On April 30th, 2018, I was dispatched to the Lory Student Center regarding a call of two suspicious males
following a CSU student tour group. While enroute I called the reporting caller, She told me that
she was with a CSU group which was touring the campus and had been on the tour for about 45 minutes when
two males wearing all black clothing wandered into their group. said the two followed the group for a few
minutes without saying anything to anyone. According to the CSU group leader (unidentified) asked the
two males for their names but they would not acknowledge her. told me that several people in the group

were uncomfortable because the two boys were laughing and keeping to themselves and did not seem to be
interested in the tour. then called the police to try and figure out what was going on.
I was able to locate the group at the CSU Student Rec Center. A male in the group pointed out two males
wearing black clothing. Officer Hurley and I approached the two males and I asked if I could speak with them to
the side of the group for their privacy. They were identified as and I explained that I
had received a call about two males who had joined the group in progress. They stated that they had arrived late
and were told to join the group. When I asked why they had refused to give their names to the group leader, they
said they were shy. I explained that because they had refused to give their names, or speak to anyone, in
addition to joining a group which had been in progress for 45 minutes, people were uncertain as to whether or not
they actually had permission to be in the group. said he had an email confirming his tour. He was
able to pull up the email on his phone and showed me the email which confirmed the tour.
I explained to both subjects that if they had simply cooperated and given their names when asked and their
situation about being late, that no one would have found them to be suspicious. Both subjects were permitted to
rejoin the group.
Later, I was forwarded a phone call from dispatch from the mother of the . She was upset and felt that her
boys were being racially profiled. I explained to her that law enforcement is obligated to follow up on any call that
we receive and that the reporting party was suspicious because of the boys' actions alone. Mrs. asked me
questions pertaining to CSU tour policy, but I explained that she would have to contact the admissions office for
specific information regarding the tour. I provided her the general phone number for admissions and told her that
if she did not get answers to her questions, to call me back and I would assist her.
I then went to the Admissions building (Ammons Hall) and by chance met with the original caller,
She again reiterated the situation which was recorded on my body cam. I then met with an Admissions
employee Megan BUSH. I informed her of the situation and my involvement.

On 043018 I was called to assist Ofc. Hoisington with a report of two suspicious males in a tour group on CSU
campus. Ofc. Hoisington told me to meet him at the CSU Rec Center (951 Meridian Avenue).
During the contact, one of the males kept putting his hands into his pockets, as what appeared to be a nervous
habit, in his hoodie. Due to the inherent safety concern of the male putting his hands in his pockets, I patted the
pockets down. Once I verified he had no weapons, I let him continue placing his hands in his pockets.
For the rest of the contact, I acted as a cover officer to Ofc. Hoisington.
This ends my involvement in this incident.
