(US) for $8.55 million, in a

In separate disclosures to the
Philippine Stock Exchange,
LBC Express said it obtained
approval from its board of di-
rectors to acquire all the shares
in LBC Mundial Corporation,
LBC Mabuhay Hawaii Corpo-
ration, LBC Mabuhay North
America Corporation, and LBC
Mabuhay Saipan Inc. under the
share purchase agreement.
It will pay $6.864 million,
$342,000, $1.136 million and
$207,652 to these companies,

an additional 45-percent stake in

following issues, thus:
“The term ‘Monthly Basic Salary
(MBS) shall be understood to mean
as the fixed basic rate of an employee
which shall not include sales com-
mission, overtime pay, allowances,
thirteenth-month pay, bonuses or other
gratuity payments. Further to this, those
deductions to the employee’s pay occa-
sioned by his/her undertime, tardiness,
leave(s) without pay, absences, or other
similar circumstances shall also be ex-
cluded in this computation.
For monthly-paid and daily-paid
employees, the MBS shall be comput-
ed based on the estimated Equivalent
Monthly Rate (EMR) consistent with the
2010 Edition of the Department of La-
bor and Employment-Bureau of Work-
ing Condition’s Handbook on Workers
Statutory Monetary Benefits wherein the
MBS is clarified as follows:

Federalism must
start from below
THE federal system started with peo-
ple who viewed their role as citizens
seriously and acted accordingly. They
were already used to

self-government,
enjoying a modicum
of autonomy, expe-
rienced in governing
themselves, and were
active participants
in the governing
process. Such was
the case in America’s
original 13 colonies. Manny

adopted the federal system but, a year
later, they realized that they did not have
the necessary experience of self-gov-
ernment. So they reverted to the unitary
system, abandoning federalism. The
same happened in most of Latin Amer-
ica.
Unless federalism is anchored upon
the spirit and practice of autonomy,
national stability and progress cannot be
assured. Its processes must already be
familiar to the people, making of every
community and political unit a bulwark
of democracy and people power.
Any move towards establishing
the federal system, therefore, must
be preceded by awareness among our
barangay constituents of their power as
sovereign citizens and by knowledge of
how to wield it for the common good.
It is in wielding this power that they
govern and exemplify autonomy.
Experience in self-governance teach-
es the importance of intelligent and hon-
est citizen participation in government.
It is the best guarantee that the programs
and policies of government will benefit
everyone and not just a few. It is import-
ant that the federal system be founded
on the good sense of participative, re-
sponsible constituents and not on the say
so of leaders with vested interests.
The incentive for a person to be-
come a responsible citizen lies in his
conscious awareness of being the source
of state sovereignty and government
authority. This awareness is what in-
duces the realization that a) it is he who
establishes government, and b) that it
is his decision (through his vote) that
determines who shall govern every level
of the Republic. In other words, he is
the one that establishes the legitimacy
of government and defines how it shall
conduct itself.
Seeing the cause-and-effect implica-
tions of the way they vote, their sense
of power over the results of elections
drive them to be more circumspect and
discriminating in their choices, thus
affirming their sense of responsibility.
It doesn’t take a leap for them to realize
that an illegitimate vote elects illegiti-
mate officials and that illegitimate offi-
cials establish illegitimate government.
It is at that point that it becomes truly
desirable to establish the federal system
of government. It must be founded on
the power of the people below, not dic-
tated by presumptuous officials above.
Federalism must be the result of the
“pinatubo” approach (grown from be-
low), not “pinatulo” or trickled down.
Viewed from this perspective, it is
premature to introduce the federal sys-
tem today. The element of citizen par-
ticipation is missing, still unappreciated,
and autocratic officials exacerbate it by
their imperious ways. If our officials
were the type who empower people,
promoting a people-powered democracy,
the stage would be set for the dynamics

know how to read, why

read so that their stock
knowledge can get built up
with worthy things. Hon-

read a good book in the last
year? Actually, how many
of you who are reading this
are only doing so because
you’re trying to entertain
yourselves while waiting
for your doctor’s appoint-
ment or a friend’s arrival
delayed by their inability
to be punctual? How many
of you even bother to read
the instruction manual that
comes with your gadgets
or appliances—my tech-
nological bibles, come to
think of it.
Reading is not just
escaping your drudgery.
Reading allows you to live
much more than the life you
have been dealt. It allows
you to know experiences
which you may not other-
wise have the privilege of
experiencing. It allows you
to know how other people
think (not necessarily to
agree with). It allows you
to know what other people
know. For what is the point
of reading if it’s not put to
good use? There is a statistic
somewhere that says less
than thirty percent of people
who finish school will ever
read another book for as
long as they live. That’s a
depressing statistic.
Think of all the won-
derful things reading
teaches you if you let it.
Problem-solving. Critical
thinking. Creativity and
imagination. More informa-
tion than you could possibly
use in your lifetime. Ex-
panding your brain capacity.
Reading. That simple act
of ingesting words from
an outside source (I prefer
from paper than from elec-
tronics). But here’s what’s
happening.
Yes, people read. They
posts and links. Blindly.
They gullibly believe ev-
erything they read if it liners
up with what they believe.
They will react to status
posts—albeit blindly. That’s
not reading. Get real. That’s
like the difference between
gossiping and having a
cerebral discussion. I think
that’s my addition to my
wish list. That people ed-
ucate themselves. I mean,
after all, we’re already lit-
erate. Learn the distinction
between the two. Just be-
cause you can read doesn’t
mean that you do. And just
because you think you read
doesn’t mean that you use
the knowledge gained.
Talking about social
media, I’m very rudely
opinionated about the qual-
ity of people’s reading and
thinking skills because
social media affords me a
very comfortable front seat
to the stupidity. Don’t get
me wrong. I acknowledge
your right to post whatever
you like and believe what-
ever you like. So please
acknowledge my right to
laugh with unlimited sar-
casm at the stupidity that
you allow to float my way.
It is social media after all.
I’m also learning that (with
apologies to Cong who
defends his right, maybe
wrongly) it might be your
social media wall, but so-
cial media is a public arena
and anyone can piss on
your FB wall, just as any-
one can piss on your prop-
erty wall (mostly men).
Don’t get upset by the
posts, that’s just the bait.
Take the time to read the
comments section. That’s
the real comedy central.
Amazing how people who
so staunchly defend their
cara or public face will
allow the fullest extent of
their stupidity to be ex-
posed on social media.
What are we teaching
our children, those who are
to follow? I often used to
wonder why it seems ev-
erything is going to hell in a
handbasket. Until I realized
the young people of today
lack the interest to widen
their scope of the world
and of life, which can only
be done by reading. All the
knowledge and experience
of those who have come
before are sadly on their
way to the trashheap we call
history. Just because you
can Google it doesn’t mean
that you know enough about
it. Information must be in-
gested, savored, analyzed,
chewed thoroughly, digest-
ed before it can be of any
use to you. If our reading
intake were as voracious as
our pork intake, this would
be a better world. Still un-
healthy, but better.
Science tells us that
our brain is a muscle. Lift
weights. Read something
worthwhile.

all and wish them success

Magbanua has a great
challenge ahead. There

There is a need to re-
view the role of media in
a society, their responsi-
bilities and their supposed
covenants with truth and
decency.
Media have taken a
different role all over the
world. When they are

lies, too.

general compliance with
the Local Government
Code starting at barangay
level. Autonomy must
characterize governance
at the primary level of
government.
There must be a palpa-
ble sense of sovereignty
among the grassroots and

modicum of control over
their community.
But the reality is, it’s
their public servants who
are in control. Worse, the
public servants manipu-
late and exploit communal
resources for their own
purposes.
Until our people learn
to govern themselves and
their community, turning
their barangay into a vir-
tual republic—and thus
acquire experience in au-
tonomy—how can they be
entrusted with governing
a large entity such as a
State Government?
