Abstract
Raising funds to finance small-scale projects remains a challenge for many people
around the world, especially those in lower income brackets with little or no access to
credit from banking institutions. While formal sources, such as government programs,
local or international banks, and the myriad aid-granting agencies and international
organizations, initiate, finance and encourage projects, they often follow a top-down
approach that constrains those receiving their funds. This paper will shed light on
Rotating Savings and Credit Associations (ROSCAs) as a form of microfinance and a
method of self-financing, which allows for a bottom-up approach where individuals in
lower income-brackets create the means to fund their respective projects. Indeed, this
method, which has existed in some form for centuries around the world, is based on
informal collective lending and saving cycles among people within a community. This
research paper is a case study on rotating savings and credit associations in Egypt,
known as gamiat or cooperatives. These gamiat have at once an economic and a
social function. As an economic tool, they collect their savings into a fund that is cashed
by each of the contributors as per a rotational cycle agreed upon by all. They
encourage autonomous planning and an enterprising spirit. As a social tool, they are
grounded in the values of the local culture and reinforce collective action and solidarity.
This report unpacks the mechanisms of the Egyptian gamiat, and evaluates the socio-
economic impacts of such informal networks on individuals and communities.
Rsum
La question de financement est un enjeu majeur pour la mise en place de
projets. Bien que de nombreuses institutions, des banques, gouvernements ou
organisations internationales, financent et encouragent la mise en place de
projets, celles-ci ne sont pas accessibles tous et suivent trop souvent un
rapport hirarchique o celle qui reoit le financement est limite par les
intrts des crditeurs. Ce rapport sintresse aux Associations villageoises
dpargne et de crdit rotatives (AVEC) comme moyen dautofinancement qui
permettrait aux membres daccumuler de lpargne et de linvestir dans leurs
propres projets sans avoir passer par un intermdiaire bancaire. En effet, ces
tontines, qui existent depuis bien longtemps, sont un moyen informel
demprunter et dpargner de largent tout au long dun cycle, entre des
personnes qui se connaissent. Il prend pour tude le cas des Associations
dpargne et de crdit rotative en gypte, aussi connues sous le nom de
gamiat. Celles-ci sont un outil conomique pour pargner aussi bien quun outil
social pour renforcer laction collective et la solidarit. Il explore les mcanismes
qui sous-tendent le fonctionnement des gamiat pour analyser comment celles-
ci peuvent contribuer lindpendance financire des mnages.

En gypte, lorigine prcise des gamiat reste incertaine, mais elles sont
gnralement considres comme tant une tradition qui existe depuis
plusieurs gnrations. Elles auraient commenc dans les zones rurales comme
moyen dpargne pour les fellahines (paysans), puis la pratique sest peu peu
tendue aux zones urbaines. Dautres estiment que ce phnomne se serait

Enfin, la popularit des gamiat est galement due au fait quune grande partie
des transactions en gypte se font en liquide. Les gamiat permettent
dassurer lpargne et la circulation de liquidit, particulirement dans les
zones rurales o les banques et institutions financires sont rares.
"The most obvious function of these associations is that they assist in small-
scale capital formation, or more simply, they create savings. Members could
save their contributions themselves at home and accumulate their own
'funds,' but this would withdraw money from circulation: in a rotating credit
association capital need never be idle." Ardener (1964, p. 217)

marginaliss tout en mettant profit leurs rseaux sociaux et respectant
les normes sociales et religieuses de la population.

Conclusion
Les gamiat sont une pratique qui existent en gypte, comme dans beaucoup
de pays en Afrique, Asie et Amrique Latine depuis des sicles. Cette finance
informelle existe en parallle au circuit institutionnel bancaire pour ceux qui
sont exclus de celui-ci. Par le biais de lpargne collective, elle permet
laccumulation de capital, linvestissement, lachat de biens durables, la
construction de logement, la cration de micro-entreprises, parmi dautres
projets. Cette finance informelle est essentielle puisquelle reste lcart de la
logique du profit et du circuit conomique institutionnel pour bnficier les
plus dmunis. Contrairement au dveloppement conomique d aux
emprunts, aux crdits et aux dettes, cette pratique utilise lpargne comme
vecteur de dveloppement fiable et durable. Durable puisquelle permet de
subvenir aux besoins des habitants de faon autonome, et, comme cest le cas
pour lauto-construction dans les ashwaiyat, elle peut alimenter le phnomne
durbanisation participative. tant un outil encr dans la notion de
participation, il a le potentiel de dvelopper une forme de dveloppement
autonome o le consommateur est galement constructeur. Au-del dun
facteur de dveloppement conomique vers lindpendance financire, celle-
ci est galement facteur dmancipation sociale. Le modle dpargne
collective tablie par les gamiat utilise et dveloppe les rseaux sociaux, les
connaissances et le savoir-faire des individus. En effet, elle rvle le rle du
rseau social des mnages et leurs capacits mobiliser leurs ressources pour
surmonter les dfis de tous les jours de faon ingnieuse. La question des
tontines nous permet dlargir la notion dinfrastructures aux personnes, en
mettant en avant le rle du rseau social des populations urbaines et rurales et
leurs interventions dans lespace travers la mobilisation des ressources qui
sont leurs dispositions. Bien que la tontine reste un outil de petite chelle et
de financement progressif, elle porte en germe la promesse dun mode de
financement participatif, solidaire et autonome qui sadapte aux normes et
besoins des populations marginalises.
