REGARDING
STANDARD OF DOMESTIC WASTEWATER QUALITY

STATE MINISTER OF ENVIRONMENTAL AFFAIRS

Consider: that to implement the stipulation Article 21 verse (1) Government

Regulation Number 82 Year 2001 regarding Water Quality
Preocessing and Water Pollution Restraint, thus considered that
need to establish State Minister of Environmental Affairs Decree
regarding Standard of Domestic Wastewater Quality.

Considering: 1. The Act Number 23 Year 1997 regarding Environmental

Management (State Gazette Year 1997 Number 68,
Supplement State Gazette Number 3699) ;
2. The Act Number 22 Year 1999 regarding Region Government
(State Gazette Year 1999 Number 60, Supplement State Gazette
Number 3839) ;
3. Government Regulation Number 27 Year 1999 regarding
Analysis of Environmental Impact (State Gazette Year 1999
Number 59, Supplement State Gazette Number 3838);
4. Government Regulation Number 25 Year 2000 regarding
Government Authority and Province Authority as an
Autonomy Authority (State Gazette Year 2000 Number 54,
Supplement State Gazette Number 3952);
5. Government Regulation Number 82 Year 2001 regarding
Water Quality Management and Water Pollution Restraint
(State Gazette Year 2001 Number 153, Supplement State
Gazette Number 4161);

 Article 1
Within the decision that the meaning of:
1. Domestic wastewater is waste ater that come from business and or resident
activity (real estate), restaurant, office complex, commerce, apartment and
dormitory;
2. Domestic waste water quality standard is boundary measurement or degree of
pollution element that is restrained its existence into domestic waste water that
will banished or released into surface water;
3. The integrated domestic waste water processing is the waste water processing
system that is done together (collectively) before banished into surface water;
4. Minister is Minister that have a duty to manage the environmental and
environment impact restrain.

Article 2
(1) Domestic waste water quality standard is valid for business or resident activity
(real estate), restaurant, office complex, commerce and apartment.
(2) Domestic waste water quality standard as mentioned on verse (1) is valid for the
integrated domestic waste water processing.

Article 3
Domestic waste water quality standard is as enclosed on this Decree appendix.

Article4
Domestic waste water quality standard within this decree is valid for :
a. All resident area (real estate), office complex area, commerce area, and
apartment;
b. Restaurant that have building more than 1000 meter square; and
c. Dormitory that has 100 occupants or more.

Article 6
(1) Region domestic waste water quality standard is determined by the Province
Region Regulation with the same stipulation or more tight from the stipulation
as mentioned on this Decree Appendix.
(2) If the region domestic waste water quality standard as mentioned on verse (1)
has not determined, thus the domestic waste water quality standard is valid as
mentioned on this Decree Appendix.

 Article7
If the studies result of Analysis of Environmental Impact or studies result of
Environment Management Efforts and Environment Monitoring Efforts from
business or activity as mentioned on Article 2 require the tight domestic waste water
quality standard, thus put into effect domestic waste water quality standard as
required by Analysis of Environmental Impact or Environment Management Efforts
and Environment Monitoring Efforts.

Article 8
Everyone who responsible for business and or resident activity (real estate),
restaurant, office complex, commerce, apartment must :
a. Do the domestic waste water processing until domestic waste water standard
that is banished not exceed the domestic waste water standard that have been
determined;
b. Make a locked channel for domestic waste water banishment and watertight
thus waste water leakage into the envirnment will not occur.
c. Make a tool for sample removal to waste water processing unit outlet.

Article9
(1) Domectic waste water processing as mentioned on Article 8 can do collectively
through integrated domestic waste processing.
(2) Integrated domestic waste processing can fulfill the valid domestic waste
quality standard

Article10
(1) Integrated domestic waste water processing as mentioned on Article 8 is
become manager responsibility.
(2) If domestic waste water processing as mentioned on verse (1) is not appointed
certain manager thus the processing responsibility in each responsible activity.

Article 11
Regent/Mayor must attach rules and regulations as mentioned on Article 6 within
domestic waste water banishment permission for business and or resident activity
(real estate), restaurant, office complex, commerce, apartment and dormitory.
Article 12
Minister reobserve the domestic waste water quality standard as mentioned on article
3 in perodically at least once within 5 (five) years.

 Article 13
If region domestic waste water quality standard has been determined before this
decree:
a. More tight or same with the waste water quality standard as mentioned on this
Decree appendix, thus domestic waste water quality standard is still valid;
b. More loose that waste water quality standard as mentioned on this Decree
Appendix, thus the domestic waste water quality standard must agreed with
this Decree at least within 1 (one) year after this decree has been determined.

Article 14
At the time this decree is valid, all the law regulations that related to domestic waste
water quality standard for the exist business and or resident activity (real estate),
restaurant, office complex, commerce, apartment and dormitory, still valid as long as
not in contradiction with this Decree.

Article 15
The Decree begin valid since the date that have been determined.
