collected unless published in a newspaper of general publication
at least once a week for three consecutive weeks.
This requirement was sufficiently complied with as the
provisional toll rate adjustments were published in three
newspapers of general circulation (Philippine Star, Philippine
Daily Inquirer and The Manila Bulletin).

2. At any rate, TRB may provisionally grant increase in rates even


without publication.
