IMPORTANT NOTES:

1. All materials in the standards shall be the property of and belong to SPRING Singapore, including the
materials produced during the development of the standards except for materials from third parties
where permission/licence has been sought.

2. The source of works (including materials contributed by members of the Drafting Committee, e.g.
Technical Committee or Working Group) shall be highlighted to SPRING Singapore in the “Copyright
Declaration Form” provided by SPRING Singapore so that SPRING Singapore can ensure that all
intellectual property rights in such works are assigned to SPRING Singapore, or that SPRING
Singapore can secure the proper permissions or licenses from the third parties to incorporate and/or
utilise these works in the standard.

3. Any request to deviate from the copyright assignment to SPRING Singapore must be resolved before
the commencement of the standards development works.

4. All information identified or marked as confidential by the Committee shall be treated as confidential
by the Committee members and shall not be disclosed by the Committee members to third parties
without seeking permission from SPRING Singapore.

5. Publicity of the standards, including press releases, by stakeholders involved in the
development/revision of the standards must be vetted by the Drafting Committee and SPRING
Singapore.

6. This form shall be submitted in softcopy to the Secretariat, SPRING Singapore, together with all
supporting document(s) to:

7. SPRING Singapore reserves the right to accept or not to undertake the project proposed by the

PART II – DETAILS OF PROPOSAL

2. Outline

(a) Title (in full)

The title should be as clear and concise as possible. Where the proposal is for a new work item, the title should
specify the subject to be covered and type of standard (e.g. terminology, method of test, performance requirements,
code of practices etc.).
(b) Objective

The objective should cover standardisation in the specific area identified.


(c) Scope and Content

The scope should define the intent of the standard and its targeted users. It should also include the key topics to be
included in the standard which can be attached.

3. Justification

(a) Describe current problems and difficulties that the standard aims to address.

(b) Elaborate on the benefits (both qualitative and quantitative) to the industry/users in terms of
improvement to:
(i) Facilitate Growth (e.g. Industry Growth, Product Growth, Trade, Market Access)

(ii) Improve Productivity, Competitiveness, Interoperability & Quality

(iii) Raise Resource Efficiency & Sustainability

(iv) Support Safety, Health, Environmental Protection and Social Needs

(v) Others (e.g. Consumer & Public Interest)

(c) Describe the programmes or initiatives of your industry associations, professional institutions etc.
that would use the standard for the benefit of the industry.

(d) Specify if the standard is to be used to support national legislations, regulations, initiatives and
administrative/purchasing requirements.

(e) Any other reasons (e.g. major competitive advantage/benefit to you and other companies in your

(f) Please indicate the targeted users and size of the targeted users (i.e. number of companies,
organisations or individuals) that are expected to use the standard and their contributions to the
GDP.

5. Resources & Timeframe

(a) Identify key stakeholders that can participate in the development of the standard(s) (e.g.
manufacturers, government bodies, institutes of higher learning, consultants, subcontractors,
retailers, industry associations, professional associations, conformity assessment bodies, dominant
industry players etc), wherever possible to provide specific names.

The identified key stakeholders will be consulted by the relevant SC/TC committee secretariat on their support for this
standards work.
(b) State expected completion date and provide the reasons for the priority of this standard.

In general, the target timeframe for development of standards specification is 1 year. For standards that are codes of
practice, the target timeframe is 2 years.
(c) Provision of draft and relevant documents (please tick at least one box).

This standard is a direct or modified adoption of an international standard.
