1. Preface
It’s considered that excellent user experience based on advanced technologies and
communication privacy are important to INSA, and Huawei TruStar solution is
developed and optimized on the basis of the CDMA2000 1x technologies. It has been
developed to meet INSA technical requirements for modern trunk communications.
The call mode of the TruStar is the typical PTT group voice call of trunk
communication. And to improve the quality of PTT calls, Huawei has developed
optimized architectures and protocols, with these technical advantages, the TruStar
system features fast access, efficient channel and spectrum utilization, and
exceptional subscriber privacy, scalability, and service variety.
Huawei realizes that there is always a trade-off between services and costs. As
economic and developmental factors have been fully considered during the system
planning, the construction and expansion costs will be effectively reduced. This
solution based on mature CDMA2000 technologies provides professional function of
digital trunk mobile communication, saving the costs of the operators and benefiting
the operators a lot in the future. Huawei provides business consulting as well to
enhance the rollout and implementation of the whole system.
Huawei will give detailed descriptions about the proposed solution in following
chapters as indicated below:
In Chapter 2, the network level requirements are analyzed, and then the proposed
TruStar network architecture is given in following sections.

3. Proposed Solution
In the proposed solution, the suggested equipments include: 1 MSC Server, 1 MGW,
1 HLR, 1 MSE, 1 Dispatch, 1 BSC, 1 PDSN, 1 AAA, 1 OMC, 1 KDC and 1 SMSC.
To deploy a TruStar network, you need to add only trunking service domain NSS
equipment MSE9830 between the Circuit Switched (CS) domain equipment and
Packet Switched (PS) domain equipment and upgrade the software of the BSS.
Other hardware equipment is not required. The TruStar solution enables faster
deployment and reduces OPEX.

• High Reliability
Using patented power control algorithm, TruStar network has high reliability, good
conversation quality, and low call drop rate.
• Better performance in call setup, floor request, and access duration than
OMA PoC.
n Diversity of Services
The PTT Ad-hoc group call is supported. This enhances user experience in
providing value-added services for the full CDMA solution. Subscribers can
conveniently establish and manage their group member lists.
The Boss interface provided in Trustar solution enables the operators to integrate
the Trustar functions, such as subscriber, group, dispatcher, operator and VPN
operation and management into the original system, through which Huawei can
help them make use of original operation shop terminals to launch PTT services.
This solution integrates the CBS solution provided by Service and Software
Product Department into MSE9830, while the CBS provides two Trustar monthly
flat- price modes: pre-payment and post-payment. MSE is used for accomplishing
subscriber login, logout, group management, and pass the interface information
to CBS which starts or stops monthly flat price accordingly. CBS may conduct
service cease according to subscriber’s amount state including insufficiency or
arrearage.
The BSS supports all frequency bands, including 450 M, 800 M, 410 M, 1900 M, and
2100 M. For the cost efficiency consideration, we will choose 450M to deploy in this
project.

According to Huawei’s PTT solution, Huawei divided the overall network into 4 main
regions, region 1 covers Addis Ababa, region 2 covers North Region, region 3 covers
the Regions around Somali and region 4 covers the Areas liable Sudan. Region 1 is
the centre, 1 MSE9830 server is located in this region, so that the whole network can
be managed intently and conveniently.

worked out when the exact information provided.
5. Equipment Dimension

details are shown in Table 5-1

With full understanding of the bid document and the existing network environment, a
reliable and efficient power system, adopting the most advanced technologies and
production practices of the industry, and used by many operators worldwide is
provided to meet the requirements of INSA.
5.6 KDC
KDC is connected with several network elements, such as MSE, SMC. The details
are shown in Table 5-1
6. Summary
In this document Huawei provide a solution proposal for INSA. There are basic
descriptions for equipment configurations in this proposal. For detailed description of
equipment please refer to corresponding system description and function description
files. This technical proposal for INSA presents the basic descriptions for the TruStar
network configuration.
7. Annex
This section outlines the basis for the system configuration proposed by Huawei to
establish the optimum configuration based on the criteria outlined in the RFP.
Huawei TruStar supports smooth expansion. Its modular structure makes system
configuration simple and scalable. The operator can configure the system capacity by
simply adding or removing subracks or boards.
The highlights of proposed MSE9830 by Huawei are shown below. For further
description please refer to” Product Description of HUAWEI TruStar MSE9830”
1. Rich Services

The high integration level of the boards in the MSE9830 is guaranteed through:
l Advanced integrated circuits such as application specific integrated circuit
(ASIC), programmable logic device (PLD) and field programmable gate
array (FPGA)
l Large scale integration (LSI) components
A fully configured MSE9830 cabinet supports 200,000 users. A fully configured
MSE9830 consumes less than 4.5 KW of power.
5. High Reliability
The MSE9830 boards support hot backup and smooth switchover to ensure
system reliability.
The MSE9830 supports the billing server platform that features dual-plane
structure to ensure the security of bills.
The GLMS adopts cold backup to prevent the user and group information from
loss.
The TSC adopts dual-plane structure to ensure the security of services between:
l A master TSC subrack and a slave TSC subrack
l The TSC and the BAM
l The TSC and the GLMS
l The TSC and the iGWB
6. Middleware Technology
The middleware technology isolates the upper-layer software from the bottom-layer
operating system. As a result, the upper-layer service software is irrelevant to the
lower-layer platform.
Huawei BSC6680 V300R007 can integrate PCF providing packet data service.
1. Huawei BSC features high integration, large capacity and smooth expansion,
helping to structure a compact network to save costs.
3. Huawei BSC can automatically detect and adjust forward and reverse voice
levels on a real-time basis so that the voice is more pleasing for the ears and the
quality of the voice is enhanced.

9. In Service Upgrade
Huawei BTS is compatible with IS-95A/B and CDMA2000 1X/1X EV-DO, and can be
upgraded to CDMA2000 1x EV-DO Rev. B smoothly. Huawei presents a series of
outdoor and indoor BTSs to meet the requirements of coverage and capacity. These
BTSs provide flexible coverage of cities, expressways, hot spots, and blind spots.
1. Future-oriented architecture
Support all standard transmission media with a flexible networking capability that
fully uses existing transmission resources. Offers advanced ALL-IP architecture.
a) BBU: BBU is the Base Band Unit of the BTS. The separation of the base
band and RF (RRU) enables operators not to have to consider issues such
as BTS weight and availability of room space. This also results in low cost
and quick deployment of the network. BBU can be installed even in narrow
spaces of a gangway, under the staircase and in a basement.
b) RRU: RRU is the RF unit of the distributed BTS, which can support
CDMA2000 1X and 1xEV-DO, eight carriers, typically used indoors or
outdoors. Frequency Bands: 800MHz, 1900MHz, AWS.
The hardware of the KDC is an IBM System x3650 Type 7979 server, installed with
the KDC system.

n Advantage of KDC
1. Support for High Intensity Algorithm. The KDC system uses high intensity ECC
and AEC algorithms to achieve the encryption protection of voice services, short
message services, and PTT services in CDMA networks. The ECC algorithm
uses the NIST standard curve. The CDMA E2E encryption system enables
subscribers to replace symmetric algorithm.
3. High Availability of KDC. The KDC supports the dual-system hot backup function
that enables the dual-system to be handed off automatically or manually
according to user requirements. The KDC provides subscribers with functions of
setting the KDC operating mode, configuring dual-system parameters,
synchronizing the data of the active server with that of the standby server, and
starting or stopping automatic handoffs of the dual-system. The KDC also
provides the data backup and restoration functions to ensure data safety and
service continuity.
5. Equipment Management Function of the KDC. The KDC provides the complete
subscriber management function and the authority management function.
Subscribers can monitor the KDC services logs and the status of communication
equipment (such as SMC and MSE) status and the KDC equipment. The
subscriber management function contains subscriber on encryption mobile phone,
loss registry, cancellation, and subscriber query. The KDC controls that the
subscribers with encryption mobile phone whose loss registry and cancellation
has no right to use encryption service.
