Preface

Open Knowledge Resources (OKR) or open educational resources are freely

accessible, openly licensed documents and media that are useful for
teaching, learning, educational, assessment and research purposes. The
development and promotion of OKR is propelled by a desire to curb the
commercialization of knowledge on one hand and an aim to provide an
alternative platform for learning through use of a spectrum of technologies
converging for new media in e-learning.
In the recent years the idea of OKR has emerged as a new
dimension of educational initiatives to put ‘knowledge’ in the public
domain through various platforms including the Internet. With
convergence of technologies and a global trend to offer at least a part of
the vast storehouses of knowledge from traditional institutions like MIT,
Oxford etc. have been released under an intellectual property license that
permits their free use and re-purposing by others. OKR is thus not only
focuses on the “open access” issues in educational resources but also deals
with the plethora of new technologies and types of media that deliver
text, audio, images, animation, and streaming video, and includes
technology applications and processes such as audio or video tape, satellite
TV, CD-ROM, and computer-based learning, as well as local intranet/
extranet and web-based learning.
While advocates of open access to learning and knowledge
resources vouch for freely accessible, openly licensed documents and
media that are useful for teaching, learning, educational, assessment and
research purposes, the economics of ‘open’ resources are still a resolved
debate. Generating digitized contents, their processing and storage costs
huge amount of money even with the decreasing prices of hardware and
software. The question often asked: who pays or will pay for it to remain
‘open’? The antithesis of ‘commodification of knowledge’ sometimes
challenges the traditional ideas of return on investment in business. Hence,
an important theme of discussion has emerged in recent years that focuses
on the marketing of knowledge resources. While marketing par se smacks
of commercialization, it is nevertheless remains a broader issue that has
to be resolved if the open knowledge movement has to sustain in the long
run.
