ACT PROVIDING FOR SPECIAL CHILD REARING ALLOWANCE, LEAVE AND

OTHER BENEFITS
(For Parents of Children with Disabilities)

Introduction:
The study tackles the feasibility of another social welfare benefits entitled Special Child
Rearing Allowance, Leave and Other Benefits in the Philippines. The said benefits seeks to aid
parents in order for them to provide basic needs of their children with disabilities in terms of their
day to day maintenance and health care through the principle of the State in Article XV Section 3
(2) of the Constitution “The right of children to assistance, including proper care and nutrition,
and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions
prejudicial to their development” further exemplified in Child and Youth Welfare Code of the
Philippines (PD 603) and Magna Carta for Persons with Disabilities as amended (R.A. 7277).
Every child has the right to proper care and importance from the society. Basic needs to be
provided varies from the evaluation of the parent's income and type of disability/disabilities of
their child or children.
