Section 1.0
ISO/TS 16949 defines the quality management system
requirements for a client providing design and development,
production and, when relevant, assembly, installation, and services
(see the definition of “Manufacturing” for the list of services) of
automotive-related products.

What is to be understood under the term “client”?

“Client” shall be understood as the entire entity (including all


related manufacturing sites and remote supporting locations)
applying for ISO/TS 16949 certification.

Section 1.0
Manufacturing means : Shall be understood as “the process of making
of fabricating production materials, production of service parts,
assemblies or heat treating, welding , painting, plating or other finshing
services of automotive –related parts – see ISO/TS 16949 section 3.1.6.

Hal yang patut diperhatikan disini adalah manufacturing adalah


proses yang memberikan nilai tambah dari produk setelah proses
manufaktur dilakukan. Peleburan istilah manufacturing dan services
dalam Rule 4th., untuk menjadi satu istilah saja : manufacturing.

Perhatikan : Proses – berikut ini “ seolah-olah” memberikan nilai


tambah seperti hanya melakukan proses pengemasan dari produk
yang dikirimkan dari pabrikan ditempat yang lain untuk dikirimkan
ke pelanggan.

Section 1.0
ISO/TS 16949 is applicable to all sites of a client where customer- specified
production parts and/or service parts are manufactured.

“Customer-specified production parts” shall be understood as parts that


are an integral part of a vehicle. The only customer-specified parts that do not
meet this requirement but are to be included are the following:
fire extinguisher, car jacks, and floor mats.

“Site” shall be understood as the location at which value-added manufacturing


processes occur (see ISO/TS 16949, section 3.1).
Fabless sites are not eligible for ISO/TS 16949 certification (see section 10.0).

Fabless manufacturing is the design and sale of hardware devices and semiconductor
chips while outsourcing the fabrication or "fab" of the devices to a specialized manufacturer
called a semiconductor foundry. Foundries are typically located in China[1] [2] [3] [4] because
of the generally low cost of labor, so fabless companies can benefit from lower capital costs
while concentrating their research and development resources on the end market

Section 1.0
Reason for the clarification that “Fabless sites are not eligible
for ISO/TS 16949 certification (see section 10.0)”:

The IATF identified a number of client sites that do not


meet the definition of manufacturing.

Section 10 clarifies: Fabless manufacturing


The design and distribution of production parts while the
fabrication or "fab" of the production parts is outsourced to a
specialized manufacturer. Fabless companies separate the
design from the manufacturing to concentrate on research,
design, development, and testing.

Section 1.0
Only manufacturing sites where production and/or service parts
are manufactured and supplied to automotive customers are
eligible for ISO/TS 16949 certification. "Automotive" shall be
understood to include the following: Passenger Cars, Light
Commercial Vehicles, Heavy Trucks, Buses, Motorcycles, and to
exclude the following: Industrial, Agricultural, Off-Highway (Mining,
Forestry, Construction, etc.). Aftermarket parts are excluded.

“Aftermarket parts” shall be understood as replacement parts not


procured or released by the OEM for service part applications that
may or may not be produced to original equipment specifications.
Sites manufacturing only aftermarket parts are not eligible for ISO/TS
16949 certification.

Remote location for supporting process

Supporting functions, whether located at the manufacturing site or


remote from manufacutring site, are not eligible for independent ISO/TS
16949 certification but shall be included in the scope of ISO/TS 16949
certification.

Supporting functions : shall be understood as an onsite or remote


facility at which non-production process occur and that supports one or
more manufacturing site (s) of the same client

Menentukan supporting function s adalah dengan melihat


bagaimana nilai tambah produk akan diberikan ke
pelanggan. Apabila proses tersebut sangat berpengaruh
dan/atau menjamin nilai tambah ini akan diberikan secara
utuh ke pelanggan – maka proses tersebut dapat dianggap
sebagai proses pendukung.

automotive customer replace the term for
subscribing customer

The terminology “subscribing customer”


is no longer used in the IATF Rules but replaced
by “automotive customer.”

Reason for the change:


The scope of ISO/TS 16949 audits and its certification shall
include all manufacturing and all ISO/TS 16949requirements.
Even if an automotive customer of the client – regardless if
subscribing to ISO/TS 16949 or not – does not specifically require
e.g. control plans or FMEAs, the certified client has to implement
the requirements of ISO/TS 16949. This is the standard and the
requirements the client is certified to.

automotive customer are :
• Automotive Company – biasa disebut OEM. Tidak terbatas
dengan 9 anggota resmi dari IATF – tetapi bisa perusahaan
mobil yang tergabung dalam JAMA, perusahaan mobil
Korea, India, China. Perusahaan mobil masing-masing
memiliki persyaratan khusus
• ATPM – adalah bagian dari OEM yang ada di Indonesia.
Dan memiliki manufacturing di Indonesia. ATPM juga bisa
berbentuk trading untuk mencari sourcing produk pabrikan
mereka secara global.
• Karoseri bukan perusahaan mobil
• Supplier ATPM atau OEM bisa dianggal automotive
customer baik yang langsung suplai ke pabrikan – disebut
TIER 1, atau yang lebih rendah : TIER 2, 3 dan seterusnya.
• Service parts/Genuine parts bisa diorder oleh ATPM/OEM

No more “off site manufacturing term”

Site extensions as defined previously in CB Communiqué 2008-002


will no longer exist as part of the ISO/TS 16949 Certification
Scheme.

IATF will withdraw, and therefore make obsolete, the current


possibility to include site extensions effective 1st of April 2014.

Clients with an existing manufacturing site extension will


need to transition this site extension to a single site
between the time period of 1st of April 2014 – 1st of April 2015 using
the process described in CB Communiqué 2013-006.

No more “off site manufacturing term”
The Process to transition site extension into regular certified sites
shall include as a first step the following:

Prior to next regularly scheduled audit of the main site, the audit days for
the main site and previous manufacturing site extension shall be
recalculated. The purpose of the recalculation of audit days is to separate
the previously included headcount of the manufacturing site extension
from the headcount of the main manufacturing site. Records of the audit
day calculation shall be retained as part
of the audit records. The scheduling of the audit for the previous
manufacturing site extension shall comply with the deadline in Rules 5.1.1 –
audit cycle and shall be an initial certification audit. No stage 1 readiness
review is required and the stage 2 days can be reduced equivalent to the
minimum number of audit days for recertification audits in Table 5.2.
