1.0 PURPOSE

To ensure that all variations works are measured and evaluated in accordance
with the Rules for Valuation of Variations in the Conditions of Contract.

2.0 SCOPE

The procedure covers the valuation of variation works upon the issuance of an
instruction from the Client/Superintending Officer/Architect/Engineer for :-

(a) Variation Works as defined in the Conditions of Contract

(b) Expenditure of Prime Cost (PC) and Provisional Sums

It ends upon agreement and endorsement of the Variation Of Works Certificate

by the parties.

3.0 RESPONSIBILITIES

3.1 PIC - Responsible for Final vetting of the variation works

3.2 OIC/AQS - Responsible for the measurement and evaluation of

the variation works

3.3 AQS/SS - Responsible for typing out variation orders as per the
required format

4.0 DEFINITIONS

4.1 PIC - Partner In-Charge

4.2 OIC - Officer In-Charge (Quantity Surveyor/Contract Executive/

Technical Manager)

4.3 AQS - Assistant Quantity Surveyor

4.4 SS - Secretarial Staff

4.4 AI - Architect’s Instruction

4.5 EI - Engineer’s Instruction

4.6 CMGD - Certificate of Completion of Making Good Defects.

6.0 PROCEDURES

6.1 Upon Request for Variation (RFV) from the Architect/Superintending

Officer/Client/Engineer, the OIC/AQS shall check for cost implication
against Contract Documents and inform the Architect/Superintending
Officer/Client/Engineer accordingly.

6.2 Where cost implication is identified, OIC/AQS proceed with the cost
estimate of variation and report to Architect/Engineer and Client.

6.3 The Architect/Superintending Officer/Client/Engineer will then issue

A.I./E.I. if variation cost is acceptable to Client. If not, to refer back to
Architect/Superintending Officer/Client/Engineer.

6.4 OIC/AQS to request Contractor to submit a quotation for intended

Variation Works.

6.5 OIC/AQS shall evaluate the quotation submitted by Contractor in

accordance with the Rules for Valuation for Variations in the Conditions of
Contract.

6.6 OIC/AQS is to revert to Contractor commenting on rates whether

acceptable or unacceptable and to recommend fair market/reasonable
rates/pricing for Contractor's review.

6.0 PROCEDURES (cont’d)

6.7 OIC/AQS shall vet through the anticipated variation cost prior
recommending to Client for acceptance.

6.8 Upon approval from Client, the OIC/AQS shall proceed to formalise the
Variation Works Certificate for Client and Contractor, Architect/ Engineer
and Quantity Surveyor endorsement.

6.9 The endorsed Variation Of Works Certificate is then filed to be

incorporated in the Statement of Final Account.
