Continued from page 25
Streamline modern, a pared-down version of Art Deco,
was evident in many Public Works Administration buildings
of the day including this two-story rectangular plan. Con-
structed of red brick, vertical stone columns frame the bays of
windows — 3 across the front and 7 down the side. A hori-
zontal limestone band runs around the base as well as the
roofline. The formidable center entry has stone dentils and a
prominent sign identifying City Hall. Inside there are wood
and brass accents and sturdy polished floors.
East Liverpool Edifices
The Owsleys designed at least four significant structures in
East Liverpool:
1895 - Central School at Fourth Street
1902 - Carnegie Public Library at 219 East Fourth Street
1904 - Potters Savings & Loan on Washington Street
1934 - City Hall at 126 West Sixth Street

Mahoning County
In Mahoning County, the inventory of known Owsley
designs is extensive. Some of the more significant ones are
listed here. You will recognize many of these buildings but
probably never connected them to the same architect. There
are many documented residential commissions as well.
1875 - Strouss-Hirshberg original Department Store at 14-
28 West Federal Street
1876 – Second Mahoning County Courthouse at Wick
Avenue and Wood Street
Circa 1884 - YMCA on East Federal Street
1886 – Rodef Shalom Temple at Holmes and Lincoln
Avenues The former Salem High School and Junior High School now serves as the Kent State Salem City Center.
1889 – Second National Bank at the northeast corner of

1893 - Wick Mansion/Wick Pollock Inn on Wick Avenue
1894 – Central First Station
1890s - First Masonic Temple at Central Square
1890s - John R, David Block at 217 West Federal Street
1903 – Baldwin Memorial Kindergarten at South Cham-
pion and East Front Streets
1903 – Dollar Bank at Central Square – Youngstown’s
