SCOPE

This policy applies to all members of Trade Union and Employers of these sectors and other
personnel at workplaces under the management or control of the employers these industries. The
trade union and employers have established a Joint Safety and Health Committee, which provides
mandatory actions to respond to an occupational Safety and Health for members, and industries of
these sectors. Joint OSH committee has Safety and Health Coordinators to coordinate to see that the
response activities are facilitated and monitor for improvement of OSH situation. This policy
describes the trade union and employer’s joint commitment to providing a safe and healthy working
environment to all members and industries of these sectors.

POLICY
1. Commitment
1.1 The trade union and employers jointly committed to establish a joint safety and health
committee at central level as well as plant level with aim to make a safe and healthy working
condition for all members and industries of these sectors.

1.2 The joint committee assist or suggest to eliminate all risks and hazards related to health and
safety of employees, and where elimination is not reasonably practicable, to reduce risks to
health and safety so far as is reasonably practicable.

1.3 The trade union and employers jointly committed to a good response system for any OSH
issues to ensure the safety of all employees, property and environment of these sectors of
industries.

1.4 The trade union and employers jointly committed to create awareness among the employers
and management of these industries “Safety is NOT counterproductive safety and productivity
goes hand in hand”

2. Objectives
2.1 To fulfill these commitments the trade union and employers will:

 establish and maintain a central level joint health and safety committee as well as plant level
health and safety committee that is consistent with the experienced and expert of these
industries.
 identify and suggest compliance with health and safety legislative obligations and other
requirements relevant to industries.
 provide awareness and training on OSH issues to the concern members, plant level trade
unions, government employees and management of industries.
 engage sufficient qualified and competent personnel to ensure the effective implementation of
the health and safety in these industries (including legislative compliance).

 ensure the dissemination of information related to the occupational risks and hazards and
provide instruction to the industries for compliance.
 assist the industries to develop and maintain a safety culture that encourages all personnel to
actively manage health and safety risks
 assist to establish a system to ensure hazards and incidents are promptly reported, investigated
where appropriate, and control measures are implemented to eliminate or minimize the risk of
recurrence

RESPONSIBILITIES

 The trade union and employers declared the joint OSH policy and provides information to the
union members and employers members about OSH policy and strategy.
 The trade union and employers establish and maintain the joint central level and plant level
OSH committee with involvement of concern expert and experienced personnel.
 The coordinator of joint OSH committee reviews and monitors the central safety and health
committee.
 The central safety and health committee establish a plant level bipartite safety and health
committee.
 The central safety and health committee aware and trained the plant level safety and health
committee on different concern and related OSH issues.
 The central safety and health committee review and monitor the plant level safety and health
committee.
 The plant level committee defining and following the procedure related to all health and safety
issues.
 The plant level committee identifying the hazards related with work and adopting necessary
prevention and minimization techniques.
 The plant level committee following the rules and regulations laid by the national and
international law with respect to health and safety.
 The plant level and central level committee provides periodical Health and safety awareness
and training to handle the safety equipment to all employees.
 The plant level committee provides the training to all employees to use Personnel Protective
Equipment (PPE).
 The plant level committee ensuring alertness of all employees, always.
 The coordinator ensuring that the central health and safety committee is always active and
monitoring of all the above policies are being done methodically.
