1. Applying the comprehensive tasks of CM as reference discuss
comprehensively how we can assure the timely, within budget and standard
quality of our infrastructure projects.

Being a Construction Manager (CM) is a big obligation. The preliminary tasks up


to the post construction phase and the overall success of a project depends on how a
Construction Manager will perform his job. The right combination of planning, monitoring,
and controlling can make the difference in completing a project on time, on budget, and
with high quality results.
To guarantee the accuracy of a project, a Construction Manager needs to prepare
preliminary estimates and construction schedules in which the employees will be basing
their next actions. Plan the work by utilizing a project definition document.
Recommendation of materials is important as well, he/she must select materials that are
affordable but has high quality and are suited for the selected method of construction. A
Construction Manager should also be ready in any future problems. He must expedite
timely responses for any outstanding critical issues and conduct progress meeting once
a week to keep all employees on track. The project manager should manage open issues
diligently to ensure that they are being solved. Real issues, by their nature, must be
resolved with a sense of urgency. In every project, it is the Owner who should be followed
above all so his/her suggestions and desired features must be prioritized. If there are
suggested changes, ensure that the owner approves scope-change requests. Many
project failures are not caused by problems with estimating or team skill sets but by the
project team working on major and minor deliverables that were not part of the original
project definition or business requirements. In proper scope-change management, the
owner must give the approval, since they are the only ones who can add funding to cover
the changes and know if the project impact is acceptable. The Owner should also be
updated by providing preliminary estimate of the cost of scope revisions prior to the
implementation. Risk taking is inevitable in any situations we have so the Owner should
be assisted in evaluation of risk he is willing to undertake during the construction. The
Construction Manager is ideally suited to assist in the development of the overall contract
packing strategy for the project. This evaluation should consider local practices, local
labor market and even chances of unfavorable site conditions. Construction Managers
must be able to endorse contract documents needed to implement the procurement plan.
All the documents should be reviewed by the owner and legal counsel prior to use. Some
of the Documents are Instruction to Bidders, Bid Form, Standard Bond Forms, Form of
Agreement, General Condition and Supplemental Conditions. When it comes to the
review of technical specifications, the Construction Manager should assist the design
consultant. The use of reference specifications should be reviewed for applicability,
consistency and clarity. Project Specifications should be reviewed against the
requirements of local jurisdictions, whose requirements may be the standard of
acceptance. A Master Schedule is needed to monitor actual project progress against
planned progress and must be prepared by the Construction Manager. To keep
everything organized, an issue of monthly update is necessary as well. It includes
scheduled completion date of both the design phase and overall project, discussion and
detailed analysis of changes to the schedule during the last period and their effect on the
completion dates, and recommendation for corrective actions if appropriate. To ensure
that there is a clear understanding of the project scope, the Construction Manager should
review the project with the recommended successful bidder prior to the contract signing.
Issues to be reviewed at this time may include review of project’s technical requirements
and initial discussion of the contractor’s work schedule. To properly start the construction,
a Notice to Proceed should be issued for the Owner and the Project Master Schedule
should be updated. The time spent properly planning the project will result in reduced
cost and duration and increased quality over the life of the project.
Implementation of the work can begin once the project has been planned
adequately. No project ever proceeds entirely as it was estimated and planned. The
challenge is having the rigor and discipline needed to apply your project management
skills correctly and proactively. The Construction Manager should review the workplan on
a regular basis to determine how you are progressing in terms of schedule and budget. If
your project is small, this may need to be weekly. For larger projects, the frequency might
be every two weeks. A budget monitoring is required as well. Look at the amount of money
your project has consumed and determine whether the actual spending is more than
originally estimated based on the work that has been completed.
Either work with the team to determine how the remaining work will be completed
to hit your original budget or else raise a risk that you may exceed your allocated budget.
In keeping track of the progress and important documents, the Construction Manager
should establish a project documentation system capable of recording, storing and
retrieving information pertaining to all technical, financial, and administrative aspects of
the project. In addition to the documentation, daily reports should be prepared at the end
of each working day and contain the Report number, date and day of report, project name
and number, weather condition, name of any contractor whole work was specifically
involved, and the signature.
All projects were held to life because of the people who execute them. Hire and
retain the right talent. Talent selection, training and development, mentoring and trust are
essential to how individuals interact and execute projects. When investment in people
occurs, it increases the chances of buy-in. As a result, individuals believe their
contributions are key to goal attainment and are more likely to apply their knowledge and
skills fully. It is just to acknowledge the efforts of each and everyone who partakes in the
success of any projects. Given the high rate of project failures, people might think that
companies would be so happy to just have their project finish with some degree of
success. That’s not the case. Despite the odds, organizations expect projects to be
completed faster, cheaper, and better. The only way that these objectives can be met is
by effective project management processes and techniques.

2. Discuss the documentary requirements in the project implementations as to


the availability of documents in the project site.

The main documentary requirements in the project implementations in the project


site are as follows: Pre-Contract Documents, Contract Documents, Technical,
Contemporaneous, Correspondence, Scheduling, and Cost.
To implement a project means to carry out activities proposed in the application
form with the aim to achieve objectives and deliver results and outputs. Since the project
undergo legal processes, of course there are documents prepared and signed. More
specifically, these papers include the documentary requirements in the project
implementations as to the availability of documents in the project site. It includes the
following:
Notice to proceed which means a notification letter from the client or owner
addressed to the contractor stating the date on which the contractor begins project work.
Its date marks the beginning of the performance time of the contract.
Schedules or work plans such as bar chart and s-curve where activities/ tasks are
in a flow, planned and scheduled roughly. This help us to easily understand and follow
the activities step by step since it is having logical order, duration and interdependence.
The schedule should be realistic, clear and cover the entire duration of the project.
Notes and minutes of job meetings, of course if there are implementation and tasks
need to be done, there should be communication. Clarifications, major/ minor changes,
possible risks, solutions, etc. are being and should be discussed in meeting that’s why
important things are at stake in meetings. The notes and minutes of job meetings are
important and should not be treated as not so important. These notes will serve as your
lecture or record of what was discussed and decided in the meeting which answers what,
who, when and why. What actions should be done, who must take them, when and why?
Minutes that capture the purpose of the meeting and its agreed outcomes are a record
that can be referred to and can be used for follow-up purposes. Effective notes and
minutes of job meetings are clear and on point but doesn’t leave necessary and not so
important information. The real purpose of this is for you to make sure that everyone
knows what was decided, discussed and what needs to be achieved by what date.
Conference is also a meeting but this time for people who confer or consult about
a topic. How the notes and minutes of job meetings values the communication, that’s also
how the conference values it. It’s the most important factor for the success of project. It’s
like sports, relationship, science, etc., where chemistry plays a big part for their goals nor
to last long. Great communication gives each group equal opportunities to interact and
discuss possible issues with each other and it encourages an open flow communication.
Daily Accomplishment shows the progress daily, if the allotted work is done and due date
are followed.
Construction Drawings, this includes all the plans necessary and to be followed
during construction from beginning to its end. These are architectural, structural, electrical
and sanitary plans.
Field orders are written instructions for making a minor change in a contract not
involving an adjustment to the contract amount or any change in its completion time.
Revised drawings on the other hand are drawings subject to alteration and changes due
to some problems encountered while on construction phase or maybe changes ordered
form the designer or owner.
Submitted logs and drawing logs is where you can see the written and drawing
time scale of the workers as well as the project progress from day to day. It is also basis
of flow of activities and shows each equipment to be use in such activity.
Change orders is independent written order by a project owner directing the
contractor to change contract amount, requirements, or time. Such changes must be
within the scope of the contract and in accordance with the contract's changes clause to
be legally implemented without the consent of the contractor. Also called modification
order.
Extra Work Costs is the extra amount in construction refers to "that work which is
not required under the contract. Extra work is something that is done in addition to the
requirements of the contract. A contractor is generally, entitled to charge for extra work
that consists of labor and materials not contemplated by or subsumed within the original
contract. Materials and labor not contemplated by the contract and which are required by
subsequent changes in the plans and specifications are assumed as extra work.
Field Survey Books and Calculations, a basis of formulas and codes followed in
the design of the project. These also shows the detailed calculations on how they come
with that design.
Cost records is where you can find the expenses made for the project. A day by
day spent where recorded here. A complete and detailed cost per task, equipment, etc.
Photographs are also day to day process but focuses on changes done for future
renovation.
Inspection reports are taken time to time to check if workers followed the design
plan if they are doing their job. These are also to check the use of materials/ equipment,
assuring safety every time in the site. Personnel’s health and safety, and mainly to inspect
the project for it to be successful.
Periodic Weather Reports is also essential and critical for the project
implementation and the availability of the documents in project site. As the weather
greatly affects the speed of construction. Bad weather of course will cause some delays,
and these should be recorded. As construction manager, you must always ready for this
and knows how to solve and adjust your planned schedule.
Approval of Works in Place and Material Certificates is where you ensure the
quality of materials to be use. This is where you inspect if there are possible problem or
risk that can’t be solve before and after the construction. It will show the effectiveness of
your contractor regarding his materials which will be use and his personnel’s quality of
works. As a CM, you are responsible for approval of these.
