1. Preface

Integrating with state-of-the-art technology and clear understanding on the


requirements of INSA, Huawei proposes an advanced digital trunk communication
system to INSA. Technical specifications stipulated in the tender document, network
design assumptions, conditions of existing network, etc., have been taken into deep
consideration during the process of the proposal preparation.

It’s considered that excellent user experience based on advanced technologies and
communication privacy are important to INSA, and Huawei TruStar solution is
developed and optimized on the basis of the CDMA2000 1x technologies. It has been
developed to meet INSA technical requirements for modern trunk communications.
The call mode of the TruStar is the typical PTT group voice call of trunk
communication. And to improve the quality of PTT calls, Huawei has developed
optimized architectures and protocols, with these technical advantages, the TruStar
system features fast access, efficient channel and spectrum utilization, and
exceptional subscriber privacy, scalability, and service variety.

Huawei realizes that there is always a trade-off between services and costs. As
economic and developmental factors have been fully considered during the system
planning, the construction and expansion costs will be effectively reduced. This
solution based on mature CDMA2000 technologies provides professional function of
digital trunk mobile communication, saving the costs of the operators and benefiting
the operators a lot in the future. Huawei provides business consulting as well to
enhance the rollout and implementation of the whole system.

Huawei will give detailed descriptions about the proposed solution in following
chapters as indicated below:

In Chapter 2, the network level requirements are analyzed, and then the proposed
TruStar network architecture is given in following sections.

In Chapter 3, the proposed solution is described.

In Chapter 4, the network design is specified.

In Chapter 5, shows the equipment configuration and dimensioning.

In Chapter 6, gives a summary of this proposal

2. Network Analysis

2.1 Requirement Analysis

After in-depth analysis of existing network environments and complete understanding


the requirements of INSA, Huawei provides this solution proposal based on the
following:

1. Frequency Band:

a) BTS receiving/MS transmitting: 412~415

b) BTS transmitting/MS receiving: 422~425

2. Regions & Capacity: Covering areas of the INSA including Addis Ababa, North
area, East area and West area. Total subscriber number in Phase I of the INSA is 100.
The total subscriber number in Phase II is 50,000.

3. Equipment: The project which should be offered and quoted includes:

3. Proposed Solution

3.1 Overall Solution

TruStar is a new generation digital trunking solution based on the 3G technology


(CDMA2000 1X system). As a supplementary and optimized solution of the
CDMA2000 1X network, the TruStar system combines the functions of the
CDMA2000 1X network and the digital trunking communication network. Figure 3.1
shows the overall network architecture of Huawei proposed TruStar solution.

In the proposed solution, the suggested equipments include: 1 MSC Server, 1 MGW,
1 HLR, 1 MSE, 1 Dispatch, 1 BSC, 1 PDSN, 1 AAA, 1 OMC, 1 KDC and 1 SMSC.

3.2 Solution Highlights

Huawei delivers high performance, cost-effective and tailor-made CDMA End-to-End


solution to customers. The offered solution covers network equipment, service
platform, user terminals and after-sale service support.

n Differentiated Highlights of the TruStar V1R5 Solution

• Unified high-performance hardware platform

The MSE9830 developed by Huawei uses carrier-class OSTA1.0 hardware


platform, which is a mature and has been applied on a large-scale.

OSTA1.0 hardware platform is extensively applied in NGN and softswitch


products of GSM, UMTS, and CDMA. Because MSE9830 uses the same
hardware boards as CDMA softswitch product, the same spare parts can be
utilized. Therefore, the CAPEX in network construction can be reduced to a large
extent.

• Quick deployment & Simple networking & low OPEX

To deploy a TruStar network, you need to add only trunking service domain NSS
equipment MSE9830 between the Circuit Switched (CS) domain equipment and
Packet Switched (PS) domain equipment and upgrade the software of the BSS.
Other hardware equipment is not required. The TruStar solution enables faster
deployment and reduces OPEX.

• Future-oriented all-IP architecture

One MSE9830 can be connected to 50 BSC/PCFs. The TruStar solution enables


flexible networking, quick network deployment, reduced CAPEX, and smooth
evolution to IMS.

n Excellent Performances

• Powerful Processing Capability

A fully configured MSE9830 supports 200,000 users. The processing capability of


the TSC server can reach 800,000 BHCA. The GLMS can process the data of
500,000 groups and 500,000 users.

• High Reliability

Using patented power control algorithm, TruStar network has high reliability, good
conversation quality, and low call drop rate.

• Better performance in call setup, floor request, and access duration than
OMA PoC.

• Saves transmission resources

All the subscribers in a group share a terrestrial channel connected to the


Act/GMP port (PCF-MSE).

n Diversity of Services

• Support Ad-hoc Group Call

The PTT Ad-hoc group call is supported. This enhances user experience in
providing value-added services for the full CDMA solution. Subscribers can
conveniently establish and manage their group member lists.

• Support Dispatcher System

A dispatcher agent can be used to dispatch group members, provide subscription,


dynamic regrouping, and broadcast services, release calls and subscribers, and
initiate break-in calls. It meets the requirements for basic professional dispatch
services.

• Provide CDMA and PTT Services Interoperability

Terminals can conveniently switch to dispatcher service, CDMA voice service,


and CDMA high-speed data service.

• Provide Boss interface optimization

The Boss interface provided in Trustar solution enables the operators to integrate
the Trustar functions, such as subscriber, group, dispatcher, operator and VPN
operation and management into the original system, through which Huawei can
help them make use of original operation shop terminals to launch PTT services.

• Provide PTT Call E2E encryption solution

This solution ensures customers a secure trunking communication environment


and helps them achieve E2E PTT services, such as vioce、SMS、group call
encryption by introducing KDC to system and integrating EMU encryption module
into the terminals.

• Provide Trustar billing solution

This solution integrates the CBS solution provided by Service and Software
Product Department into MSE9830, while the CBS provides two Trustar monthly
flat- price modes: pre-payment and post-payment. MSE is used for accomplishing
subscriber login, logout, group management, and pass the interface information
to CBS which starts or stops monthly flat price accordingly. CBS may conduct
service cease according to subscriber’s amount state including insufficiency or
arrearage.

• No group limits to VIP subscriber’s calling

The subscribers of one professional group or regular group can’t initiate or


receive call in the dispatching area after the group starts area restriction. The
caller would exit calling when he move out of dispatching area. However, the
subscribers are not limited to the restrictions once they’re set to be VIPs, who
have rights to enjoy better wonderful experience and diverse services.

• Support Roaming between different BSSs connected to the same MSE9830

• Support All Frequency Band 450 M/800 M/410 M/1900 M/2100 M.

The BSS supports all frequency bands, including 450 M, 800 M, 410 M, 1900 M, and
2100 M. For the cost efficiency consideration, we will choose 450M to deploy in this
project.

4. Network Design

4.1 Design Assumptions


Basic requirements from tender documents and all network assumptions made
by Huawei are shown in Table 4-1. Huawei has taken this information in full
consideration throughout the design process. Huawei’s proposed network has
been designed in accordance with the following parameters and based on the
RFP.

4.2 Network Diagram

In this section, Huawei provides a series of networking diagrams, such as Network


Overview, Network dimension and O&M network, so that one can get a clear concept
of the whole network.

4.2.1 Network Overview

According to Huawei’s PTT solution, Huawei divided the overall network into 4 main
regions, region 1 covers Addis Ababa, region 2 covers North Region, region 3 covers
the Regions around Somali and region 4 covers the Areas liable Sudan. Region 1 is
the centre, 1 MSE9830 server is located in this region, so that the whole network can
be managed intently and conveniently.

reliable and efficient power system, adopting the most advanced technologies and
production practices of the industry, and used by many operators worldwide is
provided to meet the requirements of INSA.

6. Summary

In this document Huawei provide a solution proposal for INSA. There are basic
descriptions for equipment configurations in this proposal. For detailed description of
equipment please refer to corresponding system description and function description
files. This technical proposal for INSA presents the basic descriptions for the TruStar
network configuration.

7.1 Product Highlights

7.1.1 Highlights of MSE

This section outlines the basis for the system configuration proposed by Huawei to
establish the optimum configuration based on the criteria outlined in the RFP.

Huawei TruStar supports smooth expansion. Its modular structure makes system
configuration simple and scalable. The operator can configure the system capacity by
simply adding or removing subracks or boards.

The highlights of proposed MSE9830 by Huawei are shown below. For further

Telecom operators can customize digital trunking services for various users
according to their needs.

2. Excellent Compatibility and Extensibility

The MSE9830 is designed to support the HUAWEI CDMA2000 1X applications. It is


completely compatible with the HUAWEI CDMA2000 1X BSS network to support
trunking functions, the TruStar supports digital trunking services without additional
spectrum resources. The OSTA platform is universal and modularized. It allows easy
and scalable capacity and function expansion through the addition of modules. To
expand the capacity of the MSE9830, operators only need to add boards, subracks,
or cabinets. You can upgrade software by installing patches online without interrupting
the ongoing traffic.

3. High Integration Level and Low Power Consumption

The high integration level of the boards in the MSE9830 is guaranteed through:
l Advanced integrated circuits such as application specific integrated circuit
(ASIC), programmable logic device (PLD) and field programmable gate
array (FPGA)
l Large scale integration (LSI) components
A fully configured MSE9830 cabinet supports 200,000 users. A fully configured
MSE9830 consumes less than 4.5 KW of power.

4. Powerful Processing Capability

The powerful processing capability of the MSE9830 is ensured by:


l High-performance chipsets
l High-speed bus techniques
l High-performance PowerPC processors
A fully configured MSE9830 supports 200,000 users. The processing capability
of TSC server can reach 900,000 BHCA. The GLMS can handle the data of
500,000 groups and 200,000 users.

5. High Reliability

The MSE9830 boards support hot backup and smooth switchover to ensure
system reliability.

The MSE9830 supports the billing server platform that features dual-plane
structure to ensure the security of bills.
The GLMS adopts cold backup to prevent the user and group information from
loss.
The TSC adopts dual-plane structure to ensure the security of services between:
l A master TSC subrack and a slave TSC subrack
l The TSC and the BAM
l The TSC and the GLMS
l The TSC and the iGWB
6. Middleware Technology

The middleware technology isolates the upper-layer software from the bottom-layer
operating system. As a result, the upper-layer service software is irrelevant to the
lower-layer platform.

The middleware technology contributes to easy migration of software functions


between different platforms. As little change is made on the service software during
migration, Huawei can provide stable commercial products more quickly.

7.1.2 Highlights of BSC/PCF

Huawei BSC6680 V300R007 can integrate PCF providing packet data service.

n Advantages of Huawei BSC Family:

Huawei CDMA2000 1X/1xEV-DO system is backward-compatible with the IS-95.


Both the IS-95 and CDMA2000 1X MS can originate and receive calls normally under
the coverage of the CDMA2000 1x/1xEV-DO network. The BSC supports smooth
evolution from CDMA2000 1X to CDMA 1X EV-DO Rev.B Phase1 by means of
software updating.

1. Huawei BSC features high integration, large capacity and smooth expansion,
helping to structure a compact network to save costs.

2. Supports hybrid configuration of CDMA 1X and CDMA EV-DO networks.


Supplies 1X and 1X EV-DO service simultaneously.

3. Huawei BSC can automatically detect and adjust forward and reverse voice
levels on a real-time basis so that the voice is more pleasing for the ears and the
quality of the voice is enhanced.

4. Huawei BSC supports satellite transmission on Abis and A interfaces. It is

1. Support for High Intensity Algorithm. The KDC system uses high intensity ECC
and AEC algorithms to achieve the encryption protection of voice services, short
message services, and PTT services in CDMA networks. The ECC algorithm
uses the NIST standard curve. The CDMA E2E encryption system enables
subscribers to replace symmetric algorithm.

2. The KDC System Supports Complete Security System.

3. High Availability of KDC. The KDC supports the dual-system hot backup function
that enables the dual-system to be handed off automatically or manually
according to user requirements. The KDC provides subscribers with functions of
setting the KDC operating mode, configuring dual-system parameters,
synchronizing the data of the active server with that of the standby server, and
starting or stopping automatic handoffs of the dual-system. The KDC also
provides the data backup and restoration functions to ensure data safety and
service continuity.

5. Equipment Management Function of the KDC. The KDC provides the complete
subscriber management function and the authority management function.
Subscribers can monitor the KDC services logs and the status of communication
equipment (such as SMC and MSE) status and the KDC equipment. The
subscriber management function contains subscriber on encryption mobile phone,
loss registry, cancellation, and subscriber query. The KDC controls that the
subscribers with encryption mobile phone whose loss registry and cancellation
has no right to use encryption service.
