Workshop 4

A. VARIABLES AND THEIR INDICATORS/ PARADIGM OF VARIABLES

The following are the independent variables of this study:

a. House Bill No. 12 entitled AN ACT ESTABLISHING THE FILIPINO IDENTIFICATION SYSTEM
b. House Bill No. 2243 entitled AN ACT ESTABLISHING A NATIONAL IDENTIFICATION
SYSTEM AND FOR OTHER PURPOSES
c. House Bill No. 523 or the National Identification Card System
d. Senate Bill No. 95 or the Filipino Identification System Bill

B. DEFINITION OF TERMS
a. Filipino is a native of the Philippines, whether residing within the Philippines or
abroad.
b. Identification Card is a card bearing identifying data (such as age or organizational
membership) about the individual whose name appears thereon.
c. Government- issue issued or provided by a government or a government agency
d. Resident Alien of the Philippines is an alien who resides in the Philippines and is
subject to Philippine tax on his/ her income derived within the Philippines and is taxed
in the same manner as the income of a Philippine citizen.
e. Philippines is a country of eastern Asia consisting of the Philippine Islands, an
archipelago in the Western Pacific Ocean southeast of China.
f. Abroad, in or to a foreign country or countries.
g. National ID System is a portable document, typically a plasticized card with digitally-
embedded information, that someone is required or encouraged to carry as a means of
confirming their identity.

C. SIGNIFICANCE/ IMPORTANCE OF THE STUDY

The significance of this study is for the beneficence of the Filipino citizens as it will analyze some
house bills pertaining to the implementation of the National Identification System. It will point
out the advantages and disadvantages of the implementation of the said bill. It will also
enumerate the commonalities as well as the differences between the house bills. The purposes
of each house bills will also be tackled. With it being refiled and now being under study by the
current administration, it is important to analyze and review the house bills and summarize into
one proposal the implementation of the National Identification System in the Philippines for an
easier reference for law students and interested individuals in the simplest way possible.

This study will nevertheless highlights the importance of implementing a National Identification
System in the Philippines and its effects to the Filipino people.
D. SCOPE AND LIMITATIONS OF THE STUDY

This study will focus on 4 House Bills now pending with the Senate, namely:

a. House Bill No. 12, entitled AN ACT ESTABLISHING THE FILIPINO IDENTIFICATION
SYSTEM

b. House Bill No. 2243, entitled AN ACT ESTABLISHING A NATIONAL IDENTIFICATION


SYSTEM AND FOR OTHER PURPOSES

c. House Bill No. 523 or the National Identification Card System

D. Senate Bill No. 95

This study will analyze and review only the above- mentioned house bills with the use of
published materials of the bills as wells as online references such as online news reports and
commentaries.
