1. General Terms
1.1. Objective of this Expression for Interest (EoI)
The objective of this EoI is to solicit proposals from interested applicants for
establishing state-of-the-art Universities of National & International repute in
Amaravati.
This EoI intends to bring out the details with respect to various concepts, ideas,
potential scope of establishment and opportunities in Education sector that are
deemed necessary to build the world class Amaravati City.

1.2. EOI Issuing Authority


This Expression of Interest (EoI) is issued by the Andhra Pradesh Capital Region
Development Authority (hereafter referred to as “Authority”), intended to compile
valued propositions from established Universities of National & International
Repute. The Authority’s decision with regard to the short-listing of any participants
through this EoI for further consideration shall be final and the Authority reserves
the right to reject any or all the expressions without assigning any reason.

1.3. Availability of the EoI Documents


EoI can be downloaded from the Authority’s website given under Section 1.2. The
participants are expected to examine all instructions, forms, terms, project
requirements and other details in the EoI documents. Failure to furnish complete
information as mentioned in the EoI documents or submission of a proposal not
substantially responsive to the EoI documents in every respect will be at the
participant's risk and may result in rejection of the proposal.

1.4. Modifications to the EoI document


The Authority may, at its discretion, modify the contents of this document without
any intimation or limitation as the authority may deem in the interest of the project.
No claim can be made either by participants or potential participants against such
modifications, which shall be uploaded on the authority’s website.

2. Background
2.1. Introduction
The Government of Andhra Pradesh proposes to establish “Amaravati”, a world-
class capital city for the newly formed State. The aspiration is to create a people's
capital that is vibrant, diverse, inclusive, and modern which is not only a glowing
pride for all the people of Andhra Pradesh but also a magnet for skilled migrants,
industries, business and professionals from across the world. It would synthesize the
best features of urban planning, sustainability, and effective governance to create an
inclusive, highly liveable, and world-class urban ecosystem.

With the objective of construction of new capital city “Amaravati", an act has
been passed by the GoAP to provide for the declaration of the new Capital area for
state of the Andhra Pradesh and establishment of the Andhra Pradesh Capital
Region Development Authority (APCRDA) for the purposes of planning,
Coordination, execution, supervision, financing, and for promoting and securing the
planned Development of the capital region development area, undertaking the
Construction of the new capital for the state of Andhra Pradesh and for managing
and supervising Urban services in the new capital area and for matters ancillary
thereto.

“Amaravati” Capital city is being planned in an extent of 217.23 Km2 and the
Capital Region in an extent of approximately 8,603 Km2 carved out of Guntur and
Krishna Districts. Evidently both Krishna & Guntur districts have been strong in
Education sector and have produced some of the best minds in the country and the
world. Amaravati is being envisaged predominantly as a Knowledge based economy
and Education plays a pivotal role in achieving this grand vision. A need exists in
developing state-of-the-art education facilities in Amaravati to support the overall
development of this greenfield capital city as well the future of Andhra Pradesh.

2.2. Education Sector in Amaravati

Andhra Pradesh has been a frontrunner in higher education with a legacy of top
universities. It is amongst the top six states for engineering, for example, accounting
for about 65% of all intake. The state passed the AP Private Universities Act in 2015
– path-breaking legislation which eases the process of setting up credible private
higher education establishments. One of the most forward-looking higher-
education laws in the country, the Act permits universities to receive approval in
about 140 days based on recommendations from an appointed panel of experts.

Amaravati is envisioned as a global hub for top-tier universities with a focus on


providers which are multi-disciplinary or renowned in an anchor sector of
Amaravati. Significant strides have already been made in the higher education
sector by attracting leading private universities to Amaravati, such as, NID, AIIMS,
VIT, SRM, Amrita etc.,

Considering the rapid development of Amaravati, there will be demand for new
age education facilities and infrastructure, for the new population expected to move
into Amaravati. Within the next 10 years, the population of Amaravati is expected

to reach around 4-6 lakhs. Also, as more and more citizens in AP and India (at large)
look towards global education for under-graduate and post-graduate education,
reputed national/international Universities at Amaravati within the next 5 years
could be an excellent stepping stone towards that goal.

3. Scope of Universities Establishment


APCRDA envisages to develop Education sector in Amaravati through a well-planned
policy framework that would help unleash maximum potential of the Institutions both
in partnering with Amaravati’s development as well as create vibrant, world class
facilities for the students of AP and India.

As part of the Amaravati planning and development process, APCRDA has attempted
to create a theme, focus sector based economic strategy. There are nine theme areas and
nine focus sectors that are identified to power the Amaravati’s growth story. Apart from
these, twelve futuristic disruptive technology areas have also been identified for
extensive research and incubation in Amaravati that can bring transformational changes
in AP and India.

Education sector being the backbone of any knowledge, skill based economy; it
is imperative to look for reputed institutional establishment in the City to support the
economic vision. Applicants are advised to peruse the following sections to get a glimpse
of the plethora of opportunities that Amaravati offers:

3.1. Amaravati Economic Strategy

“When learning is purposeful, creativity blossoms. When creativity blossoms, thinking


emanates. When thinking emanates, knowledge is fully lit. When knowledge is lit, economy
flourishes.”

A City of 9 Cities: Amaravati’s vision of being developed as a world class capital is


knitted with robust economic targets like becoming the best city in India by 2029 and
top 5 world Cities by 2035. A well planned economic strategy has been designed for
Amaravati with nine economic theme sectors identified to anchor the economic
growth story of Amaravati.

Government being the anchor theme triggering the other engines of economic growth
in the Capital city, Knowledge, Finance, Tourism, Justice, Health, Electronics,
Sports, Culture & Media cities have been planned to help Amaravati’s overall
economic progress. Dedicated land use spaces have been provided with the largest
being allocated to the Knowledge city, which is identified as the binding force
between all the other economic theme cities.

9 Focus Sectors: Amaravati is being planned to prioritize its phased economic growth
through attracting industries of global repute from the following 9 focus sectors. In
cohesion with the inherent strengths of the region (Krishna & Guntur) as well as AP
State, these 9 focus sectors are expected to create a vibrant, diverse and powerful
economic impact on Amaravati and AP. Amaravati is expected to achieve a projected
GDP of INR 1.2 Lakh crore in 25years with an anticipated CAGR of 9% and create
about 1.3 million jobs in the city.

12 Disruptive future technologies: In line with the vision of Smart Amaravati City
and also to become the Lighthouse development in Modern India’s urbanization,

Amaravati is being planned to incubate some of the world’s most disruptive


technology areas that have transformational potential in India’s next-gen innovation.
The idea is to bring world’s best minds to collaborate with inherent best minds of AP
and India to innovate and develop breakthrough ideas, solutions, products and
technologies for fuelling the next wave of innovations in the world.

3.2. Concepts, Ideas, Global Collaboration


As part of the above, participants are expected to propose new concepts,
innovative ideas and national/international participatory development models to
create world class distinctive universities with multi-disciplinary as well as anchor
sector focused institutions.

Andhra Pradesh’s Private Universities Act, 2015 and India’s upcoming Foreign
Universities Bill could be explored in depth to leverage the untapped potential
Amaravati offers.

Also, potential collaboration in R&D as well as state-of-the-art incubation


programmes could be explored with highly acclaimed Foreign Universities, by
reputed national institutions.

4. Participation terms
4.1. Conditions under which this EoI is issued
a. This EoI is not an offer and is issued with no commitment. The Authority
reserves the right to withdraw the EoI and change or vary any part thereof at
any stage. The Authority also reserves the right to disqualify any participant,
should it be so necessary at any stage, after due opinions are taken.
b. The Authority reserves the right to withdraw this EoI if the Authority
determines that such action is in the best interest of the Capital City project.
c. Applicants are required to exhibit their understanding of the objectives of this
EOI by providing a presentation to the Authority on “How the Authority
should plan and develop the proposed world class universities in Amaravati”.
Intent of such presentation would be to understand the current strengths,
standards of infrastructure and pedagogy, global best practices, expected land
requirement, International Collaboration, new age learning etc., and seek
diverse perspectives on developing Amaravati as a world class knowledge hub.
d. Timing and sequence of events resulting from this EoI, if any, shall ultimately
be determined by the Authority.
e. No oral conversations or agreements with any official, agent, or employee of the
Authority shall affect or modify any terms of this EoI and any alleged oral
agreement or arrangement made by a participant with any department, agency,
official or employee of the Authority shall be superseded by the definitive
actions that results from this EoI process. Oral communications by the Authority
to participants shall not be considered binding on the Authority, nor shall any
written materials provided by any person other than the Authority.
f. Neither the participant nor any of the participant’s representatives shall have
any claims whatsoever against the Authority or any of their respective officials,
agents, or employees arising out of, or relating to this EoI or procedures thereof.
g. Applicants who are found to canvass, influence or attempt to influence in any
manner the qualification or selection process, including without limitation, by
offering bribes or other illegal gratification, shall be disqualified from the
process at any stage.
h. Each applicant shall submit only one EOI proposal.

4.2. Rights to the content of the proposal


For all the proposals received by the Authority, the proposals and accompanying
documentation of the EOI proposal will become the property of the Authority and
will not be returned after opening of the EOI proposals. The Authority shall not be
bound by any language in the proposal indicating the confidentiality of the
proposal or any other restriction on its use or disclosure.

4.3. Acknowledgement of understanding of terms


By submitting a proposal, each participant shall be deemed to acknowledge that it
has carefully read all sections of this EoI, including all forms, schedules and
annexure hereto, and has fully informed itself as to all existing conditions and
limitations.

4.4. Language of Proposals


The proposal and all correspondence and documents shall be written in English.

5. EOI qualification criteria


5.1. Eligibility criteria
The invitation for bids is open to all entities who fulfil pre-qualification criteria as
specified below:

5.2. Response Requirements


a. The Response to the EOI requirements shall be prepared in accordance
with the requirements specified and the format prescribed in this
document for each of the above mentioned qualifying criteria as proof
of having the minimum requirements.
b. Proposals must be direct, concise, and complete. All information not
directly relevant to this EoI should be discarded.
c. The EOI Proposal shall be sealed and super scribed “Response to EOI
Requirements – Establishing Universities of National Repute in
Amaravati” on the top right hand corner and addressed to the
Authority at the address specified in this document.
d. The EOI proposal should be submitted, within 45 days of release of the
Notice Inviting EOIs, with two printed copies of the entire proposal,
one marked ORIGINAL and the second one as DUPLICATE and a soft
copy on non-rewriteable compact discs (CDs) with all the contents of
the pre- qualification proposal. The words “Response to EOI
Requirements – Establishing Universities of National Repute in
Amaravati” shall be written in indelible ink on the CD. The Hard Copy
shall be signed by the authorized signatory on all the pages before
being put along with the CD in the envelope and sealed.

e. In case of discrepancies between the information in the printed version


and the contents of the CDs, the printed version of the EOI proposal
will prevail and will be considered as the proposal for the purpose of
evaluation.
f. The proposal should contain the copies of references and other
documents as specified in the EoI.
g. The Authority will not accept delivery of proposal in any manner other
than that specified in this EoI. Proposal delivered in any other manner
shall be treated as invalid and may also be rejected.

5.3. Proposal requirements


The EOI Proposal should be submitted in the sealed envelope with the following
details.
Participants are requested to submit their responses for the EOI Requirements in
three (3) parts, clearly labelled according to the following categories:

1. Part I – Covering Letter


a. Covering Letter from the participant as per the format provided in
Annexure–Form I

2. Part II – Details of the Organization


a. This part must include a general background of the respondent
participant along with other details as per the format provided in the EoI
(Annexure – Form II). Enclose the mandatory supporting documents
listed in Response Formats.
b. The participant must also provide the financial details of the institution as
per format provided in the EoI (Annexure – Form III). Enclose the
mandatory supporting documents listed in Response Formats.
c. Respondents must provide details (parent organization, nature / scope of
the institution) of relevant program experience as per the format provided
in the EoI (Annexure – Form IV) along with mandatory supporting
documents

3. Part III – Proposal for establishing University in Amaravati


a. The participant must provide a detailed project proposal, including
business plan, for establishing/expanding University in Amaravati
as per details provided in the EOI (Annexure – Form V).
