selection measurement value is set to be CPICH Ec/No.
, if its value is increased, it’s easier for the UE to trigger intra-frequency measurement. If
value of the parameter is decreased, it’s harder for the UE to trigger intra-frequency
measurement.

This parameter indicates the offset between the two cells, serving cell and neighbour cell,
in case the quality measure for cell selection and re-selection is set to CPICH Ec/No. It is
the necessary parameter used for cell sorting in the rule of cell re-selection. This
parameter is broadcasted to UE in S1B11.This parameter is mainly used for inter-RAT re-
selection. The larger the parameter is, the less re-selection happens.

This parameter indicates the cell re-selection timer value. As a serving cell, according to R
rule of sorting, new cell must be the best one and keep the state for a period of
Treselections at first. And then it can be selected as new serving cell.

This parameter indicates the hysteresis value for FDD cells in case the quality measure for
cell selection and reselection is set to CPICH RSCP. In cell-ranking criterion R of cell
reselection, the R value of serving cell equals to the measured value plus the hysteresis
value. If value of the parameter is increased, it’s harder to trigger cell reselection as the R
value of the serving cell will increase. If value of the parameter is decreased, it’s easier to
trigger cell reselection as the R value of the serving cell will decrease.

This parameter indicates the quality offset of the serving cell and neighbor cell when the
quality measure is CPICH RSCP. This parameter is required when queues cells in the cell
reselection rule. This parameter is broadcast to UE in SIB11. R of neighbor cell = measured
signal quality of neighbor cell - this offset. If value of the parameter is increased, it’s
harder to trigger cell reselection as the R value of the neighbor cell will decrease. If value
of the parameter is decreased, it’s easier to trigger cell reselection as the R value of
neighbor cell will probably increase.
If value of the parameter is

Intra-Frequency Handover Strategy

Intra-frequency handover refers to the handover performed between cells under the same frequency point of UTRAN. The intr
frequency handover can be triggered based on Ec/N0 or RSCP measurement through the parameter IntraMeasQuan.Intra-freq
handover is measurement-based handover. Intra-frequency measurement contains active set measurement, monitored set
measurement and detected set measurement

Intra-Frequency Handover Strategy:1A

As can be calculated from the above formula, you can increase the probability of triggering Event 1A by either increasing R1a (
1A meets the reporting range conditions) or decreasing H1a (Decision hysteresis range); otherwise, you can reduce the proba
of triggering Event 1A.

Intra-Frequency Handover Strategy:1B

As can be calculated from the above formula, you can decrease the probability of triggering Event 1B by either increasing R1b
(Event 1B meets the reporting range conditions) or decreasing H1b (Decision hysteresis range); otherwise, you can increase th
probability of triggering Event 1B.

Intra-Frequency Handover Strategy:1C

As can be calculated from the above formula, you can decrease the probability of triggering Event 1C by increasing H1c (decis
hysteresis range); otherwise, you can increase the probability of triggering Event 1C.

Intra-Frequency Handover Strategy:1D

As can be calculated from the above formula, you can decrease the probability of triggering Event 1D by increasing H1d (decis
hysteresis range); otherwise, you can increase the probability of triggering Event 1D.

Intra-Frequency Handover Strategy:Handling of Over 32 Adjacent Cells

When there are many cells in an active set, the number of intra-frequency adjacent cells in the active set may exceed 32, the
maximum number of adjacent cells as restricted in the protocol. In that case, some intra-frequency adjacent cells must be drop
to ensure there are only 32 adjacent cells in the neighboring cell list. Having minimal impact on users in the active set, these dr
cells are those with poorest signal quality or remotest geographical location. Therefore, each intra-frequency adjacent cell is
configured with a priority level

The larger the parameter value is, the lower the priority is. When the number of neighboring cells in a macro diversity exceeds

Event 1D indicates the quality of certain cell within or outside current active set is better than the best
cell in current active set, that is, the best cell changes in the active set. The following can be triggered
upon the receipt of Event 1D:  Add a cell into the active set (the cell outside the active set reports
Event 1D and the number of links in the active set does not reach the maximum).  Swap a cell into or
out of the active set (the cell outside the active set reports Event 1D but the number of links in the
active set reaches the maximum).  The serving cell changes (for HS-DSCH/E-DCH)

The background configuration parameter MeasPrio is used to define the priority of adjacent cells and
includes three values (0: High priority; 1: Medium priority; 2: Low priority). The specific value of
MeasPrio must be set by the network planning engineer based on existing network situation (for
example, adjacent cell quality and geographical location of adjacent cell).
