Discuss how did the film personified the concept of ethics?

The film Bayan Ko attacks the ever familiar issues that weve been experiencing since the
colonial time such as graft and corruption, political dynasties, vote buying and even morality of
politicians personal relationship. How the government is being manipulated by corrupt
politicians and there are still some good politicians that are willing to risk their lives for the sake
of public service. It is also a social issue since it involves the state of the society, how the
influential people are getting involved with these controversies and how people are being
blinded by them. It constitutes the application of ethical rules and norms to the government and
also covers issues of honesty and transparency in government, political corruption, police
corruption, bribery, legislative ethics, regulatory ethics, conflict of interest, avoiding the
appearance of impropriety, open government, and legal ethics.

Which character exemplified a so called ethical behavior?

The character of Joseph Santiago (Rocco Nacino) exemplified ethical behavior, which sets out
to make a difference in his hometown. The idealistic Mayor faces roadblocks at every turn. He
must learn to lead lazy and uncooperative municipal employees, change the mindset of a
mendicant populace and stand up to a powerful dynasty led by Governor Antonio Rubio.
Santiago a mayor of Lagros who doesnt cheat or lie, follows the law and lives by example of
public servants.

Which character/s exemplified a so called unethical behavior?

The characters of Governor Antonio Rubio and Congressman Anton Rubio (Pen and Ping
Medina) exemplified unethical behavior, the father and son team that gives us a crash course
on political dynasties and their potential in perpetuating corruption. Surprisingly, it is one of them
that deliver the message of redemption. While the older Rubio is beyond reform, the younger
one eventually changes his stripes and we are left hoping that perhaps all is not lost for our
younger generation of politicians.
How did the film affected you as a government employee or official?

As a government official, the reality that good governance still exists and good politicians are
willing to risk their lives for the sake of public service. Ethical behavior and decisions
maintaining citizens trust, guarantee effective use of resources, and allow government to
preserve individual rights while assisting those who will benefit the most. It requires that public
officials and employees be independent, impartial, and responsible to the people. Government
decisions and policies should be made within the proper structure of government; public office
shall not be used for personal gain; and the public has to have confidence in the honesty of its
government. Everyone in service must apply ethical principles, specially upholding our
obligations in spite of personal inconvenience, must use impartial judgment in the service of all
constituents, avoid conflicts of interest that could undermine your objective judgment.
