CASE STUDY-1
PUBLIC DISTRIBUTION SYSTEM

T
he Public Distribution System (PDS), that attempts to reach subsidized food items and related items to
poorer families, is the biggest social security effort in India. But the leakages from this system and its poor
target reach are legendary. It is inefficient in delivery and ridden with chronic corruption. It is case of an
unmanageably large scale of effort, multiple entitlement criteria, and a multi-step extended delivery mechanism.
It is considered just the right situation to benefit from the Internet-based digital technologies. Many billions of
rupees will be saved with an efficient targeted delivery, besides the proper fulfillment of the government‘s basic
responsibility. The cost of installing of infrastructure and network would easily be offset in no time at all by the
immense gains.
In order to improve the PDS, the central government has issued directions on utilization mechanism. The
state governments have been told to ensure that PDS outlets and the panchayat ghars in the district display on
a notice board the quantity of food grains available. Other than this, at the end of each month, the owner of a
PDS outlet will have to send a form to district authorities with the details of rations he received, the quantity he
sold, and that which are left over. The district will then, compiles this information and send it to state
government, which in turn will send it to centre. The government hopes that with this measure it will be able to
stop diversions and strengthen the PDS. As the union minister in charge puts it, ‘theft and subsidy will not work
together’. Most of these instructions already exist, but the system still does not work.
The central government description of the required process looks like copybook case for Internet
application. Every evening the minister can know the current situation across the country. The villagers will
know precisely what goods have been picked by their fair price shop and on which date. They will have an
online list of disbursements – what, how much and to whom – made for preceding month and can easily keep
track of the system functioning. One wonders how in such a situation there could ever be any diversion. And it
only takes elementary Internet technology to run the system. And there is another important link in the great
chain of values that the Internet will reach to the villages. Connectivity! As citizens realize how value laden the
Internet really is, governments will have no options but to make haste in laying the infrastructure. In fact the
PDS should be the first system to be fully Internet enabled. From the district level onwards, the whole
government will not only be on the Net but will be managed (at least may be expected) by efficient
administrators. There will not be any scope for leakage, diversion or inefficiency.
Take the example of CISCO, the global Internet Company, closes its worldwide accounts in 8 hours flat. Its
systems allow the executives to know financial health of the company at the close of each business day and to
answer the question, “Did we earn any money today?” on a real time daily basis. The fact is that there is no
technology or software available to CISCO that cannot also be made available to government in India today.
The central government recently announced the ‘Antodaya Anna Yojna’ to reach food grains at highly
subsidized prices to the poorest 10 million people and extended the same in the 2004 interim budget to 20
million people. The scheme will cost over Rs. 40 billion. The country has the money; in any case, our granaries
are overflowing with excess grain. The objective is only to fulfillment of a basic responsibility of the state, and
the cost is not that high. But between resource allocation and objective fulfillment is an effective delivery system.
It is time for sincere application of the possibilities at hand to make a meaningful impact on poverty. It is quite
unlikely that much of this money will ever reach the targeted group unless innovative process redesigning on the
platform of Internet based IT is done.

Requirements
1. What are the inherent problems in our Public Distribution System? What administrative and operational
control measures do you recommend to improve the PDS to lower down the cost of distribution?
2. How would a Computer Aided Management based system for organizing our own machinery be adopted to
plug the most of the leakages as well as ensure targeted delivery of all intended beneficiaries? Discuss the
essential features of such system.
3. Design a database of PDS beneficiary in MS Access. Remember that the key to effective database design
lies in understanding exactly what information you want to store and the way a relational database
management system stores data. Use meaningful data names, appropriate data type and suitable width.

CASE STUDY-2
THE COMPUTER IN RESTAURANT

T he installation of a Microcomputer based Information System has enabled Handiram Fastfood in Noida to
streamline their operations and promote tighter internal controls over their business.

A waiter takes an order at a table, and then enters it online via one of the six terminals located in the
restaurant dining room. The order is routed through a printer in the appropriate preparation area: the cold-item
printer if it is a salad, ice-cream etc; hot item printer if it is a burger or sandwich etc. or the bar printer if it is a
drink. A customer’s order listing the items ordered and the respective price is automatically generated. This
ordering system eliminates the three-carbon copies required in the manual system as well as any problem
caused by a waiter’s handwriting. When the kitchen runs out of any food item, the cook sends an out of stock
message, which will be displayed on the dining room terminals when the waiters try to place order of that item.
This gives the waiters fast feedback.
Other system features aid management in the planning and control of their restaurant business. The system
provides up-to-the-minute information on the food items ordered and breaks out percentages showing sales of
each item versus total sales. This helps management plans menus according to customer’s tastes. The system
also compares weekly sales totals versus food costs, allowing planning for tighter controls. In addition whenever
an order is voided, the reason for void is keyed in. This may help later in management decisions, especially if
the void is consistently related to food or service.
Acceptance of the system by the user is exceptionally high since the waiters and waitresses were involved
in selection and design process. All potential users were asked to give their impressions and ideas about the
various systems available before one was chosen.
