Environmental issues;
LACEEP (PAYNESVILLE-KAKATA CORRIDOR)
Performed a ROW verification exercise with MPW Zoning team along the LACEEP Paynesville-Kakata corridor and resolved
some outstanding issues with PAPs.
Conducted a two-day monitoring exercise of current project activities implemented by MBH and Zhongmei (Project
contractors) along the Paynesville-Kakata corridor to ensure environmental, social safeguard, health and safety procedures are
met in accordance with the Environmental and Social Management Plan of LACEEP.
Participated in a meeting between China Harbor Engineering Company (Project Contractor for HFO facility construction);
Project Supervisors from MLME & LEC and the environmental team to discuss the overall action leading to the commissioning
of the site, outstanding activities, punch list, detailed demobilization plan etc.
Participated in a project walk through the HFO facility with China Harbor Engineering Company to identify outstanding work
activities prior to the commissioning of the site and prepared/submitted a brief observations/recommendations on
environmental issues to the Project Supervisor to be added to the punch list.
Prepared and submitted to the World Bank and LEC management a Back to Office Report that summarizes the discussions from
an environmental management training programme held at the Galilee International Management Institute in Israel, from
March 22nd to April 4th, 2017.
Monitored the current excavation work at the Paynesville Substation and provided recommendations to the Project Contractor
to prevent potential negative impacts to the environment.
Participated in a Skype meeting with the RAP consultant (Multiconsult) to address and clarify some concerns raised by
Multiconsult on the LACEEP-AF RAP, including their request for detailed corridor staking chart.
Conducted a three-days site visit to seven substations; Bushrod, Kru Town, Capitol, Paynesville, Congo Town, Stockton Creek,
and Gardnerville to monitor and gather information on the status of waste disposal as well as provide appropriate
recommendations for proper waste management procedures.
Plan of Activities
• Continue monitoring implementation of all contracts
• An additional Three Phase 40MVA Oil Immersed Transformer-IEC Standard 60076-1 and OTN type, has since been supply by
ELTEL Network. The installation of this all important Transformer which is intended to reinforce the 66KV Network from
Bushrod Substation throughout the entire network, has been completed, pending terminations and testing
• Concluded with Zhongmei on the customer connection commencement
• Still liaising with MLME representatives to ensure that the remaining PAPs of LACEEP are verified and compensated for land,
structures, and tree crops;
• Liaising with LEC Program Coordinators and the MPW to ensure that outstanding grievances impeding the construction of
tower foundations are resolved;
• Monitoring of construction activities at Paynesville-Kakata corridor to ensure that environmental and social safeguard
provisions are met in accordance with the Environmental and Social Management Plan (ESMP) of LACEEP
• Work with procurement department in all procurement related activities for CLSG RE and LEEAP (RIA and Pleebo-Fishtown)
• Network Expansion Planning for communities not covered in any projects (communities expansion)
• Upgrading Network diagram
• Conclusion of land acquisition for the Stockton Creek Substation
