North Korean missile launch fails
Explosion shortly after takeoff dampens enthusiasm day after military fanfare and massive weapon display

TOKYO — With the
kind of fanfare only a to-
talitarian state can muster,
North Korea on Saturday
flaunted missiles that can
theoretically reach the
United States and defiantly
stated that it was prepared
to counter any U.S. attack
with “a nuclear war of our
own.”
But it soon looked like a
case of style over substance.
North Korea somewhat ru-
ined the impression created
with the parade, which took
place on the most impor-
tant day of the year for Kim
Jong Un’s regime, with a
failed missile launch Sun-
day morning.
The ballistic missile was
fired from the Sinpo area
on the east coast shortly
before 6 a.m. local time,
U.S. Pacific Command said.
It blew up almost immedi-
ately, complicating efforts
to identify the missile’s size
and range.
North Korea fired a
land-based version of its
medium-range, submarine-
launched ballistic missile
from the same area earlier
this month. That also failed.
The missile was fired just
minutes after Vice Presi-
dent Mike Pence took off
from Alaska on his way to
Seoul, where he is expected
to issue a strong warning to
North Korea to stop its pro-
vocative behavior or face
consequences.
Pence was briefed on
North Korea’s failed mis-
sile launch within an hour
of departing from Anchor-
age, where Air Force Two
stopped to refuel. He was in
contact with President Don-
ald Trump, aides said.
As tensions with North
Korea escalated heading
into the weekend, Trump
spent Friday and Satur-
day mornings golfing at his
private club in West Palm
Beach, Florida, greeting
members after he returned
from the green.

The president seemed to
be hoping for a calm week-
end. He was joined on his trip
by just three junior staffers
and K.T. McFarland, who
was recently made ambas-
sador to Singapore. Many of
Trump’s aides were given
the weekend off.
Trump had nothing to
say about the launch, said
Secretary of Defense Jim
Mattis. “The president and
his military team are aware
of North Korea’s most re-
cent unsuccessful missile
launch,” Mattis said.
The missile was launched
into the sea off the east coast
of the Korean Peninsula,
where a U.S. Navy strike
group is patrolling. Military
commanders ordered the
group, led by the aircraft
carrier USS Carl Vinson,
back to the area this month
as tensions with North Ko-
rea mounted.
The group has the abil-
ity to shoot down incoming
missiles and launch missiles
of its own.
Although the missile in
Sunday’s attempt — like
others before it — exploded
shortly after launch, experts
warn that North Korea’s
rocket scientists learn some-
thing from failures as well as
successes, giving them infor-
mation they can use to hone
their technology.
Certainly, the military
hardware paraded through
Pyongyang on Saturday
shows that Kim is unrelent-
ing in his quest to develop a
missile capable of reaching
the United States.
Experts were stunned
at the sheer number of new
missiles on display dur-
ing the parade — includ-
ing, apparently, a new and
previously unknown type
of intercontinental ballistic
missile.
“It’s not like not doing a
nuclear test was good news
— this is all part of the same
program,” said Jeffrey
Lewis, head of the East Asia
program at the James Mar-
tin Center for Nonprolifera-
tion Studies in California.
North Korea has claimed
to be able to make nuclear
weapons small enough to be
able to fit on a missile.
“It’s like they’re saying:
‘Hey, here’s some other bad
news,’ ” Lewis said.
The two-hour parade
took place on a day officially
known as the “Day of the
Sun,” the anniversary of the
1912 birth of Kim Il Sung,
North Korea’s founder and
the current leader’s grand-
father.

marched past, planes in a
formation making 105 — for
the anniversary — flew
overhead and missile trans-
porters rolled through the
square in front of him.
He did not look like a
man worried about a strike
ordered by Trump, like that
in Syria earlier this month,
or concerned about China’s
increasing anger over his
belligerence.

all-out war with an all-out

our own,” Choe Ryong Hae,
one of Kim’s top aides, said
in a speech at the parade.
Kim said in his New
Year’s address that North
Korea was in the “final
stage” of preparations to
test-launch an intercon-
tinental ballistic missile,
or ICBM. That prompted
Trump to tweet in response:
“It won’t happen!”
But Kim appeared to
demonstrate Saturday that
he is in the process of mak-
ing it happen.
North Korea has previ-
ously shown off at these pa-
rades two kinds of ICBMs,
the KN-08 and the KN-14,
both with the theoretical
capacity to reach the U.S.
mainland.
Saturday’s parade in-
cluded the same vehicles as
in the past, but instead of
carrying missiles they were
carrying huge, previously un-
seen missile canisters. Those
could have contained the KN-
08 and KN-14, or something
else — or nothing at all.
But the message was
clear.
“This was a promise of
future capabilities more
than a demonstration of
existing missiles,” said Joe
Cirincione, president of the
Ploughshares Fund, which
tries to stop the spread of
nuclear weapons. “We do
not know if there is actually
an ICBM in that canister.
But it is certainly coming.”
Furthermore, the can-
isters are probably an indi-
cation that North Korea is
pressing ahead with solid-
fuel technology.

Mary hadn’t considered
that prospect before, but
she was instantly overcome
with the feeling it had to
be true. So after a flurry
of back-channel texts and
emails, she wrangled a
phone number for Carew’s
wife, Rhonda, and left an
improbable message:
“This is Mary Reuland,”
she said, “and I think your
husband may have my son’s
heart and kidney. Give me a
call back.”
So began the journey of
two Orange County fami-
lies now intertwined as
one. The Reulands and the
Carews, bound by a single
heart, have joined forces to
fight cardiovascular disease
and to promote organ dona-
tion. Both families spoke to
the Bay Area News Group
last week.
They are going public,
both families said, because
they believe Konrad has
deemed it so. Sometimes
Carew sits at Reuland’s
gravesite and talks it out.
“I just thank him for
saving my life and putting
a roaring heart inside my
body,” the 18-time All-Star
said. “We have a long way
to go together.”
Carew already had
a partnership with the
American Heart Associa-
tion, a campaign launched
a year ago and named after
his uniform number with
the Minnesota Twins and
California Angels. It’s called

Konrad Reuland was 29
when he died.
When the families met
in person for the first time,
in a visit coordinated by
the AHA on March 2, one
of the first things Mary did
was lean her head against
Carew’s chest. Using a
stethoscope to eavesdrop
on a miracle, she listened
hard as Carew took deep
and purposeful breaths.
Five seconds went by as
Mary tried to find her son.
Ten … 15 … 16 …
“There it is,” Mary said.
Her face turned crim-
son and, reflexively, she
wrapped her arms around
Carew’s neck. She was hug-
ging a stranger. She was
hugging her son.
“Does it sound the
same?” Rhonda Carew
asked, quietly.
Mary nodded through
the tears.
“I’ve got it memorized,”
she replied.
Gift of hope
Carew likes coffee now,
which is weird. He couldn’t
stand the stuff for his first
seven decades on earth, but
now he’s constantly asking
Rhonda to make him a cup.
He likes it with cream, no
sugar, just the way Konrad
did. The heart wants what
it wants.
There’s something else
new since the operation:
hope. Carew, so serene as
a ballplayer over a career
that yielded 3,053 hits, con-
cedes he lost his cool while
languishing on the heart
transplant list.
“Every day I would cry,”
the 1977 American League
MVP said. “As soon as
Rhonda left the hospital, I
started crying. And then
I started screaming. And
when I got up in the morn-
ing and looked at the clock,
it’d be 5 or 6 o’clock and I
would start crying and I just
couldn’t stop.”
His downward slide be-
gan Sept. 20, 2015, at the
Cresta Verde Golf Course
in Corona. Carew stepped
up to the first tee, smacked
a shot down the middle and
instantly felt as if his chest
was burning.
He was having a massive
heart attack, the type they
call the widow-maker.
Carew backed his cart up
to the clubhouse and yelled
for help. He doesn’t remem-
ber much after that, aside
from a paramedic hovering
over him with paddles.
“He had a glow around
him,” Carew said, his eyes
occasionally reddening. “All
of a sudden I heard him say,
‘Let’s go, dammit! We’re los-
ing him!’ And I was gone.”
He said he flat-lined once
more at Riverside Commu-
nity Hospital and vaguely
remembers more paddles,
more panic.
“My only thought was
my wife,” Carew said, turn-
ing again to look at Rhonda.
“What’s going to happen

to her? That’s all I thought
about. Nothing else but:
Who’s going to take care of
her?”
As it turned out, Rhonda
Carew could take care of
things just fine. Nicknamed
the “Pitbull,” a moniker she
embraces, Rhonda is such
a formidable presence that
when it’s time to buy a new
car, Rod takes a stroll out-
side and sics Rhonda on the
salesman.
Rhonda became Rod’s
caretaker, chauffeur and
medical advocate. She
learned so much about the
transplant process that sur-
geons joked about giving
her an honorary degree.
Carew survived with
the help of a Left Ventricu-
lar Assist Device (LVAD),
which was implanted dur-
ing a six-hour surgery at
Scripps La Jolla Hospi-
tal. The mechanical heart
pumped the blood, but also
required bulky battery
packs and had to be plugged
in at night.
Carew was put on the
heart transplant list Nov.
18, at which point Rod and
Rhonda began sleeping with
their cellphones nestled be-
tween them, convinced the
call would come in the mid-
dle of the night. After three
days, Carew was already
losing hope.
“I think they forgot me,”
he said.
The Pitbull, meanwhile,
joined forces with Carew’s
doctors and kept pushing
for him to be bumped up
on the priority list. They ar-
gued that a subdural hema-
toma in July had meant Rod
could no longer take blood
thinners, putting him at in-
creased risk. Rhonda also

worried that her husband’s
age — Rod turned 71 on Oct.
1 — was becoming a factor.
Carew got bumped up
to 1-AE status, the second
highest rung, on Dec. 9.
Five days later, on Dec. 14,
the Carews got a call that
a heart and kidney match
were waiting for him.
Both families are sensi-
tive to the possible percep-
tion that this was preferen-
tial treatment. They know
people will roll their eyes
that somehow the mint-con-
dition NFL heart wound up
with the seven-time batting
champion.
But the process is blind,
and strictly regulated by
the United Network of Or-
gan Sharing (UNOS), which
guarantees fairness in the
allocation of organs for
transplant.
Reuland was a Type-O
donor. Carew is a B-Positive
blood type but was the first
on the list to also match as a
Hepatitis-B immune recipi-
ent.
Now, at long last,
Carew’s outlook is the same
as his blood: Be-Positive.
“I can’t tell you how
much of a difference having
a heart has made,” said his
son, Devon. “His stamina is
up. Psychologically, he feels
like he can do more.
“And knowing all the co-
incidences — my mom calls
them ‘God winks’ — that led
up to him getting Konrad’s
heart just makes it all the
more special.”
Perpetual motion
Konrad Reuland was
working out at the time of
his fatal brain aneurysm. Of
course he was. Konrad was
a perpetual motion machine

from the time he was born
and was so unstoppable as a
toddler that his mother took
to tying bells to his shoes.
“I needed to know where
that little stinker was,”
Mary explained.
Konrad excelled in every
sport he tried and declared
at a young age he would
be a professional athlete
one day. So it was under-
standably thrilling for the
sixth-grader when he had
a chance encounter with
a retired ballplayer at St.
John’s Episcopal School in
Santa Margarita. One of
his schoolmates there was
Cheyenne Carew.
“I picked him up from
school, and the first thing
he said when he got in the
car was, ‘Mom, I met Rod
Carew today!’ ” Mary re-
called.
That was the first time
Konrad gave his heart to
Rod Carew.
On the day Reuland
died, Mary left the hospital
only after giving one last
instruction to the doctors.
“Whoever gets this heart
better deserve it,” she
warned, “because this is a
good one.”
Her message had a dou-
ble-meaning. The heart
was good because it was
strong. It belonged to a 6-
foot-6, 270-pound tight end
who played two seasons at
Stanford under coach Jim
Harbaugh, then followed
him to the 49ers, where he
spent 2011 on the practice
squad.
Reuland also played 30
career NFL games for the
New York Jets (2012-13) and
Baltimore Ravens (2015). At
the time of his aneurysm,
Reuland was running on

the treadmill, burning off
Thanksgiving dinner calo-
ries in case an NFL team
needed his services.
“In terms of health, his
heart was a Ferrari,” Mary
said.
But the good heart was
also kind. Over the final five
years of his life, Reuland
sometimes made a 70-mile
drive to San Diego to visit
Kimi, the young niece of a
family friend. At the age of
4, she was diagnosed with
neuroblastoma, a nerve tu-
mor of the spinal cord and
brain.

Reuland returned from
those trips with sparkling
nails so often that he no lon-
ger had to ask Mary where
her nail-polish remover
was.
Mary remarked once
about how sweet it was that
Konrad took the time to go
see her. “What are you talk-
ing about, mom?” he replied.
“She’s my inspiration.”
Reuland’s heart wound
up going to someone who
spent much of his life steel-
ing his own. Carew knew
cruelty growing up in Pan-
ama, where his father beat
him as a matter of routine.
He says now that the reason
he was never nervous on the
baseball field was because
he’d long ago declared the
diamond to be his sanctu-
ary.

said.
But at age 50, he softened.
His daughter, Michelle, died
of leukemia at age 18, and
while she languished on the
bone-marrow transplant
list, she urged her father to
use the power of his base-
ball stardom to generate
more donors.
“She had said to me,
‘Daddy, people are going to
listen to you because of who
you are,’ ” Carew said. “And
at that time, I wasn’t really
close with the press.
“But I said, ‘OK, if you
say that, I will do all I can
until I’m no longer alive.’
That’s a promise that I
made to her.”
Two birthdays
Carew likes to say now
that he has two birthdays,
his own and Konrad Re-
uland’s. While the rest of
him reached AARP age long
ago, his heart turned 30 on
April 4.
The Carews commemo-
rated his heart’s big 3-0 by
visiting Konrad’s gravesite
with balloons and a gift:
a signed baseball with an
inscription that opened:
“Happy birthday, Konrad.
I promise to always take
care of your very priceless
gifts.”
Upon pulling into the
cemetery, they saw that
Mary and her youngest
son, Austin, were already
there. It was an impromptu
reunion for a group that
now calls each other fam-
ily. They spent two hours
together, listening to music
and reflecting on their jour-
ney.
“It was just kind of crazy
being with Konrad’s heart
on his birthday,” Austin
said. “It wasn’t planned. It
just kind of happened like
that.”
The families talk most
about what to do next.
The Carews work with the
American Heart Associa-
tion to encourage people
to get screened for warn-
ing signs and to take steps
toward better heart health.
Last year, the AHA set up a
station at the players’ hotel
in Cooperstown, where the
Carews persuaded dozens
of fellow Hall of Famers
and their significant oth-
ers to get screened at no
charge.
Former Angels pitcher
Clyde Wright heard of
Carew’s tale and went to
the doctors to get checked
out. Wright had a 90 per-
cent blockage in four places
and promptly had a qua-
druple bypass. “He called
me and said, ‘Thanks for al-
lowing me to have another
birthday and to be with my
grandchildren,’ ” Carew
said.
The Reulands, mean-
while, are using Konrad’s
story to promote Big Broth-
ers Big Sisters, and created
a scholarship in his honor.
“Because that’s the kind of
life he lived,” Mary said.
They know first hand
how a small step can make
a big difference. Just last
April, Konrad Reuland was
sitting in the kitchen fill-
ing out his driver’s license
renewal form. He casually
asked his mom if he should
be an organ donor.
“That’s a totally personal
decision, sweetie,” Mary
told him. “You have to do
what feels right.”
He checked the box.

BEIRUT — A stalled pop-
ulation transfer resumed
Saturday after a deadly ex-
plosion killed at least 100
people, including children,
government supporters and
opposition fighters, at an
evacuation point — adding
new urgency to the widely
criticized operation.
The blast ripped through
a bus depot in the al-Rashi-
deen area where thousands
of government loyalists
evacuated the day before
waited restlessly for hours,
as opposition fighters
guarded the area while ne-
gotiators bickered over the
completion of the transfer
deal. Only meters away,
hundreds of evacuees from
pro-rebel areas also loitered
in a walled-off parking lot,
guarded by government
troops.
Footage from the scene
showed bodies, including
those of fighters, lying along-
side buses, some of which
were charred and others gut-
ted from the blast. Personal
belongings could be seen
dangling out of the windows.
Fires raged from a number
of vehicles as rescuers strug-
gled to put them out.
The scenes were the last
in the unyielding bloodshed
Syrians are living through.
Earlier this month, at least
89 were killed in a chemical
attack as children foaming
at the mouth and adults
gasping for last breath were
also caught on camera.
The bloody mayhem
that followed the Saturday
attack only deepened the
resentment of the transfer
criticized as population en-
gineering. It also reflected
the chaos surrounding ne-
gotiations between the war-
ring parties. The United
Nations did not oversee
the transfer deal of the vil-
lages of Foua and Kfraya,
besieged by the rebels, and
Madaya and Zabadani, en-
circled by the government.
No one claimed respon-
sibility for the attack but
pro-government media and
the opposition exchanged
accusations, each pointing
to foreign interference or
conspiracies undermining
the deal.

State TV al-Ikhbariya
said the attack was the re-
sult of a car bomb carrying
food aid to be delivered to
the evacuees in the rebel-
held area — ostensibly
crisps for the children —
and accused rebel groups of

“There can be no life with
the terrorist groups.”
“I know nothing of my
family. I can’t find them,”
said a woman who appeared
on al-Ikhbariya, weeping
outside the state hospital in
Aleppo.
Ahrar al-Sham, the rebel
group that negotiated the
deal, denounced the “cow-
ardly” attack, saying a num-
ber of opposition fighters as
well as government support-
ers were killed in the attack.
The group said the attack
only serves to deflect the
attention from government
“crimes” and said it was
ready to cooperate with an
international probe to deter-
mine who did it.
Yasser Abdelatif, a media
official for Ahrar al-Sham,
said about 30 rebel gunmen
were killed in the blast. He
accused the government or
extremist rebel groups of
orchestrating the attack to
discredit the opposition.

are mowed only twice a
year — and only upon re-
quest.
The district’s struggles
to take care of its facilities
are not related to construc-
tion issues that have put
Alum Rock in the cross
hairs of outside investiga-
tions, but together, they
paint a picture of a district
that has long neglected the
condition of its schools.
A state agency, the Fis-
cal Crisis and Manage-
ment Assistance Team, is
investigating whether the
district and its board paid
$329,000 to construction
managers for work that
wasn’t performed. Accord-
ing to Santa Clara County
Office of Education Super-
intendent Jon Gundry, the
district attorney’s major
fraud unit is also looking
into the district. Prosecu-
tors declined to comment.
Amid a building boom fu-
eled by a $125 million bond
measure passed four years
ago, Alum Rock’s schools
still suffer clogged plumb-
ing, leaky roofs and lawns
so overgrown that students
can’t play on them.
On chilly days, “They
freeze to death in class,”
said Liliana Garcia, whose
younger sister and son at-
tend Dorsa Elementary.
“My son says his hands get
cold.”
She worries about the
safety of space heaters that
warm classrooms.
Her son, Jaeden Mal-
donado, says he wishes he
could play on Dorsa’s field,
but recess monitors shoo
kids away because of the
danger of gopher holes and
messes left by dogs.
Principal Leticia Ri-
vas said Dorsa’s lawn gets
mowed monthly — but only
after she submits a request
for each mowing.
Superintendent Hilaria
Bauer said the district is
working hard to respond
to long-neglected main-
tenance and backlogs of
not been done for years,”
she wrote in an email. At
Fischer, she noted, the dis-
trict last year replaced car-
pets in all the classrooms.
“I know it is frustrating
for parents and staff about
the time it takes to repair
things, but we have ag-
ing facilities, and when we
repair, they break again,”
she wrote. Asked about the
staff urinal at Fischer, she
added, “We have repaired
that multiple times, but the
plumbing is very poor.”
Like Dorsa’s heat, a
number of problems are on
deck to be fixed this year.
On Thursday, the school
board approved bids to re-
pair heating and ventilation
systems, fix roofs, modern-
ize bathrooms and install
portable classrooms.
But many more repairs
are waiting down the line.
“When are they going
to fix the bathrooms?” an
emotional mother, Juanita
Ramos, asked the school
board Thursday. Her boys,
who attend Cesar Chavez
Elementary, take water
bottles to school to avoid
drinking from dirty foun-
tains.
In addressing its crum-
bling facilities, Alum Rock
has not compiled a needs
assessment — something
that many school districts
perform when seeking
public support for a bond
measure. Despite that,
Alum Rock voters have
historically been generous,
overwhelmingly approving
multiple bonds for facilities
and technology along with
parcel taxes for opera-
tions.
Without a recent list and
rating of needs — the last
survey was in 2010 — it’s not
clear how the district pri-
oritizes its projects. The dis-
trict also suffers from thin
maintenance staffing — just
11 full-time employees, in-
cluding a director and a su-
pervisor, care for 24 schools
that serve 11,000 students
and the district office.
It wasn’t always that
way. When Tom Liggett
joined the department in
1984, he said there were
42 maintenance workers
— plus part-timers and

substitutes. Liggett, who
worked for 24 years as a
district handyman until re-
tiring in 2009, blames not
only woefully inadequate
staffing, but poor oversight
of contractors and a lack of
expertise and experience
among workers.
“In school after school,
contractors remodeled and
installed things that didn’t
work,” said Liggett, who
once oversaw 123 boilers in
the district.
Principals are caught
between parent and
teacher complaints about
malfunctioning systems on
one hand and a besieged
system on the other.
“I know they don’t have
enough electricians, and
they don’t have enough
plumbers,” said Mathson
Principal Vince Iwasaki.
It’s not clear if the out-
side investigations will have
any effect on maintenance.
The state audit, which

agement of its contract for
construction with the Del

At Fischer, where weeds
grow on the littered roof of
the library, the district last
year ripped out smelly car-
pet in the physical educa-
tion teacher’s office, and at-
tacked accumulated grime
in the boy’s locker room,
including foul pools that
made the showers unusable.
It took months of work or-
ders, phone calls, a formal
state complaint and a plea
to the board from Barber, a
music teacher who serves as
a union liaison.
The urinal in the teachers
bathroom, Barber said, is
provisionally fixed. As long
as it’s not used too much.

viewers, April the giraffe
gave birth to a male calf Sat-
urday at a New York zoo,
ending weeks of proverbial
pacing by animal lovers in
a virtual worldwide waiting
room.
The 15-year-old giraffe
delivered her calf shortly
before 10 a.m. EDT in an
enclosed pen at the zoo in
Harpursville, a rural up-
state village about 130 miles
northwest of New York
City. The mama giraffe ten-
derly licked her calf, which
began to slowly pick its
head up from the floor of the
pen. About 45 minutes after
it was born, the calf stood
on its wobbly legs for the
first time while mom helped
keep her baby steady.
At least 1.2 million peo-
ple watched the Adventure
Park’s YouTube streaming
of the event. A logo on the
feed quickly changed from
ToysRUs to BabiesRUs fol-
lowing the birth.
This is April’s fourth
calf, but Animal Adven-
ture Park’s first giraffe
calf. The proud papa, a
5-year-old giraffe named
Oliver, watched from an
adjacent pen. This is his
first offspring.
The privately owned zoo
began livestreaming from
April’s enclosure in Feb-
ruary. People around the
world have been tuning in
daily.
April has her own web-
site and even an apparel
line. A GoFundMe fund-
raiser page that initially
set a goal of $50,000 sat at
more than $125,000 on Sat-
urday morning. The money
will be used for the care of
the animals.
A contest will be held to
decide on a name for the
calf.
The park’s livestream
was briefly interrupted in
February when YouTube
pulled the feed after some-
one reported the images
contained explicit material
and nudity. Jordan Patch,
owner of the Animal Adven-
ture Park, blamed “a hand-
ful of extremists and animal
rights activists” for the in-
terruption.
No immediate details on
the calf were announced,
but they usually weigh
around 150 pounds and are
about 6 feet tall at birth.
Giraffes are pregnant for 15
months on average.

pected to spark the electric
vehicle market, a key to the
state’s push to achieve am-
bitious climate change goals
and reduce greenhouse gas
emissions by 2050.
Both sides agree the set-
tlement is a significant win
for the state.
“We don’t think Califor-
nia will get a better deal,”
said Maxwell Baumhefner,
lawyer for the Natural Re-
sources Defense Council.
In late 2015, U.S. regu-
lators discovered Volk-
swagen had rigged at least
a half-million 2-liter diesel
vehicles to pass emission
tests, while still spout-
ing unacceptable levels
of pollution. As part of a
settlement, the company
plans to spend billions in
the U.S. to build charging
stations and promote elec-
tric vehicle use across the
country.
In California, Volk-
swagen agreed to spend
$1.2 billion through two
separate programs:
$381 million for pollution
mitigation and $800 million
in an infrastructure trust
fund. How that trust fund
is spent remains a flash
point for environmentalists,
lawmakers and EV charg-
ing companies. It will help
define California’s electric
vehicle corridors — plac-
ing charging stations along
highways and into commu-
nities — for years to come.
Proponents say the set-
tlement will promote jobs
and help the state meet its
climate change goals. It may
be flawed, they say, but the
gaps can be addressed dur-
ing the 10-year program.
Some fear if this settlement
does not go through, it could
be scuttled by the Environ-
mental Protection Agency
under President Donald
Trump.
“We need to allow the
program to get started,”

Drought the drought giving rebates

the wake-up call of the cen-
tury.”
The drought’s legacy in-
cludes landmark new laws
aimed at limiting farmers
from over-pumping ground-
water; homeowners remov-
ing thousands of suburban
lawns; voters approving bil-
lions in funding for new res-
ervoirs; and vast expanses
of forests dying off across
the Sierra Nevada.
“Every drought has a
lasting impact,” said Jeff
Mount, a senior fellow at
the Public Policy Institute of
California Water Center in
San Francisco. “That prob-
ably goes all the way back to
the Depression.”
The era of massive dam
building in California began
after the 1929-34 drought.
Urban water conservation
started in earnest during
the 1976-77 drought. And
the state’s brutal 1987-92
drought prompted water
departments in the Bay
Area and Southern Cali-
fornia to connect their net-
works of pipes together, to
build huge groundwater
storage banks and new local
reservoirs, and to develop a
statewide system of buying
and selling water.
As a result of those
changes, Californians were
better prepared to handle
the most recent drought,
which saw the driest four-
year period of any time
back to 1895, when modern
records began. Although
some farm communities
with limited groundwater
suffered severely, Califor-
nia’s overall economy grew
during the drought, up 10
percent to $2.2 trillion from
2012 to 2015.
“We lost a third of our
water supply,” said Jay
Lund, director of the Center
for Watershed Sciences at
UC-Davis. “And the impact
to the agricultural economy
was a 2-3 percent loss and
the urban economy had al-
most no economic impact.
To me that’s remarkable.”
The drought neverthe-
less left a lasting impact in
at least five key ways:
1) Groundwater: After
After five years of punishing drought turned local reservoirs, such as Stevens Creek Reservoir in Cupertino, into mere
ponds, the wettest winter on record has ended the crisis for now, but future droughts are as certain as taxes and death.

ies and farms to pump as
much water as they wanted
from the ground, without
reporting it to the state or
being limited, dozens of
communities across Cali-
fornia found themselves
with precariously dropping
water tables as the drought
began. A study using NASA
satellites in February found
the ground in some areas
between Merced and Ba-
kersfield dropped as much
as two feet as underground
aquifers collapsed during
the drought, cracking roads,
water canals and pipelines.
In 2014, Gov. Jerry
Brown signed the Sustain-
able Groundwater Manage-
ment Act, requiring local
government agencies in
areas with severely over-
drawn groundwater to
draw up plans by 2020 to
bring it into balance. They
will then have 20 years to do
that, which will mean taking
some farmland out of pro-
duction, buying water from
other areas, building per-
colation ponds to recharge
aquifers and other costly
solutions.
“We had to do some-
thing,” said Paul Wenger,
president of the California
Farm Bureau Federation.
Although ample rainfall has refilled reservoirs such as
Chesbro Reservoir near Morgan Hill, water conservation
measures put in place during the drought are here to stay.
“There’s no argument on
that from me. But some ar-
eas are going to really suf-
fer.”
2) Water wasting:
Several high-profile rules
put into place by the State
Water Resources Control
Board during the drought
will continue. They include
bans on watering lawns
within 48 hours of rain,
or washing cars without a
shut-off nozzle on the hose,
or cities watering grass on
road medians using potable
water. It’s also illegal to run
a fountain that doesn’t re-
cycle water. And the state’s

to the state water board

“It would be bad if the
message from this wet year
went out that the problem
is over,” said Peter Gleick,
founder of the Pacific Insti-
tute, an Oakland nonprofit
that studies water issues.
“We don’t have enough wa-
ter to waste. That’s a hard
one when you see floods and
endless rain.”
3) Proposition 1: In No-
vember 2014, during some
of the worst months of the

ers approved a $7.5 billion
water bond to fund new
reservoirs, recycled water
projects, desalination and
stormwater capture efforts.
It passed with 67 percent
of the vote. By comparison,
the last water bond, Propo-
sition 84, a $5.4 billion mea-
sure in 2006, passed with
just 54 percent.
Water agencies are lining
up to submit detailed plans
for the money, which pays
up to half the cost of new
reservoirs, and is scheduled
to be awarded next year.

funded, and existing dams
could be built higher.
“We had so much wa-
ter this year that we could
have caught if we had the
storage,” said Wenger. “I’m
hoping we learned our les-
son.”
4) Lawn removal and
conservation: Californians
cut water use 22.5 percent
between June 2015 and Feb-
ruary 2017. Over that time,
2.6 million acre-feet of wa-
ter was saved — enough to
supply more than 13 million
people for a year. Water

ropolitan Water District in
Southern California spent
$310 million alone in rebates
for people to remove 160
million square feet of grass,
which will save 21,000 acre
feet of water a year.
Those lawns and water-
wasting appliances aren’t
coming back. Lawns use 50
percent of all urban water
during summer months,
and as cities wrote new lo-
cal rules limiting lawns in
new homes and businesses,
neighbors looked askance
at homeowners who had
bright green turf. Already,
big water agencies in Los
Angeles, Oakland, San
Jose and other areas are
using less water now than
they were in 1990, despite
population growth. Almost
nobody expects water use
to return to pre-drought
levels.
“I’m not an advocate that
every blade of grass has to
be taken out of California,
but I think you’ll see a lot
less lawn in the future,” said
Tim Quinn, CEO of the As-
sociation of California Wa-
ter Agencies.
5) Environmental
harm: Dry creeks and riv-
ers led 18 fish species to
crash to near extinction.
And the drought killed 102
million trees across the
state, most in the Sierra.
That could increase fire risk
for years to come.
“If the climate continues
to be as warm as it has been
recently,” said Lund, “we
could see very big changes
in the mountains. We can’t
really manage it. We aren’t
going to put sprinkler sys-
tems in the forests.”
Overall, experts say,
the drought left nearly all
residents of California — a
state where even in a nor-
mal year most cities get only
15 inches of rain a year, the
same as Casablanca, Mo-
rocco — much more aware
of their water.
“This was a prolonged,
very deep drought, many
believe the worst in the his-
toric record,” said Quinn.
“It was really dry, and now
here we are with the wet-
test year ever. Welcome to
California.”

Court reauthorized the
death penalty in 1976. Only
Texas has executed six in-
mates in less time.
Hutchinson said he
would meet with the state’s
lawyers and its prison offi-
cials on Monday to discuss
Arkansas’ next moves as it
attempts to conduct execu-
tions for the first time since
2005.
“I understand how dif-
ficult this is on the victims’
families, and my heart goes
out to them as they once
again deal with the contin-
ued court review; however,
the last minute court re-
views are all part of the dif-
ficult process of death pen-
alty cases,” Hutchinson said
in a statement.
In her order, Baker said
there was a significant pos-
sibility that the inmates
could successfully challenge
the state’s execution pro-
tocol. She said that while
the state demonstrated it
does not plan to torture
the inmates, the inmates
had a right to challenge the
method of execution in an
attempt to show it “creates
a demonstrated risk of se-
vere pain.” She also noted
that the execution team did
not have antidotes on hand
in case there was trouble
with any of the drugs.
“The schedule imposed
on these officials, as well as
their lack of recent execu-
tion experience, causes con-
cern,” she wrote.
The prisoners’ lawyers
say the midazolam would
not prevent the inmates
from feeling excruciat-
ing pain as their lungs and
heart shut down.

In the 1900s, the United
States’ funding of basic
scientific research yielded
breakthroughs that made
us the envy of the world.
“Yankee ingenuity,” as it
was called, led to unprec-
edented prosperity.
But now evidence-based
research is under attack.
Research budgets are
shrinking fast, and when
politicians see findings not
to their liking, they shut
down the line of research.
Science shouldn’t be a
partisan issue. It is explor-
atory in nature. Deduc-
tions are expected to
raise questions and spark
debate. But that’s where
peer review comes in to
examine the findings and
try to duplicate the results.
Experiments with surpris-
ing results should lead to
more investigation.
This is the message
scientists need to bring to
the April 22 march.

Russia attacked our democ-
racy, and now we must make
sure it’s not rewarded for having
done so.
Our intelligence community
concluded months ago that Rus-
sia interfered with our elections
last year, and did so to benefit
Donald Trump’s campaign. Now
the FBI is conducting criminal
and counterintelligence investiga-
tions into whether the extensive
personal, political and financial
ties between Russia and the
Trump campaign team con-
verged with this attack.
As congressional investiga-
tions inch forward — temporarily
hamstrung in the House by the
Intelligence Committee chairman’s
terrible judgment in sharing infor-
mation with the Trump Adminis-
tration before his own committee
— we continue to call for an inde-
pendent, bipartisan commission to
give the American public the full
accounting it deserves.
But until investigations are

agencies. It’s the NIH that’s
responsible for medical
breakthroughs that require
federal funding to collect
data without interrup-
tion for a period of years
— work private companies
can’t or won’t fund.
The NIH is also our
first line of defense against
frightening new diseases,
like Ebola and Zika.
Crippling it is not putting
“America first.”
Trump’s budget didn’t
include the National Sci-
ence Foundation, but it’s
expected to take a similar
hit. The NSF is a primary
driver of the economy,
keeping the United States
at the leading edge of
discovery in engineering,
mathematics, national
defense and on and on.
More than 200 Nobel
Prize winners have re-
ceived NSF funding. It has
been part of breakthroughs
magical and mundane,
such as the Internet, mag-
netic resonance imaging,
fiber optics, nanotechnol-
ogy — and bar codes.
Scientists need to tell
these stories and help
people understand what
will be lost with the decline
of publicly funded scien-
tific research. It embodies
transparency, integrity
and honesty that can’t be
guaranteed by profit-ori-
ented work, and its results
are in the public domain
for entrepreneurs to take
to the next level.
Scientists try to stay
apolitical. We get that.
But politics has engulfed
them. They have truth on
their side, and they need
to stand up for that — and
for the future of America.
Let’s march with them.

things and more paint a portrait
of a foreign adversary.
We must ensure that Russian
influence around the globe and
within our own government is

Railroad budget cuts won’t
create needed job growth
According to the National
Association of Rail Passengers,
budget cuts proposed by the
Trump administration would
result in 220 cities across 23
states losing their Amtrak,
transit, and commuter rail pro-
grams. These cuts would dis-
proportionately affect rural and
working class communities that
voted for Trump and depend on
these trains to connect them to
the U.S. economy. The decision
by Transportation Secretary
kept in check. If the White House
won’t do so on its own, Congress
must exercise bipartisan pres-
sure.
Russia’s influence already is
producing a confusing foreign
policy. Syrian dictator and Putin
ally Bashar al-Assad’s monstrous
chemical attack upon his own peo-
ple requires a strategy, congres-
sional authorization, and help from
allies, but the Trump team’s ties to
Russia have complicated a success-
ful execution of any of these.
United Nations Ambassador
Nikki Haley rightfully called out
Russia for its support of Assad,
while President Trump himself
stays mostly mum about Russia’s
role. Secretary of State Rex
Tillerson bewilderingly voiced
polar-opposite policies last week
regarding regime change.
It’s also unclear how the U.S.
can successfully prosecute any
campaign against Syria while
tipping off Russia before strikes
occur.

Trump’s reversals should
be seen as sign of strength
As if they needed an excuse,
Democrats and others now
criticize President Trump’s
reversals of his campaign
promises even when he does
things they wanted. These
naysayers obviously just want
to break things.
With the realities of the
job descending on Trump’s
shoulders, even Fareed Zakaria
says he has started to act like
a real president. Trump really
only made one big promise that
he should be held to — to make
America great again.
Those who call themselves
Democrats even disagreed
with that promise, saying that
America was already great. It
was, except for our $20 trillion
debt, the racial divisions cul-
tivated by the Obama regime,
and a few other things.
An about-face on former
positions is a sign of strength,
not weakness. The only promise
that really matters is the big
lerson has publicly described
his “very close relationship”
with Putin and in 2013 was
awarded the Order of Friend-
ship, Russia’s highest state honor
for a foreigner. Nor that former
Trump campaign chairman Paul
Manafort proposed more than a
decade ago that he would work to
influence American politics, busi-
ness deals and media to benefit
Putin, or that Manafort received
$12.7 million between 2007 and
2012 from Ukraine’s pro-Russian
former president, Viktor Yanu-
kovych.
And it’s unsettling that J.D.
Gordon, the Trump campaign’s
national security adviser, met
with Russian Ambassador Sergey
Kislyak – as did Trump campaign
adviser Carter Page, reportedly
under counterintelligence inves-
tigation, and then-Senator Jeff
Sessions, now attorney general
– during the Republican National
Convention even as Gordon advo-
cated changing the GOP platform
to ease its Russia policies.

I might agree if the party

Gas tax hike will punish

bought and paid for with our

lars of our money was given to
three senators in exchange for
their vote to saddle us with $52
billion in new taxes. The only
things that are guaranteed are
that this will hurt hardworking
Californians, will be given to pet
projects rather than roads, and
that Gov. Jerry Brown doesn’t
care about us. What happened
to his promise to not raise taxes
without a vote by the people?

are connecting in an increasingly
pro-Russia picture. A cascade of
deflections, diversions, evasions
and outright lies imply a con-
sciousness of guilt – but implica-
tion is no substitute for investiga-
tion.
The Syrian situation changes
nothing about Russia’s inter-
ference in our election. As our
resolution notes, even the appear-
ance of any conflict of interest
concerning a dangerous foreign
adversary weakens our national
security and erodes the confi-
dence of our allies.
Put more simply: Cheaters
should never prosper. America’s
policies must be in America’s
best interests, not Putin’s.

Trump lacks focus and vision

WASHINGTON — So much
for Donald Trump, the “America
First” populist champion of the
forgotten working class. The
president now sounds pretty
much like a garden-variety
globalist, defending the “rigged”
system he denounced during the
campaign.
Then again, who knows how
he’ll sound next week? He hasn’t
even been in office for three full
months, and Trump may already
be the most erratic president
we’ve ever seen. We have no idea
where he really stands because,
well, neither does he.
Remember when Russia was
good and President Vladimir
Putin was a potential partner in
fighting the Islamic State? Now
Russia is bad because it contin-
ues to support Syrian dictator
Bashar Assad, who killed civil-
ians, including “beautiful babies,”
with chemical weapons. Russia’s
support of Assad, of course, is
nothing new. But Putin, who no
longer compliments Trump, kept
Secretary of State Rex Tillerson
cooling his heels before deigning
to meet with him. Horrible!

‘Academic redshirting’ may
do potential harm to students

CHICAGO — There are a
few precious moments in every
parent’s life when you realize
you didn’t inadvertently torpedo
your kid’s chances at success
and happiness. Last week, I had
one.
My vindication came
courtesy of a new paper to be
published in the Summer 2017
issue of Education Next, a
policy research journal. The pa-
per focuses on all the reasons
that “academic redshirting”
— delaying a child’s entry into
kindergarten in order to derive
benefit from an extra year of
physical growth and social-
emotional maturity — can
potentially do more harm than
good.
“Redshirting is generally
not worth it,” write authors
Diane Whitmore Schanzenbach,
a professor of education and
social policy at Northwestern
University, and Stephanie How-
ard Larson, the director of a
Montessori school in Wilmette,
Illinois.
In fact, they write, “the
benefit of being older at the
start of kindergarten declines
sharply as children move
through the school grades.”
And, notably, “For the older
students ... the positive im-
pacts of being more mature
are offset by the negative
effects of attending class with
younger students.”
This was music to my ears.
My youngest son’s child-
hood nickname was “The
Wiggler,” because even in the
womb, he was in perpetual mo-
tion. He was that toddler who
could not sit still and eventu-
ally became a troublesome
preschooler who irritated his
teachers.
There was seemingly no end
tion that China manipulates its
currency. And as for the North
Korea threat, which Trump once
said China could easily resolve,
the president now realizes it’s
complicated. There’s a histori-
cal context for the relationship
between China and the Koreas.
Who knew?
We’re “not going into Syria,”
Trump told the New York Post.
Those on the receiving end of the
59 cruise missiles launched last
week might be puzzled. There
are roughly 1,000 U.S. personnel
inside the war-torn country, and
the number is inching up. Trump
used to believe in noninterven-
tion. Now he’s being cheered by
those who want the United States
to take a much larger role in the
Syrian civil war.
Similar confusion abounds in
domestic policy. First, it was vital
that Congress tackle health care
before moving on to tax reform
and other initiatives. Then after
the debacle of the ill-fated Ameri-
can Health Care Act — which
Trump decided to avidly support,
despite the fact that it reneged on
his campaign promise of insur-
ance for “everybody” — Trump
was ready to move on to other
issues. But now, maybe health
care is back as a priority.
Both parties support corpo-
rate tax reform, so it wouldn’t
require much “Art of the Deal”
magic to make it happen. Why
hasn’t Trump moved in this
to the phone calls and notes
home to discuss behavioral is-
sues: refusal to sleep at naptime,
tugging on peers’ hair or clothes,
reluctance to participate in quiet
activities.
His birthday is in early Au-
gust, close to our state’s Sept.
1 cutoff, and we agonized over
whether to let him proceed to
kindergarten. And then, for
the next 10 years, we agonized
over whether we failed him by
not keeping him out an extra
year.
Today, as a sophomore in
high school, The Wiggler is still
one of the youngest in his class.
Until recently, he was always
one of the smallest boys in his
class. And also the most annoy-
ing to his teachers, who over
the years, continued to send
notes home begging us to keep
him from tapping his pencils,
making silly noises and, yes,
wiggling himself practically out
of his seat.
But, according to Schan-
zenbach and Larson, “The
research on relative age
indicates that being among
the youngest in the class has
benefits, in both the short and
long term. Why? Because older
classmates tend to be higher
achieving and better behaved.
They model positive behav-
ior, and the younger students
achieve greater academic gains
from learning and competing
with older ones. find that, with
age held constant, learning
with older classmates boosts
students’ test scores.”
Not only are students who are
held back for a year not more
likely to be accepted in gifted
and talented programs, but the
authors conclude that, “Both
research and experience suggest
that the gains that accrue from
being an older student are likely

direction, which could give him
an actual accomplishment to brag help. Instead, however, Trump

Whew! So I didn’t ruin my
kid’s life after all.
Schanzenbach hit upon the
idea of investigating the verac-
ity of redshirting while chatting
with Larson about whether
Schanzenbach’s daughter’s
development would adequately
prepare her to be successful in
kindergarten this coming fall.
“This is one of the hottest
topics on the playground!
Parents often struggle with
this decision and want to know
what the advice from experts
is and what the research says,”
Schanzenbach told me via
email. “I just asked (Larson)
what she advises parents.
And she immediately started
describing the potential for
mismatch between a student
and his/her peers if he is red-
shirted, which of course is con-
sistent with my own academic
research study that documents
the importance of peers and
that having slightly older peers
has a positive impact.”
This is really the most
comforting thing we can hear.
So much of what parents do
revolves around making the best
choices for their kids, and we
always worry that we haven’t
chosen well enough.
On any given day, we must
just do our best with the infor-
mation we have and hope that
the scholarly research eventu-
ally pats us on the back for not
messing up too badly.

Trump strike puts
the world on notice
that America is back

WASHINGTON — The world
is agog at Donald Trump’s head-
snapping foreign policy reversal.
He runs on a platform of America
First. He renounces the role of
world policeman. He excoriates
parasitic foreigners that (I para-
phrase) suck dry our precious
bodily fluids — and these are al-
lies! On April 4, Trump declared:
“I don’t want to be the president
of the world. I’m the president
of the United States. And from
now on, it’s going to be America
First.”
A week earlier, both his sec-
retary of state and U.N. ambas-
sador had said that the regime
of Bashar Assad is a reality and
that changing it is no longer an
American priority.
Then last week, Assad drops
chemical weapons on rebel-held
territory and Trump launches 59
Tomahawk missiles into Syria.
This was, in part, an emotional
reaction to images of children
dying of sarin poisoning. And,
in part, seizing the opportunity
to redeem Barack Obama’s
unenforced red line on chemical
weapons.
Whatever the reason, moral
or strategic, Trump acted. And
effectively reset his entire foreign
policy.
True, in and of itself, the
raid will not decisively alter the
course of Syria’s civil war. Assad
and his Iranian, Russian and He-
zbollah co-combatants still have
the upper hand — but no longer
a free hand. After six years of
U.S. passivity, there are limits
now and America will enforce
them.
Nor was the raid the beginning
of a campaign for regime change.
It was, however, a reassertion of
an American stake in both the
conduct and the outcome of the
war. America’s abdication is over.
Be warned.
Moreover, the very swift-
ness of the response carried
a message to the wider world.
Obama is gone. No more
elaborate forensic investiga-
tions. No agonized presidential
handwringing over the moral
dilemmas of a fallen world. It
took Obama 10 months to de-
cide what to do in Afghanistan.
It took Trump 63 hours to
make Assad pay for his chemi-
cal-weapons duplicity.
America demonstrated its
capacity for swift, decisive action.
And in defense, mind you, of an
abstract international norm — a
rationale that dramatically over-
rides the constraints of America
First.
Trump’s inaugural address
had boldly rejected the 70-year
American consensus to bear the
burdens of world leadership.
Less than three months later,
the Syrian raid abruptly changed
that course with a renewed
interventionism — not, to be

Bannon, who used to run
Breitbart News, would be the
scariest character in the ad-
ministration if he were better
at bureaucratic infighting. He
was seen as the motivating force
behind the attempts to impose a
Muslim travel ban, which were
stalled by the courts. He urged
all-out support of a health care
bill that Trump reportedly had
doubts about — and went to
Capitol Hill to order GOP House
members to support the mea-
sure, which just stiffened their
opposition.
Bannon was recently removed
from the National Security Coun-
cil, a position he never should
have been given in the first place.
Trump this week said he actually
serves as his own strategist, de-
who works for me.” Trump is re-
ported to have said privately that
Bannon “is not a team player.”
If this were a slasher movie, the
audience would be screaming at
the screen, “Steve, don’t go into
that basement!”
If Bannon is toast, that’s good
for the nation and the world. But
Trump still lacks a White House
team capable of executing his
vision, or any vision. The answer
to Casey Stengel’s question
— “Can’t anybody here play this
game?” — is an unambiguous no.

sure, in the service of a crusade
for democracy, but in the service
of concrete strategic objectives,
broadly defined and extending far
beyond our shores.
To the North Pacific, for
example. The Syria strike sent a
message to both China and North
Korea that Trump’s threats
of unilateral action against
Pyongyang’s nukes and missiles
are serious. A pre-emptive strike
against those facilities is still un-
likely but today conceivable. Even
more conceivable — perhaps
even probable — is a shoot-down
of a North Korean missile in
flight.
The message to Russia was
equally clear. Don’t push too
far in Syria and, by extension,
in Europe. We’re not seeking a
fight, but you don’t set the rules.
Syria shared the Sharyat base
with Russian troops. Russian bar-
racks were left untouched, but we
were clearly not deterred by their
proximity.
The larger lesson is this: In the
end, national interest prevails.
Populist isolationism sounds
great, rouses crowds and may
even win elections. But contra
White House adviser Steve Ban-
non, it’s not a governing foreign
policy for the United States.
Bannon may have written the
come-home-America inaugural
address. But it was the old hands,
Trump’s traditionally interna-
tionalist foreign policy team led
by Defense Secretary James Mat-
tis and national security adviser
H.R. McMaster, who rewrote the
script with the Syria strike.
Assad violated the interna-
tional taboo on chemical weap-
ons. Who would enforce it, if not
us? Candidate Trump would have
replied: None of our business.
President Trump brought out the
Tomahawks.
His foreign policy has gone

engagement abroad.
With apologies to Lord Palm-
erston, we don’t have permanent
enthusiasms, but we do have
permanent interests. And they
have a way of asserting them-
selves. Which is why Bannonism
is in eclipse.
This is not to say that things
could not change tomorrow.
We’ve just witnessed one about-
face. With a president who counts
unpredictability as a virtue, he
could well reverse course again.
For now, however, the tradi-
tionalists are in the saddle. U.S.
policy has been normalized. The
world is on notice: Eight years of
sleepwalking is over. America is
back.

on those two world powers
have brought the U.S. back
into alignment with former
President Barack Obama’s
pattern of “great power” pol-
itics. Though Russia critics
welcomed Trump’s newly
hardened tone, there’s less
enthusiasm from America’s
allies in Asia, who fear the
U.S. could overlook China’s
more aggressive posture to-
ward its neighbors.
It may be that Trump,
the businessman-turned-
world leader, is discovering
China’s transactional ap-
proach to foreign relations
is better suited to achiev-
ing his own goals. Chinese
leaders have sought a U.S.
relationship based on the
two powers respecting each
other’s spheres of influence
and not intervening in one
another’s internal affairs.
Such a balance-of-pow-
ers approach had been
Russia’s traditional stance.
Moscow still wants Wash-
ington out of its backyard,
but Russia’s alleged cam-
paigns to influence the U.S.
presidential election and
upcoming votes in the heart
of Western Europe have
made it harder for Ameri-
can officials to take the offer
seriously. Russia’s support
for Syrian President Bashar
Assad and Trump’s new-
found commitment to mili-
tarily countering any chem-
ical weapons attacks also is
proving hard to square.

alized goal to have both coun-
tries cooperate to defeat the
Islamic State group.
This past week, it was
the opposite message, as
the U.S. and Russia feuded
about Syria.
“We’re not getting along
with Russia at all,” Trump
said.
Trump’s declaration
came at a joint news con-
ference with the leader of
NATO, an alliance estab-
lished as a Cold War bul-
wark against the Soviet
Union. Trump had dis-
missed NATO as “obsolete,”
but now says it is “no longer
obsolete.”

Bombing death unfazed by US strikes in Syria

— The number of mili-
tants killed in an attack
by the largest non-nuclear
weapon ever used in com-
bat by the U.S. military
has risen to 94, an Afghan
official said Saturday.
Ataullah Khogyani,
spokesman for the pro-
vincial governor in Nan-
garhar, said the number
of Islamic State group
dead was up from the 36
reported a day earlier. A
Ministry of Defense official
had said Friday the num-
ber of dead could rise as
officials assessed the bomb
site in Achin district.
“Fortunately there is
no report of civilians be-
ing killed in the attack,”
Khogyani said.
The increased death
toll in Nangarhar was
announced as officials in
southern Helmand prov-
ince reported at least 11
civilians were killed and
one wounded in two road-
side bomb blasts over-
night.
The U.S. attack on a
tunnel complex in remote
eastern Nangarhar prov-
ince near the Pakistan
border killed at least four
IS group leaders, Khog-
yani said. He said a clear-
ance operation to assess
the site of the attack was
continuing.
The strike using the
Massive Ordnance Air
Blast bomb, or MOAB,
was carried out on
Thursday against an Is-
lamic State group tunnel
complex carved into the
mountains that Afghan
forces had tried to as-
sault repeatedly in recent
weeks in fierce fighting in
Nangarhar province.
Former Afghan presi-
dent Hamid Karzai on
Saturday criticized both
the Afghan and U.S. gov-
ernments for the attack
in Nangarhar.
Addressing a gather-
ing in Kabul, Karzai said
that allowing the U.S. to
carry out the bombing
was “treason” and an in-
sult to Afghanistan.
Current President
Ashraf Ghani’s office said
Friday there was “close
coordination” between
the U.S. military and the
Afghan government on
the operation, and they
were careful to prevent
any civilian casualties.
The U.S. estimates
600-800 IS fighters are
in Afghanistan, mostly in
Nangarhar. The U.S. has
concentrated on fighting
them while also support-
ing Afghan forces against
the Taliban.
The U.S. has more
than 8,000 US troops in
Afghanistan, training lo-
cal forces and conducting
counterterrorism opera-
tions.
In Helmand province,
at least 11 civilians were
killed and one wounded in
two roadside bomb blasts
late Friday evening, said
Omar Zwak, spokesman
for the provincial gover-
nor.
“All victims of the at-
tack were innocent civil-
ians including women and
children,” said Zwak.
The 11 died in a blast in
Nawa district when their
vehicle was hit by a road-
side bomb. Another per-
son was wounded when a
second bomb exploded in
Lashkar Gah, the capital
of Helmand, he said.
Also on Saturday, Kho-
gyani said a district leader
and three others were
wounded when their vehicle
was targeted by a bomb.
One of the wounded
was Ghalib Mujahid,
Bati Kot district chief, he
said.
“The district chief and
others are out of danger
and are not in life-threat-
ening condition,” he said.

moud Ahmadinejad said
Saturday he does not view
recent U.S. missile strikes
on ally Syria as a message
for Iran, which he called a
“powerful country” that the
U.S. cannot harm.

president made the remarks
to The Associated Press
on Saturday in his office in
northern Tehran, three days
after he stunned Iranians by
registering to run for presi-
dent again.
His surprise candidacy
must still be approved by
authorities but has already
upended a race that was
widely expected to be won by

Rouhani.
Ahmadinejad dismissed
suggestions that the U.S.
strike on Syria might also be
a warning for his country.
“I do not think it has a
message for Iran. Iran is a
powerful country and people
like Mr. Trump or the United
States administration cannot
hurt Iran,” he said.
