Detectives with the Lynchburg Police
Department arrested Steven John Row-
land (D.O.B. 4/21/1961), after an inves-
tigation into several reported incidents
involving offenses of a sexual nature. The
alleged incidents occurred on August 13 &
18, 2010 in the Wyndhurst area of Lynch-
burg. Police detectives have identified fe-
male victims who have reported that this
individual asked them to work for him
and then had inappropriate contact with
them. Rowland has been charged with
two counts of Sexual Battery, two counts
of Offering Money for a Sexual Act, and
two counts of Abduction.
Rowland was arrested and released on
bond from the Blue Ridge Regional Jail.

The centers already in place are Link-

ementary School, Paul Laurence Dunbar
Middle School for Innovation, and Wil-
liam Marvin Bass Elementary School.
This year, those four schools will receive
a total of $560,000 to continue their pro-
grams.
The 21st Century Community Learning
Centers are customized to fit the needs of
the students and parents at each school.

The day before, wave after wave of cou-
rageous Federal troops had charged
into the deadly massed fire of the Army
of Northern Virginia, which was en-
trenched on a sunken road, behind a
stonewall. The results were dreadful,
and had left a sea of bloody, blue-uni-
formed dead and wounded on the slope
leading to Marye’s Heights. Hour after
hour, the cries of the dying filled the air
with a nauseating symphony of suffer-
ing. What happened next stopped the
entire Civil War in Virginia, if only for
a moment. This amazing tale has been
captured in a new 30-minute short by
filmmaker Clint Ross and Right Stripe
Media. Noted historians, dramatic rec-
reations, 3D animation and period pho-
tographs all combine to tell the story of
a southern Samaritan who risked his
own life for the comfort of his enemy.
In addition to the showing of the vid-

McDonnell aides reveal plan to sell state liquor business

Details emerged on Wednesday as
to how Gov. Robert F. McDonnell
plans to get Virginia out of the hard
booze business.
McDonnell’s officials revealed the
details of his plan at the Simplifica-
tion and Operations Committee of
the Governor’ Commission on Gov-
ernment Reform and Restructuring
at the state capitol. The governor
hopes to privatize the 76-year-old
monopoly the Commonwealth holds
on distilled spirits, create a one-time
windfall of cash for transportation,
and still maintain the revenue that
hard liquor currently brings into the
budget.
The plan calls for auctioning off
licenses to sell hard liquor to raise
$458 million for transportation costs.
The money would come from three
sources: $265 million from auction-
ing off retail licenses to the highest
bidder, $160 million from the sale of
wholesale licenses, and $33 million
from selling the state-owned Alco-
holic Beverage Control warehouse
and 19 state-owned stores.
In the retail license auction, the
state would put up for sale 600 li-
censes to large grocery stores, 150 li-
censes for specialty alcohol and wine
stores, and 250 licenses for conve-
nience stores. Minimum bids would
be calculated on the local population,
the profit that ABC stores make in
that area, and the number of stores.
In places like Virginia Beach with a
high population, minimum license
bids would range from $477,681 to
$191,072. But in rural areas like Page
County, license bids would run from
$257,114 to $154,266.
A company would not be allowed
to purchase more than 25 percent
of the licenses on any of the levels.
Also, McDonnell’s plan suggested
that special provisions could be put
in place to ensure that even smaller
districts and rural areas can have ac-
cess to stores selling alcohol.
But a major concern surrounding
the issue is that the plan would put “a
liquor store on every corner.”
“Kids are going to be able to get
their hands on distilled spirits, and
not just beer or wine,” said Sen. Mary
Margaret Whipple (D- Arlington).
McDonnell’s aides pledged that
their plan would actually reduce the
number of stores that sell hard liquor.

ginians can buy hard liquor from 332
to around 1,000, but they would see
“new shelf space in stores, not new
stores.”
The governor’s officials also recom-
mended considering added security
measures such as electronic identi-
fication to prevent under-age drink-
ing.
They also made it clear the new
stores would not have neon signs or
excessive advertising. The process
would be completed by “Virginia tra-
ditions and values,” said aide Melissa
Luchau.
Another point of contention is that
the plan will wipe out a steady source
of money from the general budget.
ABC currently brings in about $230
million every year.
The governor plans to make up the
money through new fees on the newly
privatized industry. There would be a
$17.50-per-gallon excise tax on hard
liquor. Wholesale distributors would
be taxed 1 percent of their gross re-
ceipts, and restaurants would have
a 2.5 percent optional tax on their
annual collections. They can avoid
the tax if they buy their liquor from
retailers, as they do now, instead of
directly from distributors.
The expected increase in wine sales
could also add $700,000 to the bud-
get. Sales tax could increase by $14
million from the boosted liquor sales,
and $5.8 million could be garnered
from new business licenses. The
government would also levy annual
license fees that range from $500 to
$2,000.
But new “fees” may be a sticking
point for a governor who pledged to
not increase taxes. McDonnell’s aides
insisted there are no tax increases,
just new streams of money as the in-
dustry transforms.
McDonnell hopes to push his
privatization model through quickly,
and is planning a special legislative
session in November. His aides said
privately owned stores could be seen
a year from now.
But the members of the committee
responsible for evaluating the plan
say this is the first time they’ve seen a
written version of it. The committee
was originally scheduled to vote on
the plan today, but the vote was de-
layed because they had not had time
to review it.
“This is, in some respects, the be-
ginning of the process,” Whipple
said.
Committee members said they
would consult constituents, evaluate
the plan, and reconvene in late Sep-
tember. They are expected to vote
then.
“This is the first time we’ve had a
chance to hear the presentation,” said
Del. Glenn Oder (R- Newport News).
“This is a lot to digest.”

Barney, who retired back to Lynchburg, grad-
uated from Front Royal’s Randolph-Macon
Academy before going on to university and
med school.
Apart from rehabbing their old house, Tom-
my and Christy are kept busy by their family of
three dogs, Eva, Elvis and Sophie In fact, Eva
is more part of the family that most canines
-- she was the “flower girl” at the couple’s wed-
ding.
Otherwise, Dr. Ball doesn’t have a deal of
time to himself -- he works long hours at the
Family Practice which he owns and operates
in partnership with four other physicians. He
chose Front Royal to settle in 2001, first prac-
ticing medicine in South Carolina. He want-
ed to stay as close as he could to home - his
roots.
Tommy Ball’s heart is rarely far away from
Lynchburg, the place he was born on June 28,
1958.

Dr. Thomas A. Ball, M.D., who operates a
family medical practice in Front Royal, Va.
and regularly travels abroad to treat the poor,
stays close to his roots in Lynchburg where his
parents, Russell and Ruth Ball, both in their
eighties, live in retirement.
Dr. Ball -- “Tommy” to his friends and many
of his patients in Front Royal -- regularly visits
with his parents, well known for their activi-
ties with Lynchburg’s First Unitarian Church,
and looks back fondly on his upbringing in
Lynchburg. He graduated from E.C. Glass
High School in 1976, then from Swarthmore
with a philosophy major, and later from medi-
cal school at the University of Virginia (1990).
At high school, he was a member of the track
team, and the E.C. Glass High School Band.
Asked if he had a favorite teacher at high
school, he recalled history instructor Marie
Waller. “She was the first teacher to treat me
as an adult. I respected her for that,” said the
amiable physician husband of Christine Hart-
man who works in the mental health field, and
who, with Tommy, is rehabbing a 150-year-old
house during weekends, weather permitting,
in the Front Royal area.
This isn’t the first house Dr. Ball will have
built, either. The last was in Botswana, Africa,
where he spent his annual vacation a half-doz-
en years ago working for Habitat for Human-
ity.
Most every year, he spends time in Hon-
duras treating the less fortunate people free
of charge in what is called the “Shoulder to
Shoulder” program, and has done the same
in the Dominican Republic and Nicaragua.
He leads groups of medical students and resi-
dents on these trips.
Dr. Ball is regarded in Virginia and South
Carolina, where he once worked, as one of
the few “go-to guys” for most anyone afflicted
by the AIDS virus. Two years ago, he was sa-
luted for his work among people living with
HIV/AIDS and their families, receiving the
“Serving in Silence” plaque at a Winchester
ceremony. Serving in silence is what Dr. Ball
does very well, according to wife Christy who
told me in 2008 that “Tommy doesn’t often
talk about what he does outside the office.”
More recently, he was named “Teacher of
the Year” by the Virginia Academy of Family
Physicians at the organization’s annual confer-
ence in Virginia Beach.
Dr. Ball, who also helps out in Front Royal at
a medical facility for the poor and needy, calls
his volunteer work a way of “giving back” to
the community and, indeed, the world, pro-
viding, as he does, health care to the indigent
on two continents.
As much as anything, he credits three doc-
tors who lived in his Lynchburg neighborhood
The Rump Majority
The frustrations of minority status can drive a
political party batty.
The temptation is to substitute belligerence for
thought, insist on a self-destructive purity, lash out
at the American public and question the wisdom
and viability of the country’s institutions. Indulg-
ing in these tendencies almost always makes a
party’s position worse rather than better.
The Obama Democrats may be the first party to
engage in this self-defeating behavior -- borne of
a frustrated desperation -- while holding the presi-
dency and both houses of Congress by substantial
margins. Through an accident of timing (a national
election coinciding with a financial crisis) and the
exhaustion of the Bush-DeLay Republicans, liber-
als took the commanding heights of the federal
government while remaining a minority disposition
in our national life. In short, they became a rump
majority.
Through President Barack Obama’s alchemy,
these temporarily enlarged congressional num-
bers were supposed to be transformed into a
permanent realignment. It hasn’t worked out, ob-
viously. In the past 20 months, Democrats have
had the power to do almost everything they want,
except command the allegiance of the public. That
has made them feel embattled, isolated and per-
petually aggrieved.
The ultimate source of the Democrats’ discon-
tent is quite simple: They’ve lost independents.
In 1994, in taking Congress, Republicans won
independents by 14 percentage points. In 2006,
by 18 points. In the latest Gallup survey, Repub-
licans lead among independents by 11 points, a
trend that puts at risk Nancy Pelosi’s misbegotten
speakership.
Since 1992, according to Gallup, ideological
opinion has been roughly constant: self-described
moderates have been 40 percent or a little lower;
conservatives in the high 30s (although they’ve
spiked to 42 lately); liberals in the high-teens to
low-20s. Both sides need the center, but espe-
cially liberals. It’d be foolish to try to govern on the
strength of only one-in-five people. But such has
been the Obama-Pelosi project -- with unsurpris-
ing results.
The pollster.com average of Obama’s approval
rating among independents is a dismal 37.9 per-
cent. This meltdown should have launched a
thousand agonized liberal op-eds, conferences
and strategy papers on how to win back the cen-
ter. If, that is, liberalism had any realistic sense
of its limits. In the midst of a catastrophic loss of
the middle, Obama’s supporters exhort him to get
more angry, insistent and ambitiously liberal.
There’s little acknowledgment that the country
is in a different place than they are. To the extent
there is, so much worse for the country, which is
condemned for its backwardness and intolerance.
The majority is not just wrong on immigration
enforcement and the ground zero mosque, it’s
contemptible. Who knew that the American pub-
lic would get accused of bigotry more often after
electing an African-American president than be-
fore?
As former Bush speechwriter Peter Wehner
writes, liberals “are expressing deepening alien-
ation from our nation and turning on the American
people with a vengeance.” They thought they
had a mandate from heaven in 2008, and can’t
bear the thought that they deluded themselves.
They’ve gone from triumphalism to a petulant and
uncomprehending tantrum in less than two years.
The rump majority looks more exhausted by the
day.

Let’s replay a certain scene that I have
had happen to me many times in my
life. “Hey mom, I wanted to call and tell
you about my day.” “...” “Hello, Mom.
You there?” “...” “Mom?” “BEEP BEEP
BEEP Your call has been dropped.”
After paying well over seventy dol-
lars a month so that I can talk to my
mother, who is constantly flying from
state to state as a flight attendant, it is
very frustrating to be paying so much
to talk to her and not being able to. I
know that dropped calls are sometimes
unavoidable, but paying more than $70
a month for service is avoidable.
Recently I have been looking to save
money on my monthly phone bill, so
I started asking the right questions.
What are the monthly charges that I
am okay with paying? What features
do I need with my phone, Texting,
Internet? I need to find a phone with
good coverage in my area. Can I trans-
fer my old number? What service and
plan would be the best fit for me?
My first stop was into the local Wal-
Mart to look at the cell phone counter.
There I saw many of the top service
providers’ cool new phones. It was
very flashy display and I found myself
playing with the fun phones. When I
was assisted and the sales lady started
showing me the prices I gently laid the
phone I had down and decided to look
elsewhere. While Major cell phone
companies do have fun and flashy
phones, this one was not in my bud-
get.
Across the aisle another rack caught
my attention: the prepaid phones.
I will admit I had heard of pre-paid
and shunned my father for the use of
them, thinking that plans and con-
tracts were better.
I have learned that I was wrong.
As I started to study the phones and
what they have to offer my main ques-
tions came up again.
What are the monthly charges that I
am okay with paying?
I figured up my budget and decided
that at most I wanted to pay no more
than $50 a month, my current ser-
vice plan is costing me $70 and up. I
wanted my charges also to be a set rate,
no higher, no lower, no hidden service
fees and no over or sur-charges.

What features do I need with my
phone?
I decided that I wanted to have tex-
ting and possibly Internet. Internet
would be a nice luxury, but texting was
a definite.
I then spotted the new and sensa-
tional phones from Straight Talk. I
could pay $30 a month and the plan
would include 1000 minutes, 1000
texts, 30MB of Internet and free calls
to 411.
Or I could pay $45 a month and re-
ceive unlimited minutes, texts, inter-
net and 411, Unlimited everything.
This sounded great, but I still need to
answer all of my questions.
I need to find a phone with good
coverage in my area.
This is a deal breaker. If I decided to
buy this great phone, I need to know
that I can use it everywhere that I am,
especially living in Lynchburg, deeper
though I am into the mountains, the
less my service is. I started to look at
brochures and saw that Net 10 has
amazing coverage in the Lynchburg
area. Seth Moldvay of Hurt, VA held
up his Net 10 phone with a smile, “This
phone is great! It has excellent cover-
age even at my home which is deep in
the boondocks!”
Can I transfer my old number?
For some people transferring a num-
ber is not important, for others it is a
big load of stress because of how many
people they stay in contact with. I
have had my same phone number for
4 years now and I have made a lot of
contacts that I do not want to lose, nor
do I want to have to give out my num-
ber to them all over again. I have come
to find that most prepaid phones will
allow you to transfer (port) over your
old number. Just make sure your num-
ber is not cancelled from the previous
wireless handler that you were using. I
would however make sure before you
invest in a phone by talking to other
people and by going to the prepaid
phone websites.
What service plan would be the best
fit for me?
This is one of the better questions
that everyone should be asking them-
selves.
As consumers we all tend to get excit-
ed about the best new thing out there,
but just because people are calling it
the best does not mean that it is the
best product for us personally. In re-
view of the phones that we mentioned,
the Straight Talk phones sound great
to me, because I would use the calling,
texting and Internet features enough
to justify paying $45 dollars a month.
“The Net 10 phone plan is perfect for
me because I mostly make a few phone
calls and very seldom text, the phone
plan is paid for by the minute, so test-
ing is deducted in that by half a min-
ute. That way I don’t have to pay extra
for a feature that I barely use,” Moldvay
agreed.
Each prepaid phone plan is different,
offers different features and different
prices. When looking at them do your
research. Ask yourself the main ques-
tions as I did and then get your an-
swers.
Prepaid phones are a great way to
save money and to not have to use a
contract. It is a great way you can de-
cide how much you want to pay and
avoid the extra charges.

all the prepaid phones and what the
pros and cons are for each plan. Also
check out the prepaid phones personal

Hunting groups push for Sunday hunting

In Virginia, even the animals get a day
of rest. For now.
Hunters in the Commonwealth have
been barred from hunting on Sundays
since the days of John Smith and Poca-
hontas says Gov. Robert F. McDonnell.
But the governor has promised to con-
sider pushing legislation to lift some
restrictions on Sunday hunting.
“I don’t know any of us remember it
not being in place,” said Charlie Sledd,
the Department of Game and Inland
Fisheries outreach director.
“Blue laws,” statutes based on tradi-
tion and religion, still restrict hunters
in 11 states from loading up their fire-
arms and heading into the woods on
Sundays. Virginia’s law mandates Sun-
day as “a rest day for all species of wild
bird and wild animal life, except rac-
coons, which may be hunted until 2:00
a.m. on Sunday mornings.”
Individuals have repeatedly asked
McDonnell if the law, or at least a part
of it, could be repealed.
“It’s hard to get out. It’s hard to find a
place to hunt,” said Mark Crain, chair-
man of the Northern Virginia chapter
of Delta Waterfowl, a group lobbying
to have Sundays open for hunting.
So far, McDonnell has promised to at
least consider Sunday hunting.
“I know for most people who are
working five days a week, Monday to
Friday, that takes 50 percent of your
possible hunting time away so I know
we’ve had some discussions, we’ve had
some support to start hunting on pri-
vate property. That ought to be a prop-
erty right of the land owner,” the gover-
nor said this week.
The issue comes up repeatedly in the
General Assembly, but so far, nothing
has changed.
Hunters in favor of Sunday hunt-
ing recognize the restriction probably
won’t be repealed completely but are
arguing that it should be allowed on
private property, in certain areas with
over-run deer populations, or with re-
strictions on firearms, such as limiting
Sunday to bow hunters. For the first
time this fall, hunters in North Caro-
lina will be allowed to hunt with bows
on private lands on Sundays.
The state could also profit from re-
pealing the ban. Because many of Vir-
ginia’s neighboring states have bans,
opening Sundays to hunting would at-
tract out-of-state hunters who would
spend money in the Commonwealth.
For many, it simply comes down
to using their land for whatever they
want, seven days a week.
“It’s perfectly legal on my own private
property six days a week, and illegal
one day a week,” Crain said.
He also argued that the ban limits the
next generation from getting involved
in the sport. The average age of mem-
bers of his organization is increasing
because teenagers must choose be-
tween traditional sports or hunting on
Saturdays.
But Sunday hunting does not have a
consensus among hunters. Within a
sport that attracts many who value tra-
dition, change can be a tough sell. Sledd
said there is a divide between northern
and southern Virginia, with northern
hunters in favor of Sunday hunting.
The Virginia Deer Hunters Association
does not endorse any legislation al-
lowing Sunday hunting because many
of their members like the “day of rest”
concept.
“A lot of people in the Bible-belt feel
that this is the worst thing we could
do,” said Tex Sadler, president of the
Virginia Deer Hunters Association.
In their poll of members and hunters
from across the state, only 40 percent
are in favor of Sunday hunting, while 60
percent think it should be banned. But
the percentage of hunters in favor of
Sunday hunting has steadily increased,
said Sadler. Several years ago, just 25
percent thought hunting on Sunday
was a good idea.
“It’s a gradual thing,” Sadler said.
“Ramming it down the throats of our
Virginia culture would not be a good
thing for business.”
The Virginia Deer Hunters Associa-
tion is careful to keep a positive image
in the community, and believes this
could damage that.
“There ought to be a time when a
man, his wife, and child ought to be
able to walk through the woods with-
out seeing blaze orange,” Sadler said.

McDonnell defends $17,000 for road signs

Gov. Robert F. McDonnell de-
fended the $17,000 price tag of
his “Virginia: open for business”
signs Aug. 26 as an investment
to bring jobs and money to the
Commonwealth.
The governor spent the money
on 17 blue signs that are attached
to cardinal welcome signs in key
locations around the state. Fund-
ing for the signs came from the
Department of Transportation’s
operations and maintenance ac-
count.
“It’s a modest investment that
I think, along with all the other
things that we’re doing to adver-
tise our great, pro-free enterprise
system here in Virginia, that’s go-
ing to contribute to Virginia job
creation,” he told WRVA radio on
Thursday morning.
But the governor, who prides
himself on fiscal conservatism,
has received criticism for spend-
ing the money when the budget is
so tight.
“I’d always rather see money
like that going to improving qual-
ity of life for Virginians,” said Del.
David Englin, D-Alexandria. “It’s
a fairly minimal expenditure, but
those minimal expenditures add
up.”
Following suit with his prede-
cessor, Democrat Tim Kaine,
McDonnell refused to spend
hundreds of thousands of dollars
to put up signs to let passers-by

Englin said this struck him as
a double-standard because he
wanted to see money going to
Virginians in both cases.
“The purpose (of the signs) is
not clear … We’ve been the best
state for business for several years
without the signs,” Englin said.
But McDonnell painted the
Commonwealth’s economy as a
business that is competing in a
global market.
“I’m in a global, competitive,
economy. I’m competing with
North Carolina, Tennessee,
Maryland, Hong Kong, China, In-
dia. I want people to know we’re
open for business,” McDonnell
said.

Congressional delegation, gov’s office to attend JFCOM closing briefing

Staff from Virginia’s congressional delegation and the gov-
ernor’s office will attend a briefing tomorrow by Department of
Defense officials to learn more about the decision to close the
Joint Forces Command Center (JFCOM).
The briefing will be attended by officials from the offices of
Sens. Jim Webb and Mark Warner, Reps. Glenn Nye, Bobby
Scott, Randy Forbes and Rob Wittman, and Gov. Bob McDon-
nell’s office. It will be the first time the Department of Defense
can clarify its proposal to close JFCOM after Secretary of De-
fense Robert Gates made the announcement on Aug. 9.

Vickers Sets Return After
Heart Surgery
Brian Vickers, who made the Chase for the
Sprint Cup in 2009, competed in only 11 races
this season. After a 10th-place finish at Darlington
Raceway on May 8, he fell ill.
Doctors discovered that Vickers, 26, had devel-
oped blood clots in his left leg, left finger and lungs.
A regimen of blood thinners made it impossible for
him to compete in his No. 83 Team Red Bull Toyo-
ta.
Recently, Vickers underwent successful surgery
to repair a small hole between the two atriums of
his heart. He also was diagnosed with May-Thurn-
er Syndrome, in which blood flow is restricted
because a vein and/or artery are pinched. After
surgery, a stent was placed in a vein on July 13 to
open it.
Now, however, Vickers expects to return to full-
time competition next year.
“Not only did we figure out what the problem
was,” said Vickers, “but we were able to fix it. ... I’m
going to be back in the No. 83 and very excited to
be back with Red Bull.”
Vickers, who has mostly stayed away from the
track, has spent off time traveling and working
out.
“My main priority is getting back to racing next
year,” he said. “I’ve been given a gift. Things hap-
pen for a reason. I’ve had some time to think back
and look at my career, both personally and profes-

McDonnell and the congressional delegation have been
outspoken in their defense of the command center. The
Hampton Roads military center has 2,800 military and civil-

members of all branches of the military ready to work together
when other combatant commands need them.
“The U.S. military has largely embraced jointness as a mat-
ter of culture and practice, although we must always remain
sionally. I don’t think I’ll change a lot when I come
back, but I do think I will change some. I’m prob-
ably going to tolerate a lot less, but at the same
time there will be areas I will tolerate a lot more
-- just depends on what it is. I have a new appre-

Arthur’s Ashes
“Anybody can count the seeds in a single apple, but
it’s impossible to know how many apples came from a
single seed.” -- American Folk Saying
It is 1968, and some of the most traumatic and turbu-
lent events in human history are occurring on a near-
daily basis. The year begins with the Tet Offensive,
moves on with the twin assassinations of Martin Luther
King Jr. and Robert F. Kennedy, and ends with Richard
Nixon’s election and the Zodiac killer on page one.
But 1968 was also the year of the Civil Rights Act,
the “White Album” and Elvis Presley’s comeback spe-
cial. And it was a leap year, and in the world of sports,
nobody was taking bigger strides than dashing Arthur
Ashe of Norfolk, Va. For 1968 was the year that Ashe
broke the color barrier in tennis, ushering in the “open
era” with his win at the U.S. Open.
Years after walking down the center aisle at his col-
lege graduation, as a black man he was still barred
from the center courts of the world, despite having a
NCAA championship trophy on his shelf. But as hate-
fueled racial divides began to extinguish, Ashe rose like
a phoenix, becoming the first African-American man to
win grand slam events (the 1968 U.S. Open and 1970
Australian Open) and earn a No. 1 ranking. Perhaps
most famously, Ashe engineered a win over Jimmy
Connors -- seemingly unbeatable at the time -- for the
1975 Wimbledon crown.
It was to be his last major victory on the court. Sad-
ly, he suffered a heart attack in 1979, leading him to
retire. Then, after corrective heart surgery in 1983, it
was learned that he had received a blood transfusion
tainted with the AIDS virus.
Tennis players are notoriously individualistic. They
play singles; they aren’t coached during matches.
Ashe admitted that he wanted nothing more than to
stay close at home during his later years. Now answer-
ing to a higher calling, Ashe went on to develop dozens
of foundations like the Safe Passage Foundation for
poor children; the Black Tennis & Sports Foundation;
and 15-Love, a substance abuse program. His early
foundation work led to the beginning of today’s U.S.
Tennis Association youth programs -- now boasting
500 chapters running programs for 150,000 kids.
Today, many years after his death in 1993, a new
generation of athlete plays in the shadows of Arthur
Ashe Stadium at the U.S. Open, many of them un-
aware of the court’s namesake.
Ashe would have it no other way.
“True heroism is remarkably sober, very undramat-
ic,” Ashe once said. “It is not the urge to surpass all
others at whatever cost, but the urge to serve others at
whatever cost.”

As I met Amy in the parking lot of the
Chamber of Commerce building at Lan-
horne Dr. and Memorial Ave. and made
my way inside, I could just feel my throat
closing up at the thought of having to do
public speaking. I took a class for it a few
years ago at Liberty University and I was
so thankful to have lived through it and
now here I was going willingly into an-
other class.
Scared or not, I held my head high
and walked into the room where a light-
hearted and good spirited group of mem-
bers they each took the time to shake my
hand, say hello and welcome me to sit in
as a guest during their meeting.
Despite being a four year resident of
Lynchburg I must admit that I had never
heard of the Chamber Voices of Toast-
masters International. Looking back, it
certainly would have saved me a lot of
heartache and headache with doing my
public speaking if I had! This was unlike
anything I had seen before, everyone was
very kind and encouraging, talking and
carrying on like they had known each
other for years.
The president Dave Fischer, CC took the
stand first and welcomed every one and
also reintroduced me. Fischer then read
off some announcements and they voted
two new members in today. “It was a very
hard vote” he announced when the new
members came back in and took their
seats, “But you both made it in!” Later I
am sure they will be told that everyone
wanted them voted in, and there were no
oppositions, other than Dave joking with
Vice President Amy Overstreet.
After the opening duties were taken
care of, club treasurer Malcolm Miles
stood and gave us all ‘an Educational Mo-
ment’. It was literally a moment but some-
times that is all it takes to get really useful
information out. Miles spoke on a trouble
he had with public speaking known as
‘double-clutching’ which in short is word
repetition.
“Find the thing that you are focusing on
the most and practice that more in your
daily life,” he said and went on to mention
“I tell my children to help me with it, to
help correct me in my speaking when I
am wrong.”
Andrew Youngs stood up next and read
us the word of the day, ‘Nadir,’ which
means lowest point. He then gave a witty

example using the recent Virginia Tech
game entitling their recent defeat against
Boise State as nadir. The challenge for the
next hour was to use the new word in our
sentences and test it out.
The speeches began next and there
were two to be presented. Toastmasters
groups are very serious about teaching
each other how to properly conduct a
speech. There are various people in the
group that are accountable for one item
each. One person times the speeches, one
person picks out the grammar and there
is one person assigned to each speech to
review it and give a brief overview at the
end of the meeting.
The first speech came from Vice Presi-
dent of Education Roxy Dickinson. She
works at Lynchburg General Hospital and
is very acquainted with medical informa-
tion. Dickinson did research to come
up with a very intriguing and effective
speech called “Why Do I Get Sick.” The
speech was categorized as a Visual Aids
speech and Roxy did an excellent job with
some hand drawings on a large board to
show us what cells look like and to bet-
ter explain free radicals and that we need
to eat more antioxidants. It was amazing
information and Dickinson really nailed
this speech. Her evaluator said the same
and applauded her for another really good
medical speech which had very good ex-
planations of some of the trickier facts.
The second speech was delivered by
Greg Sepesi and entitled “Walls.” It was
a vocal variety speech and he chose to
share two poems with us by Robert Frost
but instead of just memorizing and re-
peating the poems, Greg decided to play
us the poems on his guitar. “When you
put a poem to music it just locks right
in. Especially with poets like Frost and
Emily Dickens.” he said. Sepesi sat down,
plucked his guitar and softy sang us the
poems using the height of drama in the
song to either raise or whisper the words
using a vocal variety. The evaluator for
Greg was all smiles, stating that Greg
had once again surprised them all by tak-
ing the assignment and doing something
completely different with it, giving it a
nice variation.
Both of the evaluators were very en-
couraging to each speaker and even when
they criticized the speech they did it in a
gracious a way. Their critiques were more
akin to giving the speaker a compliment
and good words of wisdom attached.
Near the end of the meeting Vice Presi-
dent Amy Overstreet stood up and did
what she calls “Table Talk.” It’s an on-
your-feet quick question and answer
time. Overstreet asked a question and
then called on a random member of the
group–members only I was very relieved
to know. Those called upon must answer
immediately. The question at this meet-
ing was “If you were stranded on a de-
serted island for a year and you were able
to bring two items other than your essen-
tials what would you bring?”
At the end of the meeting president
Fischer stood and thanked everyone for
coming and congratulated the speakers.
The meeting ended shortly before 1pm.
The meeting was extremely organized and
they are on a tight schedule since many of
the members use their lunch break as the
time to come.
I must admit I was very worried walking
into the Toastmasters meeting but walk-
ing out I felt like I had really learned a few
things. I told Amy to look for me to re-
turn because this was a lot of fun but very
educational in a relaxed atmosphere.
Fischer said he too had a dramatic im-
pact from the club. “For me, Toastmasters
has given me the confidence to act like
a leader. I am not an “out in front” kind
of guy yet I have always found myself in
leadership positions throughout my life.
I have coached, mentored, led commit-
tees and been in management positions.
Make no mistake, people judge you on
how you present yourself and the words
you choose. The Toastmasters program
has given me poise, confidence and skills
to communicate effectively,” he said.
The Chamber Voices club meet ev-
ery 2nd, 4th and 5th Wednesday of the
month. It is always free to come and be
a guest. If you join it costs $54 dollars for
the first six months and $34 dollars every
six months after that. When you become
a member you are enrolled and start to
do your speeches, learning how to better
speak in public whether you are address-
ing a meeting, at a wedding or just talk-
ing in front of a lot of people. Chamber

“Oh yea, that new little shop by the
Christian book store over on Ward’s
road? I’ve always wanted to stop in and
check it out.” This is a quote that I have
been hearing an awful lot lately when I
have mentioned Shopaholics Outlet. I
will admit that I was one of those people
who see it as they pass by and don’t stop.
I do that with a lot of places these days,
but finally I decided to put my foot down,
to stop procrastinating and go ahead and
take a peak inside of Shopaholics Outlet
and I am so very glad that I did.
Walking into the cool AC of the shop
was enough to get me to stay for a few
minutes to escape the monstrous heat but
as I started to look around I was dazzled
by all the items that the shop had to offer.
A huge counter full of jewelry that was
begging to be tried on, purses of every
color, and a wall of shoes that demanded
attention.
As my mind gave over control and my
body started moving forward, still try-
ing to decide which section in which to
begin, a voice called me back to real-
ity. “Welcome to Shopaholics! How are
you today?” I blinked back into reality
although it was not the lady behind the
counter that caught my attention but the
most adorable little girl in the world, play-
ing with a box full of large colorful rings.
Shawna, 16 months old, and the best sales
lady I have ever met, is the daughter of
Sarah and Shawn White, the owners of
Shopaholics Outlet. “Shawna is our little
mascot! She plays, naps, watches Shrek,
and helps mommy juggle all the needs
and wants of the customers,” said proud
mom Sarah White.
Mrs. Sarah’s parents helped her open
her store in January. They knew quite a lot
about running a store and how to get one
set up and well known. Shopaholics Out-
let was born with the idea to ‘go green’ and
recycle clothes that had been gently used
and give them new home rather than let-
ting them just be tossed out. The mother
of 4 children–12 year-old step-son Slate,
daughters Hannah, 11, and Shawna and
a 6 year-old son Jacob–Sarah knows all
about recycling clothes! With her chil-
dren outgrowing toys, clothes and shoes
she had accumulated a lot of items in the
past few years.

Sarah encourages people to bring in
their old clothes and items that are still
in good condition and sells them on con-
signment. A breakdown of the consign-
ment process is when a person brings
in items to the shop, Sarah sets them up

items, picking what she wants to sell in
her shop based on the season and the
condition of the items. Once she has gone
through the stuff, she will set prices and
display them in the store. When the item
is sold Sarah split’s the profit 50/50 with
the person who brought the item in. Pay-
ments are made every other week to the
person whose items have been sold.

When seasons change and certain cloth-
ing and items have been in the store too
long, they are returned to the customer
who brought them in. If the customer
does not want them, Sarah donates the
clothes to charity. The Miller Girls Home
and the Presbyterian Home, both located
in Lynchburg, are two of the main places
that Sarah and Shawn donate to and they
are always open to new places in need of
clothing and shoes.
Most of the items in the store are used,
but Shawn and Sarah go to various jew-
elry and purse shows, buying new unique
items to go along with the other treasures
in the shop. “About 30 percent of the
shop’s items are new, everything else is
used. We are really wanting to promote
going green and reusing items more,
rather than buying everything new” said
Sarah.
Sarah also hosts parties at the store on
occasion. She told me about the Gold par-
ty she recently had, where ladies brought
in their old and unwanted gold jewelry
and liquidated it into cash. “It was a lot
of fun, and the women felt more at ease,
knowing they were in good shopaholic
company.”

PICKS OF THE WEEK
“Modern Family: The Complete First Season” -
- Winner of this year’s Emmy for Outstanding Comedy
Series, “Modern Family” is one of the best comedies to
debut in the 2009-2010 season. If you haven’t yet discov-
ered it, this is the perfect opportunity to get up to speed.
The show is shot in a mockumentary style (a la “The Of-
fice”) and centers around Jay Pritchett (Ed O’Neill from
“Married With Children”), his uberhot and much-younger
new Colombian wife (Sophia Vergara), her son and Jay’s
neurotic extended family. The episodes are consistently
hilarious and heartwarming, and the ensemble cast does
a brilliant job.
“Community: The Complete First Season” -- I had
pretty low expectations for this series, but after giving it
the ol’ college try, I have to admit I’m hooked on this sit-
com -- even more so than “Modern Family.” “Community”
stars Joel McHale as Jeff Winger, an ex-lawyer who’s
forced to attend a community college to get the credits
needed to be reinstated to the bar. He hooks up with
a crew of misfits and deeply disturbed people when he
forms a fake study group in order to hit on a cute co-
ed (Gillian Jacobs). Throughout the course of the school
year, the gang find themselves embroiled High Weird-
ness; from sinister chicken fingers to paintball battles and
Great Debates. What’s surprising about “Community” is
that each episode is funnier than the previous one. I don’t
know how they do it. It’s positively brilliant television.
DOG OF THE WEEK:
“Robin Hood: The Unrated Director’s Cut” -- I truly
hope that “Unrated Director’s Cut” means “This Version
Doesn’t Suck -- Unlike The One You Saw In The The-
ater.” Goodness gracious what a bloated sad mess that
was -- and I’m not just referring to Russell Crowe. You
would think that after nearly 75 years, Hollywood would
realize there’s no way to outshine the classic Errol Flynn/
Olivia DeHavilland epic. But no. Every decade someone
legend and fails miserably.
This time it’s director Ridley Scott falling on his face
with this dour, overly self-important origin story of how
Robin Longstride transforms himself into the mythic hero
of Sherwood Forest. Gone are the Merry Men. Gone is
any sense of swashbuckling fun and adventure. Instead,
we get boring speeches about the rights of common men,
convoluted political machinations, and after two hours of
this drudgery, we’re rewarded with a battle scene that’s a
pale rip-off of “Braveheart.”
If you’re in the mood for a good Robin Hood movie that
isn’t the Errol Flynn version, but is still a pretty good flick,
I recommend 1976’s “Robin and Marian” starring Sean
Connery as Robin, Audrey Hepburn as Maid Marian and
Robert Shaw as the Sheriff of Nottingham. It’s much
more faithful to the 14th and 15th century tales than most
Robin Hood films, has marvelous performances and is
filled with good humor and bittersweet romance.

Judge rules against Cuccinelli’s climate change fraud case

A Virginia judge Aug. 30 ruled that At-
torney General Ken Cuccinelli failed to
prove why his investigation should be
given the documents of former University
of Virginia professor and climate change
scientist Michael Mann.
Albemarle County Circuit Court Judge
Paul M. Peatross Jr. ruled against Cuccinel-
li’s “civil-investigative demands” because
the attorney general did not clearly state
he charged that Mann had stolen money
from the Commonwealth’s taxpayers by
obtaining the government grants.
“While this was not an outright ruling in
our favor, I am pleased that the judge has
agreed with my office on several key legal
points and has given us a framework for
issuing a new civil investigative demand
to get the information necessary to con-
tinue our investigation into whether or
not fraud has been committed against the
commonwealth,” Cuccinelli said in a state-
ment.
Mann and other scientists were trying to
manipulate data. But several probes of the
emails and an investigation at Penn State
cleared the professor of academic forgery.
Peatross also ruled Cuccinelli can only
investigate Mann for one out of the five
grants he obtained for climate research.
The other four were funded with federal
money.
Mann applauded the ruling as a victory
for academic freedom.
“It is a victory not just for me and the
university, but for all scientists who live
in fear that they may be subject to a po-
litically-motivated witch hunt when their
research findings prove inconvenient to
powerful vested interests,” he said in a
statement.
Cuccinelli isn’t convinced. He said he
will try to get information related to the
grant now that he knows what the judge
wants.

But Cuccinelli said he saw a small victo-
ry in the ruling. The judge wrote that “the
University of Virginia is a proper subject
for a CID, and the Attorney General may
investigate grants made with Common-
wealth of Virginia funds to professors such
as Dr. Mann.”
The attorney general, who is known to be
a climate change skeptic, pledged to con-
tinue investigating Mann for manipulating
data to obtain government grants. Under
Virginia’s Fraud Against Taxpayers Act,
But the judge ruled that “It is not clear
what [Mann] did that was misleading,
false, or fraudulent in obtaining funds
from the Commonwealth of Virginia.”
Mann, who was a professor at UVA from
1999 to 2005 and now serves at Pennsyl-
vania State University, is the author of the
“hockey stick graphs” that show the global
temperature over the last 1000 years, with
a sharp spike in recent years. Controversy
broke out over the graphs and other cli-
mate change science after emails between
Mann and other scientists were leaked in
November. The emails seemed to show

who wrote that her 9-month old Dachshund
is trained to use a wet pad but tends to miss
to one side. She could try using standard
kitty-litter boxes, which have high sides. If
they are too small for “Betty,” another op-
tion is large plastic storage boxes. I have a
10-pound Chihuahua, and the storage boxes
work perfectly. I keep an extra storage box so
that I can wash the other one when it needs

Rocky came to live with us one day
when we found him roaming the streets.
My husband and I already have two other
dogs, so we were giving him a temporary
home until we found his owner. I started
calling him Amigo, for friend, and the
search began to get him a home.
A week later we found the owner and
he very bluntly told us that we could just
keep Rocky.
So here we are, a year later and this
once rough and mean pup is now the
most spoiled dog in Lynchburg. Rarely
Rocky
left alone or unattended for long, he cries
until we come and get him and hold him.
And now, he won’t go outside in the rain
without an umbrella and being carried
from the porch to the yard.
I must admit, for a spoiled dog, Rocky
is an amazing lap dog. We just sit in the
recliner most days, he sleeps and I read.
He has really turned into a true amigo,
and a little blessing from God.

Blood Pressure Drug
Helps Build Muscles
A common drug for high blood pressure can
help build muscles in seniors, according to re-
searchers at the University of Texas Medical
Branch at Galveston. I saw one quote from a
researcher that indicated a 70-year-old could
end up with the muscle building power of a 30-
year-old.
Here’s how it works: In those who are young,
eating a meal releases insulin, which then
opens blood vessels, which then make amino
acids available for muscle building. In seniors,
that dilation doesn’t happen -- and often there
is muscle loss because the right nutrients aren’t
getting to the muscles. Muscle loss equals
weakness, and we know what that means: loss
of mobility, loss of balance and the resulting
falls that can lead to broken limbs.
The VFW Also Shreds
Back in 2008, someone high up the chain of
command in the Veterans of Foreign Wars was
quoted as saying the claims-shredding debacle
at the Department of Veterans Affairs was “a
disgraceful management failure.”
Well, now the VFW has its own shredding is-
sues.
The VFW has long been authorized to han-
dle submission of veterans’ claims. Among its
many services, the VFW helps with original
claims, reopened claims, follow ups, claim
denials, forwarding documents to the VA and
more. In other words, it’s trusted with a lot of
paperwork.
Now it seems that one VFW employee doesn’t
understand the phrase “going paperless” ...
While I wouldn’t want to have been a test
subject in this particular bit of research, I do
like the conclusions they’ve come to.
Dilation of the blood vessels, along with the
potential for increased muscle building, oc-
curred in the study because of the high blood
pressure drug that was given. The drug -- sodi-
um nitroprusside -- causes dilation of the blood
vessels, which sends nutrients to the muscles.
Participants in the study had to be dedicated
to get through the research. They had to en-
dure catheters being inserted into leg muscles
so that insulin could be dripped in, mimicking
the insulin increase that would normally take
place after eating. The test subjects who were
also given the blood pressure medicine along
with the insulin ended up with increased mus-
cle-building protein.
Additional studies are needed, of course,
to check their results. I hope they hurry up.
Imagine how beneficial this would be. No more
struggling to climb stairs, no more balance dif-
ficulties.

and thought it meant he should shred all the
documents in his custody. Which he did.
How many thousands of documents are gone
is impossible to tell. One veteran with serious
medical issues first learned of the problem
when he went to the VA and looked at his own
file. At least a hundred different documents --
sent by the VFW -- were missing.
The VFW claims the VA must have lost
them.
Whether you use a Veterans Service Offi-
cer, the VFW or any other person to help file
your claims, take responsibility. Keep a copy of
each piece of paper for yourself. If your home
situation isn’t necessarily the best, rent a bank
box. You can fit a couple hundred documents
or more into even the smallest box available.
That’s where the originals of your DD-214 and
birth certificate should live anyway, as well as
any marriage and divorce documents, birth
records of any children, and any other original
piece of paper that’s important in your life -- in-
cluding copies of your claims forms.

Heart Failure Patients Need Activity, Not Rest
DEAR DR. DONOHUE: I carry the diagnosis of
congestive heart failure. Medicines have made
me feel pretty good. My wife thinks that I should
do nothing. If I do much more than sit, she is all
over me. A little bit of activity isn’t dangerous, is
it? If I don’t do something, I am going to turn into
a blob of fat. -- R.K.
ANSWER: You’re in a boat with 5 million other
Americans who have chronic heart failure. Heart
failure means the heart doesn’t pump enough
blood with each beat to supply the body with
oxygen. Shortness of breath on slight exertion
is a principal sign.
Rest used to be the rule for heart-failure pa-
tients. Too much rest, however, deconditions
the body and makes it even more difficult for a
heart-failure patient to do things that are part of
everyday life, like walking and a few household
chores.
You have to ask your doctor what limits you
should be bound by. If there’s a supervised ex-
ercise program for heart-failure patients in your
area, join it. Many hospitals sponsor such pro-
grams. I encourage you to become active. You’ll
find that regular exercise permits you to do more
than you believed you could do.

my address, I live in the Deep South. I coach
high-school football as well as teach two history
classes. I worry about heatstroke in my players
because of the high temperatures here. Any sug-
gestions on preventing this? -- L.P.
ANSWER: Your concern is justified. Between
1995 and 2007, 25 high-school students and
five college students died from heatstroke while
practicing football. These fatalities occurred in
the first week of practice. It takes a good two
weeks for people to acclimatize to heat. My best
advice is to consult these Web sites for defini-
tive tips: www.nata.org (NATA is the National
Athletic Trainers Association) and www.acsm.
org (the American College of Sports Medicine).
I’m positive your school has a computer.
DEAR DR. DONOHUE: My son is married to a
woman who has thyroid problems for which she
takes medication. I think it is the type where not
enough thyroid hormone is produced. He is 32,
and she is 34. They have been married for four
years. They both want children. Is the thyroid
problem preventing them from having children?

ANSWER: It shouldn’t. If you are correct and
your daughter-in-law takes thyroid hormone in
pill form to correct the hormone deficit, then the
problem -- hypothyroidism -- is taken care of. It
shouldn’t affect her fertility.
Many other thyroid problems exist, so I can’t
say this with absolute assurance. It depends on
her thyroid condition and what kind of medicine
she’s taking.

Q: I’m a big fan of “Ice Road Truckers” on the His-
tory Channel. I am especially fascinated by Lisa, the
young female driver who manages to keep up with
the “big guys” and do her job as well as any of them.

A: Lisa Kelly, 29, is in her second year of traveling on the
dangerous, icy roads of “Ice Road Truckers.” The former
motocross champion and pizza-delivery driver certainly
can hold her own within this “good-ole-boy” occupation,
but she does have to constantly prove herself to her
peers. The self-proclaimed tomboy was born in Grand
Rapids, Mich., and attended one semester of college at
Cornerstone University until circumstances led her to
driving the big rigs. She has been married to husband

Chicken and Broccoli Quiche
for Weekend Brunch
What came first: the chicken or the egg? Both of them,
in this hearty quiche! It’s a twist on the continental clas-
sic with the surprising addition of chicken and broccoli.
Your kids will want to get in on the action when you let
them prepare the easy flaky crust. Yes, easy. Cream
cheese is the secret ingredient that makes shaping the
dough into the pie pan a breeze.
Invite friends over for a late-morning weekend brunch,
and serve this unique quiche with fresh cantaloupe
slices and your favorite pumpkin or banana bread.
You’ll have a perfect combination for an easy and tasty
meal.
CHICKEN AND BROCCOLI FAMILY QUICHE
Ingredients for Easy Crust:
• 1/2 cup butter, softened
• 4 ounces cream cheese, softened
• 1 cup all-purpose flour
• Pinch of salt
Place the butter and cream cheese in a large bowl.
Add flour and salt. Work together with a pastry blender.
Gather the soft dough into a ball with your hands and
press into a 9-inch pie pan. This is a perfect job for
your child to do. Simply set the ball in the middle of the
pan, and press the dough out in all directions to extend
slightly over the rim. Flute the edges with fingers. Re-
frigerate for an hour or more.
Ingredients for filling:
• 4 eggs
• 3/4 cup half-and-half
• 1/2 teaspoon salt
• 1 1/2 cups cooked chicken, cut or shredded into
pieces
• 2 cups frozen, chopped broccoli, cooked and
drained well
• 1 1/2 cups grated Swiss cheese*
• 1/2 cup grated cheddar cheese*
• Nutmeg (optional)
1. Preheat oven to 450 F.
2. Beat eggs and mix with the half-and-half and salt in
a small bowl.
3. Layer chicken, broccoli and cheeses in the pas-
try-lined pan. Pour egg mixture over the ingredients.
Sprinkle nutmeg on top.
4. Bake 10 minutes. Reduce oven temperature to 300
F and bake an additional 30 minutes, or until knife in-
serted comes out clean.
5. Let stand 10 minutes before cutting. Makes one 9-
inch quiche cut into 6 servings.
* Substitute low-fat cheeses, if you prefer.
Tip: Prepare the crust and put it into the pan the day
before. Cover and refrigerate.

Cleaning Up Tools After Painting
Q: Do you have any suggestions for faster, easier cleaning of
brushes and tools after painting? -- Tim H., Austin, Texas
A: There are quite a few ways to clean painting tools more
efficiently and well enough to keep them in shape between
paint jobs. It will always be somewhat of a chore, though.
When you’re just stopping for a few hours or overnight on
a paint job, some maintenance of the tools is necessary, al-
though a complete cleanup isn’t. If you’re going out to lunch,
for example, just immerse the tips of the paintbrush bristles in
cleaning solution (plain water when using latex paints; solvent
when using oil-based paints). And if you’re breaking overnight,
wrap paint rollers in something that will keep them from dry-
ing out -- like plastic wrap or aluminum foil -- and store in the
refrigerator (away from food items or out of children’s reach,
please).
To fully clean brushes after a job, squeeze as much paint as
you can out of the bristles (wear a plastic glove or use a sheet
of paper as a barrier). Then stroke the brush back and forth
across spare newspaper sheets until no more paint transfers
onto the surface.
Next, start deeper cleaning. If the paints used were latex,
wash the brush in warm, soapy water and rinse with clear water

until the water stays clear. For oil-based paints, pour solvent
into a paint tray and stroke the brush through the solvent until
the solvent dripping off of the bristles remains clear. Shake the
brushes well to clear them. You also can try using something
called a “spinner tool,” which centrifuges liquid off of brushes
and rollers, available at paint stores. Finally, comb through
the clean bristles with your fingers or with the spiky side of a
cleaner tool (also available at paint stores) to straighten them.
Store your paintbrushes by wrapping brown paper around
the bristles and holding in place with a rubber band secured
around the metal ferrule. Hang them up so the bristles face
downward; this way they’ll dry properly and won’t bend.
Paint rollers should be cleaned by first rolling them across
spare newspaper sheets until the excess paint no longer trans-

water (or in solvent if you used oil-based paint) and rinse until
the water runs clear. Shake or spin to remove excess water
and open up the roller bristles. Store standing upright so the
roller keeps its shape.

First woman chief justice elected to Virginia Supreme Court

The Supreme Court of Virginia elected
its first woman chief justice Aug. 31.
Justice Cynthia Kinser will succeed
Chief Justice Leroy Hassell, Sr. on Feb.
1. Hassell, the first black chief justice,
served two terms and was no longer eli-
gible to serve in the role.
Hassel said he is “confident that Chief
Justice-elect Kinser will serve the Court
as Chief Justice with the highest distinc-
tion.”
The other justices on the seven-mem-
ber Supreme Court elected Kinser to her
post. As the chief justice, she will over-
see the state’s courts and legal system.
Kinser resides in Lee county, where
she was born. Former Gov. George Al-
len appointed her to the Supreme Court

in 1997. She graduated from the Univer-
sity of Virginia Law School in 1976 and
served one term as the Commonwealth
Attorney for Lee County. At the time,
she was only the second woman in the
state to be elected to that position. She

in 1990 as a U.S. magistrate judge.

Virginia Indian tribes fight for federal recognition

They were here before Virginia was called Vir-
ginia, but the federal government still doesn’t
recognize them.
The Chickahominy tribe even met John Smith,
helping the early settlers grow corn. Now they are
fighting to be recognized as an Indian tribe by the
federal government.
If they are recognized, the Chickahominy,
Chickahominy Eastern Division, Nansemond,
Rappahannock and Upper Mattaponi tribes, as
well as the Monacan Indian Nation would be eli-
gible for federal health care and education fund-
ing through the Bureau of Indian Affairs. The
tribes are currently recognized by the Common-
wealth, but want sovereignty as a tribe from the
federal government.
It would provide “funding for things that are
desperately needed in a rural and low-income
community,” said G. Anne Richardson, chief of
the Rappahannock tribe, which is centered in In-
dian Neck, Va.
But it is also important to the tribes that their
status as Native Americans is remembered.
“We’ve been forgotten … Everybody’s forgotten
us,” Richardson said.
Recognition as a tribe would allow members
privileges, such as rights to the remains of their
ancestors, which are now owned by museums.
“It’s more than just dollars and cents,” said
Wayne Adkins of the Chickahominy tribe located
in Charles City County. “It’s a matter of pride for
all the discrimination our elders faced. This is a
way to restore that pride.”
Adkins said federal funding would allow them
to run a museum or visitor’s center and educate
about their heritage.
Tribes have been petitioning the federal gov-
ernment for recognition since 1921, when Chief
George Nelson of the Rappahannock tribe went
to Washington to ask for sovereign rights. And
the tribes may soon get their wish, if a vote on a
bill to give them recognition can get to the floor
of the Senate say advocates for the tribes.
Lindsay Robertson, a professor of federal In-
dian law at the University of Oklahoma, College
of Law, said that the Virginia groups have a good
case to be federally recognized. They can prove
they have been here since English settlers made
first contact.
While many of the larger Indian tribes have
achieved federal recognition through treaties
with the federal government, smaller tribes must
go through the recognition process because a
treaty was never made between the U.S. govern-
ment and the tribe, said Robertson.
Thus the need for legislative action. Both Vir-
ginia’s senators are sponsoring the bill, which
gives federal recognition to the tribes, but would
also bar gambling operations. A partner bill,
sponsored by Rep. James Moran (D), has already
passed the House of Representatives. Gov. Bob
McDonnell has leant his support to the effort.
“Support for these six Virginia tribes has been
voiced many times during the 15 years since they
began seeking federal recognition,” said Sen.
Jim Webb (D) after the bill passed committee.
“I strongly believe that recognition for these six
Virginia tribes is justified based on principles of
dignity and fairness.”
But the Senate bill may have hit a snag. It was
cleared by the Subcommittee on Senate Indian
Affairs and was slated to get a vote on the floor.
But Sen. Tom Coburn (R- Okla.) put a hold on the
vote because he believed the issue of recognition
should be handled by the Bureau of Indian Affairs
rather than by Congress. Coburn’s office did not
return calls for a comment on his concerns.
Virginia’s Indian tribes decided not to go
through the Bureau of Indian affairs because the
process can take several years. All the tribes have
filed a letter of intent to petition the Bureau for
recognition, but decided to put their efforts into
gaining recognition through Congress.
In order to be approved by the Bureau, groups
must pass seven requirements that qualify them
as bona fide Indians. Groups must present his-
torical records, birth certificates, and censuses to
make a case. This can be expensive and time-con-
suming. But it is also necessary to ensure people
are not just taking advantage of the federal fund-

When A. Ray Stephens wrote the “Historical
Atlas of Texas” more than two decades ago, he
was convinced that the relationship of history
and geography could not be separated, so his
book was a seamless blend of both.
Now a new edition of Stephen’s landmark
work, thoroughly updated and expanded, has
been published. With 175 newly designed maps
-- more than twice the number in the original
volume -- and illustrations in full color, the rich
history of Texas is brought into sharp focus.

ing that comes with being a federally recognized
Indian tribe.
Presenting the right documents could be diffi-
cult for Virginia’s tribes. Many of the courthouses
that kept these documents were burned in the
Civil War. Also, the 1924 Racial Integrity Act led
to state records trying to wipe out Indians on pa-
per. Indians were forced to identify themselves as
“colored.”
Walter Plecker, the registrar of Virginia’s Bu-
reau of Vital Statistics from 1912-1946, replaced
“Indian” with “black” on many of the birth and
death certificates that came through his office.
So for now, the tribes see the bill in the Senate
as their best bet. But as the Senate’s session draws
to a close, time may be running out.
Adkins is concerned that it could be voted
down in the unpredictable politics of an election
year.
“We’re kind of up against a wall,” he said.
They recently received support from some
friends in the religious sphere. The Virginia
Council of Churches sent an open letter to Sens.
Webb and Mark Warner (D) and the governor,
pressing for federal recognition of the tribes.
“We are deeply concerned that if this bill does
not pass this session, the recognition of Virginia’s
tribes will be lost,” read the letter, signed by thir-
ty-two of Virginia’s religious leaders.

What gives “Texas: A Historical Atlas” its legs
is the accessibility to its contents. This is no dry
historical text. In fact, much of the book reads
like a well-written novel. Stephen’s research is
meticulous, and the expanded essays are ac-
companied by multiple maps, each in full color.
According to Stephens, a retired history pro-
fessor and director of the Texas History Insti-
tute, he chose the topics he would cover after
a lengthy examination of the surface terrain,
geological features and vegetation of the Lone
Star State. The book is basically divided into
three parts: Natural Texas examines the geol-
ogy, aquifers, native plants, precipitation and
weather. The Texans divides the settlement of
Texas into six sections, ranging from pre-1528
Texas to the late 1800s. Modern Texas docu-
ments the years from 1900-2009.
This is, without a doubt, one of the most com-
prehensive, state-of-the-art works ever compiled
about Texas. It is more than just a reference,
however. It is nothing less than a striking histori-
cal visual overview served up by one of the most
accomplished historians in this country.
