Attachment 1 Technical Specification

1 General
This technical specification is applicable to 500m 3 and all water tanks with various
volumes for Indonesia Takalar Coal Fired Steam Power Plant Project 2×100MW, which
has regulated technical requirements on functional design, structure, performance,
installation and test of the equipment (including elevator body, electrical part and auxiliary
equipments). The main principles and applicable scope for preparation of this
specification are as following:
(1) This technical specification regulates the lowest technical requirements rather than
detailed regulations on all technical requirements and relevant references of standards
and codes.
(2) The bidder shall guarantee the material, design, machinery manufacturing and
inspection of the tanks to be provided shall comply with regulations and requirements of
this technical specification, fully meet the international industry standards (such as ASME,
API650, AWWA D100) of high-quality products and be with corresponding technical
services. Meanwhile, it shall meet the compulsory requirements of Indonesia regarding
with product quality, safety, industrial health, labor protection, environmental protection
and fire fighting. Design of outdoor tanks shall also meet the lightening protection
measures of IEC62305 and NFPA-780.
The bidder shall cooperate with the tenderee to explain to the Owner until the Owner
accepts if the Owner has any dissidence on the standard of design, manufacturing,
inspection adopted by the bidder or its design proposal or intention. It shall be agreed
through discussion if it needs to modify this technical specification after the design
drawings has been approved by the Owner.
(3) The bidder shall be fully responsible for package system and equipment (including
auxiliary system and equipment) within its scope of supply, that is, including
subcontracting (purchasing) products, which shall be approved by the tenderee first.
(4) The superior shall be executed if there is any conflict between standards used in this
specification and that adopted by the bidder. It shall be determined by the bidder for the
benefit of equipment erection, operation and project quality if there is any conflict in this
technical specification.
(5) The executed standards related to equipment shall be the latest version, and the
tenderee shall reserve right to make some supplementary requirements after signing the
Contract if code, standard or specification changes.
(6) Tenderee shall deem that products to be supplied by the bidder fully meet the
requirements of this specification if the bidder has no written objections towards this
specification.

(7) The trenderee shall put forward it in written form if it has any other requirement in
addition to this specification, and integrated into this specification after discussion
between the tenderee and the bidder. The bidder shall unconditionally support the
tenderee’s variation of data if the relevant data provided by the tenderee are provisional.
(8) All technical data, tables, drawings and all instruments provided by the bidder shall use
international system of units.
(9) This project adopts KKS code system, the bidder shall conduct KKS coding for
equipments and its supplied instrumental meters (elements) to meet the tenderee’s
coding requirements. The technical documents (including data and drawings) provided by
the tenderee and nameplates of equipment shall be marked with KKS code, depth of
which shall at least meet DCS and PLC requirements, and the specific mark shall be
provided by the tenderee.
(10) When the pre-successful bidder is determined, the pre-successful bidder is obliged to
cooperate with the tenderee to study the technical requirements in the main Contract
signed between the tenderee and the Owner. The main contract shall be with equivalent
legal validity when signing the Contract finally.
(11) The tanks to be provided by the bidder shall be used at least three projects with boiler
capacity of 400t/h, and the bidder shall be with operation experience no less than three
years to prove the tanks are safe and reliable (the detailed achievements of the company
shall be described in attachment 9).
(12) The bidder shall adopt the equipments and parts complying with latest standards or
relevant international standards, and shall not provide eliminated products or those to be
eliminated.
(13) The bidder shall not modify sequence of the chapters and sections of this bid
documents when preparing the bids.

2 Brief Introduction
2.1 Project Introduction and Plant Location
The project locates in Punagaya village, Bangkala county, Jeneponto City, south Sulawesi
province, Indonesia, 60km to the south of Makassar city. The specific location is
5°37′10.5894″ S, 119°32′42.0785″E. The area of the project is about 700m in length and
300m in width, with flat topography. Common goods can be shipped to Makassar port,
between which and site is 60km two-lane black top.
Two units with each capacity of 100MW are to be built for this project, and it is required to
be technically advanced, with complete functions, uninterrupted power supply, high
efficiency, reliable operation and minimum maintenance expense under existing
environment and operation conditions. All equipment shall be simple and durable, with
conservative design, high safety factor and perfect protection system.

2.2 Main Equipment


This project adopts two (2) sets of 443t/h, high temperature and high pressure, natural
circulating, balanced ventilation and circulating fluidized bed boiler, which are arranged
outdoor with full steel frame and full suspending structure. The units may run reliably with
constant and sliding pressure, and minimum combustion stable load without fuel oil is
30%BRL.
Allowed load change rate during normal operation of the unit:
Load increases form 40%BRL to 100%BMCR ≥4~5%/min
Load decreases from 100%BMCR to 40%BRL ≥4~5%/min
Other ≥3%/min
The boiler is safe and reliable enough when it runs with fluctuating loads to cater to
deviation of system or control device happened during operation.

Designed wind speed: 33.33m/s, this project requires to adopt international standard for
structure design, and this wind speed is used for standard wind load calculation of
America.
(6) Earthquake peak acceleration
Earthquake peak acceleration on base rock surface (SB kind) can be 0.1g in selected
plant location of Takalar CFSPP Project 2×100MW when exceedance probability of road
section of plant location is 10% according to earthquake division diagram and Indonesian
aseismic structure design manual. Site soil type of this project is SC(Hard
soil)~SD(Medium Soil). Corresponding earth’s surface earthquake dynamic peak
acceleration can be 0.15g. Design response spectrum on the basis of Indonesian
Aseismic Code (similar to American aseismic system) is shown in earthquake safety

assessment report of this project (Job No. 2992 Final Report Probabilistic Seismic Hazard
Analysis_Takalar project). It can be based for aseismic calculation and design of
American standard. All levels of design earthquake during structural design shall be
dynamically analyzed and determined. Dynamic analysis shall be established on
structural design principle. These are compulsory requirements of issued latest
Indonesian regulations and codes according to KEMENTRIAN PEKERJAAN UMUM
2012.
2.4 Compressed air
All the air for process and control in the system is collected from the centralized pressure
supply station, with interface pipe DN80 and pressure 0.6~0.8MPa. The tenderee shall
supply one way of instrumental compressed air. The bidder shall distribute air from the
mother pipe interface of instrument air to all the air-actuated equipment users, design the
system air supply pipeline distribution and supply all the relevant installation materials.

2.5 Power supply
AC power supply voltage: Low-voltage 400/230V three-phase four-wire system.
DC power supply voltage: 220V(power and control).
High-voltage power supply(6kV)to be directly supplied by the buyer.
The tenderee shall supply 2 ways of power supply(400/230V)of three-phase four-wire
system, and other grades of power supply for neutral-point solid ground system and
control system shall be solved by the bidder itself. Frequency:50Hz.

3. Design and Operating Condition

4. Technical requirement
4.1 Oil Tank
4.1.1 General principle
Oil tank shall be designed, constructed, installed and detected in accordance with the
applicable requirement of the API650 Code of the latest edition and also in accordance
with the additional requirement to this stipulation. The bidder shall provide oil tank body

and complete tank accessories,such as pipeline interface(oil supply pipe interface, oil
discharge pipe interface, oil return pipe interface, contaminated oil pipe interface, clean oil
pipe interface, sewage discharging pipe interface), breather valve, safety valve, light hole,
temperature measuring hole, oil-water interface measuring hole, cleaning hole, liquid level
control, manhole, access ladder & handrail, anchor bolt and nut, paint, etc. The bidder
shall cooperate unconditionally with the tenderee in design of oil tank cooling water and
foam fire fighting system and supply corresponding interfaces in accordance with the
design scheme of tenderee.

All the equipment interfaces in this system and the connecting pipes between equipment
shall conform to the relevant standard of ANSI/ASME. The tenderee shall reserve the right
to ask the bidder to change free of charge the interface size into the required size by the
tenderee in the phase of construction coordination.
The inlet pipe nozzle shall be extended 50 millimeters into the tank to provide a drop lip.
The outlet pipe nozzle at the bottom of tank body or the drain pipe nozzle shall not be
designed with an inner drop lip, and in this way, all water can be drained out.
The bidder shall provide necessary reinforcing measures for all the nozzles and valve
blocks. The open pore of oil tank shall turn aside the welding seam and stiffener. The tank
body shall be an all-welded structure which all the welding seams are continuous welding.
The bidder shall perform a water filling test after the tank body is installed to guarantee
that it has a high performance in every respect and conforms to the relevant requirement
of API650 Standard. A water filling test shall be performed for all the tank bodies and they
shall be able to withstand such a pressure as a 3- meter- high water column generates on
the top of tank body. At the end of water filling test, the water for the test shall be drained
out to the satisfaction of Owner. The bidder shall be responsible for draining out and
managing all right the test water.
The internal coating of tank body shall be tested for its integrity after the period of
installation and maintenance. In addition, an appropriate test shall be performed for pore
and weld, etc. when the tank body is out of service. And a test shall be performed for the
interior coating of tank body to determine the thickness the coating should have. The test
procedure above shall be submitted to Owner for examination. No test operation is
allowed before those procedures are approved by Owner. The recorded test result and
attached test area sketch shall be submitted to Owner. Owner shall reserve the right to
witness all the tests and be informed at least 5 working days ahead of any test.

4.1.2 Technical requirement for oil tank


(1) The oil tank is cylinder oil tank by welded with steel plate, which has arch welded roof,
it includes oil tank proper and the accessories of oil feeding inlet, oil discharging hole, oil
returning hole, sump oil hole, cleaning oil hole, sewage hole, respiration valve, safety
valve, light hole, cleaning hole, manhole, ladder, platform, handrail and oil level etc..
(2) The steel spiral staircase and skirting backplate are required to provide at the oil tank.
The respiration hole shall be provided with filtering net, in order to prevent the winged
insect and large particles from entering the oil tank.
(3) After the working pressure of the oil tank is normal pressure, the oil temperature is not
bigger than 35□. The rigidity, strength and stability of the equipment shall meet the Comment [p1]: 现场环境温度高于

(4) The material for the oil tank shall be selected according the requirement of API650.
The jointing of annular plate of the tank wall shall be butt-jointing and shall be fully-welded

and fully penetrated.


(5) Whether the arch crown with ribs is adopted for the oil tank shall be calculated by
calculation, the bidder shall provide the complete design calculation document. Comment [p2]: 建议增加内容修改

(7) The ovality error of any section of the whole tank body of the oil tank shall not bigger
than 0.20% of the diameter, the vertical error at any position shall not be bigger than 0.1%
of the height of the tank body.
(8) The tapping on the oil tank wall shall avoid the welding joint, the distance between the
tapping and the longitudinal welding joint shall not be less than 500mm,and the distance
between the tapping with the circumferential welding joint shall not be less than 200mm.
(9) After the blanking, the lower surface of the oil tank bottom plate shall de-rust and shall
be painted with anti-corrosion paint. Comment [p3]: 几度?
(10) Before the butt-welding seam interface of the oil tank body are welded, they shall be
mechanical manufactured, the appearance of the oil tank shall be level, beautiful and shall
be free of staggered joint and breach. The welding for all tanks shall be in accordance with
the stipulations in Chapter 7 of API650..
(11) The oil tank shall be tested for tightness, namely fully fill the oil tank with water, gently
beat the position 30~50mm away from the welding seam, the water filling time shall not be
less than 24 hours, and check the welding joint item by item, if there is no abnormal
deformation and leakage, the oil tank can be regarded as qualified.
(12) The distance between the longitudinal welding seam of the bottommost circle of tank
wall and the butt-welding seam of the tank bottom side plate of oil tank shall not be less
than 200mm, the distance among the parallel welding seams at the bottom plate and tank
wall shall not be less than 500mm, the minimum length of the wall plate shall be 1000mm.
(13) The length of local convex-concave degree at arch top plate of oil tank at any one
meter shall not be bigger than 5mm.
(14) Quality requirement of metal internal surface of the oil tank: The quality standards for
metal internal surface shall Class 1 of Sa2.5. The grease, scale and cession etc, on metal
surface shall be thoroughly cleaned, the metal surface shall be free of any visible
residuals and shall appear consistent grey-white metal luster. It shall have a certain
roughness and shall be in drying state. The handling methods shall be sand-blasting
method. The treated surface shall not be damped.
The requirement for anticorrosion:
The anticorrosive coating layer inside and outside the oil tank shall be combined with the
oil tank wall firmly, be free of dropping-off phenomenon and shall be level.
Two layers of anti-corrosive primer shall be painted on the external surface of the oil tank

that is qualified after water pressure test; the anticorrosion of inner wall shall be painted
with the imported polyurea (The model and construction method shall be approved by the
Buyer), with thickness of 1.5±0.25mm. Arcing shall not occur if the anticorrosion is
detected with 5000V static spark.
(15) The bidder shall provide the equipment assembly drawing, the drawing of the
equipment proper. The equipment location map will be subject to the drawing of the
design institute.
The bidder shall also provide the detail equipment manufacturing technology parameters,
quality assurance and test methods, which all shall be approved by the bid-inviter.
(16) The steel spiral winding staircase and skirting guard-board shall be provided for the
tank body.. The specific requirements are as follows:
a). At one side of the tank top circle, the handrails, skirting guard-board and circular
footsteps shall be provided. The handrail shall meet the following requirements:
The steel tube diameter for the handrail is greater than, the space between the columns
shall not be greater than 1000 mm, the top end of the handrail ends must be provided with
column firmly connected with the building. The space between the spacing shall not be
greater than 380 mm, the height shall not be less than 1050 mm. The handrail height at
top of the tank body shall not be less than 1200 mm, the skirting guard board shall be
the flat steel not less than 100 x 2 mm; the bottom at the skirting guard board shall have
no gap. The circular footsteps shall the checkered steel plate not less than 400 x 4 mm
plate.
b). The steel for the ladder and beam shall be of the materials specified in AP160, shall
have qualified certificate of carbon content. Its section area dimension shall be
determined by calculation.
c). The footstep shall be of non-slip materials, or have antiskid flange at least not less than
25 mm in width. It shall be the checkered steel plate with thickness less than 4mm.
d). The handrail distance from the upper surface of the flange on the footstep to the upper
surface of the handrail shall not be less than 860 mm and not bigger than 900mm in
vertical measurement. Outer diameter is 30-50mm, and thickness not less than 2.5mm is
adopted.
e). The column for supporting the handrail shall be the steel pipe with external diameter of
30 mm to 50 mm. The columns shall be provided from the first stage footstep, the gap
between the handrails shall not be greater than 1000mm. The middle handrail is fixed on
the middle of the columns with the round steel with diameter not less than 16mm.
f). The ladders are 600mm in width are they are all welded connection.
g). The fabrication and erection process shall ensure that the ladder and all its
components surface are smooth, have no sharp edges and sharp corners, burrs or other
external defects that may cause harm to the user of the ladder or hinder the user to pass

through.
The steel inclined ladder that has been installed shall be free of deflection, distortion,
deformation and other defects.
h) After the steel spiral winding staircase has been installed, it shall be painted with at
least a layer of primer and painted with a layer or multi-layer finishing coat or shall be
coated with the equivalent rustproof coating.
i) The load standard values of steel spiral winding staircase is not less than 3.5 kN/m2.
j) The concentrated load on footstep midpoint is not less than 1.5 kN/m2.
k) The horizontal concentrated load on handrail top is not less than 0.89 kN/m2.
i) The deflection is not more than 1/250 of the flexural member span.
m) The outdoor installed steel ladder and the connection part shall be provided with
lightning protection. The accessories for connection and grounding shall comply with the
requirements in Indonesia.
(17) The fuel sampling point is located in the inept of the oil tank.
(18) The equipment shall be designed to facilitate maintenance and operation.
(19) The bidder shall provide a suitable oil tank protection/anti-corrosion membrane
meeting the requirement of the Marine environment and shall be ensure that the service
life can be at least 30 years. The device indicating less oil amount in the oil tank shall be
installed on the oil tank. From the outside of the oil tank, the oil level, zero calibration and
full scale shall be clearly seen and marked.
(20) The measuring equipment shall have dust proof and waterproof performance.
(21) The tank shall be equipped with the corresponding device, connecting with the oil
tank and the atmosphere, to prevent overflowing of oil tank due to negligence. The
ventilation port shall be equipped with screens and flame arrester. The specifics are as
follows: a) The oil tank level gauge at the unloading point shall be clearly visible; b) The
ventilation pipe end at the unloading point shall be clearly visible; c) The high oil level
alarm shall be provided.
(22) The design of the outdoor tanks shall meet the lightning protection measures in
IEC62305 and NFPA - 780 lightning protection measures.

4.1.3 Technical Requirements for Manufacturing of Oil Tank


4.1.3.1 All the welding seam shall be full welding.
4.1.3.2 The bidder shall provide the general assembly drawing and drawing of equipment
proper in bidding.
4.1.3.3 The oil tank is manufactured in site. During manufacturing process, the bidder
shall be solely responsible for the lifting equipment, welding machine and power supply,
sandblasting de-rusting equipment, handling frame built for insulation etc..
4.1.3.4 After the oil tank has been manufactured, it shall be tested for hydrostatic test that

the oil tank is filled with water with static pressure for more than 24 hours.
4.1.3.5 The construction process for painting anti-corrosion materials of polyurea shall be
strictly controlled, the pinholes are forbidden to occur on the coating surface and the
bubbles are forbidden to occur on the coating layer.
4.1.3.6 The bidders must provide on-site construction technology organization measures.
4.1.3.7 The distance between mutual overlapping part of three boards at each place of the
oil tank bottom and the distance between the lapping part and the tank wall are not less
than 500 mm.
4.1.3.8 The distance between the longitudinal welding seams at the circle of the
bottommost of the oil tank wall with the side wall of the oil tank bottom is not less than
200 mm.
4.1.3.9 Any local welding deformation is not more than 30 mm.
4.1.3.10 The length of local convex-concave degree of oil tank at any one meter shall not
be bigger than 5mm.
4.1.3.11 The horizontal radius deviation at any point on the tank inwall is not less than +
10 mm, the height error at any position of tank body shall not exceed + 10 mm.
4.1.3.12 Before the butt-welding seam interface of the oil tank body are welded, they shall
be mechanical manufactured.
4.1.3. 13 If the arch crown with ribs is adopted for the oil tank ,the length of local convex-
concave degree at arch top plate of oil tank at any one meter in longitudinal and
horizontal direction shall not be bigger than 5mm.
4.1.3.14 Sandblasting processing shall be made to the inside and outside wall of the oil
tank, the metal surface sandblasting de-rusting grade shall reach Sa2.5. After blowing, the
steel surface should be firstly cleaned with brush for all flour and residual dust, finally it
shall be treated with vacuum cleaner. The blowing(purging) medium shall be chosen by
bidder and stated in the memorandum, the blowing medium shall be clean and dry, the
compressed air for blowing shall be free of oil, dirt and water. After sand blasting, the
surface shall be thoroughly checked and whether it is suitable for coating will be
confirmed by the bidder and the results shall be written in the memo.
4.1.4 Requirements on oil tank materials
4.1.4.1 The parts for the oil tank inside shall be selected in accordance with the API650.
4.1.4.2 The materials for all the tank body is carbon steel plate, which is newly
manufactured from the plant. It is strictly prohibited to use the waste materials for this
project, the bidder must provide the origin of raw materials, the factory documents
information and shopping vouchers.
4.1.4.3 The inside and outside of the tank shall both anti-corroded. The anticorrosive layer
of the inside and outside of the oil tank shall be combined with the tank wall firmly and
should not fall off and the anticorrosive coating shall levels off, the sandblasting and

derusting grade of metal surface of oil tank shall reach Sa2.5. The oil tank interior wall
shall be anti-corroded with epoxy glass fiber reinforced plastic (three pieces of cloth and
five layers of oil, epoxy vinyl resin) or polyurea, the corrosion shall have no arc when it is
detected by 5000 v electrostatic spark, the anticorrosive coating shall have no dissolved
matter. The oil tank outer wall corrosion protection shall meet the requirements of SSPC
coastal salt atmosphere environment. If the elastomer anticorrosion coating painted with
pure polyurea is used for the corrosion inside the oil tank, the bidder must provide the
origin of raw materials, the factory documents data and customs clearance documents.

4.2 Water Tanks


4.2.1 General Principle
The design, construction, installation and test of the water tanks shall comply with the
applicable requirements of the latest version of AWWA (American Water Works
Association) – D100 Specification and the additional requirements specified herein. The
materials shall comply with the requirements of Section 2 – Materials in this Specification.
The bidder shall provide the complete accessories, such as, pipe nozzles (including at
least two spare nozzles with isolation valves and blind flanges), magnetic level gauges,
manholes, stairs, ladders & handrails, valves, pipes/hoses, anchor bolts and nuts,
instrument/meter, cables and earth wires, exhaust vents, instrument control devices and
paints. It is also necessary to separately provide two pipe nozzles for the fire system of the
original water tank. The interfaces of all equipment or devices and the connecting pipes
among the devices/equipment shall all comply with the requirements of the relevant
standards of the ANSI (American National Standards Institute)/ASME (American Society
of Mechanical Engineers).
The fabrication materials for the internal pipes in the water tank and all pipe orifices, pipe
flanges and all access holes of the water tank shall be the same base materials as the
tank shell. The welding rods/electrodes shall use carbon steel AWS A5.1.
The inlet pipe nozzle shall extend 15mm into the tank to provide a drip lip. No drip lip shall
be designed for outlet pipe nozzle or drain pipe nozzle at the bottom of the water tank, for
purpose of exhausting the water.
The bidder shall take the necessary reinforcement measures for all pipe nozzles and
valves. The tank body is an all-welded structure for all welds. After the tank body is
mounted, the bidder shall carry out the water-filling test to it to ensure a good performance
in various aspects and comply with the relevant requirements in the AWWA standards. All
tank bodies shall be subject to the water-filling test to ensure they can withstand the
pressure of water column of about 3m imposed onto the top of the tank body. After the test,
the water for the test shall be pumped up until it satisfies the Owner. The Bidder shall be
responsible for pumping up and appropriately dispose the water used in the test.
The bottom fittings of the flat-bottom tank shall be tested by the vacuum tank and soapy

water before the water-filling test. Any leakage found during the water-filling test and the
vacuum test shall be promptly repaired according to the procedures approved by the
Owner.
The integrity of the undercoat of the tank body shall be tested after the installation and
maintenance period, and its air hole and weld joints shall also be appropriately tested
when the tank body is not used. The interior coatings of the tank shall be tested to ensure
a proper coating thickness. The said test procedures shall be submitted to the Owner for
review in the future. Any other test operations may not be carried out before these test
procedures are accepted by the Owner. The test results recorded and the sketches of test
area attached shall be submitted to the Owner. The Owner shall be entitled to witness all
tests and be notified at least five workdays before any test.
4.2.2 Technical Requirements of the Water Tank
(1) The water tank is welded by steel sheets into drum form, with the arc welding for tank
top, and it includes the body, water inlet/outlet, overflow port, outfall, meter interfaces,
manholes (two pieces), air hole, ladder, platform, railings, magnetic level gauge (attached
with the instrument guide pipe, primary valve, drain valve and all installation accessories)
and other accessories. The level gauges of any other forms shall be provided by the
Buyer and the Seller shall assist the connection.
(2) The water tank shall be equipped with the steel spiral staircases and skirting boards.
The air hole and overflow port of the water tank shall be equipped with the filter mesh to
prevent the insects and large particles from entering the tank.
(3) The operating pressure of the tank is normal pressure and its water temperature shall
not be greater than 35℃. The design stiffness, strength and equipment stability of the
water tank shall meet the requirement of local seismic intensity.
(4) The material of tank body shall be selected according to the Section 2 of AWWA D100
Specification. The splicing of tank wall annular plates shall be subject to a butt welding
and full penetration welding.
(5) The water tank shall use the ribbed vault. The overlapped welding is used for the roof.
The distance of splicing seams for the vaulted steel sheet shall be less than 200mm.
(6) The tank bottom is directly placed onto the foundation for the assembly and welding
operations. The minimum welding deformation shall be under control. The local
deformation of any part shall not be greater than ±30mm.
(7) The elliptical error of any cross-section of the water tank shall not be greater than 0.20%
of the diameter and the vertical error at any position shall not be greater than 0.1% of the
cylinder height.
(8) The opening of tank wall shall be avoided from the weld seam. The distance of any
opening from the longitudinal seam may not be less than 500mm and from the
circumferential seam may not be less than 200mm.

(9) The lower surface of the tank bottom plate shall be subject to the rust removal and
applied with the anti-corrosion coating after it is cut.
(10) The interface of butt welding seams of the tank body shall be machined before the
welding operations. The contour of the water tank shall be level and beautiful, free from
any joint coating and crack.
(11) The hydrostatic test of tightness is made to the water tank, namely, the tank is filled
with water and the hammer of 1.5kg is used to tap the tank at 30-50mm away from each
weld seam. The full-water time may not be less than 24h. All seams are checked one by
one to ensure there is no deformation or leakage.
(12) The distance of longitudinal weld seam of the bottom circle of tank wall away from the
butt weld of tank bottom plate may not be less than 200mm. the distance between the
bottom plate and the parallel weld seam on the tank wall shall not be less than 500mm.
The minimum length of the wall plate is 1000m.
(13) The local deflection (concave-convex) of the vaulted roof may not be greater than
5mm in a length of any one meter.
(14) Requirements on treatment quality of internal metal surface of the water tank: the
standard of treatment quality of internal metal surface shall be Sa2.5 Grade-I. It is
necessary to thoroughly remove the grease, scale cinder, rust and other dirt from the
metal surface to make sure of no visible residue and show the uniform grey-white metallic
luster and ensure certain roughness and a drying status. Treatment method: the
sandblasting method is used. After the treatment, the metal surface may not be
moistened.
Anticorrosion Requirements:
The inside/outside anticorrosion coating of the water tank shall be combined firmly with
the tank wall to make sure of no peeling situation and the anticorrosion coating shall be
level.
The external surface of the water tank qualified upon the hydrostatic test shall be applied
with the antirust primer twice; the epoxy fiberglass (three-cloth, five-oil) or polyurea is
used for the anticorrosion of inner wall of the tank.
(15) The Seller shall provide the general assembly drawing and structure drawing. The
positioning drawings of equipment provided by the design institute shall prevail. The Seller
shall provide the detailed technical parameters for equipment manufacture, quality
assurance and test methods, which shall be approved by the Buyer.
(16) The tank body shall be equipped with the steel spiral staircase and skirting boards.
The specific requirements are as follows:
a. The railings, skirting boards and annular pedals (or footsteps) shall be provided around
the tank top. The railings shall meet the following requirements: the steel pipe with a
diameter > φ33.5mm, upright column gap ≤1000mm. The terminals of railing must be

equipped with the upright columns or connected firmly with the building. The spacing of
cross-bars ≤ 380mm and height ≥ 1050mm. The height of railing top shall not be lower
than 1200mm and the skirting board shall use the flat steel with a size ≥ 100×2mm, and
no gap shall be reserved for the lower end of skirting board; the annular pedal shall use
the tread plate with a size ≥ 400×4mm.
b. The steel materials for ladder beam shall be selected as per the AWWA D100, and its
cross-section size shall be determined through the calculation.
c. The pedals or footsteps shall use the anti-slip materials or adopt the anti-slip flange at
least with a width ≥ 25mm. They shall use the tread steel sheet with a thickness ≥ 4mm.
d. According to the vertical measurement from the upper surface of pedal flange to the
upper surface of handrail, the height of the handrail shall not be less than 860mm and not
more than 900mm. The handrail shall be made of the circular pipes with an outer diameter
of 30-50mm and a wall thickness ≥ 2.5mm.
e. The upright columns to support the handrail shall be made of the pipes with an outer
diameter of 30-50mm. The upright columns shall be set up from the first pedal, with a
spacing ≤1000mm. The middle handrail shall be fixed at the middle of the upright column
by the round bars with a diameter ≥16mm.
f. The ladder width is 600mm, and the welding connection is adopted.
g. The manufacture and installation shall guarantee that the surface of ladder and its all
components shall be smooth, free from any sharp edge, sharp corner or burr or any other
external defects that may damage the ladder user or hinder the pass of the user. The
installed steel inclined ladder shall be free from any deflection, distortion, deformation or
other defects.
h. After the steel spiral staircase is installed, it is necessary to apply at least a primer and
a finish or multiple layers of finishes or use the equivalent antirust and anticorrosion
coating.

i. Load standard value of the spiral staircase shall not be less than 3.5kN/m²;
j. The concentrated load at the midpoint of the footstep shall not be less than 1.5kN/m²;

k. Horizontal concentrated load on the top of handrail shall not be less than 0.89kN/m²;
l. The deflection shall not be greater than 1/250 of the span of flexural member;
m. The lightning protection of the steel inclined ladder and connections mounted outdoor
as well as the connection and grounding accessories shall comply with the requirements
of Indonesia.
(17) In order to prevent the entry of gas, the demineralized water tank shall be inlaid with
the single layer membrane (or diaphragm) flexible floating roof (provided by the Seller);
the Seller shall be capable of designing, installing, guiding and commissioning the
demineralized water single-layer membrane flexible floating roof for large circular water
tank. The floating roof and elements provided by the Seller must be the top-quality

products accepted by this industry and the Seller shall provide the performance
certificates of at least three similar projects. The demineralized water tank and the inlaid
single-layer membrane flexible floating roof structure provided by the Seller shall
guarantee the free operation of the floating roof to avoid any seizure, fracture, rotation,
turnover (flip) and other phenomena, and ensure a safe and reliable operation. The
specific requirements on the flexible floating roof are as follows:
a. The chemical property of materials of all spare parts shall be stable and will not pollute
the water; they shall be in general the long-chain organic polymer composite materials
characterized by small density, airtight, good ductility, good elasticity and strong
resistance against water/vapor permeability and strong corrosion resistance. The material
of the selected floating roof shall be of the anti-aging function and the service life shall be
guaranteed for at least thirty years. The diaphragm shall be machined intact and the
measure of resisting the water to break through shall be taken. The joints of the
diaphragm/membrane shall be level, free from any air leakage; the measure of preventing
the falling of particles shall be taken to the floating blocks and floating rings.
b. The flexible floating roof is adopted. After the floating roof is spliced and assembled into
the circle, the elliptical error shall not be greater than 1%. The floating roof shall be
characterized by a high coverage rate, easy installation, free maintenance, long service
life, and strong adaptability to the shape and structure of the equipment, etc. The floating
roof shall be able to float freely according to the liquid level situation, and free from any
seizure.
c. The diaphragm/membrane materials of the single-layer membrane flexible floating roof
shall be taken into the tank from the manhole valve and they shall be spliced or
assembled in the container (do not weld or flame-cut them in the water tank, do not
destroy the original anti-corrosion coating of the inner wall of the tank). It is characterized
by easy installation, free maintenance, long service life, strong adaptability to the shape
and structure of equipment, low price, and so on.
d. The floating roof can be rolled up and stacked in the equipment during the maintenance
and overhaul of the water tank, which will not exert any impact on the maintenance and
overhaul. After the overhaul, the floating roof can be unfolded to restore it to original
shape.
(18) The design of the outdoor water tank shall meet the requirement of lightning measure
of IEC62305 and NFPA-782.
3.2.3 Manufacture Requirement of Equipment
3.2.3.1 The full weld method shall be used for all welding seams of the water tank.
3.2.3.2 The Seller shall provide the general assembly drawing and structure drawing of
the equipment while submitting the tender.
3.2.3.3 Except that the demineralized water tank shall be fabricated on the site, any lifting

device, welding motor and power supply, sandblasting and antirust device, the operating
frame for heat preservation and other equipment required during the fabrication shall be
provided by the Seller.
3.2.3.4 Full-water hydrostatic test shall be made for at least 24h after the equipment is
fabricated.
3.2.3.5 It is necessary to strictly control the construction process during the painting
process of the anticorrosion materials. It is prohibited to make the pinholes on the paint
surface and no bubble is allowed in the sprayed coating.
3.2.3.6 The Seller must provide the organization scheme of on-site construction
technology.
3.2.3.7 The overlapped distance of three plates at the bottom of the tank and the distance
between this overlapped position and the tank wall shall all be equal to or greater than
500mm.
3.2.3.8 The distance between the lowest longitudinal weld seams of the tank and the weld
seams of bottom sideboard of the tank shall not be less than 200mm.
3.2.3.9 The deformation of any local welding may not be greater than 30mm.
3.2.3.10 The local deflection (concave-convex) of the tank may not be greater than +5mm
in the length of one meter in the longitudinal and lateral directions.
3.2.3.11 The horizontal radius error of any point in the inner wall of the tank may not be
greater than +10 mm and the height error of the tank in any position may not be greater
than +10 mm.
3.2.3.12 The interface of butt welding seams of the tank body shall be machined before
the welding operations.
3.2.3.13 The vaulted structure with the reinforcing ribs is adopted for the tank top. The
local deflection (concave-convex) of the vaulted roof may not be greater than +5mm in the
length of one meter in the longitudinal and lateral directions.
3.2.3.14 The sandblasting treatment is provided to the inner and outer walls of the tank.
The sandblasting and antirust of metal surface shall reach the grade Sa2.5. After the
sandblasting, the all abrasive powder and residual dust on the steel surface shall be
cleaned with the brush and finally the vacuum dust collector shall be used. The blasting
medium shall be selected and stated by the Seller in the memo. The blasting medium
shall be clean and dry. The compressed air for blasting shall be free from any oil, dirt and
water. After the sandblasting, the surface shall be thoroughly checked. The Seller will
confirm whether the surface is suitable for the spraying and painting operation and record
the results into the memo.
3.2.4 Material Requirements of Equipment
3.2.4.1 The materials for the internal accessories of the tank shall be selected according
to the requirements of Section 2 in AWWA D100.

3.2.4.2 The carbon steel and sheet metals for the tanks shall be materials newly made. It
is strictly prohibited to use the used materials in this project. The Seller must provide the
place of origin of the raw materials, quality certificates and purchase vouchers.
3.2.4.3 The antisepsis is required for inside and outside of the tank. The internal and
external anticorrosion coatings of the tank shall be combined firmly with the tank wall, free
from any fall-off phenomenon, and the anticorrosion coating shall be level. The
sandblasting and antirust of metal surface of the tank shall reach Grade Sa2.5. The epoxy
fiberglass (three-cloth, five-oil) or polyurea is used for the anticorrosion of inner wall of the
tank. There shall be free from any arcing for the anticorrosion upon the electrostatic spark
test of 5000V. The anticorrosion coating shall be free from any dissolved matter. The
antisepsis of outer wall of the tank must meet the requirements of coastal saline
atmosphere in SSPC. If the pure polyurea will be used as the elastic anticorrosion coating
in the tank, the raw materials of pure polyurea shall be imported materials, and the Seller
must provide the place of origin, quality certificate and customs clearance documents.
4.5 Standards and Specifications
The materials, design, manufacture, construction and installation of oil tank and water
tank equipment shall comply with the standards of API650 and AWWA D100. Any matter
not covered in these standards shall comply with the following standards, but not limited
to:

4.5.2 The bidder shall be obliged to explain that the recommended standards or
specifications are equal to or superior over the said requirements and provide these
standards and specifications where it uses any standards and specifications rather than

4.5.3 The bidder shall be entitled to propose some additional requirements incurred from

this contract. The specific issues shall be mutually negotiated and agreed by both parties
hereto.
4.6 Performance and Quality Assurance
4.6.1 Performance Guarantee
The equipment shall guarantee to meet the following performance:
Service life: >30 Years;
Noise: the noise shall be less than 85dB (A) in a distance of 1.0m away from the external
surface of the equipment.
4.6.2 Quality Assurance
4.6.2.1 The bidder shall have a perfect quality assurance system and it shall explain this
quality assurance system.
4.6.2.2 The bidder shall bear full responsibility for the quality of the raw materials and
outsourced parts to be purchased for the fabrication.
4.6.2.3 The Bidder shall provide the following quality assurance documents of the
equipment
(1) Certificate of product;
(2) Production and inspection records;
(3) Certificate of materials;
(4) Necessary electrical test reports;
(5) Necessary NDT reports;
(6) Certificate and test report of attached equipment or accessories;
(7) Other necessary documents to prove the quality.
4.6.3 Test of Products
The test of the product shall comply with the requirements of the relevant specifications
and standards. The Bidder shall list the reference standards and related contents.

5 Design and Supply Boundary Limits


It is detailed in Attachment II and the provisions in the said clauses.

6 Cleaning, Painting, Package, Loading/Unloading, Transport and Storage


6.1 General Technical Requirements on Paints (apply to all equipment of this
specification)
This project is addressed in Sulawesi Selatan, Indonesia, close to the sea, so the
following requirements are set on the paint of equipment and materials within the supply
scope of the Bidder in order to prevent the corrosion of the equipment in the power plant
and extend the service life.
1) The brand, type, construction technology and dry film thickness of the paints for the

equipment and materials within the supply scope of the Bidder shall comply with the
requirements of the Bidder except to satisfy the requirements in Table 6.3. The paints for
various coatings shall use the product of the same paint brand, namely, Brand Hempel
Haihong, and in addition, no business change may be made.
2) The supply scope of the paint of the Bidder shall cover all primers (once), intermediate
paints (twice) and finishes (once) for the equipment, materials, steel structure and their all
accessories supplied by the Bidder.
3) Unless otherwise specified, the surface treatment and painting process of all equipment
and materials shall comply with the listed standards and specifications or the

Attachment 2 Scope of Supply


1. General requirement
1.1 This attachment has specified the scope of supply of contract equipment. The bidder
shall guarantee that the equipment supplied is bran-new, advanced , mature, integrated,
safe and reliable and that the technical and economical performance conforms to the
requirements of Attachment 1.
1.2 The bidder shall supply a detailed supply list (including all equipments, valves,
pipelines and all erection materials etc.) which shows in turn the content of type, quantity,
producing area, manufacturer, etc. The bidder shall provide all necessary materials for
construction and erection. The seller shall provide flange, counter flange and connection
accessories (spiral wound gasket with inner and outer steel ring). The bidder shall
complement the components necessary for operation and construction of the equipment
complex, even if they are unlisted or insufficient in number in the attachment to the
contract.
1.3 Unless otherwise stated, all the quantities listed shall be required for this project.
1.4 The bidder shall supply the special tools and consumable materials, etc. required for
all the installation and overhaul operations and supply a detailed supply list.
1.5 Supply spare supplies/ parts ( including instruments and control equipment) required
for operation and give a specific list in the book of tender.
1.6 Supply the equipment of imported parts and purchased parts and give a specific list in
the book of tender.
1.7 The technical document list provided by the bidder shall be given in Attachment 3.
1.8 Supply the supplemented paint of site, the oil for the first start and debugging and
satisfy the actual demand of site.
1.9 Nameplate identification
The bidder shall supply the nameplate label, indication and warning board of all the
equipment, conduits and accessories. All the inscriptions shall be written in English
with the font size to be determined by the tenderee. The main nameplate shall be written
in Indonesian language.
After the equipment name is determined finally, all the inscriptions on the nameplate shall
be the engraved letters filled with black. The engraved letters can be completed on site or

in production shop. If agreed by the owner,a temporary nameplate can be used before
the process is completed. The nameplate of outdoor equipment shall be made of
stainless steel materials and fixed to the equipment by means of stainless steel rivet and
galvanized tapping screw. It shall be prohibited to use any binding agents. The warning
board shall be made of stainless steel material, with a satin or polished finish. The
inscription shall use a red style. The mounting position shall be able to guarantee the
personal safety maximally.

All the equipment of the instrument board shall be solely indicated with the stainless steel
identification board with a satin or polished finish. If agreed by the tenderee, a thin plastic
identification can be used at certain places.
All the fireless pressure vessels and hoisting blocks shall be permanently pasted or
engraved with a nameplate at the striking position, giving clear indication of design code,
design parameter, test parameter, test date, etc., depending on the tenderee.
Each valve within the scope of supply of bidder shall be furnished with a stainless steel
nameplate, indicating the valve function and the reference number consistent with the
valve directory offered by the tenderee. The color of inscription of valve nameplate shall
be consistent with the connecting conduit based on the requirement of Standard. The
nameplate shall be circular as far as possible and installed under the fixed nut of
handwheel. The check valve and some valve lets can also adopt a rectangle nameplate
which is installed on the valve support or nailed on the wall near the valve or the steel
frame. The size and font of nameplate shall be determined by the tenderee.

2. Scope of supply
The scope of supply of the bidder is all tanks (including accessories) regulated in this
specification. The bidder shall meet the requirements for equipment design, site erection,
commissioning, operation and performance, and provide related services and cooperation
for equipment design, site erection, commissioning, operation and performance.
Requirements of supply in this technical specification shall be supplementary for scope of
supply of this bid, and the bidder shall supplement supply for free if any item is found
missing during erection, commissioning and operation. The scopes of supply shall include
but not limited to:
2.1 Scope of equipment
The bidder shall provide all equipment, accessories and spare parts required for oil tanks
and water tanks in this bid, including paintings, all kinds of valves, elements and
instruments, magnetic level gauge (with 316L stainless instrument tube, primary valve,
drainage valve and all accessories for installation) etc.

Attachment 3 Technical Document and Delivery Schedule


1. General requirement
1.1 The information submitted by the bidder shall be state legal unit system, namely, SI
units, and written in Chinese language and English language. The drawing documents
shall be provided in electronic edition (U disk or DVD optical digital disc) in addition to
written documents. All the drawing documents of electronic edition required for design by
the design institute shall be AutoCAD2004 format, and the text files shall be
Word/Excel2003 format.
1.2 All the drawing documents submitted by the bidder shall be No. A paper of
international standardization, normally not exceeding A1 size. All the drawings shall be
provided with scale, specification and size. The drawing shall be given a clear indication
and the applicable phase, such as the phase of Bidding, Preliminary Design,
Constructional Drawing and Completion Drawing, or Reporting, Examining and Approving,
etc.
1.3 The documents shall have a clear organizational structure and good logicality. The
content of documents shall be correct, accurate, consistent, clear and complete, satisfying
the requirement of project.
1.4 The bidder shall submit the documents in time and in full, which satisfy the
requirement of construction progress. All the technical document lists and drawing
documents shall be submitted within two( 2) weeks after signing the contract. The bidder
shall be responsible for the technical document of all the materials of equipment within the
scope of supply(including purchased parts and the parts directly delivered to site). All the
technical document shall be guaranteed being received in full and completeness by the
accountable person appointed by the tenderee. The specific executive scheme shall be
determined by both sides when the technical agreement is signed.
1.5 The technical document submitted by the bidder shall, in general, be divided into the
phase of bidding period and engineering design cooperating phase,and the four (4)
aspects of equipment supervision and inspection, construction debugging and
commissioning, performance reception test and operating maintenance, etc. The bidder
shall satisfy the specific requirement of the four(4) aspects above.
1.6 The list of technical documents which are necessary for the engineering but not
contained in the contract must be supplied by the bidder free of charge as soon as found..
The project of this phase shall be consisted of two(2) units (equipment). The bidder shall
supply new technical documents free of charge as soon as No.2 unit is improved.
1.7 The bidder shall supply in time the document relevant to contract equipment design
and manufacture.
1.8 All the technical documents submitted by the bidder (including those of subcontracting
and outsourcing equipment) shall be the delivery attached technical document of four(4)

copies in English edition, six (6) copies in Chinese edition and two (2) copies in both
Chinese and English edition; the coordinated design document of five (5) copies in
Chinese edition and two(2) copies in English edition. When the equipment has been
installed, the bidder shall supply one (1) copy of complete equipment as-built
drawing(English edition)respectively for each unit. The bidder shall also supply the

electronic edition of above documents,three (3) copies for each set of equipment (one (1)
for the design institute, two (2) for the tenderee). The drawing shall be AutoCAD2004
format and the text file shall be Word/Excel2003 format.
1.9 All the Chinese technical documents and English documents submitted by the bidder
shall be encoded into KKS as required by the tenderee. The equipment digital code or
alpha code shall be arranged increasing in sequence from south to north and increasing in
sequence from east to west. That is to say, the code of onsite equipment installed in the
north shall be greater than the one in the south and the code of western equipment shall
be greater than the one of eastern equipment. The power plant equipment installed
vertically shall be numbered with the code increasing in sequence from bottom to top.
1.10 The bidder shall supply the drawing that is clear and legible. No micro-copied
drawing shall be allowed to supply.
1.11 The bidder shall supply the brand label, indication and warning board of all the
equipment, conduits and accessories within the scope of supply. All the inscriptions shall
be written in English language with the font size to be determined by the tenderee. The
main nameplate shall be written in Indonesian language. After the equipment name is
determined finally, all the inscriptions on the nameplate shall be the engraved letters filled

1.12 The bidder shall be active to cooperate with the general contractor to supply the
technical document required for detection and acceptance of special type equipment.

2.2 Technical documents required for equipment supervision and inspection


The bidder shall supply all the technical documents required to satisfy the supervision and
inspection / witnessing of contract equipment.
2.3 Technical documents required for construction, debugging, commissioning,
performance test of unit and operating maintenance (The concrete list and requirement
shall be provided by the tenderee and detailed by the bidder and confirmed by the
tenderee). They shall include, but not limited to:
2.3.1 Equipment installation, debugging and commissioning specification and the
technical documents required for assembling and disassembling.
2.3.2 Detailed drawings and technical documents required for installation, operation,
service and overhaul ( including general drawing of equipment, general drawing of
component and detail drawing and necessary parts drawing and calculating data, etc.).
2.3.3 Equipment installation, operation, service and overhaul manual (including
equipment structural characteristics, installation procedures and technological
requirements, commissioning test essentials, operating provisions as well as control data,
regular check and maintenance instruction, etc.).
2.3.4 The bidder shall supply the spare supplies/ parts list and easily-worn parts drawing.
2.4 Other technical documents submitted by the bidder (The concrete list and requirement
shall be provided by the tenderee and detailed by the bidder and confirmed by the
tenderee). They shall include, but not limited to:
2.4.1 Final factory report of inspection record, test report and certification of fitness, etc.
2.4.2 The bidder shall supply a list of the codes, standards and regulations which are
followed in designing and manufacturing.
2.4.3 Equipment and spare supplies managerial data documents ( including the further
information of shipment and packing of equipment and spare supplies/parts, the technical
requirement of storage and custody of equipment and spare supplies/parts, the detailed
statement and outside drawing of super- large parts over-weighted for transportation.

Attachment 5 Supervision, Inspection and Performance Acceptance Test

1 General
1.1 This attachment is used for supervision, inspection and performance acceptance test
to the equipment( including subcontracted and purchased equipment) supplied by the
Bidder during implementation of contract, in order to ensure the equipment supplied by
the Bidder to meet the requirement in Attachment 1.
1.2 The Bidder shall provide the supervision, inspection standard and performance
acceptance test related with the Contract equipment in time according to the requirement
of tenderee after the contract takes effect. These standards shall be in accordance with
the stipulations in Attachment 1.

2 Factory inspection
2.1 Factory inspection is one important component of quality control. The Bidder shall
strictly inspect and test the production links in the plant. The contract equipment provided
by the Bidder shall be certified with quality certificate, inspection record and test report,
which shall be the components of the quality certification document when the equipment is
delivered.
2.2 The inspection scope includes incoming inspection to the raw materials and
components, manufacturing, assembly and test and pre-delivery test of the part.
2.3 The Bidder’s inspection results shall meet the requirements of Attachment 1, if there is
any unconformity or the requirement is not met, the Bidder shall take measures until the
inspection results meet the requirement and shall submit inconsistency report. In case the
Bidder has major quality issues, the issues shall be informed to the tenderee.
2.4 All the cost of factory inspection is included in the total price of the contract equipment.

3 Supervision and inspection of equipment


3.1 Basic requirement to supervision and inspection of the equipment
1) Before manufacturing , the raw materials of the important parts shall be confirmed by
the tenderee and the supervision representative( document witness)and then they can be
used.
2) Before 10 days of witness, the Bidder shall provide the equipment document witness
and site witness document of domestic part to the tenderee’s supervision representative.
The equipment document witness and site witness document of overseas part shall be
provided to the tenderee before 30 days of witness.
3) The Bidder shall provide production schedule before the equipment is on-load
operating, and shall inform the tenderee(bid-inviter) for the manufacturing plan and
inspection plan in written form in the first week of every month.

4) The tenderee’s supervision representative is entitled to consult the technical


information related with the supervision equipment, the Bidder shall positively cooperate
and provide the copies of the related document.
5) Without the approval of the tenderee, the Bidder shall not arbitrarily exchange the
important parts and exclusive-use parts of the contract equipment.
6) The tenderee is entitled to check the equipment quality in the plant building at any time,
the Bidder shall positively coordinate and provide convenient conditions.
7) The supervision of the tenderee to the equipment will not exempt relevant any
responsibilities of the Bidder.

3.2 Basis of supervision


The supervision is based on the Contract and related Indonesia laws and rules.

3.3 Supervision mode


The document witness, site witness and shutdown to inspect, namely Point R, W and H.
After each time supervision content is finished, the Bidder and the supervision
representative both shall perform the procedures of signature at the witness form, and the
Bidder shall deliver one copy of the witness form to the tenderee’s supervision
representative.
Point R: the inspection or test records or the report items only to be provided by the Bidder,
namely the document witness.
Point W: the inspection or test items that the tenderee’s supervision representative shall
participate in, namely the site witness.
Point H: the inspection or test items that the Bidder shall stop working at the point until the
tenderee (bid-inviter)’s supervision representative participate when the Bidder, namely
shutdown to inspect.
After receiving the information of witness, the tenderee shall assign its representative to
the Bidder’s inspection or test site to participate in the site witness or shutdown to inspect.
If the tenderee cannot participate on schedule, Point W can be shifted to Point R, but
without the written form approval from the tenderee that point H can be shifted to Point R,
the Bidder shall not shift to the following procedure by himself. It shall negotiate with the
tenderee to change the witness time. If the witness is changed , the tenderee still cannot
participate in the witness, and Point H shall be shifted to Point R automatically.

3.4 Supervision Content

The Bidder shall fill in the supervision mode in the above form according to its own

3.5 Requirement on the Bidder’s cooperation in supervision


3.5.1 The Bidder has the obligations to cooperate with the tenderee in supervision, and
shall provide the relative document in time without any expenses .
3.5.2 The Bidder shall provide working and living convenience for the tenderee’s
supervision representative.
3.5.3 The Bidder shall inform the tenderee’s supervision representative for the equipment
supervision item and time before the site witness or shutdown to inspect.
3.5.4 The tenderee(Bid-inviter)’s supervision representative is entitled to consult (borrow)
the technical document related with the contract supervision equipment, if the
tenderee(Bid-inviter)’s supervision representative thinks it is required to copy and file the
document, the Bidder shall provide relevant convenience.
3.5.5 After witness, the Bidder shall provide 4 copies of inspection, test records and
reports to the tenderee’s supervision representative.

4 Performance acceptance test


4.1 The Bidder shall be responsible for the “Turn-key” project including supply, installation,
commissioning, acceptance and certificate–obtaining etc.
4.2 The purpose of performance acceptance test is to check whether all the performance
of the contract equipment meets the requirements in Attachment 1 or not.
4.3 The place for performance acceptance test is the tenderee’s site.
4.4 The time for performance acceptance is shown in the commercial clauses , which can
be determined by negotiation of both parties
4.5 All the cost for performance acceptance test and the testing place for performance
acceptance, and the assembly of primary components and local instrument shall be
provided by the Bidder and shall be cooperated by the tenderee.
4.6 Content of performance acceptance test
4.6.1 Materials test:
The materials shall be tested according to the standard and the tenderee’s non-
destructive test information shall be provided .

4.6.3 Site test


a. After the equipment has been completely installed, the tenderee will carry out
necessary test according to the acceptance standard.
b. The content and method for site performance acceptance test shall be in
accordance with the stipulations in Attachment 1.
4.7 The performance acceptance test programs shall be provided by the Bidder, and shall
be determined after the discussion with the tenderee. The specific test shall be
accomplished by the testing department approved by the tenderee and the Bidder.
4.8 Confirmation of performance acceptance test result
The performance acceptance test report shall be prepared by the testing department, the
test report conclusion shall be approved by both parties of the tenderee (bid-inviter) and
the Bidder. If both parties have different opinions on the test results, they can negotiate to
solve the problems; if they still cannot reach an agreement, they can submit the opinions
to upper authority for coordinating.
4.9 When the performance acceptance test is conducted, if one party receives the other
party’s test information but not assign any person to participate in the test, it will be
deemed that this party agrees with the acceptance test result

Attachment 6 Technical Service and Liaison


1 The Bidder technical service at site
1.1 The purpose of the Bidder’s technical site service people is to guarantee the contract
equipment supplied by it to be safely and normally operated. The Bidder shall assign
qualified site service who can solve the problems independently. At the bidding period, the
Bidder shall provide site service schedule including number of service people/service
days, which shall meet the project requirement. If the number of the service
people/service days cannot meet the project requirement, the tenderee is entitled to add
the numbers of people/days without any expenses. All the cost for the Bidder’s site
technical persons, including salary, travel expenses, accommodation, office allowance
and communication liaison etc, are all included in the contract offer.

1.2 The Bidder’s site service people shall have the following qualifications:
1.2.1 They shall abide by local laws of Indonesia and shall abide by the regulations and
rules of the site;
1.2.2 They shall have strong sense of responsibility and entrepreneur spirit, they shall
work on schedule; they shall be healthy and adapt the conditions of working on site;
1.2.3 They shall understand the design of the contract equipment and shall be familiar

service people on site, and the Bidder shall change them in time;
1.2.5 The language communication interpretation for the foreign technical personnel (if
any) to the site shall be prepared by the Bidder, the management to foreign specialist (if
any) in the site shall be undertaken by the Bidder.
1.3 Responsibilities of the Bidder’s site service people
13.1 The tasks of the Bidder’s site service people mainly include equipment expediting,
open-box inspection of goods and routine technical liaison of both parties of the tenderee
and the Bidder. Their tasks after the installation of the equipment include instruction on

installation and commissioning, supervision of project quality and commissioning quality


for conformity with the plant design requirement. They shall handle the equipment defects
and design changes etc. and later shall participate in the commissioning and performance
guarantee test.
1.3.2 Before installation and commissioning, the Bidder’s technical service people shall
convey technical disclosure to the tenderee, explain and demonstrate the procedures and
methods to be proceeded . As for the key working procedure(see the following table), the
Bidder and the tenderee shall confirm and certificate the construction situation, otherwise
the tenderee (bid-inviter) will not carry out the following working procedure. The Bidder
shall be solely responsible for the problems due to the Bidder’s technical service people
wrong instruction on the working procedures confirmed by the Bidder and certificated

1.3.3 The Bidder’s technical service people at site shall be solely responsible for all the
technical and commercial problems in the site. If quality problems occur in the site, the
Bidder’s technical service people at site shall solve the problems with the time specified

technical service people at site shall show the Letter of Authorization and shall undertake

2 Training
2.1 In order to make the contract equipment be normally installed, commissioned,
operated, maintained and repaired, the Bidder shall be responsible for relevant technical
training. The training contents and time shall be in consistency with the project schedule.

2.3 The Bidder shall be required to contain one set of video procedure in the training plan,
which mainly introduces the main maintenance and repairing procedure, attached with the
relevant information of the equipment supplied by the Bidder. The Bidder shall provide the
training manual with distinct clauses. The training manual and all the training items shall
be prepared in English. The trial welding training materials for welding will be provided
before the heating surface is welded.
2.4 The specific contents of the training time, number of people and place shall be
negotiated by the supplier and the purchaser.
2.5 The Bidder shall freely provide the training conditions of equipment, site and
document and provide convenience in accommodation and traffic for the tenderee’s
training people.
2.6 If the training place is in foreign country, the Bidder shall list the relevant cost of
training plan, content, number of man-month etc. in the form, the accommodation and
traffic cost shall be at the tenderee own expense.

3 Design Liaison
The plan, time, place and content of design liaison shall be negotiated by the supplier and
the purchaser.
Arrangement of design liaison plan:
1) Place: Where the Bidder is located.
2) Times: 1 to 2
3) Time: According to the progress of construction drawing, the designing institute shall
inform the Bidder in 5 days ahead of the schedule, the Bidder shall respond in 2 days
ahead of the schedule.

Note :
(1) The Bidder shall provide the transportation dimension (L×W×H), weight of each large
piece and attach the outline dimensional drawing and its center-of-gravity position
according to the requirement in the table attached.
(2) Equipment transportation dimension refers to each part dimension of the equipment
packaged.
(3) When the railway transportation is adopted, the Bidder’s equipment transportation
dimension shall be controlled according to the limit requirement of level -2 over-limit for
railway transportation specified in Transportation Regulations for Railway Over-limit
Carriage of Goods , the details are shown in Level-2 Over-limit Limit Sectional View .
When the transportation dimension of the Bidder’s equipment exceeds the limit
requirement specified in the railway transportation limit above mentioned, the Bidder shall
undertaken the cost caused by the necessary measures taken for transportation.
(4) The Bidder shall make full investigation and verification on the structures and buildings
of the culvert and bridge that are passed on the way according to the line and
transportation mode of large-piece transportation, and shall put forward the plan for
large-piece transportation to ensure that the large piece of the equipment can be safely
delivered to the site.
(5) The Bidder shall explain the transportation plan for all the other equipment, including
vehicle model, quality and transportation route etc.

1. The Bidder is kindly required to list the operation performance of your product for the
boiler over 400t/h (or the unit over 125MW).

3. The Bidder shall give explanation of technical plan and technical parameters of the
bidding products.
4. The Bidder shall explain the main quality issues and improved measures of the bidding
products for the projects that have been put into operation.
