En 2012, Dibdo Francis Kr gagne
le global Holcim Awards Gold avec son
projet dcole secondaire dans le village
de Gando, au Burkina Faso. Ce btiment,
aujourdhui en construction, fait partie
des 40 % de projets prims raliss
chaque session.

Avant-propos
La collection AA Events, parmi les hors-sries
qui ponctuent dsormais la vie ditoriale de
LArchitecture dAujourdhui, est ddie aux
salons, confrences, prix ou expositions qui
jalonnent notre temps. Avec un objectif interna-
tional, cette collection vient en complter deux
autres : AA Perspectives, centre sur les ques-
tions urbaines ou de grande chelle et AA
Projects, qui met en lumire des btiments
remarquables et dont la dernire livraison
(parue en novembre 2014) portait sur la rnova-
tion du 1er tage de la tour Eiffel.
Dans ce numro, nous avons choisi de nous
pencher dune manire originale sur les Holcim
Awards for Sustainable Construction, jeune prix
darchitecture encore peu connu, malgr une
base de candidatures mondiales et une dotation
gnreuse de la fondation Holcim. Edwin
Heathcote, critique darchitecture et rdacteur
en chef de ce numro, a slectionn laveugle
avec la rdaction les projets qui retenaient le
plus lattention, sans tenir compte du choix ini-
tial des membres du jury. Il en ressort que leurs
premiers choix ne sont pas forcment les ntres !
Issus dune base impressionnante de plus de
6.000 candidatures dans le monde, dont 2.500
ont t retenues ces morceaux choisis pro-
viennent des 62 projets prims en 2014 travers
les cinq continents. Ils seront la base du Global
Holcim Award qui sera dcern en 2015 et cl-
turera cette quatrime session, mene par la
dynamique quipe de la fondation du cimentier
suisse.
Si les participants sont majoritairement en
dbut de carrire, ce qui ressort parmi ces pro-
jets dont prs de la moiti est en cours de
construction ou sera ralise terme cest bien
un intrt croissant pour la question urbaine et
celle des espaces publics. La revitalisation des-
paces industriels abandonns comme le change-
ment de destination de projets existants forment
le l rouge de cette dition. Au-del du cadre
purement architectural, ce sont donc des ques-
tions plus larges que des quipes pluridiscipli-
naires ont dcid daborder, une faon de
rednir la notion devenue clich du durable .
Un constat et un vu : plus dun projet lau-
rat sur deux ne sera jamais construit. Les pro-
positions analyses oscillent souvent entre
techniques irralistes et timides utopies. On
souhaitera lors des prochaines ditions pouvoir
passer en revue des propositions bien plus radi-
cales. Seule laudace fera avancer tant la
rflexion que la pratique. On a donc envie de
dire aux futurs candidats : Osez !

Foreword
Amid the special issues that now punctuate the
editorial life of LArchitecture dAujourdhui, the
AA Events collection is dedicated to shows, con-
ferences, prizes and exhibitions that mark our
time. This collection has an international per-
spective and comes in addition to two others:
AA Perspectives, concentrating on urban and
large-scale questions, and AA Projects, which
highlights noteworthy buildings, the latest issue
of which focusses on the renovation of the 1st
oor of the Eiffel tower (published in November
2014).
In this issue, we have chosen to look at the
Holcim Awards for Sustainable Construction
from a novel perspective. This young architec-
ture prize is not very well known, despite an
international candidate base and a generous
endowment from the Holcim Foundation.
Together with the editorial team, Edwin
Heathcote, architecture critic and editor of this
issue, selected projects indiscriminately, ones
that attracted the most attention, whatever the
initial choice of the jury. An interesting sample
emerges, which we do not grade, but where
their rst choices are not necessarily ours!
The selected extracts from an impressive base
of over 6,000 candidates throughout the world
2,500 of which were selected come from the
62 projects awarded in 2014 across ve conti-
nents. They will be the basis of the Global
Holcim Award, which will be presented in 2015
and will bring to an end this fourth session, led
by the Swiss manufacturers small dynamic
foundation team.
Although the majority of the participants are
only beginning their career, a growing interest
in the urban question, as well as public space,
emerges among these projects, half of which are
being built or will be completed on schedule.
The renewal of abandoned industrial spaces,
along with changing the purpose of existing
projects is the main thread of this years award.
The multidisciplinary teams decided to tackle
broader issues beyond the purely architectural
context a way of redening sustainable, now
a clich.
An observation and a wish: more than one
winning project out of two will never be built.
The proposals studied often vary between unre-
alistic techniques and timid utopias. In future
Holcim Awards we would like to review much
more radical proposals. Only audacity can bring
progress to how we think and work. So we feel
like saying to future candidates: Be bold!

larchitecture durable, une introduction

Le dveloppement durable est une notion
cule. Le terme a t tellement us quil sert
dsormais dfendre les btiments les plus
banals comme une architecture de lostentation.
Peut-tre est-ce justement ce galvaudage qui
pousse une nouvelle gnration darchitectes
tenter de redfinir lide de dveloppement
durable tout en se dtachant de lobjet construit
au prot du paysage, de la sphre publique et de
la participation citoyenne ?
Par bonheur, cest prcisment ce qui se
dgage de cette nouvelle floraison de projets
slectionns pour les Holcim Awards. Il semble
que se soit produite une rupture dlibre avec
larchitecture spectacle qui a domin les projets
de diplme et les pages des revues darchitec-
ture de ces dernires dcennies. Elle laisse place
une prise de conscience de plus en plus vive
des questions sociales et de lusage qui peut
tre fait de larchitecture pour cimenter une
communaut et amliorer la rsilience de villes
fragilises. Selon Marc Anglil, professeur dar-
chitecture et de design et doyen du dparte-
ment darchitecture de lcole polytechnique
fdrale (ETH) de Zurich, membre du jury des
Holcim Awards pour les cinq rgions, le regard
sur la construction durable a chang. Il y a dix
ans, elle faisait lobjet dune approche consen-
suelle, mais les projets sont devenus plus sophisti-
qus, explorant dune part les possibilits de
lesthtique, de lautre la voie du social. Les
rponses sont dsormais beaucoup plus
complexes.
Les jurs saccordent dire quil existait
auparavant une hirarchie visible dans la qua-
lit des projets, lEurope et lAmrique du Nord
tenant le haut du pav par leur sophistication et
leur ambition. Aujourdhui, ce foss entre ce que
lon pourrait appeler le Nord et le Sud globali-
ss sest rsorb. Si ce nouveau contingent de
projets tmoigne de quelque chose, cest bien
dune palette plus vaste, plus fouille, de projets
en provenance de lAfrique, du Moyen-Orient et
de lAmrique Latine en particulier. Peut-tre
parce que cest dans ces rgions que sopre lur-
banisation la plus rapide : les problmes

architecturaux se posent avec beaucoup plus
dacuit aujourdhui dans les villes en plein
boom, la frontire entre richesse et pauvret,
ville constitue et cit informelle.
Pour Alfredo Brillembourg, fondateur de
lagence Urban-Think Tank, professeur lETH
de Zurich et membre du jury pour lAmrique
Latine, le dveloppement durable est en effet
devenu un clich, et nous devrions plutt nous
saisir du concept de rsilience. Il faut faire place
la complexit et la multiplicit des usages.
Jusquici, on ne jurait que par la technologie et
linnovation, mais dans larsenal dploy en leur
nom, beaucoup de projets ne fonctionnent pas ou
ne sont jamais construits. la place, nous devrions
chercher rutiliser les btiments existants et
ouvrir un large dbat sur ce quest le dveloppe-
ment durable. Est-il durable davoir autant de
pauvret dans une ville ?
Alfredo Brillembourg relve aussi la relative
faiblesse des projets en provenance du Brsil et
du Chili, quil appelle les deux fers de lance de
lAmrique Latine . Dans ces deux pays, laisse-t-
il entendre, on accorde une importance exces-
sive la maison individuelle, la commande
prive venant dune population nantie. Aussi
beaux ou novateurs que soient ces types de pro-
jets, peut-on vraiment les riger en modles du
construire durable ?
En Europe, cest tout le contraire : les matres
mots sont le territoire et la socit. Stuart Smith,
directeur au sein du gant de lingnierie Arup
et membre du jury pour lEurope, relve cette
tendance : La crise nous a lgu une srie de pro-
jets empreints de ralisme. On pense dsormais
majoritairement paysage et conditions sociales
plutt que btiment priv, et presque plus per-
sonne ne parle de forme ou de gomtrie. Bien
que Smith soit quelque peu critique envers la
pauvret des recherches technologiques, il
afche par ailleurs un rel enthousiasme. Je
suis sorti de l lectris, cone-t-il. La jeune gn-
ration, en particulier, est impressionnante par
son engagement et le ralisme de son travail.

lectrique et solaire aux villes pitonnes et un

de la dmarche durable ont vu le jour ici. Mais
peut-tre le reste du monde nest-il plus la

Voici une nouvelle gnration darchitectes
uvrant sur fond de crise conomique soute-

fcond. Les jeunes architectes, tout en prenant

tront de travailler, que ce soit travers le militan-
tisme, la coopration ou les ides , rpondent
de nouvelles crises qui branlent les fondements
du contrat social europen.
Trois projets runis sous ltiquette X Marks
the Spot gurent parmi les propositions les plus
intressantes. Leurs auteurs examinent la
situation de la campagne et de lagriculture, qui
constitue une norme source de revenus pour
lEspagne (et pour une bonne partie de lEu-
rope), sans susciter toutefois dintrt majeur.
Lparpillement de la population, les lourds
contingents de saisonniers immigrs, lloigne-
ment de la ville sont autant de facteurs qui ont
concouru au maintien dune sgrgation phy-
sique et sociale entre lurbain et le rural Rem
Koolhaas y a rcemment consacr une srie
dessais. Ces trois projets se penchent chacun
sur une facette de cette exclusion, interrogeant
labsence de ce que lon peut qualier darchitec-
ture des campagnes (son dlaissement au prot
de typologies industrialises et modulaires),
mais aussi lintgration du paysage agricole
industrialis et des vestiges du paysage naturel,
et enn le vide laiss par le manque dinstruc-
tion, et partant dintgration, des travailleurs
exclus. Ce sont des ides sophistiques, qui
illustrent la manire dont les architectes peuvent
la fois provoquer le dbat et faire merger des
solutions.
De la mme faon, les architectes qui ont
conu Material Flows promeuvent une nouvelle
comprhension des processus presque invi-
sibles qui sous-tendent la construction. Leur
proposition, une installation base sur le recy-
clage de dchets et lorchestration de flux de
matriaux de construction, constitue un admi-
rable effort pour donner corps une reprsen-
tation de la construction comme processus en
train de se faire.
Sinscrivant dans cette mme volont de
rendre apparentes des forces invisibles, le projet
russe Net Point est une concrtisation en dur
du pouvoir dInternet. Pratiquant une sorte
darchitecture agit-prop, le projet tente de
donner une reprsentation physique aux fils

EN Europe might be the Old World, but it has
traditionally been the epicentre of sustaina-
ble innovation. From hydroelectric and solar
power to walkable cities and a particular atti-
tude of coexistence with nature, the ideas which
now constitute the canon of sustainability have
emanated here. But perhaps the rest of the
world has caught up? Has Europe become a little
complacent? The European entries, usually the
strongest, seem to have lost a little of their zz,
the crusading zeal of earlier years. However, the
familiar tropes of sustainable architecture, the
green buildings and green faades have been
replaced with something else, something poten-
tially far more interesting a second phase of
sustainable design.
This is a new generation of architects
launched into a sustained economic crisis.
Massive unemployment, as well as the collapse
of the traditional certainties of state support for
infrastructure and a social safety net, has created
unstable ground which nevertheless is proving
fertile. Young designers are acknowledging both
the need for proactive innovation for produc-
ing the conditions in which they are able to
work, whether through activism, cooperation or
ideas and they are responding to new crises
affecting the conditions of the European social
contract.
Among the most intriguing of these was the
collation of three entries as X Marks the Spot, in
which designers looked at the conditions affect-

Le btiment de Christian Kerez
sinscrit dans cette tendance,
travers une ralisation dune
originalit saisissante,
sculpturalement et structurellement
brillante. Lintrieur est trou
de bances circulaires, qui offrent
au regard des vues thtrales
transperant les cloisons et
traversant les tages. On ne circule
pas pour autant dans un fromage
suisse , car les vides dessinent
des galeries plutt que des trous

une crdibilit high-tech. Au-del
de cet aspect, la conception est
tellement aboutie, la rexion
architecturale si innovante et
limpide, que ce btiment mrite
une mention spciale. Il sagit
dune proposition extraordinaire,
novatrice et intelligente.

achieved by these cut-throughs
somehow paradoxically makes
the solidity of the architecture
clearer. The ecological aspects
and innovations of the building are
less deliberately visible than with
most of the other designs, but they

EN Although always grouped together, there
seems to be little that the Middle East and
Africa have in common beyond geographi-
cal proximity. Yet both regions have huge
wealth embodied in their natural resources
whether in fossil fuel or mineral form. In a
way, it is precisely these forms of extraction
which are exacerbating the planets environ-
mental crises, so to look at any of the sustain-
able strategies in communities can look like a
drop of hope in an ever-expanding ocean of
problems.
Yet beyond the potential wealth of natural
resources (and the injustice of the prots being
siphoned off by a small elite) there are growing
similarities between countries across the conti-
nent and most of these are a result of human-
itarian crises caused by war.
A number of entries here have addressed var-
ious aspects of these humanitarian disasters.
There are proposals that deal with the shelter
of refugees and others with the rehabilitation of
war-torn sites and conict-ravaged communi-
ties. These are the necessary, expected and per-
haps predictable responses to the crises which
dominate the news cycle.
But there are also proposals that examine
longer-term, structural issues, industry, waste
and the water shortage. Amid: conicts, disease
(Ebola is raging through Africa), terrorism,
incomplete revolutions and corrupt govern-
ments, it is difcult not to lose hope and to see
only crises. In fact, the continent is also a source
corrompus, il est difcile de ne voir l que des

Incremental Construction, lun des laurats
du prix, sest interrog sur la faon dauto-

duits localement et de leur propre force de tra-
vail. Habitat informel ne rime pas fatalement
avec taudis. Un parc forestier est propos
Beyrouth, ville martyre rgulirement mise
feu et sang ; en Palestine, autre territoire objet
dpres discordes, lespoir dune rappropria-
tion de lhistoire se fait jour. Au cur de ce der-
nier projet, un village abandonn, tmoignage
de loccupation isralienne. Le centre pour
femmes et terrain de jeu de Beit Iksa reconnat
le rle de lhistoire dans le paysage et de lan-
crage de la communaut.
Au final, la tendance qui se dgage de bon
nombre des propositions en provenance
dAfrique ou du Moyen-Orient est la volont de
rpondre aux crises et de btir du neuf, dans un
abandon de la riche histoire du continent et
comme si un impratif sommait de toujours tout
reconstruire de zro.
Autre proposition ayant trait lhistoire, un
muse destin prserver et exposer les ruines
de la ville dAgadir au Maroc, dtruite par un
tremblement de terre dans les annes 1960. Ce

of great hope. Cities increase prosperity and
offer a way out of the grind of rural poverty.
Incremental Construction, one of the winners
here, looks at how communities can be empow-
ered to build their own homes using locally pro-
duced materials and their own labour. Informal
settlements do not have to be slums. For Beirut,
that most savagely and consistently war-torn of
cities, a forest park is proposed for Palestine,
another ercely contested territory, there is hope
in the reclamation of history. In this latter pro-
posal is an abandoned village, one of the tokens
of Israeli occupation. The womens centre and
playground in Beit Iksa is a proposal which rec-
ognizes the role of history in the landscape and
of anchoring community in a sense of the psycho-
geography of an existing, once-lived-in place.
So many proposals from Africa and the
Middle East tend to deal with crises and with
new building that the continents rich history
can be forgotten as if the imperative was
always to start anew. Another proposal
that deals with the historical is the museum
aiming to preserve and display the ruins of the
town of Agadir in Morocco, destroyed by an
earthquake in 1960.
This kind of preservation of culture is an
intriguing offshoot of sustainability, one which
deals with place, in which culture and continu-
ity and the landscape as palimpsest are part of
the story of sustainability.
These are the more unexpected aspects of
the narrative told through the Holcim Awards

EN The site of endless ad-hoc
tents housing refugee families,
constructed from UN sacking,
is a profoundly depressing vision
wherever it occurs. White Canvas
is an ingenious and elegant attempt
to address the issue of temporary
accommodation in the harsh climate
of the country. Easy to construct
using foldable and easily erectable
tent structures (which are also
reusable), the result is a handsome,
domed structure slightly
reminiscent of Buckminster Fullers
ideas for future construction. There
is nothing new in architects
designing temporary structures,
from Buckminster Fuller through
Architecture for Humanity and
on to Shigeru Ban there has been
a long-standing concern to address
the pressing social issues
of accommodating refugees.
This design does include one
striking innovation however
the use of phase change material
accumulators to air-condition
the units, taking advantage
of the striking differences between
the heat of the daytime and
the cool of the night to moderate
temperatures inside, making
life far more comfortable.
Well resolved, well-engineered
and carefully thought-through,
this is an unusually ne design
aimed at a seemingly intractable
problem and arguably one of the
areas where critical architectural
thinking can make an immediate
and radical improvement in
the everyday lives of some of
the worlds most troubled peoples.

a straightforward campus scheme
with a sophisticated integration
into a revitalized landscape and
a barrage of sustainable technologies
embedded in the architecture.
The latter represent an attempt developments). Are they genuinely
to establish the site as a test bed
for emerging and innovative
eco-technologies. All the usual
sustainable kit is here, geothermal
heat sources, stack ventilation in
the circulation, grey water and
rainwater recycling and so on.
But this remains a suburban campus
and there are some questions about

sustainability of these kinds

the archetype for tech HQs and

architects attempting to intervene
in the informal settlements which
blur the edges of almost all
the major cities in the Global South.
But here it is being done through
an analysis of the language
and techniques of the existing
architecture, of how residents
build dwellings for themselves
from whatever materials they
can nd. The ad-hoc invention
of the slum-dweller is built into
its very fabric.
The elements of this housing
have been designed to be easy
to manufacture off site in small
workshops (the idea being to
stimulate local production and
cooperation). Learning the lessons
of some of the pioneering
schemes in Latin America
(notably Alejandro Aravenas Quinta
Monroy housing units in Chile),
the Incremental Construction
houses are intentionally
framework, but allowing
the residents to modify and expand
within the structure to suit their
changing needs. It is an attempt
to simultaneously escape the
domination of imported and
mass-manufactured materials
and to accommodate the varying
needs of the community through
a low-tech, modular building
system. The prefabricated concrete
structure on the ground oor gives
way to lightweight eucalyptus
frames for the upper oors while
roofs of proled metal pick up
the vernacular of the surrounding
settlements. This is not a radical
submission but the results are
practical, appropriate to the culture
and climate and still delicate
and elegant. They would be
a considerable boon to people
who would otherwise have
to cobble a dwelling together
from the inadequate stocks
of found materials.

literally, a kind of media platform. for the settlement. It also acts as

on the water characterized by
the media uses it accommodates
a radio station, a new media
centre, recording studios and
a cinema. It is a project designed
to give a voice to an otherwise
invisible community and to allow
it to connect on its own terms
with the world beyond.
Constructed using local materials
and crafts, principally bamboo,
it is to be built by the community
it will serve and become a marker
a reminder of the effects of climate
change as the water swells beneath
it. It is intended as a metaphorical
and virtual bridge to the wider
world.

FR Ce sont les villes asiatiques qui dominent le
dialogue sur les dynamiques de lurbanisation
contemporaine. Aucun autre continent ne stait
jamais urbanis une telle cadence ni une telle
chelle. Lexplosion dmographique des villes
existantes, lexode rural par vagues massives et
le rythme de croissance vertigineux des villes
nouvelles sont sans prcdent dans lhistoire de
lhumanit. Dans quelle mesure ce mouvement
est-il viable ? Considre comme une vaste ten-
tative darracher la pauvret des centaines de
millions de personnes en seulement une deux
gnrations, cette volution est presque incom-
prhensible. Des villes gigantesques hrisses de
gratte-ciel mergent l o il ny avait encore, il y lhritage des conflits et des divisions de la
a quelques dizaines dannes, que des villages de
pcheurs ou des petits centres industriels.
Comment planier cette croissance ? Comment
le respect de la dignit humaine peut-il tre
garanti ? Comment le vivre ensemble peut-il tre
encourag, quand il lui faut partir de zro ?

asiatiques illustrent la fois les problmes et les
opportunits de ce continent. Il est intressant
de constater que la plupart se concentrent sur
les marges des villes, sur leurs faubourgs infor-
mels. Comme si les mga-villes mergentes
taient trop imposantes pour se laisser appr-
hender ; et les problmes quelles posent, trop
redoutables en termes de dveloppement
durable. Mais il y a ici de gros enjeux.
Le projet Re-Made Fabric, par exemple, se
penche sur le problme a priori insoluble des
ateliers de confection clandestins et considre
EN It is Asias cities which dominate the dia-
logue about the dynamics of contemporary
urbanization. No other continent has ever
urbanized so fast and at such a scale. The explo-
sion in populations in existing cities, the huge
waves of migration from the countryside and the
eye-watering pace of the growth of new cities
has no precedent in human history. But how
sustainable can this be? Considered as one huge
experiment in lifting hundreds of millions out
of poverty, in only one or two generations, the
story is almost incomprehensible. Huge cities
with spiky skylines are emerging from what
were once, only a couple of generations ago, just
shing villages or small industrial centres. How
can this growth be planned? How can human
dignity be maintained? How can the community
be fostered when it has to start from zero?
The breadth and diversity of the submissions
for Asia highlight both the problems and oppor-
tunities facing the continent. It is interesting,
however, that most tend to concentrate on the
margins, on the informal edges of the cities. It is
almost as if the rising megacities are just too big
to contemplate; the problems they throw up too
difcult in terms of sustainability. But there are
big issues here.
Re-Made Fabric project, for instance, takes
the seemingly intractable problem of sweatshop
production in the garment industry and looks
seriously, carefully and thoughtfully at what can
be done. The balance between employment and
profit, between jobs, for those who would

ides importes. Cest ce prix quelle pourra
peser sa faon dans la culture durable. Dans

otherwise starve, and cheap production for the
consumer market is an ethical minefield one
which was momentarily exposed with the col-
lapse of the Rana Plaza factory in 2013 (and the
death of over 1,100 workers). The proposal
addresses big themes: community, the empow-
erment of women and the nature of production
effectively the nature of capitalism. It is
refreshing to see architects attempting to
address these issues through design.
Elsewhere architects are attempting to tackle
the legacy of conict and divided populations,
the problems of sanitation in the city, post-earth-
quake reconstruction and coastal defences
among many others. It is a little disappointing to
see so little here from China, where so much of
the worlds construction is going on. And it is
surprising to see so little from Japan where there
is a real tradition of understanding sustainabil-
ity in architecture, even if the disposable archi-
tectural culture which still seems to grip the
culture runs counter to the notion. It is also sur-
prising, if not remarkable, that there is a broad
lack of technological solutions and proposals.
Asia is the worlds manufacturing nexus and
it needs to begin developing ideas and technol-
ogies as well as just producing those designed
elsewhere, if it is going to begin to inuence a
sustainable culture in an Asian way. Overall it
seems Asia, considering its size and increasing
inuence, is a little lacking.
The winning entry, a bird sanctuary, raises
awareness of a seemingly invisible issue and in

lensemble, au regard de sa taille et de son
inuence grandissante, lAsie est un peu en reste.
Le projet qui a reu la mdaille dor, une
rserve doiseaux, a le mrite de sensibiliser
une question apparemment prive de visibilit,

de penser que cette intelligence de conception,
cette sensibilit esthtique et environnemen-
tale, pourraient tre appliques avec autant de
bonheur aux populations humaines.

cest notre futur tous qui est condamn.
Transports publics, infrastructures, logements
de masse, espaces civiques, lieux dengagement
politique : dans tous ces domaines, des ides et
propositions auraient t les bienvenues. Or,
elles font en grande partie dfaut. Peut-tre le
dveloppement durable doit-il commencer
modestement Peut-tre ces projets que
Holcim accompagne jusquaux derniers stades
dachvement, lorsque cest possible reclent-
ils de relles chances de progrs, et de futurs
bnces. Il y a, semble-t-il, encore du chemin
accomplir avant que le dveloppement durable
ne soit compris en Asie dans un sens plus large,
plus culturel, comme cela a peut-tre t le cas
en Amrique Latine et en Europe. Mais le conti-
nent est sur la bonne voie.

that same design intelligence and aesthetic and
environmental sensibility could not be applied
to human populations.
This is the continent that will determine the
future of the planet. If Asia is able to develop and
bring its populations out of poverty in a sustain-
able manner, there is hope for us all. If it fails to
do so it dooms the future for all of us. It would
have been good to see here public transport
ideas, infrastructural proposals, mass housing,
civic space and space for political engagement,
yet those projects are mostly lacking. Perhaps
sustainability has to start small. Perhaps that is
where the real gains are to be made and where
there is a real chance of progress with these pro-
jects which Holcim nurtures through to their
nal stages where possible. There is, it seems,
still some way to go before sustainability in Asia
is understood in a broader, cultural sense, as
perhaps it has been in Latin America and
Europe. But its going in the right direction.

dun stupa. Ses murs en pente douce
donnent le sentiment quil fait partie
du paysage depuis longtemps,
sorte de croisement entre
une ziggourat et un jardin suspendu
babylonien. Une srie darchtypes
sy tlescopent au sein dune
mme structure cohrente.
Mais y regarder de plus prs,
le doute se dissipe : cest bien
un bti en dur et non un tumulus,
une structure transparente qui laisse
afeurer son programme travers
les colonnes et les poutres en bton.
Pendant le chantier, au moment
de la soumission du projet, son
architecture semblait dans un tat
dinachvement terriblement
excitant cette indtermination
a pu tre en partie voulue, pour
quen soit imprgn le produit ni. llgance, lhonntet et la valeur.
Au lieu de prsenter au monde
des dehors parfaitement aboutis,
le btiment ne sera complet quen
prsence des enfants, des livres
et de la vgtation qui tombera
en cascade sur ses faades.
Son enveloppe en bton,
qui contient aussi les circulations
du btiment, en un renversement du
modle du clotre, est apparemment
antisismique encore que lon
puisse sinterroger sur le caractre
durable du bton arm dans
cette partie du monde. Diffrentes
stratgies se dploient au sein
de la structure pour en assurer
la durabilit, de la ventilation
naturelle au composteur utilis
pour la fertilisation dun dispositif
de permaculture verticale. Au nal,
voici un btiment dont il faut saluer
Instead of presenting a perfect,
EN Theres something of the stupa
about this building. Its gently
sloping walls give it the feel of
something that has been in the
landscape a long time; a kind
of temple / ziggurat combined
with a Babylonian hanging garden.
It is a series of archetypes
concertinaed into a single coherent
structure. Yet up close it becomes
clear that this is a frame and not
a mound, a transparent structure
in which the program is visible
through the structural concrete
columns and beams. Under
construction as the submission
went in, the architecture looks
tantalizingly incomplete,
and perhaps the intention is that
some of that uncertainty is set
to permeate the nished product.

des propositions asiatiques, met
en lumire un problme mconnu :
le trac doiseaux exotiques,
un march juteux sur le continent.
Les malheureux volatiles, aprs
avoir t bringuebals par
les contrebandiers, sont enferms
dans une rserve pendant une cinq
annes, le temps dtre prsents
comme pices conviction lors
du procs de leurs ravisseurs.
La plupart meurent en captivit.
Ce projet de village pour oiseaux
comporte une srie dhabitats qui
imitent leur milieu naturel,
un centre de radaptation, ainsi
quun centre de formation
et dtude. Cest l une architecture
destine sensibiliser autant qu
rpondre une ncessit pratique.
Les agencements sont lgants
et modestes, construits et revtus
de matriaux naturels choisis
pour crer une ressemblance avec
le milieu forestier. Ils sont doux
et velus. Ils sont aussi, leur faon,
des repres dans le paysage. La tour
et le pont dobservation des oiseaux
crent un langage darchtypes
architecturaux. Mais cest
la dmarche mise en uvre
reprer un problme et y rpondre
par un programme architectural
qui fait vritablement sortir
ce projet du lot. Dordinaire,
ce genre dtablissement ferait
en effet limpasse sur la dimension
architecturale, proposant la place
des btiments agricoles purement
fonctionnels et sans ampleur.
En soumettant un programme
lgant et rchi, les architectes
mettent leur intelligence au service
dune question mconnue, attirant
notre attention sur un nouvel
exemple des dprdations que
lhumanit inige la nature.
Et ils oprent, par un modeste
geste, un dbut de rparation.
EN Undoubtedly the most
intriguing of the Asian entries,
this bird sanctuary highlights
and addresses an issue that perhaps
only few of us would have ever
really considered. Apparently
the smuggling of exotic birds is big
business in Asia. As if being stuffed
into the trousers of smugglers
wasnt bad enough, these unlucky
birds then spend between one
and ve years in a sanctuary,
preserved as evidence
in the subsequent court cases.
Most birds die in captivity.
This scheme is a bird village:
a series of habitats resembling
the creatures natural environments,
a rehab centre, but also an education
and study centre. This is an
architecture of awareness-raising
as much as it is of practical
necessity. The designs are elegant
and modest, constructed and clad
in natural materials to make them
resemble the forest environments.
They are soft and hairy. But
they are also landmarks of a sort.
The bird viewing tower and
platform create a language
of architectural archetypes.
What makes the scheme stand out,
however, is in identifying an issue
and subsequently concretizing
it as a design. This is the kind
of institution that would usually
make do without architecture
at all but instead with a series
of functional, unremarkable
agricultural buildings. By proposing
an elegant, considered design,
the architects are putting
their intelligence behind an
unremarked-on issue, bringing our
attention to yet another example of
mankinds imbalance with nature,
and making a small gesture to
begin to repair it.

sur le mme principe : au bord de
leau, sur leau, par la voie de leau...

Soit, au contraire, lon stonne
de ce mode insens ddication
urbaine. Bangkok est sujette
au mme paradoxe, elle qui fut
construite un peu sur ce modle,

maritime et uvial.

de faire revivre le systme de canaux

canaux dantan, la dmarche serait
porteuse de sens, dans une ville par
ailleurs connue pour tre chaotique.
Les monuments et les hauts lieux de
la ville se distribuent dores et dj
le long de leau, si bien que le projet
se justie dun point de vue la fois
touristique et local. Autre lment
intressant : parmi les plus pauvres,
beaucoup vivent au bord de leau ;
cest donc un mode de transport qui
ne privilgierait pas les populations
riches ou suburbaines, comme
cest souvent le cas. Abouti et bien
prsent, avec des cartes et des
schmas convaincants, ce projet
mrite dtre dfendu haut et fort.

EN When you visit Venice you tend
to have one of two reactions.
One is the question if this city
is so beautiful, why arent more
cities being built like this? Around
water, on the water, using the water,
which is such an efcient mode notoriously confusing city.

city. Well Bangkok was built a little
like that, as were dozens of other
cities which relied on trade across
the seas and via the rivers inland.
The idea behind this scheme
is to resurrect the canal system
on which the city once thrived,
as an alternative to what would be
a hugely costly underground railway
system with all the attendant costs
of pumping out a waterlogged
setoff tunnels. It is, in a way,
the equivalent of the cable cars
installed as light touch interventions

lead to so much demolition).
Although it would demand a huge
amount of excavation, in following
the one-time routes of canals
it would make sense of an otherwise

point of view, there is much
to be recommended about this
design. Equally interesting is that
as much of the poorer housing
is situated along the waterfront
this is a transport scheme that
does not privilege the wealthy
or the suburban as so many tend

presented, including its convincing
map and diagrams, this is a design
well-worthy of a commendation.

Re-Made Fabric tente
de changer la donne sociale,
conomique et urbaine au sein
dune conomie nationale fortement
tributaire de la production dateliers
clandestins low-cost et dune
logique mondialise du moindre
cot tout prix.
Lide-force du projet est de
dplacer la production des grandes
usines vers ce que les architectes
de lquipe appellent la micro-
production . Avec pour objectifs,
lamlioration des conditions de
travail et de rmunration,
lmancipation des femmes et
le renversement du rapport de force
entre propritaires et producteurs.
Un rseau urbain de petits ateliers
construits sans aide extrieure,
avec des matriaux locaux aisment
disponibles, est imagin. Tout
lcosystme du projet est pens en
dtail, du rseau de transport la
leve de fonds. Nul doute quil sagit
l dune rponse intelligente et
mrement rchie une situation
critique.
Sil peut apparatre un peu
idaliste, voire naf, cest aussi
un projet plein despoir qui place
une foi rare dans la capacit
de larchitecture et de lurbanisme
faire une vraie diffrence
dans lorganisation du quotidien.
EN The collapse of the Rana Plaza
garment factory in 2013, with
the loss of over 1,100 lives, brought
global attention to the conditions
in which our clothes are made.
Re-Made Fabric is an attempt
to address the social, economic
and urban situation of an economy
heavily reliant on low-cost
sweatshop production and
a globalized economy which
searches out the cheapest price
at any cost.
At its core is the idea of shifting
production from big factories
to what the architects call micro-
production. With an attendant
impact on the working and nancial
conditions, independence
of women, as well as a radical
shift in power from the owners to
the producers, the scheme envisions
an urban network of small, self-built
production facilities, using easily
available, local materials, organized
into a an urban network of facilities.
The detail in the design spreads
to everything from the transport
network to the raising of funding,
and it is clear that this is a carefully
considered and intelligent response
to a critical situation.
If it might appear a little idealistic
and perhaps nave, it is also
a hugely hopeful design which
places a rare faith in the ability
of architecture and urbanism
to make a real difference in
the conditions of everyday life.

regard les ractions chimiques. Trash for Use,
projet high-tech extravagant, se proccupe
quant lui des dchets que gnre notre niveau
de consommation. Ce sont des pancartes, des
panneaux publicitaires, des btiments. Plusieurs
programmes explorent galement le thme de
leau, lun des problmes les plus graves quait
affronter le continent.
En revanche, limpasse est faite sur ce qui
apparat dsormais incontournable dans la

with its cheap-gas-dependent culture, distrust

was somehow lagging behind in the political,

longer the case. Perhaps it was the devastation
wrought by hurricanes Katrina and Sandy, per-
haps it was the fierce droughts affecting the
Southwest, perhaps it is just a dawning realiza-
tion that, despite its wealth and the barrage of
technology it is willing to throw at problems,
this huge continent is on the front line of climate
change after all.
In fact, it transpires that the technological
solutions are precisely those that seem to have
emerged as the most interesting submissions
from North America. The extraordinary Pleura
Pod, a sci-, alien construction stands out in its
desire to make the chemical transformations
visible, but there is also Trash for Use, an extrav-
agant, high-tech project designed to highlight
the problem, of waste created by the scale of
consumption. These are signposts, billboards as
much as buildings. There are also ideas dealing
with water, one of the most acute problems
facing the continent.
However, what is lacking is exactly that which
has become so visible in the European section

root in American architectural culture, but it still

idea of greenness. There is little here about civic
space, about the kinds of engagements with the
city that add richness to the submissions from
Africa and Europe.
That lack of critical engagement with
the public sphere characterizes a void here,
though In-Closure does suggest a new urban
realm for central Seattle in an attractive, intelli-
gent design.
It would be entirely wrong, however, to take
that omission as a damning critique. In fact, there
is a huge amount here to be optimistic about and
the range and diversity of the ideas is genuinely
stimulating. From the macro to the micro, from
a reimagined single element in architecture (the
wall, the formwork, the building block) to the
landscape itself, there is a breadth of vision here
commensurate with the size of the continent and
the size of the challenge.
In some of the sophisticated approaches to
the impending water crisis, there is both a lack-
ing and oversupply. In Divining LA we see a
response to the water shortage that has shaped
the economic and social history of California,
but even more strikingly, in Rebuilding by
Design we see the emergence of a serious, con-
certed response to the trauma of Hurricane
Sandy and the imminent threat of rising water
levels around Manhattan. This is one of those
designs that does manage to blend the physical
and the social infrastructure of the city, address-
ing not only disaster prevention, but the

EN Las Vegas is an arid city.
Invented as a gambling getaway just
near enough and just far enough
away from California, it exists
in a desert where a city should never
have been. Yet here it is, with
its fountains and lawns, and insane
hotels and casinos, where the sun
never goes.
This project is a compelling
attempt to preserve the water that
there is, and to make manifest
the problems of water scarcity.
When Las Vegas does ood, its
systems have no capacity to retain
the water and, ironically, the city
is prone to ooding. Poreform
is an attempt to address these issues
through the construction of a new
type of urban surface; one which
is intelligent and porous and that
can act like a skin for the city,
collecting and absorbing water and
then slowly releasing it. Calibrated
to collect 100,000 megalitres
of rainwater, which is stored
in a Downtown Tank, a cavernous

mations urbaines les plus rapides au monde,
lAmrique Latine renferme peut-tre les cas
dtude les plus intressants et les plus varis de
ce que peut produire une urbanisation accl-
re. Le tableau nest pas toujours idyllique, mais
il suscite un certain optimisme. Des villes autre-
fois parmi les plus chaotiques, de Medelln
Mexico, ont t le thtre dinterventions inno-
vantes, orchestres ou spontanes.
Mais peut-tre la dynamique sest-elle grippe
alors que lcart se rduisait avec les autres conti-
nents ? Lon constate en tout cas, pour une raison
quelconque, des absences criantes du ct des
propositions latino-amricaines. Le Brsil, par
exemple, a prsent tonnamment peu de pro-
jets, tandis quaucun naliste ne porte les cou-
leurs du Chili ; ce sont pourtant ces deux pays

EN The experimental cauldron of the worlds
fast-changing urban conditions, Latin America
presents arguably the most diverse and interest-
ing case-studies of what rapid urbanization will
look like. It is not always a pretty picture, but
it does, on the other hand, offer hope. Some
of the worlds one-time most troubled cities,
from Medelln to Mexico City, have seen
innovative interventions from both bottom up
and top down.
Perhaps, however, the momentum is slowly
leaking as other continents catch up? There
have been, for whatever reason, some striking
omissions and gaps in the submissions for Latin
America. There is surprisingly little, for exam-
ple, from Brazil and nothing at all in the nal
lists from Chile the two countries which juror
Alfredo Brillembourg calls the two power-
houses of Latin American architecture. Even
Mexico, with its vast cities and critical urban
problems, sees entries only for rural schemes.
Brillembourg suggests that perhaps Latin
American architects have been seduced by the
pleasures of building for the emerging middle
classes; the striking villas and luxurious apart-
ments which inhabit the pages of international
style journals. Or perhaps it is that the work
going on at street level is either piecemeal or
just poorly represented? Or nally, perhaps it is
because that work is not visually arresting; it
does not convey its sense of innovation or hard
work on the page as some of the other entries
do? Certainly this could be said of the project

nation de la cit perdue et paradigme cauche-
mardesque du narco-urbanisme, a lanc une seulement lAmrique Latine, mais aussi aux
fantastique srie de projets dinfrastructures et
de nouveaux espaces de citoyennet, en passe
de transfigurer les collines de la ville et leurs
habitats informels. Son funiculaire et ses parcs-
bibliothques ont t pris pour modles non russir intgrer cette problmatique fonda-

urbanistes et thoriciens de la ville du monde

representing Quito in Ecuador. This is an
extraordinary project with very little to show on
paper, yet one which attempts a reimagining of
the social and economic structure of a commu-
nity, reconsidering the exchange value of labour
and thinking seriously (at least in the short
term) about how the seemingly inevitable pro-
cess of gentrication of the city centre can be
avoided. Architects do not think enough about
economics and their top-down ideas too often
fail, because they are imposed rather than gen-
erated by the communities themselves.
On the other hand, Medelln, once a byword
for the failed city and a dreadful paradigm
of narco-urbanism, has instituted a series of
extraordinary infrastructure projects and new
civic spaces which are transforming the infor-
mal settlements on the hillsides around the city.
The Metrocable and the library-parks have been
taken up as models across not just Latin America,
but by urbanists and city theorists across the
world. The idea of addressing affordable public
transport for the masses, learning and civic
spaces in the slums has been a powerful symbol
of progressive values. The latest manifestation
of the program is less radical, but extremely
interesting because it is enabled by state owner-
ship of the utilities and the ability of local gov-
ernment to recreate infrastructure (in this case
water reservoir sites) as planned public space.
Public space and public infrastructure have
emerged as the cornerstone of the Latin American
entries, which are far less concerned with the

Pour autant, et malgr leur relative faiblesse,
les projets reprsents dans cette dition
encourageante dans la comprhension de la
dmarche durable et dune incitation dpasser
les clichs de la technologie verte.

than the energy consumption of a building and
in fact needs to be understood as an idea that
spreads into social and economic structures.
Brillembourg asks the very fundamental ques-
tion of whether it is sustainable to have so much
poverty in Latin America, when there is also so
much wealth. This is, of course, not solely a
problem for Latin America, but one which needs
to be asked about cities across the Global South
and, increasingly, across the Global North as
well, where increasing inequality is being picked
up as a real political and economic issue. In a
way, without addressing this fundamental con-
cern, all thinking about sustainability will be
reduced to tinkering.
Nevertheless, despite their relatively weak
showing here, the projects that are represented
at these awards demonstrate an extremely
encouraging sophistication in the understand-
ing of sustainability and a suggestion of moving
beyond the clichs of green technology.

du btiment lger, lumineux et
ouvert, qui serait universellement
modulable et applicable en tous
lieux, pour conduire les enfants
sur la voie de la russite
scolaire. Luniversalit Moderniste,
un idal absolu ? Pas si lon en croit
ce projet. La Maison des enfants
a pour ambition de modeler
lducation sur le paysage et
les besoins des habitants de la bande
de terre qui stire au nord-est
de ltat de Puebla, au Mexique.
Ce projet, dune simplicit
sduisante, nengendre pas moins
une srie complexe despaces,
circonscrits par un mme mur
de cubes qui sinsinue et ondule
pour dlimiter et protger les salles
de classe. Il est destin tre
construit par les habitants du
quartier. Exit, donc, les technologies
exotiques ou les matriaux produits
industriellement ; place des

EN The school is one of
the Modernist archetypes; an idea
of a light, bright, open building
which is universally modular
and applicable anywhere. Children
are squeezed through exams
so Modernist universality is
desirable, right? Not, according
to this scheme. The Childrens House
aims to tailor education to the
landscape and the needs of
the population on this stretch
of Mexicos North East Puebla.
It is a seductively simple idea
which nevertheless leads
to a complex series of spaces designed as the building, aimed
dened by a single, snaking brick
wall, which curves and curls
to dene and protect the classroom
spaces. This is intended as a project
to be built by the community,
so it doesnt employ exotic
technologies or industrialized
materials, instead using familiar
vernacular languages; stone paving,
brick walling, bamboo and rush,
to create an elemental, elegant
building which somehow subtly
evokes the Latin architectures of
Ricardo Porro or Felix Candela, yet
without their structural acrobatics.

The block from which the walls are
built is, in itself, an intriguing
design. Looking something between
a breeze-block and a Lego block,
this single model facilitates
the curving structure, and
the students who will be building
their own school will also learn
to make these blocks, to be used
in other construction projects,
the construction of the school itself
becoming part of an education
process and something useful
for their later lives.
The curriculum is as carefully
at addressing the needs
of an agricultural community
while acknowledging the need
for children to play and to feel
at home. This explains the projects
name and the avoidance of the word
school. Domestically-scaled
and beautifully detailed,
this is an exquisitely thoughtful
and careful design.

F R Voil un projet qui voit grand,
port par lambition de rnover
le tissu urbain dgrad de Quito
en usant non pas des leviers
traditionnels largent ,
mais dun systme alternatif
de troc et dchange de travail
et de comptences. Un projet plus
soucieux, aux dires des architectes,
de la ville dans ce quelle
a dintangible que de linfrastructure
de bton. Ce programme
minemment local, qui sattelle
aux problmes spciques du centre
historique de Quito, pose cependant
une question universelle :
la gentrication du centre-ville
et sa tendance se transformer
en destination purement touristique.
Comment rgnrer et rnover
la ville sans faire fuir sa population,
qui lui donne forme et vie ? Au cur
du projet rside un plan
de valorisation de lchange
conomique, qui quantie la valeur
dune force de travail simple et non
qualie lvacuation des gravats
et le dblaiement de lespace
et pratique un systme de troc
gte contre travail . Des pratiques
rurales mobilises des ns
urbaines, ainsi que le dcrivent
les architectes.
Ce programme ne rsout pas tous
les problmes complexes quil se
propose dexaminer, mais esquisse
au moins des stratgies urbaines
alternatives, commenant se
projeter, au-del de larchitecture,
dans le questionnement
des dynamiques et des relations
sociales. Un projet petit par la taille,
mais grand par lambition.
