Assalamu’alaikum Wr Wb

Good Morning and Greetings for us all.

First of all, let us give thanks to the presence of


Almighty God for His blessings, so that we can be
present here today in the "Joint Knowledge
Seminar: DOING IT THE BOTTOM-UP WAY:
BEST PRACTICES FROM the INTEGRATED
COMMUNITY DRIVEN DEVELOPMENT
(ICDD) PROGRAM" as one of a series of events
at "the 41st Annual Meeting of the IDB Groups",
which is being held in Jakarta, Indonesia on March
15 through May 19, 2016.

Ladies and Gentlemen, Distinguished
Guests,

I welcome this event organized by IDB, and i am


grateful for the opportunity to deliver the
Welcome Speech in this Joint Knowledge Seminar.
The ICDD Program is one of the programs
implemented by DGHS - Ministry of Public Works
and Housing together with the IDB since 2009
until the present day.

I am also very happy to receive information from


the IDB, that the ICDD program that we have
initiated, has become a best practice program and
an inspiration model for other programs in IDB,
and has been replicated in the Republic of Sierra

Leone, Gambia and other member countries of
IDB Group. Hopefully this program is beneficial for
the underprivileged throughout the member
countries of the IDB Group.

We believe that the success of the ICDD Program


is not only due to our hard work as the Executing
Agency, together with other Ministries and IDB. A
key factor in the success of the ICDD program in
Indonesia is mainly because of the hard work and
strong commitment from the community and local
government.

The Directorate General of Human Settlement in


the settlement implementation uses three
different approaches, namely:

 System Forming

Form a system that planned, thorough, integrated


and sustainable in accordance with spatial plans.

 Local Government Facilitation

It is important because the local governments is


the focal point of regional settlement
development.

 Community Capacity Building

Put the community as one of actors and give


them capacity they need.

The ICDD program is very strategic, because it


prepares the foundation for self-reliance in the
form of "community leadership institute, namely
the Village Community Committee (BKM)" that is
representative, rooted and conducive to the
development of social capital in the future. The
social capital which could encourage the
realization of synergies in a bottom-up and top-
down between the community and local
government.

The program implements a comprehensive
approach, through the synergy of Infrastructure
settlement development activities with action to
improve livelihood or welfare of the community,
known as the Sustainable Livelihood.

One of BKM’s duties is to make the planning, the


implementation and monitoring by ensuring the
involvement of the whole community in the area.
We also encourage local governments to do
collaboration and synergy between with BKM, in
poverty reduction activities and improving the
quality environment the settlements in the area.

For seven years implementation, ICDD program


has produced impact on:

1. Development programs based on community


needs and characteristics of the territory;

2. Increased effectiveness and efficiency,


because it encourages the creation of
employment and increases participation and
community self-reliance;

3. Community self-ownership of the program


and development results and Community
Self Responsibility for the use and
maintenance, to ensure sustainability;

4. The growth of public confidence in the
Government;

5. Encourage the formation of synergy planning


and top-down bottom-up, between the
community with local governments

This is my remarks for this event. Good


participate in 41st IDB annual meeting to
carry out a joint seminar "DOING IT THE
BOTTOM-UP WAY: BEST PRACTICES
FROM the INTEGRATED COMMUNITY
DRIVEN DEVELOPMENT (ICDD)
PROGRAM” .
I hope, through best practices of the ICDD
Program, we can formulate a joint
agreement for development, particularly in
urban areas, which is based on collaboration,
throughout the central, the city/district and

community levels. May God Almighty
continue to give His grace and guidance for
all of us.
