1.0 INTRODUCTION
Oil and gas produced from all the wellhead platforms are brought to PPA through pipelines
for processing. The production from PL, a new wellhead platform which is currently in
installation phase, will also be routed to PPA.
Panna oil stabilization is carried out at PPA platform in 3 stages. This stabilized oil is then
pumped to the bridge-connected PA platform via dry oil booster pumps. This oil is metered
at PA in the LACT (Lease Automatic Custody Transfer) unit. The metered oil is sent to the
export tanker via a 12-inch pipeline.
Present Panna SBM facility is located east of PA platform at about 1.54 km straight
distance from PA platform. Approximately 45,000 bpd of processed oil is loaded from
Panna processing facility to a tanker via SBM. The 12-inch oil export pipeline is installed on
PA east face and is connected to a PLEM. The PLEM is connected to the buoy via subsea
hoses. The oil export pipeline is nearing the completion of its design life of 25 years while
the buoy is a stock buoy of 326 MT rated capacity.
Under New Panna SBM project, it is planned to install a new SBM system. The new SBM
system will be designed for handling normal production of 45,000 bpd of oil production and
peak production flow of 75,000 bpd. The entire system will be rated for the shut off
pressure of dry oil booster pumps.
The subsea pipeline length will be approximately 3 km up to the PLEM. Tie-ins will be
provided to install a pig receiver in the future. The oil will be sent from the PLEM to the
SBM via subsea hoses, and from SBM to the export tanker through floating hoses. The
entire SBM and PLEM system will be designed to facilitate both double banking and
tandem mooring of the export tanker.
The brownfield detailed engineering works is to provide all necessary facilities to export oil
from the existing oil export system to the new oil export riser and pipeline connecting to
new SBM system and interface with pipeline detailed engineering. This part of work has
been subcontracted to Mustang Engineering India Pvt. Ltd. (MEIPL).
The pipeline detailed engineering works is to provide all necessary facilities to export oil
from the new oil export launcher at PA to the PLEM, including PLEM, and interface with
new CALM buoy system (engineering to be performed by other contractor) and brownfield
detailed engineering. This part of work will be carried out by JPK.
1.3 Scope of Document
1.3.1 The purpose of this document is to provide the CONTRACTOR with scope of works to be
performed. This document shall be read in conjunction with the project drawings,
specification, codes and standards and other parts of the contract documents and shall be
performed in accordance with the main contract, rules and regulations, as required by the
regulatory bodies. The extend of works to be performed by CONTRACTOR is specified or
implied within this document, specifications, drawings, or as can be reasonably inferred
from other sections in the contract documents as being necessary for the completion of
works. All works described below shall be CONTRACTOR's responsibility unless
specifically stated otherwise.
1.3.2 The document defines the minimum requirements for Construction / Installation for the 12
inch pipeline from PA platform to PLEM at new proposed SBM location.
1.3.3 The main scope of works to be performed is outlined and not limited to the following listing
below.
Provision of Project Management service for the installation activities. The project
management teal shall be client approved and qualified key personnel such as
project manager, construction superintendent, project engineers, QA engineer,
planner, etc.
Load out and transportation of line pipe and bend, etc. from Coating Yards to field
locations including load-out transportation analysis which should be endorsed by
COMPANY approved Marine Warranty Surveyor.
Inspection, receipt and acceptance of free-issued coated pipes, bends and flanges.
Procurement, coating (as necessary) and supply of all materials, equipments other
than free-issued materials.
Pre-installation, underwater and hazard survey required to verify the design and
construction of the pipeline, risers and associated appurtenance.
Installation of PLEM.
Provision of a Marine Surveyor in respect to load out, sea fastening and all offshore
installation activities.
1.3.4 This scope of works shall be executed in accordance with the main term, conditions and
specifications as specified in the main contract.

2.0 CONTRACTOR'S RESPONSIBILITY
2.1 General
2.1.1 The CONTRACTOR shall assume single point responsibility for all aspects of the work. this
shall include timely completion, liaison with the COMPANY, liaison with any Sub-
CONTRACTOR and coordination of the work. The Contractor shall have Quality Management
system like ISO 9001:2008
2.1.2 Where part of the work are subcontracted by the CONTRACTOR, these become part of the
CONTRACTOR's responsibility to ensure that the complete package complies with all the
relevant specifications, codes and standards.
2.1.3 The CONTRACTOR is deemed to have recognised any restrictive features of the site
(including the pipeline corridor and anchor dropping zone) seafloor hazards, and/or specific
requirements of the work and shall have made due allowance on the work to be performed.
2.1.4 The CONTRACTOR shall take all necessary precautions to prevent damage to the risers,
pipelines, PLEM and spools being installed under the works and/or existing facilities. The
COMPANY gives no warranty or guarantee as to the accuracy or completeness of the
information provided on the existing facilities in the drawings or the specifications. it shall
be the CONTRACTOR's responsibility to check and verify such information.
2.1.5 The CONTRACTOR shall be responsible for the accuracy of all positioning work
associated with the operations specified herein to the satisfaction of the COMPANY.
2.1.6 The CONTRACTOR has fully responsibility, subject to the approval of the COMPANY, for
the methods employed and the correct interpretation of the positioning and/or survey
results.
2.1.7 The CONTRACTOR shall examine all environmental information provided in the Contact
Documents. It shall be the CONTRACTOR's responsibility to select suitable measures to
cope with the effects of the environmental conditions prevailing at the site. The
CONTACTOR shall propose and use suitable equipment and methods for the works in the
material and conditions encountered.
2.1.8 The CONTRACTOR shall give full and unrestricted access to all areas of the work
concerned with pipeline/riser/PLEM/tie-in spools installation for inspection by the
COMPANY.
2.1.9 The CONTRACTOR shall maintain all equipment to be used to perform the work in good
condition and shall carry sufficient stock of spares in the event of equipment breakdown. At
all times, the CONTRACTOR shall guard against injury to personnel and property.
2.1.10 The CONTRACTOR shall obtain all necessary permits and clearances for performing the
activities specified herein from the relevant Government Authorities. This responsibility
shall include abiding to government and local authorities rules, regulations, orders,
ordinances, codes and laws affecting the works including applicable customs & duty laws
at each port.
2.1.11 The CONTRACTOR shall carry out all such remedial work that is required for compliance
with the contract.
3.0 THE WORK
3.1 General
The CONTRACTOR shall perform the work in accordance with this Scope of Work,
Specification, Drawings and reference documents listed in the Contract, and in compliance
Approved Procedures, Code and standards
with the Contract as a whole.
The CONTRACTOR shall provide, maintain and be responsible for management and
control of all resources and Sub-contractors, which are involved in this Contract covering all
aspects of the work. The CONTRACTOR shall ensure that his proposed management
structure demonstrate a full commitment to maintaining the quality and safety of the work
and to administering the Contract. As minimum, the CONTRACTOR shall be responsible
for the following:
Material control;
Quality Control
Notifications;
Reporting.
HSSE system
The CONTRACTOR shall provide all personnel, tools, supervision (including supervision of
sub-contracts) professional and technical services, plant, temporary works, materials
(except where stated otherwise in the Contract), consumable materials, inspection, testing,
transportation, and support services, and shall perform all operations required to complete
the work.
The CONTRACTOR shall fully develop approved procedures to ensure that no damage is
caused during installation activities. The CONTRACTOR may also be required to develop /
submit additional documentation that may reasonably be required by the COMPANY as
advised from time to time.
Following completion of any stage of the work, the CONTRACTOR shall remove all
temporary works from site.

3.2 Workscope 1: Installation Engineering
3.2.1 The installation engineering shall be carried out prior to the commencement of the
installation activities.
a. Interface description;
e. Reference to establish operational and contingency procedures.
8. The COMPANY may review and (technical) audit, and instruct third party to verify,
any part of CONTRACTOR's engineering analyses at anytime.
3.2.4 Procedure
f. Step by step procedure describing each stage of the activity;

2. Detailed procedures and/or specifications are required for all identifiable activities
and items to complete the services. As a minimum, the following procedures and/or
specifications shall be developed and approved by the COMPANY.
b. Equipment mobilisation;
c. Route survey;
k. Marine operations;
m. Offshore communications;
r. Pipelay;
t. Hyperbaric weld set-up (if required);
z. Pipe-lay recovery;
3. All procedures shall be reviewed in a HAZID session. HAZID's shall be ranked for
risk and mitigation measures incorporated into the procedures.
4. CONTRACTOR shall issue procedures for the COMPANY review, for inclusion of
HAZID comments, for final review and for final approved issue. At each stage
revisions shall be automatically identified with a revision marking.
5. CONTRACTOR shall obtain Marine Warranty Surveyor review and approval of the
pipe-lay, riser and PLEM installation procedures.
6. CONTRACTOR shall obtain Marine Warranty Surveyor’s ‘sailaway’ certificates for
all barge and vessel cargo transports with COMPANY equipment – for insurance
purposes.
3.2.6 Lifting
CONTRACTOR shall fully define all codes, standards and specific requirements governing
onshore and offshore lifting. CONTRACTOR shall comply with all applicable lifting
requirements. CONTRACTOR shall install all rigging equipment and test after installation
and prior to operation using the COMPANY approved certifications.
CONTRACTOR shall identify, design and procure all necessary installation aids. All
installation aids shall be designed, fabricated and tested to applicable codes and standards
previously approved by the COMPANY.
1. The CONTRACTOR will be responsible for developing welding procedures for girth
welding of the pipeline in accordance with DNV-OS-F101 and API 1104. The
procedures shall include both manual and automatic welding (where applicable) and
include not only the primary welding operation but also any back-welding or repair
procedures and temporary welds.
2. Weld procedures shall cover all CONTRACTOR operations including but not limited
to: pipe-lay, riser and fabrication welding of flanges, etc. All weld procedures shall
be submitted and approved by the COMPANY.
3. The COMPANY or its nominated representative shall witness all WPQT, for all
welding process. In addition, COMPANY shall be invited to attend any trials
associated with pre-qualification of any automatic welding procedure.
4. CONTRACTOR shall as part of the planning process prepare a comprehensive
schedule of the welding/welder qualification tests indicating the type of test to be
carried out, referenced procedure, planned timing and location of qualification to be
carried out for COMPANY’s approval.
3.3.2 Mechanical
1. As part of the weld procedure qualification, all permanent pipeline welds shall be
mechanically tested in accordance with DNV-OS-F101 and API 1104.
1. All welders that make welds by any of the COMPANY issued pipeline materials for
DNV OS F 101 &
any permanent structures, shall be qualified in accordance with API 1104. The
CONTRACTOR shall be responsible for maintaining welder qualifications
throughout the duration of the project. All welders will be expected to carry the
COMPANY issued welder identification cards.
2. The COMPANY will reserve the right to reject any welder whose performance, in the
opinion of the COMPANY site representative, could in any way compromise project
quality goals.
1. All welding equipment used on this project shall be in good operational condition,
properly grounded, and have sufficient instrumentation to ensure that welding is
executed within the approved procedure ranges (e.g. amperage, interpass
temperature, etc.). Proper ventilation and protection from the environment shall also
be provided.
1. The CONTRACTOR will be responsible for all welding inspection and shall provide
all the equipment and personnel required for welding inspection activities. All weld
inspection personnel shall be qualified as described in accordance with DNV-OS-
F101 and API 1104.
2. The CONTRACTOR shall ensure that all radiographic isotopes and personnel in
charge of radiographic equipment conform to COMPANY's regulation. The
CONTRACTOR is responsible to liaise with the COMPANY to determine precise
requirements at the time of application.
3.4 Workscope 3: Structure Fabrication
1. The Structure Fabrication shall be read in conjunction with the drawings,
specifications, codes and standards, procedures and other related CONTRACT
documents. Contractor shall follow approved Quality control plan
3.4.1 Risers
3. Following fabrication of the risers and expansion spool, the CONTRACTOR shall
ensure that the top and bottom of the riser splash zone coating is installed in
accordance with the detail drawings and specification.
3.4.2 PLEM
1. All fabrication, assembly and erection activities shall be in accordance with API RP
2A-WSD latest edition specification.
2. Structural steel welding shall be performed in accordance with AWS D1.1 latest
edition. Welding and assembly sequences shall be designed to minimise distortion
and residual stresses in the structure.
3. The SUPPLIER shall prepare an Inspection and Test Plan (ITP) which shall be
approved by the CONTRACTOR prior to the commencement of any production
activity.
4. All NDT procedures intended for use on the project shall be submitted to the
CONTRACTOR for review and approval prior to application. The procedures shall
comply with the requirements of AWS D1.1 latest edition.
3.4.3 Temporary Launchers and Receiver
1. The base proposal shall assume that permanent launchers/receivers for purposes
of flooding the pipelines, running the gauge plates and de-watering are not installed
prior to the time CONTRACTOR elects to do this work. Hence the base proposal
shall assume that temporary launcher and receiver, for the purposes described

3.4.4 Temporary Installation Aids - Knee Braces (if any)
1. As part of the CONTRACTOR fabrication work scope, all temporary installation aids
such as temporary knee braces and termination test piping, shall be provided by the
CONTRACTOR.
3. All knee braces shall be removed following completion of the riser or spool
installation.
1. The Riser Clamps shall be fabricated by the CONTRACTOR. All items related to it
shall be supplied by the CONTRACTOR.
2. The CONTRACTOR shall install Riser Clamps as per location and requirements
specified in the project documents.
1. The objectives of this activity are to check and verify previous pipeline route
information and to survey the right-of-way ahead of the lay vessel. This new survey
data shall be compared, without delay, to previously reported conditions. If there
are serious discrepancies between the alignment sheets and results from the pre-
lay survey, the CONTRACTOR shall document and present the information to the
COMPANY. The CONTRACTOR shall survey and document any resulting route
deviations as instructed by the COMPANY prior to the commencement of pipe-lay
activities.
3.5.2 Works within the Surveyed Corridor
1. The CONTRACTOR shall confine all of its construction activities and operations to
within the pipeline route corridors.
2. The CONTRACTOR shall identify all debris and obstructions in the pipeline route
corridors that will likely cause hindrance to the pipe-lay operation. Such hindrances
might include boulders, anchor scars, fishing tackle or undue seabed undulations
caused, subsea substrate, which are of environmentally sensitive.
3. An ROV survey might be required to confirm the routing and identification of safe
anchor placement zone in addition to SWATHE survey.
3.5.4 Clearing
1. The CONTRACTOR shall clear the full width of the pipeline route corridor of debris
and obstructions as identified by the pre-lay survey, subject to clause 3.5.3.2 above.
3.5.5 Pipelay Support Survey
1. The survey vessel shall provide the following support during pipelaying:
1. The CONTRACTOR shall carry out the offshore post-lay survey activities from a
dedicated survey vessel. Simultaneously, the survey vessel shall provide support
survey for the pipelay vessel as required.
2. The CONTRACTOR shall perform a post-lay (as-laid) ROV survey covering the
entire length of the pipeline and document the location and condition of the pipeline
after pipelay. The survey data shall be used to identify any areas where post-lay
span correction is required and to decide on the need for any post-lay intervention
work in conjunction with the COMPANY requirement. The survey shall be
conducted during pipelaying activities such that the survey spread is not more than
5 days behind the pipelay vessel.
3. Any span is excess of the allowable limits as given in the alignment sheets should
be immediately reported to the COMPANY and rectified in accordance with Section
3.5.7 below.
4. The survey shall demonstrate whether the pipelines have been installed in
accordance with the Contract. The results shall be provided to the COMPANY with
all survey details and shall be the basis for defining the "as-laid" condition of the
pipelines.
Continuous colour video survey of the pipeline. Both sides of the pipeline
shall be simultaneously video surveyed to check for any damage. The
survey reporting direction shall be the same as the lay direction;
- The vertical profile of the pipeline and natural seabed on both sides;
- The location, length and seabed clearance of any freespans. Any spans
in excess of the allowable limits shall be immediately reported to the
COMPANY.
1. The CONTRACTOR shall support any spans requiring span rectification, unless
justification is provided and approved by the COMPANY for leaving spans (i.e.
fatigue analysis), using sand bags deployed from the survey vessel and positioned
by the ROV. All such span rectification shall be recorded on video to demonstrate
that adequate support has been provided.
1. Once all construction / installation work is complete. a final As-Built survey of the
Offshore Pipeline shall be performed.
3.6 Workscope 5: Installation
3.6.1 General
1. CONTRACTOR shall provide records of previous similar jobs to illustrate that its
proposed equipment is suitable for the Services. CONTRACTOR shall include
equipment reliability/availability records in the bid submissions.
2. CONTRACTOR shall supply all the installation and survey vessels, equipment and
personnel necessary to perform the Services, together with all associated
communications, fuel, consumables, spares, rigging, victuals, and any other items
or services necessary to support the Services.
3. All rigging equipment shall be new, and accompanied by individual test certificates.
Batch testing shall only be permitted if previously approved by COMPANY. Original
certification for all rigging items shall be kept in the rigging store or main store of the
installation vessel
5. CONTRACTOR shall set up and manage all shore base facilities and equipment
necessary to support the onshore and offshore work. CONTRACTOR shall
familiarise itself with, and comply with, all applicable legislation and requirements
applicable to operation of such facilities.
6. CONTRACTOR shall provide a fresh water barge with adequate fresh water (less
than 200 ppm chloride for cleaning purposes throughout pipe lay period).
1. CONTRACTOR shall provide vessels and equipment consistent with the best
international industry standards.
4. The mooring system shall be monitored at all times by TV monitors in the barge
control tower, which receives pictures from cameras monitoring the anchor winches.
5. The second trial shall be during mobilisation and will retest any item that required
attention as a result of the first trial and will function test all auxiliary equipment
under simulated operating conditions. Tests shall include: -
3.6.4 Diving Facilities
2. Diving facilities and personnel shall comply with all applicable Indian legislation.
CONTRACTOR shall provide unrestricted access and support for all diving system
audits and inspections necessary to obtain regulatory consent for diving operations.
This support shall include provision of Indian government approved diving manuals
including but not limited to the following: -
a) Emergency
b) Maintenance
SAT or Air Diving
c) Diving operations (air and mixed gas)
d) Safety.
2. Sea Trials shall be performed as per Pipe-lay Vessel in Section 3.6.3 above.
3. All vessels and material barges shall be valid class with a recognised classification
society. The valid class shall cover all systems of importance for safety of the work
operations.
4. Material barges shall include stanchions to restrain pipe movement. A minimum of 5
wooden skids, width 100mm, shall be laid on prepared ground to prevent damage to
the uncoated or corrosion coated pipe. The recommended maximum stack height
for this pipe shall be defined by CONTRACTOR taking account of pipe geometry
and corrosion coating.
3.6.8 Pipe-Lay
1. All pipeline welding, NDT, testing, record keeping and traceability shall be
performed in accordance with codes and standards.
6. The pipeline shall be installed within a tolerance of ± 5m from the specified route
corridor centreline. The touchdown point shall be monitored by ROV at regular
intervals approved by the COMPANY.
7. Any pipe ends left on the seabed without a vessel being within 500m shall be
protected against snagging by cables or nets.
8. All anchor handling and placement shall be performed in accordance with a
procedure and anchor placement envelope previously approved by the COMPANY.
Failure to comply with requirement shall be considered as negligence by
CONTRACTOR. A log shall be maintained on the pipe-lay vessel, detailing the date,
time, location and description of each anchor placed.
1. During the setting of the riser, the CONTRACTOR shall consider anchor hold backs
wherever appropriate.
5. CONTRACTOR shall be responsible for ensuring that all temporary work stages,
lifting equipment, installation aids, and preparatory works on platform are in place,
tested and certified prior to commencing installation. Procedures shall ensure the
following: -
b) Loads applied to the platforms shall not exceed COMPANY specified limits.
c) All platform isolations and permits to work shall be identified and in place.
1. The subsea PLEM template or support structure should provide sufficient capability
to allow for all installation requirements. Different types of installation vessel, such
diving support vessel, subsea construction vessels or crane barges, should be
evaluated.
6. The subsea PLEM system should allow due consideration should be given to
offshore vessel-lifting capabilities when designing equipment for offshore handling
for lifting with rig crane (when relevant); require a minimum of special transportation
requirements; be marked with a unique number, dry mass and lift-point capacities.
7. The installation method and equipment selected for the subsea PLEM structure and
associated pipe work system shall ensure safe and reliable operation in accordance
with the selected intervention strategy.
3.7 Workscope 6: Water Filling, Cleaning, Gauging & Hydrostatic Pressure Testing
3.7.1 General
2. The CONTRACTOR shall mobilise, install (and later demobilise) all necessary
temporary equipment at all locations for pre-commissioning of the Offshore Pipeline
in accordance with the specifications.
3. The consents and permits for the discharge of treated water will be obtained by the
CONTRACTOR.
4. Water filling, cleaning and gauging of the pipeline system shall be carried out by a
pig train powered by inhibited seawater. When the pipeline is considered to be
cleaned and the gauge plate shows no defects, the pipeline system shall be
strength and tested at a pressure as defined in the specifications.
6. After the successful Pressure Test, the pressure in the system shall be lowered to
ambient and the temporary fittings at each end of the pipeline system removed.
7. All pigging and hydrostatic pressure testing shall be performed by certified, and
COMPANY approved, specialist pipeline testing sub-CONTRACTOR.
8. CONTRACTOR shall demonstrate that all water and additives used for flooding and
hydrostatic pressure testing are safe, environmentally acceptable, and harmless to
the pipeline system. Water and additives shall be previously approved by the
COMPANY.
All temporary acquirements shall be verified and certified by TPI
9. All gauging pigs shall be inspected, witnessed and photographed before and after
the gauging run. Gauge plate dimensions shall comply with above referenced to the
COMPANY specifications.
10. All pressure testing systems shall include relief valves to prevent inadvertent over-
pressurisation.
11 Pressure testing shall be controlled via a dedicated test manifold connected via
hoses to the pipeline under test. This shall be situated to allow the test operator to
control the test without approaching in close proximity to the pressurised pipeline.
12. The Pipeline and Riser including tie-in spools shall be tested simultaneously at the
specified test pressure.
3.7.2 Pre-Commissioing

3. The CONTRACTOR shall dewater the Offshore Pipeline, ensuring that the
dewatering pig train shall include sufficient number and volume of fresh water
batches separated by bi-directional pigs to remove salt or deposits from the
pipeline.
4. Following the fresh water slugs, the CONTRACTOR shall load and launch a further
minimum of three separation pigs (all high quality bi-directional, polyurethane disc
pigs) into the Offshore Pipeline with free oil-free, dry compressed air and propel the
train through the line. On receipt of the pigs, the CONTRACTOR shall remove them
and depressurise the pipelines.
5. The CONTRACTOR shall agree with COMPANY the method and routing for the
disposal of the treated water and shall comply with all requirements of discharge
permits issued by the authorities.
6. The CONTRACTOR shall consider adding neutraliser to the inhibited water in the
pipeline to destroy the chemicals which are environmental friendly before
discharging it into the sea to prevent any pollution to the environment.
7. If the pipeline is not operated for some time, then some method of preservation shall
be carried out by installation contractor. The method of preservation shall be
approved by the COMPANY.
2. The As-Built Report shall include all requirements listed in DNV-OS-F101 and the
Documentation Requirements Specifications.
4.0 MATERIALS
2. The CONTRACTOR is requested to confirm acceptability of the spare and
contingency quantities proposed within the Pipeline Material Take Off, under the
appropriate tender form.
1. The CONTRACTOR shall take delivery, load and transport, unload, visually inspect,
check supporting material certificates, log receipt, record stock numbers, segregate,
maintain material traceability, and/or dispatch to the CONTRACTOR's additional
sites, or Sub-CONTRACTOR's sites as necessary, store and maintain as required,
transport to point of use within the CONTRACTOR's sites and take good care of all
Free Issue Materials until final disposition thereof.
2. When the CONTRACTOR first attaches any lifting apparatus to any item of free-
issue materials, the CONTRACTOR is deemed to have accepted custody of that
item of free-issue materials from the COMPANY unless it has been marked for
quarantine by the CONTRACTOR.
3. The CONTRACTOR shall prepare all necessary manifests for customs clearance in
respect of all materials, including Free-Issue Materials transit to and from the marine
spreads.
1. The CONTRACTOR shall establish and maintain a Material Control procedure and
Material Take Off (MTO) which records and maintains traceability of all material
movements from delivery of collection to either incorporation in the Work or finally
being identified as surplus or scrap. This control MTO will be made available weekly
to the COMPANY with all changes each week clearly indicated.
3. The CONTRACTOR shall ensure that all pipeline materials and any fabricated items
are received with all the pertinent certificates.
2. The CONTRACTOR shall store surplus items separately from scrap materials and
each case all items shall be clearly marked with relevant identification and be
reported in the appropriate tracking system.
1. In the event that there is a visible defect of deficiency in, or any handling or
transport damage to Free-Issue Materials, the CONTRACTOR shall record such
deficiencies and notify COMPANY in writing within three (3) working days of
detecting such defect or deficiency. All non-conforming materials shall be
quarantined until further action is agreed with the COMPANY on the disposition of
such materials.
4.1.6 Reconciliation
3. The CONTRACTOR shall transport and offload all unused free issued materials to
an agreed site for storage.
1. Any materials required for the Work but not listed as Free-Issue Materials shsall be
sourced and supplied by the CONTRACTOR. COMPANY shall be provided with all
details of the CONTRACTOR supplied materials in sufficient time to allow approval
of same.
1. The CONTRACTOR shall provide a schedule of such materials to be supplied by
the CONTRACTOR showing the quantity, type, duty and field need date of the item
proposed and the intended supplier of such items.
1. The CONTRACTOR shall received, store, handle and account for CONTRACTOR
supplied materials using the same procedures as those used for receiving, storing,
handling and accounting for Free-Issue Materials.All materials shall be less than 2
year old
4.2.4 Warranties
1. The CONTRACTOR shall arrange for warranties, which shall be enforceable by the
COMPANY, in respect of all equipment and materials supplied by the
CONTRACTOR. The CONTRACTOR shall store, handle, install, pre-commission
and commission all equipment and materials in such a manner that vendor
warranties are not invalidated.
2. The minimum warranty period shall be 30 months after the commissioning of the
pipeline.
5.0 ANCHORING AND MOORING OPERATIONS
5.1 General
5.1.1 The responsibility for correct laying and recovery of moorings and anchors in COMPANY
operated areas rests entirely with the CONTRACTOR.
5.1.2 All anchor patterns shall be submitted to the COMPANY for approval prior to use, together
with full and detailed procedures.
5.1.3 All pipe-lay and construction barges and vessels must be fitted with a “Barge Management
System” for accurately positioning anchors and directing the anchoring operation.
5.1.4 All pipe-lay and construction barges and vessels using anchors must use a positioning
system with accuracy of better than 3 metres.
5.2.2 No anchor can be set within 200 metres straight length from a pipeline or subsea
installation.
5.2.3 The minimum distance between the anchor and pipeline in the direction of pull shall be 300
metres.
5.2.4 When anchoring between 200m and 1000m from a pipeline, vessel/barge shall be attended
by a support boat with a ROV that shall visually locate all pipelines prior to anchor
placement to confirm clearance from pipeline.
5.2.5 When anchoring between 200m and 1000m from a pipeline, a post operation survey with
the ROV shall be conducted to establish that anchor placement and removal has been
effected with no impact to pipeline or its immediate surroundings.
5.2.6 Anchor wires shall pass clear of fixed structures by a minimum horizontal clearance of 15
metres at all times.
5.2.7 Anchors and wires shall be at all times kept clear of flowlines, umbilicals, subsea structures
etc. Whilst it is permissible to lay anchor wires across flowlines, under no circumstances
shall these come into contact with the flowlines especially during running and recovery.
5.2.8 A minimum vertical clearance of 15 metres shall be maintained at all times (from slack to
full tension on anchor wire) between pipelines or other seabed obstructions and anchor
wires.
5.2.9 If vessel or barge can’t achieve specified minimum vertical clearance of 15 metres at all
times, Damage Prevention Buoys shall be installed on anchor wires to maintain specified
minimum vertical clearance.
5.2.10 When running, anchor wires across existing flowlines the anchor shall be fitted with a safety
wire additional to the pennant wire.
5.2.12 Anchors shall be lifted and fully recovered before being re-run to a new location. It is
expressly forbidden to drag an anchor and cable to a new location.
5.2.13 Catenary diagrams for all anchor wires deployed shall be provided to demonstrate that
adequate clearance is maintained between anchor wires and pipelines or other subsea
structures. These shall be in graphical form and show anchor wire clearances at tensions
from 2 tonnes to maximum expected anchor wire tension, with and without Damage
Prevention Buoys attached.
6.0 HEALTH AND SAFETY, ENVIRONMENT AND QUALITY
6.1 General
6.1.1 The CONTRACTOR shall show commitment to health, safety and environment and shall
adopt a pro-active approach to all health, safety and environmental matters. The
CONTRACTOR shall demonstrate that he meets the requirements of all applicable health,
safety and environmental legislation (national, regional and local). The CONTRACTOR's
health, safety and environmental plan shall demonstrate that all risks pertaining to the Work
have been fully addressed.
6.2.2 The CONTRACTOR is to maintain an accurate record of all funds spent on Health and
Safety, including but not limited to:
Audits;
Training;
6.3 Environment
6.3.1 The CONTRACTOR shall incorporate all COMPANY requirements and
requirements/mitigation as required by the EIA and the relevant Indian Ministry.
6.5 3rd Party Certification
6.5.1 Third Party Certification shall be provided by the COMPANY. The CONTRACTOR shall at
all times provide required information and documentation for 3rd party review/verification.
6.5.2 The CONTRACTOR shall make allowances within their quality control plans for 3rd party
certification to identify the inspection points they consider necessary.
7.0 LEGAL COMPLIANCE
7.1.2 It should be noted that no physical installation of any pipeline or associated equipment,
apparatus and works can commence until the respective authorisation, licence or consent
has been formally issued for the activity concerned.
7.3.2 At COMPANY's request, and with respect to the CONTRACTOR's scope of work, the
CONTRACTOR shall provide support to assist COMPANY in obtaining authorisations,
licences and consents, which may be required by legislation, associated guidance and
Approved Codes of Practices. This support shall include, but not limited to, attending
meetings and the provision of technical data, documents and drawings.
7.5 Compliance with Acts, Regulations, Guidance, Codes and Standards
7.5.1 The Contractor shall comply with the requirements of all Acts, Regulations, Guidance,
Codes and Standards that apply to the CONTRACTOR's and Sub-CONTRACTOR's
workscope. The CONTRACTOR shall also comply with any conditions stated in issued
authorisations, licences and consents, as applicable to the CONTRACTOR's/Sub-
CONTRACTOR's workscope.
7.6.2 The CONTRACTOR is responsible for acquisition of all licences and consents to be
obtained in CONTRACTORs name required for completion of the work (i.e., Marine
Operations, Disposal of water, etc.).
7.7.2 The CONTRACTOR also to notify COMPANY in good time of any authorities
contrct/submissions that COMPANY is required to make.
