1. Preface
Defense Engineering College is strivig to excel in different areas to realize its missions. Accordingly, it has
been rendering different trainings to the public in general and to defence affiliated areas in paticular.

Still, its training had some limitations. To begin with, it was course based. Secondly, it was confined to
limited areas of interest; hence, it failed to address the vital needs of the stakeholders. Thirdly, trainees
were not properly certified.

To reverse these drawbacks, the college was earnestly working on the matter. Eventually, it produceda
training manual that encompasses modular way of training. The manual is also all inclusive so that
beneficiaries may exploit the college to the maximum. Trainees are also entitled to being certified.

The college is confident that this training manual will address the training needs of our customers, lest, the
manual is open to "modifications" when demands arise from the stakeholders.

2. Purpose and Scope of the short-term training


2.1 Purpose
The purpose of the short term training is to extend quality and efficient training to various industries,
academic institutions and services for the mutual benefit of the clients and the College.

2.2 Scope
The trining covers areas of interests of our customers. It however depends on the caacity of our staffs and
facilities.

2.3 Benefits
The benefits include enhancing the knowledge, expertise and experience of college members, building the
capacity of the manpower of clients and addressing technical problems of various institutions, business
organizations, industries, and other customers; enhancing the quality and relevance of teaching, research
and service delivered by the college, generating income to the college.

2.4 Types of training programs


Short term training programs can be categorized as follows:
 Short-term training programs- training courses are selected from the course catalog of the college. In
this case, contents, number of laboratory sessions and duration of the training are fixed according to
the course syllabus.
 On demand training programs- In this case, the client will provide broad course contents of the training
to CEP. According to the stipulated client’s demand, the CEP office and concerned departments will
prepare detail course syllabus and identify lecture/laboratory classes. Finally, the CEP will send this
document to the client for agreement or any amendment before the training begins.
 On-site training programs – the client shall submit topics of the training, the schedule and duration
required to complete the training. The CEP office in collaboration with relevant departments will
develop a training plan that addresses the topics, enrich the topics in technically meaningful manner
and produce training syllabus. CEP shall assign expertise to conduct the training.

 CEP and client will sign up agreement regarding the training. Similarly, the CEP and trainers will sign
contractual agreement to run the training.

2.5 Registration
Usually, course registration is made through trainees’ organizations after the training agreement is signed
between CEP and the client. The client shall submit list of trainees for the course. Individual or private
applicants can be registered by filling short term training application form from the CEP office.

2.6 Class Cancellation


If it becomes obligatory to cancel a short term training course due to conditions beyond control, the CEP
office shall contact the client/students ahead of time so that they do not make an unnecessary trip. Every
effort will be made to re-schedule the cancelled class at a time that is mutually agreeable to the instructor
and all participants.
Classes may be cancelled if they do not meet minimum enrollment requirements.

2.7 Certificate of Course Completion


Attendees at short term training classes will normally receive a certificate of completion, not credits.
Some classes may result in industry certification, such as Cisco CCNA and IT Essentials. Fees for industry
certification will be determined by the certification governing body and are not under the control of the
DEC Short Term Training program.

2.8 Fees to Attend Short Term Training Classes


Fees for each Short Term Training class are prepared by the CEP Head and may be prorated under certain
circumstances. Fees for each class take many factors into account. Some of these factors include:
1. Recovery of overhead costs for the use of the DEC facilities (such as utilities, equipment, building
depreciation, and administration pay).
2. Coverage of the instructor’s pay.
3. Coverage of any equipment or material costs, repairs, and wear/tear.
Inventories of shop materials and supplies will be kept up-to-date to ensure accurate accounting of
materials and supplies used.

2.9 Industry Specific Training


In addition to the regular Short Term Training classes, the CEP Head and CR&D industrial Liaison office
will seek out industry specific training area to help industries train their workforce; as well as look for
opportunities in emerging industries to retrain unemployed and underemployed workers.

2.10 Advertising Short Term Training


Short Term Training program is targeted toward the community and industry. Awareness for available
training opportunities need to be created among the individuals in the communities surrounding DEC. The
Short Term Training coordinator will take necessary steps to advertise these training opportunities to as
many individuals as possible. Some marketing costs are inevitable, and will be treated as necessary
“overhead” costs for cost analysis.
Possible means of advertising Short Term Training opportunities include:

 Local newspaper advertisements.


 Billboards and reader boards.
 Flyers distributed to local businesses.
 The DEC website, DEC Face Book Page and other on-line media.

2.11 Student Evaluation


DEC’s Short Term Training instructors and Head of CEP will only document facts as they relate to a
trainee's performance during the training. For example, they can make comments such as: "attended 10 of
12 training sessions, late for class 4 times during a two-month training session, demonstrated competency
on 5 of 7 weeks, left class early/without completing assignment twice during the two-week session, etc."
If it is needed by sponsoring organizations, the CEP Head may create a letter or course performance report
for all of their students’ performance during the training, after the instructor signs it.
If student evaluation or grading is requested by the client, the CEP Head will send the result report after
being signed by the instructor.

2.12 Eligibility
The short term training courses listed in this manual are suitable for low level technologists, employees
with practical working experiences in industries, University or College Undergraduate & Postgraduate
Engineering students.
For advance courses, the trainees should have working knowledge of programming languages and software
simulators.

2.13 Application
Sponsoring companies must request trainings through a formal letter indicating topic/title of course, list
number of students they are going to sponsor and date to conduct the training details to be sent to Defense
Engineering College-DebreZeit.

Based on this letter, the Head CEP will communicate with the companies towards the realization of the
requested training.
Individual applicants must fill in course application form given in this manual along with the appropriate
course payment fee to: Defense Engineering College, Account Number 1000011144277 Commercial Bank
of Ethiopia, Bishoftu Branch.

2.14 Refund of course fee


The following guidelines will apply for refund of course fee in the event of a cancellation of request from
the applicant or sponsoring body for short-term training programs. If intimation about cancellation is
received:
 more than one month in advance – refund with 10% deduction:
 more than one week in advance but less than one month – refund with20% deduction; and
 less than one week in advance – No refund
In case of cancellation of the course by DEC, the course fee would either be refunded in full or adjusted
against registration to another batch of the same course or to a similar course on receiving communication
from the applicant.

2.15 Accommodation
Accommodation is available for limited number of participants on first come first served basis.
Accommodation would be provided at Defence Engineering College Campus, Debre-zeit.

 Practical56: Write a program, which receives a number from the switches and performs the
following in an infinite loop, while changing any switch position manually. (Take observation and
consider odd and even numbers from the keyboard.)
 Practical57: Multiply the number by 2 and output the result tothe lights.
 Practical58: Write a program to test if any switch is ON and outputs the number of that switch. If
more than one switch is on, then the program must select the least significant switch, which is ON.
 Practical59: Connect the cathode of the LED on APPLIC-71 to Q7 of O/P port as in fig.c, above
and the +5V point on APPLIC-71 to the +5V point on APPLIC-7. Write a program to switch the
LED ON and OFF with 1 second delay in between.
 Now connect the LED in reverse direction and run the program in 1a. Take observation.
 Connect the lamp terminals (Lp1 & LP2) between outlets +5V and Q6. Modify the program in
(5.1a) to turn the lamp ON and OFF.
 Now connect the lamp to +12V instead, run the program and see the difference.
 Again change the connection directions of the lamp, run the program and take observation.
 DC Motor Programming
 Practical60: Write a program to drive a DC motor for 10 seconds and then switch it OFF, which is
connected as in figure (d) above.
 Practical61: Write a program to drive a DC motor continuously until reset. Observe the voltage
reading on the voltmeter on the APPLIC-71.
