Through ‘the course of investigation to include interviewing witnesses and Deputy Brian Cribb with the Santa Rosa County ‘Sheriff's Office, I discovered the following. Ketilen Alan Kelly was operating his veiolé at a high rate of speed past a marked Sheriff's patrol eat. Deputy Cribb estimated Mr. Kelly's speed at 80 mph or more and was paising vehicles in the continuous turn lane; Deputy (Cribb attempted a traffic stop on the vehicle operated by Kailen Alan Kelly who did riot stop: Deputy Cribb stated. | the was able to briefly drive next to the vehicle operated by Kallen Alan Kelly at which time, he identified the driver. Deputy Cribb discostinied his pursuit due to the impending dangers to the public. Rarlen Ainn Kelly continued traveling at a high rate of speed, southon CR-197A, neaily colliding with the rear of ‘anotliet vehicle traveling the same direction. Kailen Alen Kelly traveled into the continuous tura lane where the ‘Buick was ffaveling north. The front of the F-150 collided with the right front of the Buick. The F-150 continued - | ‘aveling inva south-easterly direction, rolling onto its lett side, making final rest in a ditch. The cabin of the F-150 ignited into flames. This crash resulted in the deatis of « seven year old occupant, and an 18 year old occupant of the Buick; The other two occupants of the Buick were reported to be in critical condition. ‘Mr, Kelly was the driver and sole occupant of his vehicle, Depity Cribb witnessed Kelly in actual physical control afte vehicle. After the crash, Deputy Cribb also noticed a case Modelo Beer in cab of the vehicle. Deputy Cribb | noticed an apparent odor of alcohol and signs.of impairment in reference to Mr. Kelly. Kelly intially consented to & voluntary blood draw however, declined when the document was presented for his signature, T:ooper M. Andrew drafted a search warrant which was agreed to by'a judge in Santa Rosa’ County. | ‘The search watrant for Mr. Kelly's blood was read to Mr. Kelly at 9:21 p.m. by Corporal Slick and executed at 9:2 5 p.m. Two vials of human blood were propeily obtained utilizing proper FDLE mandated protocol, and the blood samples were also properly packaged and submitted into evidence by Trooper M. Andrew...
