1.0 Commencement of Meeting

1.1 SIPM Project Manager (PM) Mr. Loh welcomed all present and called the Info
meeting to order at 8.00pm.

2.0 Progress Update

2.1 SIPM PM Mr. Loh briefed the committee member on the progress of Info
Precinct A Block 607 – 612, 624 and 629 - 632 and Precinct B Block 601
– 606, 621, 623, 625 and 627 Ang Mo Kio Ave 4/5/9 : (Refer to Annex 1
& 2)

2.2 Mr. Loh reported that out of 28 new lifts at precinct A, 26 of it have
already commissioned for residents' use, the upgrading works for existing
lifts are in progress. 16 existing lifts will be upgraded and 10 existing lifts
will be shutdown permanently and sealed up.

Also, he reported that all 9 new lifts at precinct B have already


commissioned for residents' use, the upgrading works for existing lifts are
in progress. 18 existing lifts will be upgraded and 2 existing lifts will be
shutdown permanently and sealed up.

2.3 Mr. Loh, further reported the progress of existing lift upgrading for the
following lifts:

Precinct A – Ang Mo Kio Ave 4/5/9 (Block 607 to 612, 624, 629 to 632)

Block 607 Existing Lift A – LMR structural works completed and hacking
of lift opening completed
Block 608 Existing Lift B – Construction of lift motor room beam and
slab in progress
Block 609 Existing Lift B – Lift turned-on for residents used
Block 609 Existing Lift C – Lift turned-on for residents used
Block 610 Existing Lift A & B – Construction of slab and parapet wall in
progress
Block 611 Existing Lift B - Construction of lift motor room beam and slab
in progress
Block 612 Existing Lift A & B – Construction of slab at typical storey in
progress
Block 624 Existing Lift A & B – Bricking up at typical storey completed
Block 631 Existing Lift A & B – Hacking of lift opening completed

3.0 Revised Completion Date

3.1 PM Mr. Loh informed the meeting that for precinct A, the original Info
estimated completion date for this precinct is 2nd Quarter 2010. However,
the estimated completion date will have to be deferred to Sep 2010 (i.e. 3rd
Quarter 2010) due to the following delays:
(i) The ULT failures
(ii) Fire encasement requirements by FSSD for Block 608, 611,
612, 631
(iii) Slow progress of tiling works by contractor
(iv) Changing from Motor-room lift to Motor-roomless lift for
Block 612, 624, 631 & 609

Also, he informed that for precinct B, the original estimated completion


date for this precinct is 1st Quarter 2010. However, the estimated
completion date will have to be deferred to Aug 2010 (i.e. 3rd Quarter
2010) due to the following delays:
(i) Fire encasement requirements by FSSD
(ii) Changing of LMR Lifts to MRL Lifts

3.2 PM Mr. Loh highlighted that in order to expedite the existing lift
upgrading works, he has discussed with builder and lift contractor to
shorten the duration building works by 4 weeks and lift installation works
by 4 weeks.

PM Loh also informed that he will work closely with the builder and lift
3.3 contractor to put in more resources manpower to ensure the crash
construction programme is adhered to.

4.0 Questions and Answers

4.1 RC member requested that whether the contractor can start work at 9am
instead of 8am as it is too early and have disturbed the residents staying
over at the block.

PM Mr. Loh noted and will inform the contractor to ask workers to start ISSM&E
work at 9am.

4.2 RC member enquired that for Block 612 storeys 7 and 11, whether if there
would be any grilles being installed as there is a big opening over there
and it does pose as a danger to the elderly or resident staying in these
units.

PM Mr. Loh replied that contractor will be installing the grilles for these ISSM&E
storeys.

4.3 RC member feedback for the existing upgraded lift A at Block 627, the
sensor of the lift is very sensitive. The lift door kept open and close which
had caused some problem for the residents using the lift. Moreover, the lift
is just being upgraded and yet the interior of the lift is already rusty.

Also, the voice announcement from the lift speaker is too soft and resident
could not hear clearly which storey they were at.

Chevalier PM Mr. Desmond acknowledged and will inform his team to Chevalier
look into it.

4.4 RC member feedback that the Existing Lift A at Block 604 breakdown
frequently.

PM Mr. Loh replied that the Existing Lift A is still under Town Council Info
maintenance and he will feedback to Town Council about it.

4.5 RC member feedback that the steps at common corridor for the new lift at
Block 612 are too high. This will cause a problem for the elderly and
disabled people who are using the wheelchair.

HDB Mr. Chua replied that there is a budget constraint as this Block is a
huge Block. If the design has to be the same as the existing lift, more cost
has to be added in. This will then be unfair to the residents who are not
staying at the common corridor area.

4.6 RC member enquired that why the material use for the entrance porch
composite panel at Block 601 to 606 is made of metal while for Block 607
to 610 is made of clay tiles.

PM Mr. Loh replied that for Block 607 to 610 the entrance porch has to
match accordingly to the existing linkway.

4.7 RC Chairman Mr. Tan enquired that whether the protection covers inside
the new lift can be taken out to change and put it back after Chinese New
Year.

PM Mr. Loh replied that the protection cover can not be taken down as the ISSM&E
lift has not handover to Town Council yet. He will inform the contractor
to maintain it.

4.8 RC Chairman Mr. Tan feedback that there is no steps/footpath link to the
entrance porches to the roadway/carpark.

PM Mr. Loh replied that he will inform the contractor whether we can ISSM&E
build a footpath to link to the roadway/carpark and also requested RC
Chairman Mr. Tan to provide us with the Block which did not have the
linkage.

4.9 RC Chairman Mr. Tan enquired whether the existing floor tile at the lift
lobby will it be replaced by lift upgrading contractor.

PM Mr. Loh replied that our contractor will only upgrade the portion
which is infront of the lift

4.10 RC Chairman Mr. Tan confirmed that the false ceiling at the upgraded lifts ISSM&E
must be installed. He furthered mention that before the false ceiling is
installed the existing light fitting must be removed.

PM Mr. Loh replied that we will inform architect for this issue.

5.0 Adjournment

5.1 Surbana and ISS were excused at 10.00pm for the RC committee to Info
continue with their meeting.
