1. SCOPE
This specification defines NIOEC’s minimum requirements for digital fire telephone system,
PMBX.
Deviations from this specification will only be permitted on obtaining written approval from
NIOEC.

2. REFERENCES
Throughout this specification the following dated and undated standards and codes are referred to.
These referenced documents shall, to the extent specified herein, form a part of this specification.
For undated references, the latest edition of the referenced document (including any supplements
and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in the dated references that occur after the cited date shall be mutually
agreed upon by NIOEC and the vendor /contractor.

3. UNITS
International System of Units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

4. DEFINITIONS
In cases where this specification is part of a direct order, Purchaser shall mean the National Iranian
Oil Engineering and Construction Company. Where this specification forms part of contract
documents, Purchaser shall mean the Contractor. In references to inspection by Purchaser, when
this specification forms part of contract documents, this shall be construed to mean that NIOEC
shall also have the right of inspection.

5. SYSTEM DESIGN

5.1 The fire telephone system shall consist of, but not limited to, a full digital switching station,
a cordless attendant fire console with cannon audible alarm, full maintenance and administration
facilities including printer and color VDU and keyboard, all necessary MDF and IDF’s and all
necessary terminal blocks and MDF and IDF’s installation materials, an automatic solid state tape
recorder, appropriate power supply system with an automatic battery charger, paging system, alarm
capabilities and also necessary loud-speakers and fire telephones.

5.1.1. System duplication (Hot standby)

The PMBX shall be duplicated as follows:

• Main processor and associated peripheral circuits.

• Local processor and associated peripheral circuits.

• Switching network.

• Tone generators.

• Ring generators.

• Central clock generator.

• Shelf power supply unit.

5.2 The fire telephone system shall have provisions for the following type of connections :

( a) Direct connection between the fire telephones and the fire attendant console.
An alarm shal1 be actuated on the fire attendant console whenever a call is made from any fire
telephone.

(b) Paging via fire attendant to any selected fire loudspeaker routes or all fire loudspeakers.

( c ) Group calls from the fire attendant console to eight (8) selected fire telephones.

(d ) Direct connection between the fire attendant console and the refinery telephone system.
One extension on the refinery telephone system will be designated for reporting fires and
emergencies. Six (6) trunks will be connected from this extension to the fire attendant console.
(e ) Direct connection between the fire attendant console and the PTT telephone system
(f ) Direct connection between the fire attendant console and a remote alarm panel
(the remote alarm panel shall be located at the fire house). One alarm point shall be provided for
each fire telephone position. An alarm will be actuated each time a call is made from any fire
telephone.
6. SERVICE REQUIREMENTS

6.1 The service capacity requirements of the attendant fire console shall be specified during the
detail design of the projects. However the following figures provide a guideline for sizing of a
typical PMBX in an oil refinery:

(a) 60 numbers (expandable to 200 numbers) of fire Central Battery (CB) telephone position.

(b) 30 numbers of loudspeaker routes.

C) Necessary numbers of appropriate watt amplifier for paging over 30 loudspeaker routes with
access from attendant.

d) 4 numbers of PTT (Central Office) trunks of Central Office Both Ways (COBWT).

e) 6 numbers of the Refinery PABX trunks of 4W E&M trunks.

6.2 The amplifiers shall be fully solid state with an appropriate power output. The amplifiers
shall be housed completely separate from the telephone equipment.
The amplifiers shall have high voltage outputs of 70 and 100 volts.
The cable distribution system shall be designed so that not more than 8% of amplifier powers are
dissipated in the distribution system.

6.3 Necessary number sets of loud speakers shall be determined by ambient noise sound analysis
and be supplied. Loud speakers located outdoor shall be explosion proof type construction. The
power output shall also be determined by ambient noise sound analysis.
Each loudspeaker shall be equipped with .suitable matching transformers to accept 70 or 100 volts
output of the amplifiers.

6.4 60 sets of fire telephones of CB type and shall be supplied. Among them, the telephones used
in process areas (28 sets) shall be explosion proof and shall be installed in sound proof kiosks.

6.5 No over ground cabling shall be accepted for outdoor phones or speakers.

7 ATIENDANT CONSOLE AND TAPE RECORDER

7.1 The fire attendant console shall be cordless push button type and shall incorporate a desk type
microphone for paging. Each position on the console shall be equipped with a
common audible alarm and individual station visual indication of the status of calling fire
telephones.

7.2 Calling a fire telephone from the attendant console shall be accomplished either by dialing or by
a direct pushbutton.

7.3 All switching and miscellaneous units shall be housed in a dustproof cabinet.

7.4 Two (2) automatic tape recorders inc1uded in the fire attendant console shall be dual operation.
The tape recorders shall be solid state, with provisions for erasing tapes and shall have indications
when tape reel is nearing end. The tape recorders shall function as follows:

a) Automatic start upon answering of any call by fire attendant and record conversation

(b) Automatic stop on terminations of calls

(c) Date hour and minute of each call to be automatically displayed on the tape recorder when
play-back.

8 AUTOMATIC BATTERY CHARGER AND BATTERIES

8.1 The fire telephone system shall be powered by two (2) automatic battery chargers and set of
batteries working in full float principle. The automatic battery charger shall be automatically
regulated to compensate for mains voltage fluctuations
of +10% &-l.5% and frequency variations of ±3 Hz. The available input voltage to the automatic
battery charger will be 400 volts, 3 phase, 50 Hz.

8,2 Two(2) automatic battery chargers shall be connected in parallel with; necessary control
equipment.
The overload capability of the automatic battery charger shall be 150% of the full system rating for
two minutes and l25% continuously.

8.2 Each of the automatic battery chargers shall be rated such as to supply the full load of the fire
telephone system and simultaneously recharge a fully discharged battery in 8 hours.

8.3 The batteries shall be sealed Lead-Acid type and shall have sufficient capacity to supply power
to all fire telephone units for a period of 8 hours, in case of mains failure.

8.6 Battery racks made by or for the battery manufacturer shall be provided. Racks shall be
steel, finished with two coats of acid-resisting, gray paint.

9 DESIGN DATA REQU1REMENTS

9.1 6 Sets of full documentation all documents shall be in English language.


Documentation must include;

- Technical description of the PMBX.


- Service manual for maintenance personnel.
- Operating instructions for station users.
- Operating instructions for the attendant console.
- System engineering and manual of the PMBX.
- Circuit drawing of the all the PMBX cards and auxiliary equipment such as battery chargers,
inverter, printer, etc.
- Installation manuals.

9.2 6 copies of structural drawings and wiring diagrams showing the following shall be supplied:

- Arrangement.

- Conduit entrance locations and dimensions.

- Incoming power cable terminator positions.

- Grounding Connections.

- Weight of equipment.

- Interconnecting wiring between units.

- All the wiring within each unit.

- Identification of all terminals and terminal blocks.

- Also, spare auxiliary contacts and relay contacts for future use by distinguishing method.

- Wiring terminal block location and all other terminal block locations.

Typical drawings are not acceptable unless they are revised to show only the equipment being
furnished.

10. GUARANTEES
Vendors shall guarantee that he is able to support and supply spare parts for the supplied hardware,
software and firmware for at least 10 years from the date of shipment.
If the VENDOR believes that parts of the system will be withdrawn from sale after 10 years, he
shall provide a statement detailing the equipment to be withdrawn, the timing and how updated
parts can replace the withdrawn parts.
The Vendor shall also guarantee that the equipment supplied is free from fault in design,
workmanship and material, and is of adequate design and proper material to fulfill satisfactorily
the specified operating conditions.
Should any failure or defect in design, material, workmanship or operating characteristics develop
under the start-up and commissioning periods or during the first 12 months of operation, but not
later than 24 months from the date of shipment, the Vendor shall make all required repairs,
alterations or replacements of the defective equipment, free of charge, and shall pay transportation
fees involved to and from NIOEC’s site.
