

A.5 Foundation/Substructure Layout


a) Existing retaining walls or boundary wall shall be shown

b) For ERSS showing the extent and depth of earth retaining structures for both
temporary and permanent.

c) Piles and pile caps shall be colour coded to represent either bore hole/soil
profile or the typical depth of piles per zone.

A.6 Framing/Superstructure Layout


a) All floor plans shall have structural grids including additional to highlight
portions of interest based from architectural gridlines.

b) Floor plans shall include the indication of drops and show the extent and
depth

c) All room/space shall be tagged with clear annotation on purpose and loading
expressed as kN/m2

d) Elevation and section views shall be referenced to Structural Floor Level (SF)
which usually refers to Top of Slab (TOS) and distinct from Finish Floor Level
(SFL) by the architects. In addition it shall show the following:

-Floor to floor height

-Maximum building height in AMSL (above mean sea level)

e) Buildability score (BScore) points shall be generated from a schedule


extracted from load bearing elements with built in attributes for labour saving
index (LSI)

A.7 Structural Detailing


Details generated from design and analysis softwares are allowed to be
incorporated as 2D views of the model as a detail and/or drafting views.

When parameters tabulated in schedule are used to generate object geometry,


the dimensions found in the schedule and model must be consistent to avoid
discrepancy.

a) Concrete Reinforcing Bars

Rebars can be either be represented by either by schedule or 3D lines

b) Steel Bolted Connections


Bolted connections can be represented using a hybrid approach where steel
beam and columns including cross bracings from BIM objects while detailing
features can either be detail components or manually drawn.

c) Steel Welded Connections

d) Cross Laminated Timber/Glulam

A.8 Specialty Building Works


Specialty works which are normally outside the scope of the QP on record
shall be modeled and detailed consistent with the definition of primary load
bearing (PLB) and secondary load bearing (SLB) elements described above.

a) Ground support and stabilization works like ground anchors, soil nails,
rock bolts, chemical grouting, jet grouting, shotcreting and tunnel supports.

b) PPVC, showing protection of key structural steel elements against


corrosion and provision for inspection of concealed key structural elements
either thru adequate waterproofing or sacrificial layer.

c) Precast showing panels and rebar configuration.

d) Post tension, shall show tendon profiles, laying of conduits, anchorages,


bursting reinforcement, pulling or stressing of cables including pressure
grouting of conduits.

B.2. CD View Specific Requirements


a) Model elements of the building with CD shelter structure including all
concrete & steel members for shelter protection shall be provided including
trellis, canopy, ledge, down hang beams, tie beams, vent shaft and shielding
walls.

b) Household shelters, storey shelters and staircase storey shelter has to be


modeled as part of the buildings including setback distance.

c) Public/transit shelters like MRT are required to be modeled as part of the


MRT structures

d) Transfer structures supporting household shelter shall be modeled. Please


take note that the use of transfer beams is only allowed for household storey
shelters.

e) All ventilation sleeves, shelter door and blast door openings regardless of
size shall be modeled.

f) General Notes can be shown as text either as drafting view or legends.

g Typical Details can be shown as either drafting or detailing views. Inserted/


imported CAD files are also acceptable.

B.3 CD Foundation/Substructure Layout


3D part models shall show the anchorage lengths of the rebars.

a) Structural layout should tally with the approved building plans (BP)

b) Structural elevations shall be shown for at least 2 orthogonal views
