1. General Terms
1.1. Objective of this Expression for Interest (EoI)
The objective of this EoI is to solicit proposals from interested applicants for
establishing state-of-the-art Universities of National & International repute in
Amaravati.
This EoI intends to bring out the details with respect to various concepts, ideas,
potential scope of establishment and opportunities in Education sector that are
deemed necessary to build the world class Amaravati City.

2. Background
2.1. Introduction
The Government of Andhra Pradesh proposes to establish “Amaravati”, a world-
class capital city for the newly formed State. The aspiration is to create a people's
capital that is vibrant, diverse, inclusive, and modern which is not only a glowing
pride for all the people of Andhra Pradesh but also a magnet for skilled migrants,
industries, business and professionals from across the world. It would synthesize the
best features of urban planning, sustainability, and effective governance to create an
inclusive, highly liveable, and world-class urban ecosystem.
With the objective of construction of new capital city “Amaravati", an act has
been passed by the GoAP to provide for the declaration of the new Capital area for
state of the Andhra Pradesh and establishment of the Andhra Pradesh Capital
Region Development Authority (APCRDA) for the purposes of planning,
Coordination, execution, supervision, financing, and for promoting and securing the
planned Development of the capital region development area, undertaking the
Construction of the new capital for the state of Andhra Pradesh and for managing
and supervising Urban services in the new capital area and for matters ancillary
thereto.
“Amaravati” Capital city is being planned in an extent of 217.23 Km2 and the
Capital Region in an extent of approximately 8,603 Km2 carved out of Guntur and
Krishna Districts. Evidently both Krishna & Guntur districts have been strong in
Education sector and have produced some of the best minds in the country and the
world. Amaravati is being envisaged predominantly as a Knowledge based economy
and Education plays a pivotal role in achieving this grand vision. A need exists in
developing state-of-the-art education facilities in Amaravati to support the overall
development of this greenfield capital city as well the future of Andhra Pradesh.
Andhra Pradesh has been a frontrunner in higher education with a legacy of top
universities. It is amongst the top six states for engineering, for example, accounting
for about 65% of all intake. The state passed the AP Private Universities Act in 2015
– path-breaking legislation which eases the process of setting up credible private
higher education establishments. One of the most forward-looking higher-
education laws in the country, the Act permits universities to receive approval in
about 140 days based on recommendations from an appointed panel of experts.
Considering the rapid development of Amaravati, there will be demand for new
age education facilities and infrastructure, for the new population expected to move
into Amaravati. Within the next 10 years, the population of Amaravati is expected

to reach around 4-6 lakhs. Also, as more and more citizens in AP and India (at large)
look towards global education for under-graduate and post-graduate education,
reputed national/international Universities at Amaravati within the next 5 years
could be an excellent stepping stone towards that goal.
As part of the Amaravati planning and development process, APCRDA has attempted
to create a theme, focus sector based economic strategy. There are nine theme areas and
nine focus sectors that are identified to power the Amaravati’s growth story. Apart from
these, twelve futuristic disruptive technology areas have also been identified for
extensive research and incubation in Amaravati that can bring transformational changes
in AP and India.
Education sector being the backbone of any knowledge, skill based economy; it
is imperative to look for reputed institutional establishment in the City to support the
economic vision. Applicants are advised to peruse the following sections to get a glimpse
of the plethora of opportunities that Amaravati offers:
Government being the anchor theme triggering the other engines of economic growth
in the Capital city, Knowledge, Finance, Tourism, Justice, Health, Electronics,
Sports, Culture & Media cities have been planned to help Amaravati’s overall
economic progress. Dedicated land use spaces have been provided with the largest
being allocated to the Knowledge city, which is identified as the binding force
between all the other economic theme cities.

9 Focus Sectors: Amaravati is being planned to prioritize its phased economic growth
through attracting industries of global repute from the following 9 focus sectors. In
cohesion with the inherent strengths of the region (Krishna & Guntur) as well as AP
State, these 9 focus sectors are expected to create a vibrant, diverse and powerful
economic impact on Amaravati and AP. Amaravati is expected to achieve a projected
GDP of INR 1.2 Lakh crore in 25years with an anticipated CAGR of 9% and create
about 1.3 million jobs in the city.
12 Disruptive future technologies: In line with the vision of Smart Amaravati City
and also to become the Lighthouse development in Modern India’s urbanization,
Andhra Pradesh’s Private Universities Act, 2015 and India’s upcoming Foreign
Universities Bill could be explored in depth to leverage the untapped potential
Amaravati offers.

4. Participation terms
4.1. Conditions under which this EoI is issued
a. This EoI is not an offer and is issued with no commitment. The Authority
reserves the right to withdraw the EoI and change or vary any part thereof at
any stage. The Authority also reserves the right to disqualify any participant,
should it be so necessary at any stage, after due opinions are taken.
b. The Authority reserves the right to withdraw this EoI if the Authority
determines that such action is in the best interest of the Capital City project.
c. Applicants are required to exhibit their understanding of the objectives of this
EOI by providing a presentation to the Authority on “How the Authority
should plan and develop the proposed world class universities in Amaravati”.
Intent of such presentation would be to understand the current strengths,
standards of infrastructure and pedagogy, global best practices, expected land
requirement, International Collaboration, new age learning etc., and seek
diverse perspectives on developing Amaravati as a world class knowledge hub.
d. Timing and sequence of events resulting from this EoI, if any, shall ultimately
be determined by the Authority.
e. No oral conversations or agreements with any official, agent, or employee of the
Authority shall affect or modify any terms of this EoI and any alleged oral
agreement or arrangement made by a participant with any department, agency,
official or employee of the Authority shall be superseded by the definitive
actions that results from this EoI process. Oral communications by the Authority
to participants shall not be considered binding on the Authority, nor shall any
written materials provided by any person other than the Authority.
f. Neither the participant nor any of the participant’s representatives shall have
any claims whatsoever against the Authority or any of their respective officials,
agents, or employees arising out of, or relating to this EoI or procedures thereof.
g. Applicants who are found to canvass, influence or attempt to influence in any
manner the qualification or selection process, including without limitation, by
offering bribes or other illegal gratification, shall be disqualified from the
process at any stage.
h. Each applicant shall submit only one EOI proposal.
