Proposed 2016 SPPS Board Priorities

January 5, 2016

For 2016, the SPPS Board will take an overall assessment of district practices in several
critical areas to make sure the district is positioned to offer successful learning
environments for all of our students. To that end, following are proposed SPPS Board
priorities:

1) School Climate - The Superintendent will provide the Board with a plan for creating safe,
welcoming schools, including a proposed conflict resolution model, outcomes, staffing and
budget implications. The Board will conduct at least 2 public meetings in January and
February at separate locations in the city around the following two questions:
o What is your experience of SPPS school buildings?
o What are your suggestions to make SPPS schools safer and more welcoming?

2) Achievement - The Superintendent will establish up to 5 achievement objectives for the


district and provide the Board with a plan for how SPPS will achieve each objective, as well
as time frames. Included should be specific initiatives to address achievement disparities
between student groups.

3) Enrollment - The Superintendent will provide the Board with a plan for increasing SPPS
enrollment over the next three years. The Superintendent will provide specific initiatives
and enrollment targets for each academic year starting with the 2016-17 academic year.

4) Special Services Strategic Plans - The Superintendent will provide the Board with a
comprehensive review of ELL and special education services, including a report on current
practices and educational outcomes. The Superintendent will develop separate
strategic plans for ELL and special education services, including staffing, curriculum,
outcomes, and budget, starting with the 2016-17 academic year.

5) Site-Based Management - The Superintendent will provide the Board with a plan for
implementing site-based management at each SPPS school, including budget, curriculum,
and staffing, starting with the 2017-18 school year. The plan should address
potential models of building organization and governance with specific recommendations
for implementation, including time frames and objectives.

6) Board Governance - The Board will take the following actions regarding its own internal
process and pubic engagement:
• Reinstate televised public comments preceding the monthly board meeting.
• Set a time certain for the conclusion of monthly board meetings at 8:30pm unless
an extension is moved and approved by a majority for a specific time period
• Set time certain designations for each agenda item at a board meeting
• Create board committees, including budget and others to be determined
• Hold a minimum of 2 board meetings at locations outside of 360 Colborne during
2016. The Superintendent will propose suitable locations to the Executive
Committee.
Proposed Action Timeframe for 2016 SPPS Board Priorities

February:

The Superintendent will present the proposed School Climate plan at the February COB for
public comment at the February Board meeting.

March:

The School Climate plan will be revised based on public comment and presented at the
March COB for approval at the March Board meeting. The Superintendent will present the
proposed Achievement objectives and plan at the March COB with public comment at the
March Board meeting.

April:

The Achievement plan and objectives will be revised based on public comment and
presented at the April COB for approval at the April Board Meeting. The Superintendent
will present the proposed enrollment targets and plan at the April COB with public
comment at the April Board meeting.

May:

The proposed enrollment targets and plan will be revised based on public comment and
presented at the May COB for approval at the May Board meeting. The Superintendent will
present the ELL and SPED review and strategic plans at the May COB with public comment
at the May board meeting.

June:

Action on 2016-17 fiscal year budget

July:

The ELL and SPED strategic plans will be revised based on public comment and presented
for approval at the July Board meeting. The Superintendent will present the Site-Based
Management plan at the July board meeting for public comments.

August:

The Site-Based Management plan will be revised based on public comment and presented
for approval at the August Board meeting.
