According to 2010 Cen-
sus data, Perryville tops all
but one of the largest near-
by towns in owner-occupied
homes, reporting 65.4 per-
cent, trailing only Jackson
(68.1 percent) and coming in
just ahead of Ste. Genevieve
at 65.1. Farmington checked
in at 56.7 percent and Cape
Girardeau at 53.4.
Breaking it down further,
Perry County reports 88,307
workers within 40 miles. Ac-
cording to the Census Bureau,
the number of people who
live and work in Perryville is
1,783. People who live in Per-
ryville and work elsewhere
number slightly higher at
2,149. The number of people
who live outside Perryville
who work in the city is just
shy of 5,250.
What does that mean?
According to Perryville
city administrator Brent Buer-
ck, it’s pretty simple. It’s easy
for people to come to Per-
ryville to work but it’s consid-
erably harder to find a place
to live.
“I think housing is at a crit-
ical juncture right now,” Buer-
ck said. “Our unemployment
rate is 2.5 percent and full em-
ployment is often considered
4 or 5 percent, so we’ve cut
that in half. You can call Gil-
ster, you can call TG — ev-
erybody needs employees. It’s
the same thing whether you’re
TG or 15 West downtown. To
get more employees, we need
to get more housing.
“A lot of times, folks will
accept a good job in town but
they’re unable to find a suit-
able house, so they end up
having to live in Cape Gi-
rardeau or Jackson or Farm-
ington.”
And most folks won’t
move again.
“You don’t move twice,”
Buerck said. “If we don’t get
you to move to Perryville
when you first get the job,
there’s a very slim chance of
you coming back later be-
cause you don’t want to up-
root [your family] twice.”
And that’s a problem.
“We want people to come
here to live and to work in our
community,” said Scott Sat-
tler, the director of the Perry
County Economic Develop-
ment Authority. “That helps
everything, city and county. If
you work here and live here,
you spend your money here.”
Sattler thinks it won’t be
that hard to get people to
move here as long they can
find a proper house.
“The quality of life here is
excellent,” Sattler said. “We
have a great parks system, we
have great school systems,
and we want to have great
housing for new people.”
Buerck added that, while
there has been some new con-
struction in Perryville, it’s not
necessarily the right kind.
“We’ve seen an influx of
housing, but it’s been rental
units, senior housing, apart-
ment complexes and du-
plexes,” Buerck said. “Sin-
gle families are the drivers for
the school, the drivers for the
community. We need more.”
In order to encourage and
support housing develop-
ment, the city of Perryville
will extend water and sewer
mains to the property line of
the new development and ex-
tend natural gas lines all the
way to each residence.
“Our goal is to strengthen
the infrastructure of the city,”
Buerck said. “If we can do
that in conjunction with hous-
ing, all the better.”
“If we have someone that
wants to drop in a 25-unit sub-
division, we’ll bring the utili-
ties right to the property line.”
That’s a big deal for any
potential developers.
“The numbers are diffi-
cult to make work if you have
to extend 600 feet of water or
sewer just to get to your prop-
erty line,” Buerck said. [De-
velopers] would have to ab-
sorb that cost for every unit in
the development and that just
makes it difficult.
“If we can do this, we think
we might be able to spur the
right kind of development.”
According to Buerck, the
city has budgeted approx-
imately $250,000 to cover
possible extensions should
developers take advantage of
the plan.
“It’s still in its infancy,”
Buerck said of the program.
“We’ve met with realtors. We
met with the [Perryville Area
Chamber of Commerce], the
next will be a meeting with
developers sometime in the
near future.”
