Feasibility Study Guidelines

The Health Authority- Abu Dhabi encourages Potential investors to conduct comprehensive
feasibility studies for their business ideas before starting real business planning. A well
developed feasibility study helps in focusing the business idea through narrowing alternate
options, exploring new options, identifying strengths and weaknesses, estimating potential
successes and risks, preparing for marketing, and forming a workable business plan.
An important factor in the success of the feasibility study is reliance on objective data sources to
eliminate bias and present a more realistic view of the potential. In conducting feasibility
studies, the Health Authority- Abu Dhabi urges investors to seek professional assistance from
qualified approved sources.
Accordingly, the feasibility study that shall be submitted to the Health Authority- Abu Dhabi
should at minimum contain the following components:

1. Executive Summary:
This section is a one page summary of the project highlighting important areas from the
different topics in the feasibility study. The Executive Summary shall include, in an
appendix, selected tables from the study.

2. Overview of the Project:


This section provides the reader with a concise description of the intended project. It
includes:
A. Description of the project in general terms (e.g. type and scope of service, specialty,
quality hallmark…etc.)
B. Description of the key components of the project (e.g. first of its kind, expertise,
political/economical factors…etc.)
C. Rationale for starting the business at this time and at the specified location.
D. How will the business benefit the community
E. Presentation of different scenarios for implanting the intended business (e.g. standalone
vs. affiliation, small vs. large, location…etc) and selecting the most appropriate scenario.
F. Description of how the new business will fit in the market (e.g. will it offer a new service?
Or will it complement existing services?)
G. A brief note about the project’s timeline (one paragraph or less).

3. Market Feasibility:
This section focuses on the market survival potential for the project. It should address the
market for proposed service(s), completion, as well as the market’s future. Below are some
of the points to be addressed in this section.
A. Conducting a S.W.O.T analysis
B. Identifying the target market and an outlining its needs for the proposed service(s).

C. Describing factors that may influence your market entry (positive and negative factors).
D. Describing barriers you may face in entering the market and how you plan to deal with
them.
E. Identifying potential customers.
F. Evaluating the current market status.
G. Identifying major competitors.
H. Assessing the need for additional providers, and defining your anticipated market share
I. Evaluating the potential for growth of the business
J. Reviewing market research for an overview of the on prices for the planned service (s).

4. Technical Feasibility:
In this section, you need to address the technical needs for the proposed project and how
you plan to meet them. This section focuses on the non-economic factors of the project.
A. Identifying the location of the proposed facility.
B. Defining the size of the facility.
C. Evaluating the Suitability of location.
Planning for the required space for the facility
Conducting an Environmental Impact Assessment for the facility
D. Researching the local laws and regulations to identify if they may hinder the
development of the technical aspect of the project (e.g. government laws, politics…etc.)
E. Deciding on whether to own, rent, or build the planned location.
F. Defining the functional program of the facility (e.g. services that shall be provided)
G. Considering the functional program of the facility in order to develop a proper
architectural design.
H. Considering the potential for introducing new technologies, like Information Technology
systems, when designing the facility.
I. In accordance with the functional program, planning to secure required physical and
human resources.
Assess the availability of required human resources in the region.
Plan for your recruitment campaign (e.g. hire a recruitment firm, etc.)
Plan for acquiring the physical resources to set up the facility (e.g. hire a specialized
firm/company to provide you with the needed equipment, etc.)
All technical proposals should meet the minimum requirements set by the Health Authority.
These requirements are based on the following standards:

5. Management/Operational Feasibility:
This section focuses on describing how you plan to run the business.
A. Describing the business model that shall be used (How will your business generate
revenue?)
B. Describing the legal structure of the business.
C. Developing an organization chart.
D. Developing the Mission and Vision Statements.
E. Identifying the availability of the know-how staff to lead the project.
F. Listing the key project staff with their titles, responsibilities, and backgrounds.

6. Conclusion and Further Steps:


This section includes a brief conclusion of the study highlighting the favored scenario and
describing the next steps in terms of business plan and a brief implementation timeline.
Note:
The preparation of a feasibility study is a must for the establishment of a healthcare
facility. For this purpose, it is mandatory that clients contract a consultant to prepare
the feasibility study.
The contracted consultant must be approved by the Health Authority, prior to
submittal of initial proposal.
Failure to hire an approved consultant could lead to disapproval of initial licensing.
