Design Theme
SIBOL: A Community-Based Recovery Home for Drug Dependents
Design Brief
The war on drugs is one of the major campaigns of the government today. In the 2015 report of the Dangerous Drugs
Board (DDB), around 1.8 million Filipinos from 10-69 years old are using drugs, or 1.8% of the total population.*
The effects of drugs do not only affect the individual, but also its family and the society as a whole. As a government
intervention DDB passed Board Regulation No. 4, Series of 2016 that mandates "Local Government Units (LGUs)
through their Anti-Drug Abuse Councils (ADACs) to facilitate the establishment of community-based treatment and
rehabilitation services and interventions to surrenderers found to be of low-risk or having mild substance use
disorder. Based on statistics, this comprise at least 90% of drug users."**
According to the Department of Health (DOH), "Community-Based Recovery Home for Drug Dependents (CRHDD) is
a health facility for patients with mild to moderate drug dependence who cannot stably cope in their habitual
environment (own home and routine or regular contacts) and/or patients who cannot be fully managed in an
outpatient setting.
It provides therapeutic structure and teaches recovery tools in a less intensive and rigid manner than rehabilitation
centers, with a special focus on job skill training and job placement programs."
This Community-Based Recovery Home for Drug Dependents shall be called SIBOL. Sibol, which means, "to sprout,
or a spring of water" encapsulates the transformation of the patient from his old to new self. Furthermore, just as
the bud blooms with collective effort, SIBOL also reminds us that to propel the country towards greater heights,
it is every Filipino's responsibility to combat this deeply ingrained-social issue.

Design Challenge
SIBOL: A Community-Based Recovery Home for Drug Dependents
Sibol, to be operated by City or Municipal Local Government Unit, shall have four (4) basic components/ services:
1.) Therapeutic Services- within the home itself
Individual counseling
Evening group meetings
Family meetings
Drug education meetings
2.) Vocational and Education- provided by working linkages with government agencies such as TESDA
or with Civil Society Organizations (CSO).
Livelihood Training
Vocational and Skills Training
Employment/ Job Placement Assistance
Educational Programs
The facility must foster a friendly-environment, too, conducive to the healing of the patients. Likewise, it must have a
safe and secure environment; and senstive to gender and culture.
Key Criteria
Green Design: following the standards of the Philippine Green Building Code
Economical: use of materials that are easy to transport and handle; low-maintenance
Disaster Resilient: must be safe and can weather natural calamities the country is regularly experiencing
Innovativeness: unique and out of the box ideas
Area Selection
Identify a space and study viability to build the structure
Maximum lot size: 5,000 sqm

Eligibility
ArchiNEXT 2018 is open to:
3rd and 4th year BS Architecture student currently enrolled and a bona fide student in any
CHED-accredited and recognized colleges and universities in the Philippines.
One (1) entry per student
Specified Output
1.) Maximum of four (4) A3 sized bond paper in a horizontal/ landscape orientation
1st-2nd A3 paper: Overall Concept, Location and Vicinity Map, Site Development, Aerial Perspectives
Lot Plan
2nd-4th A3 paper: Detailed Floor Plans, Section, Elevations, Spot and other pertinent details
2.) Full Narrative of the Design Concept printed in a short bond paper.
200-300 words, 1 page only
*DONOT PUT ANY IDENTIFICATION ON THE FRONT SIDE OF PAPER
Others
In participating, the candidate agrees to have their names and/or designs published in a third-party
publication or in any other medium without extra fee or charge. Likewise, all entries shall become the
property of Hocheng Philippines Corporation.
Plagiarism of any form shall not be accepted and will be considered disqualified.
Judges decision is final.
Hocheng Philippines Corporation shall also shoulder the travel cost and accommodation of competition
winners residing outside Metro Manila only.
Ticket and accommodation are not convertible to cash.
Past Top 3 winners are disqualified from joining the competition.

B.) SCHOLARSHIP
Mechanics
ArchiNEXT 2017 shall accommodate maximum of ten (10) scholars to be given financial assistance.
They must submit and satisfy or the ff additional requirements:

Requirements for the scholarship part must also be enclosed together with the entries
Candidates, with incomplete or if documents are not certified true copy, will not be further screened
Aside from sufficient financial documents, applicants must also belong to the Top 50% ranking
Deadline: December 31, 2017
Scholarship Grant
Maximum of ten (10) candidates shall be given one-year scholarship grant worth Php 30,000 from HCG.
