Innovations in CR Sector

Under the Plan Scheme

Supporting Community Radio Movement in India

1. Background:

Ministry of Information & Broadcasting has introduced a Plan scheme namely “Supporting Community
Radio Movement in India” for providing financial assistance to Community Radio Stations under the
component “Community Radio Support Scheme” (CRSS). One of the important components of the
scheme is to encourage innovations in CR sector.

2. Areas for which Grants would be considered

Grants for innovations in Community Radio sector would be considered in following categories:
i) Technology
ii) Content development (participatory content development, effectiveness of different formats,
promotion of unique genres etc.)
iii) Research and Evaluation Methods
iv) Audience studies
v) Training/capacity building processes for CRS
vi) Social mobilization and awareness generation
vii) Sustainability (Social, institutional and financial) with community engagement and actions.

Proposals received in categories other than the above areas may also be considered, provided, it has
relevance & significance for the CR Sector

3. Grants Schedule

CR innovation grants would be announced from time to time on the Ministry’s website and in leading
publications nationwide, and will be made on a competitive application basis to
individuals/organizations working in fields or sectors related to community radio

4. Selection Process and Grant Size

Applications received for innovation grants will be examined by a Screening Committee. Selection of
organisations for grants and grant size will be decided by the Screening Committee.
Recommendations of the Screening-Committee would be taken to the Inter-Ministerial Committee
(IMC). Proposals approved by IMC would be eligible for innovation grant.

5. How to Submit Proposals

a) Interested individuals/organisations may submit proposals with following Details. Proposals could
be in a prescribed format available at: www.mib.nic.in

i) An introduction of the organization/individual and its work with specific highlight on CR


operations and experience (500 words) .
ii) Executive Summary of the project (250-300 words)
iii) Objectives of the project
iv) Project Description that addresses the context in which the innovation will be implemented
(2500-3000 words). This should include:

 Conceptual Frame Work


 Objectives/Methodology/Implementation Plan duration of the project.
 Human resource(s) to be deployed
 New, unique and innovative ideas, if any

 Proposed solutions to outstanding problems in the sector, if any. Consequences for
the Community Radio Sector Perceived long-term benefits/effects in the community
 Performance Indicators
 Monitoring Mechanisms
 Scaling and replication methods
 Budget

b) In addition to above, profile of organization/CV of individual should also be submitted which should
contain following information/documents

i) Registration certificate
ii) FCRA certificate (if any)
iii) Details of members of the Executive Committee/Governing Board, name, address, nationality,
experience, education and contact details
iv) Grants received from different sources in the past three years
v) Annual reports of the past three years
vi) Copies of audited statement of accounts of the past three years

c) In case of individuals

i) A detailed CV, and covering letter (500 words) Outlining the applicant’s experience.
ii) PAN No
iii) Income Tax Returns for the last three year

6. Other terms and conditions:

All innovations created under these grants shall be made available under a Creative Common Licence
Attribution-Share Alike 3.0 License (international): http://creativecommons.org/licenses/bysa/3.0/

One organisation can submit applications in maximum two categories, as mentioned in Para.2 above.
