PROJECT HEALTH & SAFETY PLAN


This Health and Safety plan has been compiled to meet as the requirements of KSA
Labor Law Ministerial Order and any other Local Orders, including the OSHA &
NEBOSH standard.

This plan will be subject to continued review and updated as required.

1.3 Definitions

EHS : Environmental Health and Safety


Company : ASHI & BUSHNAG Co.Ltd.
Project Manager : A generic term used to describe the most senior
person resident on each project. The actual job
title of the person may vary e.g. Project Director,
Project Manager.
Site Supervisor : A generic term used to describe all persons
undertaking a Managerial or Supervisory role on
each project. The actual job title may vary e.g.
Engineer, Site Engineer, Supervisor, Group Leader,
Foreman etc.
Competent : Having sufficient training, experience or
knowledge and other qualities to be able to
undertake specified duties.
Hazard : The potential of a substance, operation or
condition to cause harm or damage.
Risk : The likelihood of a hazard being realized.
Risk Assessment : A formal process by which hazards are identified,
the associated risks are evaluated and the
necessary controls to either eliminate or mitigate
the risks to an acceptable level are specified.
Tool Box Talk : A talk on a typical Environmental Health and Safety
related subject, given by a site supervisor to the
personnel for whom he is responsible.

This Environmental Health and Safety Plan defines the Environmental Health
and Safety requirements to be implemented during the Maintenance &
construction stage
The requirements given in this document are mandatory to comply by all ABC
personnel in addition to comply with the requirements of Local Statutory
Regulations, OSHA, NEBOSH, Client and Consultant. Where it is required to
use the controlled formats from the Client it will be followed.

The responsibility of enforcing this Safety Plan rests with the Project
Director / Project Manager of the site. The site HSE Advisor will assist
Project Director/Managers in implementing the safety plan and will act as a
catalyst in motivating the front line Engineers and Foremen to fulfil their
obligations on safety. He will monitor/inspect the safety activities of the site
on a day-to-day basis and will report to the Project Manager if there is any
deviation/departure from this Health & Safety Plan for rectification.
Required details shall be forwarded to HSE Department also.

Ensuring Health and Safety of the employees at work area is a line


responsibility all Engineers and Supervisors shall ensure this in their
respective areas.

The role and responsibilities of the site personnel in accident prevention is


given in the chapter on “Organization and Responsibilities”

All ABC staff of the project shall read understand and practice this
Environmental Health & Safety plan without any exception and ensure that
operatives working under them follow all the safety rules.

2.2 Goal and Objectives


The objective of this Safety Plan is to provide a workable model to help the
site to achieve the ultimate goal of ABC – “Zero lost time injury accident”.

We firmly believe that building and maintaining a safety culture in the day-
to - day work life of all the employees is a primary task of an organization.
The Corporate Management of ABC will do its best to bring in this culture
among the employees.

This will be achieved by integrating the safety requirements in all the


company procedures. Necessary safety training will be provided to all
employees based on the site & job requirement.

2.3 Safety Policy

ABC group has a written Environmental Health & Safety Policy signed by the
General Project Manager, which gives out a broad out line of company’s
commitment towards the Health and Safety of its employees and to the
society. (Please find attached)

RESPONSIBILITY for implementing this safety plan is as given below:


A) Project Director / Manager
 Responsible for the total compliance and implementation of this safety plan and held
accountable.
 Review and approve HIP & JSA
 Establish a good house keeping standard and good operational practice.
 Monitor the implementation of this safety plan on a day-to-day basis in close
coordination with the Safety Advisor.
 Chair the Project safety meetings.
 Provide the necessary resources required to implement this safety plan.
 Display his commitment to Health and Safety and address the site safety issues on a
daily basis.
 Recognize good safety performance from the individuals and team.
 Seek advice and assistance from the safety department and keep abreast of changes
in legal requirements and best practice.

B) Project EHS Advisors


 He shall be responsible to the Project Director / Manager for H&S support and advice,
and for promoting the continuous improvement of H&S performance of the company.
 He shall also be responsible to the EHS department for promoting EH&S plan and
procedures.
 Weekly Schedule of all safety activities of the project shall be prepared and it will be
strictly adhered to.
 Shall be familiar with current EHS legislation relevant to the project. Copy of these
will be made available at site for ready reference.
 Assist the Project Director / Manager in implementing the guidelines given in this
document.
 Advise and assist all personnel on the project with the implementation of
Environmental Health and Safety plan and compliance with the relevant EHS legislation.
 He will give inspection reports indicating all the unsafe conditions noticed by him at
site highlighting the status of rectifying the same to the Project Manager.
 Plan the requirement of first aid, fire fighting and safety appliances as the works
progress.
 Investigate all accidents to find out the root cause and to take necessary actions to
prevent its recurrence.
 Organize the inspection of scaffolds, ladders and power tools based on the enclosed
checklists at a frequency as mentioned therein and maintaining a record of such
inspection.

 Organizing safety meeting, which will be chaired by the Project Director, once in every
month and maintaining the minutes of such meetings.
 Providing induction programs for all the staff and workmen on their arrival at site
and organizing refresher sessions whenever required. He will maintain record of such
programs.
 Prepare HIP for major works, based on the JSA before they are taken up, to
identify the possible hazards and the precautions to be taken.
 Organize and/or conduct safety training for all project personnel.

C) Engineers
 Understanding this safety plan fully and following the same in their day-to-day
activities.
 They shall be responsible to provide a safe working place for the employees working
under them.
 They shall be held accountable for any safety lapses in their area of responsibility.
 Ensure that all personnel undergo H&S induction training before they are deployed at
the site.
 Enforce adherence to safe job procedures and risk assessment controls.
 Identify weaknesses and deficiencies in job procedures, rectify these if possible and
where necessary refer these to the Project Manager/HSE Advisor.
 In case of serious accidents or incidents, take part in the investigation team and
agree remedial measures.
 Ensure that all employees working under them implement the relevant requirements of
this Safety Plan.
 Giving safety instructions to their workmen on a daily basis as a part of the job
instructions, highlighting the possible hazards of the day’s work and the precautions
to be taken.
 Ensuring that the operatives working with them are issued with necessary PPE and
they use the same.
 Keeping their work area neat and clean, especially at heights free from loose
materials.
 Promote the continuous improvement of H&S performance.
 Verifying the third party test certificates while hiring cranes or any lifting appliances
for their validity.
 Preventing horseplay of workmen.
 Organizing and conducting toolbox talks to their workmen every week.
 Identifying and eliminating all unsafe conditions in their respective work area by
carrying out safety inspection everyday.
 Taking suitable corrective measures to rectify the unsafe observations pointed out
by the Safety Advisor in his inspection reports.

D) Forman /Supervisor
 Understanding this safety plan fully and following the same in their day-to-day
activities.
 They shall be responsible to provide a safe working place for the employees working
under them.
 They shall be held accountable for any safety lapses in their area of responsibility.
 Enforce adherence to safe job procedures and risk assessment controls.

where necessary refer these to their Engineer/EHS Advisor.

 Promote the continuous improvement of EHS performance.
 Preventing horseplay of workmen.
 Organizing and conducting task briefing to their workmen on daily basis before start
the job.
 Identifying and eliminating all unsafe conditions in their respective work area by
carrying out safety inspection every day.
 Taking suitable corrective measures to rectify the unsafe observations pointed out
by the Safety Advisor in his inspection reports.

E) Store Keeper / Material Co-ordinator


 Ensuring a minimum stock level of all safety appliances at project stores.
 Issuing safety appliances on a daily basis to the technicians as authorized by the site
Engineers, Supervisors and Safety Advisor / Officer and maintaining records of the
same.
 Ensure that proper housekeeping is maintained in stores.
 Ensure that proper arrangements are made for the storage of highly flammable
material. Appropriate warning and safety signs will be ensured at such places.
 Ensure and maintain proper fire fighting equipment in store area.

F) Technicians & Labour


 No employee shall carry out any work, whatever may be the urgency that will put
themselves or others in danger.
 All Employees shall follow the site EHS Rules and Regulations.
 All Employees shall use protective devices and clothing provided to protect them from
dangers of accidents and dangers of occupational diseases.
 They shall refrain from creating any hazards and from performing any act that may
hinder execution of these instructions.
 They shall NOT tamper with any of the safety arrangements made at site.
 All employees shall be responsible for the implementation of the relevant
requirements of this Environmental Health and Safety plan.
 Be familiar and show commitment to the implementation of this Environmental Health
and Safety plan.
 Alert their Manager, Engineer, Supervisor or HSE Advisor if any hazards are
observed in their place of work.

4.1 Safety Meetings


Monthly Safety Meeting will be conducted and the Project Director / Manager shall
chair the meeting.
Objective:
The objectives of the meeting are:
 To review the implementation of this EHS plan
 To ensure that a safe environment is always maintained at site to perform ABC
and sub-contractors works.
 To find solutions for any safety issues remaining unresolved during the
previous month,
 To identify the problem areas and to work out suggestions for the same,
 To brief on the accidents occurred during the previous month, if any, to
communicate lessons learned.
 To decide any special safety requirements to be taken during the next month
arising out of the new activities to be taken up during that period.

Participants: The Senior Staff members nominated by the Project Manager shall attend
the meeting (include sub contractors also).

Responsibility: Project Safety Advisor will be responsible to follow up the


implementation of the corrective and preventive actions agreed in the meeting.

4.2 Personal Protective Equipment (PPE)


Company will issue the required PPE to all workmen employed by the company, depending
on their work activities. All workmen employed at sites will be required to use Safety
Shoes, Safety Helmets and coveralls (on which name of the Company logo will be
prominently displayed). It will be the responsibility of the respective Supervisor/
Engineer to ensure that the operatives’ works under them are issued with necessary PPE.

Colour coding for safety helmets will be as follows:


Staff and visitors : White Helmets
EHS Dept. : Green Helmets
The technicians : Blue Helmets.
Electrical technicians : Red Helmets
Labour : Yellow

ABC logo sticker will be pasted on the safety helmet.

Site works / operations will be periodically reviewed to determine the requirement of


any additional safety equipment.

The storekeeper will maintain a minimum stock level of PPE and an issue register will be
maintained.

4.3 Sub-contractors’ Management


The nominated sub contractors, who are employed in this project, have to adhere to this
Environmental Health & Safety plan and any other site safety rules / requirements
issued by Client/Consultants.
Sub contractor employees will also be provided with Safety Induction Training. The
Engineer / Supervisor concerned will be held responsible for allowing any workers in site
with out Safety Induction.
Sub-contractor site Engineers / Supervisors shall give tool box talks to their workmen
on a weekly basis. Records of such meeting will be forwarded to ABC site office on every
week.
They will be required to nominate a Safety Coordinator who will be responsible to
promote safety awareness among their employees.

4.4 Safety Violation


All site activities will be monitored regularly and any violation to this safety plan shall be
recorded. The site management shall deal with any safety violation noted. The
procedure shall be as follows:
 First violation - The violators shall be given a verbal warning on the spot it self. The
violation will be recorded.
 Second violation- If he repeats the violation, he will be provided with a written
warning with disciplinary action and will be made to attend the Safety
Induction Training again.

 Third Violation - He will be suspended / dismissed from the site, with a note to the
E HS Department and Personnel Department. He shall given adequate
Safety Training by HO before deploying him again at any site.

In case of a violation from a staff, the procedure shall be as follows:


 First violation - He will be issued with a written warning and will be made to
attend the Safety Induction Training again.
 Second Violation - He shall be sent to PD for counselling. Warning letter shall be
issued to him with a copy to EHS Dept.
 Third Violation - He will be suspended / dismissed from the site, with a
written note to ED/GM and personnel Dept.

4.5 First aid and welfare facilities

First Aid
 Trained first-aiders will be made available at site.
 They will be identified with proper stickers on their hard hat.
 First aid boxes will be made available at site office and stores where
workers can have an easy approach.
 Injured persons at site will be evacuated with the help of the
facilities available at site.
 All major injury cases will be taken to our contract Hospital after
necessary first aid.
 Ambulance facilities of our contract Hospital will be called in to
handle major injury cases.
 All first aid cases will be recorded for investigating.

Welfare Facilities
 Cool drinking water will be made available at site.
 Rest area provided at the site by the main contractor will be used
for lunch, tea breaks and for taking rest.
 Rest Area will be adequately ventilated, lit and cleaned on a regular
basis.
 No food articles will be allowed in construction area.
 Appropriate bins will be used to dispose the food waste.
 Toilet and wash facilities available at site will be used.
 Sleeping or taking rest in other areas will not be allowed.
 Separate smoking area will be earmarked if found necessary and
provided with adequate extinguishers after consultation with main
contractor.

4.6 Disposal of Waste materials


 All the scrap and waste materials generated at site will be placed at the
scrap bins provided.
 This will be the responsibility of the respective group of workmen and
the concerned Supervisor to ensure the same.
 The garbage bins provided will be cleared regularly. The Supervisor will
be responsible to ensure this.
 A skip will be maintained at site if found necessary to dispose all the
solid waste materials and it will be removed through authorized agencies
at regular intervals.
 Hazardous waste materials, such as sharp metal offcuts etc to be made
safe prior to disposal.
 The project manager will allocate separate crew under a foreman for
scrap and waste removal if he feels it is required.
 At no stage scrap or waste material will be allowed to accumulate in
construction area.
 The Supervisor will be responsible to arrange to clear the bins regularly.

4.7 Transportation
 Access to the site will be controlled.
 No vehicles will be allowed to enter construction site with out
permission.
 All vehicles to have audible / visual warnings while reversing.
 All the vehicles will be operated by drivers holding valid driving license.
 No vehicles shall be allowed to reverse into crowded work premises.
 It will be the responsibility of the drivers to ensure that the vehicles
are not overloaded beyond its rated loads.
 They will also be responsible for informing the Transport in-charge
whenever the regular maintenance of the vehicle falls due. No
compromise will be made on the maintenance and upkeep of the vehicles.
 Drivers and operators will not be allowed to work for more than 12 hours
continuously on any circumstances.
 Vehicles will only be parked at designated locations in the site without
obstructing the free flow of the traffic.
 The materials will be tied properly when loaded in vehicles to prevent its
dislodgment while moving.
 Vehicle speed and movement will be controlled at site.
 Proper area shall be earmarked for collection and dropping of employees.

4.8 Work Control Measures.


In a construction site there is a need for written safe systems of work in
specific circumstances. A Permit to Work system should form part of that
‘safe system’. Permits to Work must only be issued by an appointed
authorized person, using duplicate and numbered forms. They must be
signed by an authorized person and by the competent person who is to carry
out (or be responsible for) the work described on the permit.

Permit to Work systems are essential to ensure safe working and freedom
from hazards where high-voltage electrical supplies, cables and equipment
exist, particularly in installation, maintenance or construction work. Entry to
such area will be strictly controlled. All energized rooms will have proper
lockable doors. The following work control measures will be followed at
site:
 Hot Work Permit.
Gas cutting, welding work or any ignition sources work can be taken up only after
obtaining a hot work permit in the enclosed format from the concerned section engineer /
site safety advisor. It will be the responsibility of the concerned supervisors to obtain
the hot work permit from the Safety Advisor or from their Engineers and to arrange all
the precautions detailed in the permit before starting the hot work.

 HV/LV-Plant Room Work Permit.


While taking up any activity in energized electrical, plant or mechanical room, the
concerned engineer will issue a permit in the enclosed format to the concerned
supervisor/ foreman (competent person) with a copy to the Safety Advisor indicating all
the precautions to be taken. LOTO procedure will be followed during such activities.
Appropriate warning signs will be ensured at all necessary places.

 Working in Shaft
Any work in shaft will be controlled. The concerned supervisor has to fill up the
details of work and ensure that the precautions mentioned therein are fulfilled.

 Confined Space
All necessary precaution shall be taken for the work inside any confined space. HSE
department shall provide separate training to the crew who has to carry out the work in
confined space. It will be the responsibility of the engineer in-charge of the
operation to take all precautions mentioned in the work permit.

4.9 Housekeeping
Housekeeping is an important element of accident prevention. It should be
the primary concern of all supervisors and till the end of the job they shall
monitor it. The following to be ensured:

 Proper access and egress shall be maintained at all times at site and it
shall not be blocked.
 Enough lighting shall be ensured at work areas. Task lights shall be
provided wherever necessary.
 Smoking will not be permitted in the entire site, including site stores.
Separate smoking area will be earmarked in consultation with
client/consultant.
 Trash containers will be kept near the rest area and the technicians will
be advised to dispose food waste only in trash containers.
 All materials at site will be neatly stacked in the assigned location
provided with suitable enclosures.
 Scrap generated at site will be removed on a day-to-day basis by the
respective technicians at the end of the shift everyday. The concerned
supervisors will be responsible for ensuring this without fail.
 Packing materials, if any, shall be removed from the site immediately
after opening the boxes.
 Welding cables, power cables etc. will be laid in such a way that it will not
cause trip hazard.

4.10 Barricades/ signs/ tags /posters


 Necessary warning signs and safety posters will be displayed at site to
warn about the hazards at the work area.
 All hazardous areas of operation will be identified as the work proceeds
and it will be barricaded. Necessary precautions will be taken to warn
others about the hazards present.
 Whenever any work is taken up in the live electrical distribution network,
appropriate caution boards such as “Do not operate-Men at work”,
“Danger of Death” etc, will be put up in the main boards and it will be
locked for protection. LOTO (lock out & hold tag out) procedure will be
followed strictly.
 Hazardous work areas will be barricaded.
 If the edge protection or barricade is removed to gain access to the
prohibited locations to carry out any specific work there, it will be
carried out with permission only. The removed protection shall be
replaced after the work is over.
 Information posters will be put up in appropriate locations indicating the
emergency telephone numbers and fire points.
 No smoking signs and hot work prohibition signs will be installed wherever
required.
 Suitable safety posters and stickers will be arranged and displayed from
time to time.
 Emergency telephone numbers will be displayed on all the notice boards.
 Emergency procedure will be displayed at appropriate places.

4.11 Safety Inspection and Safety Audits


 Project Director / Manager shall conduct a site safety inspection at least
once in months.
 All site supervisors shall be responsible for conducting routine H&S
surveillance and taking appropriate action as they go about their day-to-
day work.
 The site Safety Advisor will inspect the entire site weekly or as and
when needed. Report shall be given to the Project Director/Manager.
 The respective Engineer, Supervisor or the Foreman will attend to all
unsafe conditions pointed out by the Safety Advisor. Project Manager
will be responsible to ensure the corrective and preventive action on the
inspection points.
 Safety Manager from ABC corporate office will inspect/audit the site
and incorporates any additional requirements in the safety plan to
strengthen the accident prevention efforts.
 All the site supervisors will inspect their site and brief the employees of
the hazards related to the job.
 Safety Advisor will ensure that all scaffoldings, ladder and power tools
at site are recorded properly and inspected on a regular basis as per the
enclosed formats.
 He will also conduct periodical surveys to identify the target focus areas,
so that the safety management of the site is on the right path always.
 Safety department will carry out monthly audit of the site and to ensure
the implementation of Health and Safety rules and policy.
 Any other job specific inspection checklist will be made as per
requirement.

4.12 Fire on site


‘NO SMOKING’ sign will be posted at appropriate places on the Project.

Fire emergency exit routes will be established adequately signed and kept
free of obstruction.

Access will be restricted to site work areas, especially out of working hours.
Smoking restrictions will be enforced, adequately notified to all and signed,
where flammable materials are or are likely to be present.
Hot work and use of naked flame appliances will be controlled as necessary,
including the use of permit to work systems as necessary.

Emergency procedure of the main contractor will be followed in case of a


fire accident. Details of assembly point, Fire Marshall, Fire wardens’ etc will
be informed to the main contractor. This will be practiced as per the plan.
All exit routes will be clear of obstructions.

Hot work will be strictly controlled and such areas will be inspected one
hour after completion of the work to check for possible fire hazard.
Records will be maintained of routine fire inspections and the maintenance
and testing of fire fighting equipment.

All site operatives will be trained on fire and evacuation procedures on


induction training. Operatives using highly flammable materials and carrying
out hot work will be trained in appropriate fire prevention measures.

Evacuation plan of Project shall be posted on appropriate places.

5.1 Induction Training


 All staff and technicians will go through Safety Induction Training before their
deployment at site.
 The record will be maintained to this effect.
 It will be the responsibility of the respective Engineers to inform Safety Advisor
about arrival any new Employees.
 Subjects to be covered during the induction sessions are as per the Annexure.11.1
 Induction training will be extended to subcontractors, if any, as well.
 Records to this effect will be maintained at site.
 A “Zero Tolerance” culture will be imbibed during the induction to all the employees.
 All visitors will be required to meet the secretary at ABC site office. If any of the
visitors have to be taken to site, i.e. construction area, it has to be approved by the
Project Manager and they will be required to give an undertaking [Annexure 2] before
taken inside the site. Copy of the format will be available with the secretary at site
office. They shall be provided with safety helmets and safety shoes.
 Employees having height phobia will be identified during the induction and their work
area will be restricted suitably.

5.2 Toolbox Talk


 Toolbox talks will be conducted at least once in every week by all the site
Engineers/Supervisors to their respective workmen before the shift begins.
 Project Manager shall issue a schedule of the toolbox talk program. In addition to
this, depending upon the site activities in progress, job specific hazards and the
precautions to be taken will be highlighted whenever required. Unsafe conditions and
unsafe acts noticed at site, lessons learnt from the accidents, safety precautions to
be taken in the next week’s works etc. will be the focus of discussion during the tool
box talks.
 Safety Advisor shall issue the necessary TBT subjects to the front line staff.
 Record of such toolbox meetings will be maintained at the site as per the format.

5.3 Job specific training


 Any specific training needs of site based personnel for any
specialized activities shall be organized by the HSE department, on
request from the Project Manager.

5.4 Daily Work Instructions


 The daily work instruction by the supervisors and Site Engineers
will include the existing hazards and their precautions. If a new job
is being started, the Engineer/Supervisors must ensure that the
toolbox talk about the job is carried out to all operatives.

5.5 First Aid training.


 HO Safety Department will organize First Aid Training for the site
nominated personnel through certified and approved third party
agencies. Necessary ID stickers will be provided to the trained
first aiders and will be identified to Co-Contractors also.

6.1 Reporting Procedure


Accident Prevention is a part of planning and controlling functions and it will
help management to reach the goal of “Zero Accident”. The following
procedures shall be followed at site. It has been designed to satisfy both
statutory and corporate requirements.
 All accidents and near miss incidents at site will be recorded and all
these cases, including first aid cases will be investigated.
 The individual providing the first aid will maintain a first aid register at
site.
 All lost time injuries and property damage exceeding SR.500/- will be
reported to the Engineer/Project Managers and HO immediately through
a fastest medium and a detailed report will be sent within 24 hours of
the incident. [Annexure – 1]
 A suitable follow up report shall be sent to the main contractor and H.O.
regarding the status of the injured at a later stage after getting
necessary information from the hospital/doctors.
 The site Safety Advisor will investigate all accidents, including the near
misses and first aid cases. The investigation report, if required, will be
submitted to H.O. safety department.
 All serious accidents will be reported to the Govt. authorities / Police
and the scene of accident will be preserved until the Police investigations
are completed.
 In-case of a serious accident the emergency procedure [Annexure- 12]
will be followed with out fail.
 Project Manager to ensure that all his staff and workers are aware of
the emergency procedure to be followed in case of an emergency.

7.1 General
Based on the hazard analysis and Generic Risk Assessment, the
following ‘safety work procedures’ have been developed. These control
measures apply to general circumstances. Site-specific details have to
be incorporated to these procedures before carrying out any activities.

Utmost care has been exercised while conducting the hazard analysis. This
is based on the data currently available. Certain additional environmental
hazards may be encountered depending upon the actual field conditions
while executing the work.

Depending on the progress of the project, planning schedules such as


monthly, weekly and daily, all critical jobs will be analysed to identify the
hazards likely to be encountered during the execution and the precautions
to be taken will be decided.

Activity specific Risk Assessments for new activities will be prepared by


the safety advisor based on the method statement and the safety
precautions suggested by him shall be implemented by the site engineers
while taking up the said activity.

Before taking up any major lifting operations, a detailed lift study will be
carried out and a method statement will be prepared incorporating all the
safety requirements by the respective senior engineers.

7.2 Setting up Site Facilities: Offices, welfare & storage

Precautions:
 Setting up of temporary buildings will be planned to ensure stability and
availability of utility services (water, drainage & electricity). Loading and
off-loading of offices will be planned to ensure a suitable crane, lifting
equipment and trained personnel are available. Fire extinguishers will be
ordered as required prior to occupation of facilities and supplied to site
before work starts.
 First-aid facilities will be provided as required by assessments. Toilets,
welfare and hygiene facilities will be arranged suitable for likely numbers
of employees using them and type of works undertaken. Safe access will
be provided to all buildings. A competent electrician will fix temporary
electrical supplies.
 Fire and emergency procedure will be published. Movement of stores will
be planned to minimize manual handling. Facilities will be cleaned at
regular intervals. Heating, lighting and ventilation will be monitored.
 Staff will be trained in the management of health and safety on site and
the requirements of the various regulations, especially in regard to
control of subcontractors and liaison with other contractors. Office
workers and operatives will be trained in emergency procedures.

7.3 Working at Height

Precautions
Work is planned to ensure a safe means of access is provided. All equipment
provided will be maintained properly.
Suitable signs and barriers will be positioned directly below works to warn
of overhead operations. Retaining strings for tools will be provided, if
required.
Edge protection will be erected at all openings or edges where falls of more
than 2 m could occur. Safety Harness will be provided for all operatives who
work at height (1.2 meters or more) where no positive fall prevention can be
provided.
Where edge protection is removed for access, or is not practicable,
operatives working at or near the edge will wear safety harnesses.
Where there is likely to be debris falling, fans, chutes or full enclosures will
be used to protect third parties.
All operatives working below overhead operations will wear safety helmets.
All equipment used will be checked to ensure it is in good order, to correct
specification.
Work will be monitored to ensure that additional precaution and equipment
is taken into use if edge protection is removed.

Training and instructions must be provided to all operatives and supervisory


staff involved in the use of lines and harness, and how to inspect and assess
PPE of this type before use.

7.4 Use of Mobile Scaffold Towers

Hazards:

Precautions:
Only authorized personnel will erect, modify or dismantle scaffolding towers.
Towers should not be specified for in the vicinity of overhead power lines.
Specification for use of tower scaffolds will take into account the site ground
conditions expected, height restrictions and obstructions.

Towers will be erected by trained personnel in accordance with relevant


standards and manufacturer’s instructions. Ladder access should be internal and
fixed to the narrowest side. Maximum height to base ratios will not be exceeded
3.5:1 inside use and 3:1 external use without ties. Ties will be used in exposed or
windy conditions. All tower platforms will be fully boarded and fitted with toe-
boards and guardrails. Wheels will be broken or locked when the tower is in use.
Personnel and materials will be removed before a tower is moved. Manufacturer’s
advice on maximum loading will be adhered to.

All scaffolding will be inspected before use. After alterations or adverse


weather conditions authorized personnel must inspect scaffolds. Towers over 2m
in height must be inspected every seven days. A competent person will carry out
all scaffold inspections. Scaffold will be checked regularly to ensure their correct
use and that unauthorized adoptions have not been made.

7.5 Use of Ladders

Precautions
Tower Ladders will be checked to ensure correct length, type and condition
before use.
Ladders are subject to the planned maintenance program.
Ladders work is restricted to light activities and for a short duration.

The ground base for ladder use must be firm and level.
The ladder must be of sufficient length to extend 1.05m above the step off point
when used as access to a scaffold.
The correct angle of rest for a ladder is 75 degrees, or a base to height ratio of 1:4
Ladders must be secured against slipping, by tying at the top or at the bottom.
Over-reaching from ladders will be avoided.
Metallic ladders will not be used in the jobs where it is likely to come in contact
with live electrical parts.
Ladders without non-slip base and hinge locks, wherever applicable, will not be
allowed at site.

All ladders brought to site will be registered and appropriate number will be given
ensure that they are inspected at regular intervals.

All operatives must be trained in the safe use of ladders and the hazards,
which are to be avoided. This will normally be done at induction training.

Entry inside any shafts will have to be authorized by the concerned
Engineer or Supervisor after he inspects the place of work by means of the
checklist.
If any of the specific requirements given in the checklist could not be
complied for any reasons, the matter shall be referred to the concerned
Sr. Engineer or the Safety Advisor to find a suitable alternative for
complying with the same.

Safe Scaffolding / working plat forms shall be ensured to carry out work
inside the shaft.
Access and exit route to the working platform inside the shaft shall be
clearly defined and communicated to all concerned.

Employees with height phobia will not be allowed to work at higher


elevations.

7.7 Use of Portable Electrical Equipment

Hazards:

Precautions:
All portable electrical equipment will be identified individually and is subject to
planned maintenance. Equipment supplied to site will be fit for its purpose with
regard to voltage, power and environmental conditions.

All equipment found to be defective would be switched off and reported


immediately. Visual inspections of equipment will be carried out before use. Leads
and extension cables are to be routed so as to minimize the likelihood of damage
and trip hazards.
Only moulded socket (industrial plug and socket) holders will be used on sites.
Only equipment operating at 110 volts or 220v with necessary ELCB protection or
less will be permitted on site; higher voltages must be authorized in writing by
the concerned prior to use.

All will be made aware of the above policy concerning use of electrical equipment.
The use of electrical equipment will be monitored to ensure safe use.
Site Management will ensure that only trained, competent persons test, repair
and maintain portable electrical equipment

7.8 Hand tools

Hazards:

Precautions:
It is to be ensured that the tools issued are fit for the purpose, the environment
in which they will be used and are in good condition.
Tools are required to be suitable for the purpose for which they will be used.

Eye protection is to be provided and used whenever work is done using cold
chisels, drills, grinders or other tools where there is a risk of flying particles or
pieces of the tool breaking off.
Open bladed knifes screwdrivers and other sharp tools are to be carried and used
so as not to cause injury to the user or others.
Insulated tools must be used where there is a possibility of live electrical work.

Site Management will monitor hand tools, which can deteriorate with use, to
ensure they are sharpened or replaced as necessary, and to ensure the correct
tools are being used properly.
Specific checks will be made as follows:
 Chisels for mushroom heads
 Hammer and file handles for deterioration and exposed tangs
 Open-ended spanners for splayed jaws

Operatives are to be instructed in the correct method of use and in maintenance


requirements at induction training.

Storekeeper will inspect all new hand tools before issuing it to site to ensure that
they are in good working condition and the safety guards are in place. Supervisors
shall ensure the use of safety guards of the tools during the operation.

Home made, make shift hand tools fabricated at site will not be allowed. Any such
tools found at site will be removed and destroyed.

7.9 Welding and Flame cutting

Hazards:

Precautions:
Any gas cutting or welding work can be taken up only after obtaining a hot work
permit in the enclosed format [Annexure –6]. Concerned supervisors will be
required to obtain the hot work permit from the concerned engineer/ safety
advisor and arrange all the precautions mentioned in the permit before starting
the hot work. Original permit will be at the site location and a copy will be kept at
the site office.

Arc Welding
It is the responsibility of the welder and his crew to comply with all the safety
requirements given in the permit before starting the work. If they find any
difficulty in complying with any of the requirements, they will have to report it to
the supervisor concerned and await further instructions from him. The supervisor
has to take up the matter with the safety advisor and arrive at an alternate
method of complying with the said requirement.
The welding machine should be provided with body earthing.
The welding cable shall be laid in such a way not to cause any tripping hazard. It
should not have any joint in between. If there is any, it should be provided with
insulated male and female couplers to ensure a safe connection. The return path
for the welding circuit shall be preferably from the job itself.
The welding holder should have proper insulation and if the insulation is broken
during usage, the holder shall be replaced immediately.
Before the welding work is started, it should be ensured that there are no
flammable materials stored or installed nearby.
The welding flux shall be contained in the same floor/area; it shall not be allowed
to fall to the lower level.

A fire extinguisher shall be kept at the place of welding. A fire watch shall be
posted, if required. Requirement of the fire watch will be specified in the hot
work permit, if found required, considering the place of work.
The welder should use all required PPE.
It is the responsibility of the welding crew to ensure that there is no trace of
hot flux or any smouldering fire caused by it at the workplace before leaving the
area.

Flame cutting
Oxygen and acetylene cylinders will not be allowed inside any confined spaces.
Trolleys with restraints for oxy-acetylene cylinders only will be permitted at site
during hot works.
It will be provided with flash back arrestor during use.
Cylinder key will be kept on the cylinder.
The supervisor concerned to ensure that there is no leakage and regulators
function properly. Leaky or malfunctioning regulators will be replaced
immediately.
The hoses will be laid in such a way not to pose any trip hazard.
The gas cutters will be required to use gloves and goggles.
The supervisors or the foremen planning to take up gas cutting work will have to
obtain a hot work permit from the site safety advisor and comply with all the
requirements mentioned therein.

A fire extinguisher shall be kept at the place of work. A fire watch will be posted
wherever required. Requirement of the fire watch will be specified in the hot
work permit if found required.

Before the work is started, it should be ensured that there are no flammable
materials stored or installed nearby. If there is any, it should be either removed
or covered with fire resistant cloth.

The hot flux shall be contained in the same floor; it shall not be allowed to fall to
the next lower level.

7.10 Duct insulation

Hazards:
a) Fire
b) Inhalation of fumes
c) Irritation to affected parts of the skin

Precautions
Since the duct insulation adhesive compounds are highly flammable, it
should be ensured that there is no hot work such as welding, flame cutting
or grinding takes place in the vicinity. As far as possible insulation of pre
fabricated duct pieces will be done in an isolated location.
The adhesive container should always be kept closed except during actual
usage. Only one container required for the day’s use shall be brought from
stores and at the end of the shift, the balance quantity shall be returned to
the stores every day.
Empty cans will be returned to the site stores immediately. It will not be
allowed to be lying at site.

The employees will be made aware of the hazards of the adhesive


compound. The insulation applicators will be provided with masks.
Insulation work shall be carried out only in well-ventilated areas. If work is
to be carried out in confined spaces such as basement rooms etc., suitable
ventilation is provided to remove the vapour from the working environment.
Incandescent lamps or halogen lights will not be used in the insulation area
since the heat generated from it may lead to fire. The light fittings will be
kept well away from the place of work.
They will be provided with disposable latex gloves and appropriate masks.

Fire extinguishers will be made available at the place of work.

7.11 Pressure Testing

Hazards:
a) Flooding of the area
b) Bursting of the piping/ hose/ joints etc
c) Damage to the pressurized system due to activities nearby

Precautions:
Competent personnel supervised by a qualified and experienced supervisor
shall only carry out pressure testing.

Area around the pressure testing system shall be barricaded, wherever


possible. Caution signs to be placed to warn others at appropriate places and
once the test is over, the signs and posters shall be removed. Special care
shall be taken near the pipe joints.

Only calibrated gauges shall be used for pressure testing.


Suitable contingency arrangements shall be in place to handle any
unexpected leaks at unexpected locations during the course of the pressure
testing.
No repairs shall be tried on pipes under pressure.

Toolbox talks to be given to the crew carrying out pressure testing.


The lines under pressure testing shall not be left unattended at any time.

7.12 Storage of Material.

Hazards:
a) Injury to operatives from falling materials
b) Injury to trespassers
c) Environmental contamination

Precautions:
All material stored in tiers shall be stacked, racked, blocked or otherwise secured to
prevent sliding, falling or collapse. Material will not be stored direct on the ground or on
concrete floors.
Aisles and passageways shall be kept clear to provide for the free and safe movement of
material handling equipment or employees such areas shall be kept in good repair.
Minimum required materials will only be supplied to site and it will be temporary. Method
statement will be provided if materials are stocked at site for long duration.
The manufacturer’s recommendations will be followed with respect to temperature and
humidity requirements, and stacking.
For hazardous material, COSHH assessments will be required before delivery to site.
Palletised loads will not exceed two pallets in height.
Material stored inside buildings under construction shall not be placed within 3 meters
of an exterior wall, which does not extend above the top of the material stores.
Compressed gas cylinders will be stored upright.

Stacks of cylindrical objects such as pipes and cable drums will be stabilized using
chocks or wedges.
Material stack will be limited in height to ensure stability; heights of more than 2m will
be avoided unless specifically authorized by the project manager.
Drums and containers will be marked clearly to indicate contents.
Secure storage will be provided for all hazardous substances, to prevent access by
unauthorized persons.

Trays or bunds will be provided where necessary beneath containers to prevent ground
contamination. Handrails will be fitted to storage areas where persons could fall more
than 2m.

Stockpiles and storage areas will be inspected regularly to ensure stability and to ensure
that the above physical precautions are in place. Verbal instructions and training will be
given to operatives as necessary to ensure good housekeeping standards are maintained
on site.

7.13 Material Handling

7.13.1 Manual Handling


Hazards:
a) Injury to operatives
b) Damage to material

Precautions:
Where possible, mechanical lifting equipment shall be used.
No employee shall be asked to carry loads above his capacity and in any case no
load shall exceed 50kg.

Procedure:
 Establish good footing;
 Place feet about shoulder width apart;
 Bend at the knees to grasp the weight;
 Keep the back straight;
 Get a firm hold;
 Lift gradually by straightening the legs;
 When the weight is too heavy or bulky to lift comfortably, get help;
 Take small steps, keeping the load close to your body and no more than waist
high. Do not twist your body, move your feet to turn; and
 When putting down, reverse this procedure.

7.13.2 Mechanical Handling

a) Injury to Operatives

c) Damage to material, plan & equipment
d) Material falling

Precautions
 Before carrying out heavy erections such as motors, panels, chillers, AHU’s
etc., a detailed method statement is prepared and a risk assessment is carried
out.
 All lifting appliances like slings, chain pulley blocks etc. brought to the site will
be provided with a test certificate.

 The engineer in charge, who would be using the hired cranes, is responsible to
inform the Safety Advisor about the job to be performed and it is the joint
responsibility of both to ensure that the hired crane is suitable to the purpose
of the job and is safe to use.

 While transporting materials in vehicles, it will be ensured that undue


projections from the vehicles will not be allowed. If there is any projection,
the person responsible for the loading operation shall ensure that either red flag or red
lamp is tied to the projections to warn the vehicles coming behind.

 Trained and licensed operators/drivers will only be allowed to operate lifting


machinery.

 All technicians will be instructed on the correct and safe way to operate lifting
machinery.

7.14 Radiography works

Hazards:
a) Radiation

Precautions:
Specialized contractors will only be allowed to carry out radiography works.
Method Statement will be prepared before carrying out the radiography
test.
Radiography works will be controlled by a work permit system. The safety
advisor will issue the permit after getting an assurance from the agency
that all the precautions mentioned in the permit has been complied with.
Radiography will be allowed only during the nights or during lean periods
when there are less number of people at site.

Radiation monitoring device such as dosimeter will be used to decide the


isolation area and barricades with caution boards will be installed around
the isolation area. All approaches to the isolated area will be manned to
caution others from reaching the area.
The radioactive source used for the radiography will not be stored at site.
It will be brought to the site whenever required alone.
The radiographers will be required to use all necessary PPE.

Prior notice will be issued to all regarding ‘the test, the area and the time’.

7.15 Electricity at Work


Hazards:
a) Electrocution
b) Electrical burns
c) Fire
Precautions:
STRICTLY NO WORKS WILL BE ALLOWED ON LIVE CIRCUITS.. THERE IS NO
EXCEPTIONS TO THIS REQUIREMENT; EXPERIENCE OF EMPLOYEES IS
IRRELEVANT.

Before any operation or works at site commences and during progress, the contractor
shall take all practicable steps to prevent danger to persons employed from any live
electric cable or apparatus.

Whenever possible live work is to be avoided. Whenever live work is required a safe
system of work is to be devised, preferably written, and by use of a Permit to Work
system.
Necessary protective devices such as earth leakage circuit breakers shall be provided in
the circuit to avoid risk of shock, fire or burns.

Access to live conductors is to be controlled and appropriate signs are to be in place.


Written information and instructions will be required for work on complex systems
(control, metering & parallel circuits). A clear access of 1 m, gloves and matting are to be
provided for live working. Electrical test equipment will be insulated, fused and
calibrated. Electricity supply authority seals will not be broken and final connections will
not be given without written authority.

Live work is only to be carried out by authorized competent electricians under direct
supervision of nominated supervisors. Electricians will not be permitted to work
unaccompanied on live connections above 110 volts unless specifically authorized to do so,
and good communications are in place.

Adequate PPE, first aid and qualified first aiders are to be available at the workplace
where live work is t be done. If live work is not covered by a permit system, then
switching off must be accompanied by a physical lock-off and appropriate signage.

out electrical work.

7.16 Cable Pulling


Hazards:
a) Manual Handling
b) Fall of persons from heights
c) Cable pulling machine failure
d) Slips, trips, falls

Procedure
A pre-start survey will be carried out to check on route, manpower and
equipment requirements, and the foreseeable hazards. The work will be
planned to ensure a safe means of access is provided. Any equipment (like
winch machines, chain pulley blocks) required will be in date for servicing
and statutory inspections. Machines with test certificates shall not be used
for lifting purposes.

Personal Protective equipment will be provided to all operatives as per


requirements. Gloves, foot and head protection will be minimum
requirements. Good communication must be maintained between levels when
cable is pulled in multi-storied building block. A brakeman is required on the
drum to ensure that the drum does not over-run.

Work will be monitored to ensure that additional precaution and equipment


is taken into use if edge protection is removed at any place. Close
supervision is required to ensure that over-stressing of the cable does not
occur. Cable pulls will be smooth and maintained at a reasonable rate to
ensure control and tension requirements are met. Supervisor to ensure that
appropriate signage and warning signs are displayed.

Operatives will be trained in manual handling techniques, and instructed in


the use and precautions required for the safe use of necessary tools and
equipment (lifting and tensioning devices).

7.17 Work in Confined Spaces


Under the Confined Spaces Regulations, a ‘confined space’ can be either
 A place which is substantially, though not always entirely, enclosed or
 A place where there is a reasonably foreseeable risk of serious injury from
hazardous substances or conditions within the space or nearby.
Some confined spaces are easy to identify, such as closed tanks, vessels and sewers.
Others are less obvious but may be equally dangerous, such as open-topped tanks and
vats, silos or constructions that become confined spaces during their manufacture. Some
places may become a confined space only occasionally, perhaps due to the type of work to
be undertaken, such as a room during paint spraying.

Hazards:
a) Poisoning from toxic gases
b) Asphyxiation – (lack of oxygen)
c) Explosion
d) Fire
e) Excessive heat
f) Drowning

Precautions:
Eliminate need for entry or use of hazardous materials by selection of alternative
methods of work or materials.
Assessment of ventilation available and possible local exhaust ventilation requirements,
potential presence of hazardous gases/ atmosphere, process by-products, need for
hygiene/welfare facility.
Permit to work system will apply in confined spaces. Adequate ventilation will be present
or arranged. The area will be tested before entry and continually during the presence of
persons in the confined space. Emergency BA, rescue harness, lifting equipment,
resuscitation facilities, and safety line shall be provided where necessary.

A communication system with those in the confined space must be established.


Necessary PPE and hygiene facilities will be provided for those entering sewers.

Site management is responsible to decide on nature of the confined space and to put a
safe system into operation, including checking the above. Flood potential and isolation
must be checked.

Apart from the above, site-specific method statements will be prepared before allowing
such works.

7.18 Excavations Work

Hazards
 Collapse of sides
 Striking existing services
 Persons falling into excavations
 Plant and materials falling into excavations
 Flooding of excavations
 Presence of hazardous atmospheres
 Presence of contaminated soil

Procedure
Sufficient numbers of trained operatives and competent supervision must be available
before work starts. Sufficient and suitable plant must be available for trench support
before work starts. Suitable monitoring equipment and personnel trained in its use will
be required where known exposure to toxic substances or lack of oxygen may occur.
Location of existing services must be complete before work starts, also information
obtained on ground conditions.

Sides of excavations greater than 1.2 m in depth must be supported. Where flooding risk
exists, cofferdams/caissons will be installed with pumps of suitable capacity. Substantial
barriers will be erected around excavations greater than 2m deep.

Stop barriers will be used to prevent vehicle entry. Spoil and materials will be stacked at
least 1.5m from the edge of excavations. Ladders will be provided for safe
access/egress. Cable location devices and local authority drawings will be used to trace
buried services prior to commencement of work. Suitable signs and barriers will be
provided to warn of the work.

Supervisors to ensure safe system of work provided, taking account of prevailing


conditions including weather, traffic and existing structures. Provide suitable PPE as
required and ensure its correct use. Inspect excavations daily or before each shift if
over 2m deep. Ensure personnel selected are capable, fir and experienced unless under
direct supervision.

7.19 Working inside Manholes


Some manholes may become a confined space only occasionally, perhaps due to the type of
work to be undertaken or the location of it. In such cases the following procedures shall be
followed.

Hazards
a) Poisoning from toxic gases
b) Asphyxiation – (lack of oxygen)
c) Excessive heat
d) Falling Men / Material

Precautions:
Surrounding areas of the manhole has to be barricaded. Proper signage/ warning lights shall
be placed to give warning. If required a guard shall be placed with flag to warn vehicles.
Proper and correct key shall be provided and used to open/remove manhole covers. Both
portion of the manhole cover (if the manhole cover is of two parts) shall be held with the
key, to prevent one falling inside the manhole while other portion is being removed.
Operatives to follow the material handling procedure to prevent any back injury while
removing the manhole cover.
The manhole has to be kept open for sometime to let the fresh air in. If required fans shall
be used to give fresh air.
Atmosphere test to be carried out before allowing any person inside the manhole.
Eliminate entry into manhole if the work can be carried out form outside.
Necessary PPE and hygiene facilities shall be provided for those entering sewers.

Apart from above, area specific method statement will be prepared before allowing such
works. Work notification shall be obtained to carry out such work whenever necessary.
Necessary TBT shall be given to those operatives who have to perform work in manhole.

Supervisor shall be present during the operation.

Necessary communication facility shall be made available if required depending on the nature
of work.

All material and equipment will be removed from work area once the work is over and all
barricade and signage shall be removed.

7.20 Use of Disc Cutters and Abrasive Wheels

Hazards
Injuries involving the use of abrasive wheels fall into three main types;
(a) Flying particles during a grinding process,
(b) Bursts or disintegration of grinding wheel,
(c) Contact between a revolving wheel and a person’s hand or some other part of the
body.
(d) Contact with power.

Precautions:
Many of these injuries are relatively minor in nature, but some prove fatal. Strict compliance
with the requirements of the Provision and Use is essential in reducing the risk of these
injuries.
Sufficient operatives trained in use of abrasive wheels and discs will be available at the
workplace. The correct wheels for the type of machine, speed and material to be cut will be
ordered and supplied.
A nominated electrician will inspect power tools once in a month. He shall check the tools as
well as power cord, plug and socket for correct fitting.

Supervisors shall ensure the required PPE, ear, eye, head and foot protections as
appropriate for the work and machine are issued and used by the employees. Operatives will
not wear loose clothing. Disc cutters will only be used when standing on a firm and level base.
Operators will visually check equipment and discs/wheels for damage before use, ensuring
operating speed is indicated. Users shall not use undue pressure on the equipment.

Suitable storage facility will be available at the workplace for spare discs and wheels.
Equipment and spare wheels are to be checked for visible signs of damage before issue.

Selection may be required for operatives who have experience of the work and are physically
fit.

7.21 Control Of Substances Hazardous to Health (COSHH)


In construction, use is made of a limited number of groups of materials, which are in the
COSHH category of hazardous substances, including:
a) solvents (paints)
b) fibres (glass fibre insulation)
c) dusts (silica from aggregates)
d) acids and alkalis (stone cleaning)
e) paint strippers
f) epoxy resins
g) isocyanates (paints and foams)
h) Metals (lead, cadmium)
i) Gases (sewer gases such as hydrogen sulphide).
HAZARDS
a) Ingestion
b) Inhalation
c) Absorption

Precautions:
Where materials are supplied, suppliers’ data should be gathered up and reviewed.
The basic information collected and reviewed should then be used, in conjunction with the
planned use, to derive an assessment of risk.

The employer will be responsible to prepare the Risk Assessment considering the activity /
operation in which it is being used.
Supervisors shall brief the operatives about the hazards of the substance they will be
using and the precautions to be followed.

Chemical Date sheet shall be made available at site store and at site office. This will be
explained to all operatives those who are using it.

Supervisor shall make necessary arrangement for required PPE and shall ensure that the
operatives are using it. Storekeeper shall not issue any hazardous material for which
Chemical Data Sheet is not available with him.

Only required quantity of the hazardous substance shall be brought to the site. The
balance material shall be put back in to a secure location after use and not left on site.
Storekeeper shall control the issue of such substance. Separate area shall be earmarked
for the storage of such material. The area shall be clearly marked and barricaded. Proper
notices shall be displayed at prominent locations.

7.22 Storage and use of LPG


HAZARDS
a) Fire
b) Explosion
c) Asphyxia

Precautions:
Prior to starting work with LPG or any compressed gas cylinders, quantities will be
estimated to ensure adequate storage facilities will be available. Liaison with main
contractor and co-contractors will be maintained to ensure storage is adequate. The
minimum required quantity only would be held on site.

Cylinders will be stored upright in an open mesh, lockable container away from buildings,
drains and excavations. Only cylinders connected to equipment will remain in work areas.
Cylinder will be kept away from flammable materials and heat sources. Adequate ventilation
will be provided in areas where LPG is in use. Where LPG is used, a dry power fire
extinguisher will be available. Empty cylinder will be treated as full, except in storage
where they will be segregated. Storage will be signed with appropriate safety signs and
warnings. Direct heat will not be applied to cylinders.

Managers/ Engineers / Supervisors / Storekeeper will ensure that storage facilities are
adequate and are maintained to the specified standard. During their site walk around they
will check to ensure LPG equipment is being used properly, cylinders not in use are removed
from the work place, fire extinguishers are present, and storage areas are in good order.
Hot work using LPG must be inspected at the end of work periods to ensure that the risk
of fire is minimized.

Operatives shall be provided with training on fire precautions and use of fire
extinguishers.
