The meter should be suitable for working with above supply variations without damage and without
degradationofitsmetrologicalcharacteristics.

6.0FUNCTIONALREQUIREMENTS

Theindented metering equipment shall be Microprocessor/Micro-controller based


intelligentElectronicdevice(IED)thatshallhaveatleastthefollowingfunctionalfeatures:-

a) Metermaybeprogrammedtobeoperated astheenergyAccounting
andAuditmetersasperCEAmeteringregulation2006anditslatestamendment,ifany.

b) MetermayalsobeprogrammedtobeoperatedastheImport/ ExportActive and Reactive


LoadasperCEAmeteringregulation2006anditslatestamendment,ifany.

7.0CONSTRUCTIONALREQUIREMENTS

7.1 METER CASE & COMPONENTS

a) TheMetershallbehousedinasingleunit/enclosurewhichmaybe either flush-mounted or projected type.The case,


winding, voltage circuit, sealing arrangements, registers, name plate etc, shall be in accordance with the relevant
standards. The meter should be compact & reliable in design, easy to transport & immune to vibration & shock
involved in the transportation & handling.

b) Theoffered metershall becompleted inallrespectsincludingallcomponents/ accessoriesforeffectiveandtroublefree


operationaccordingtothespecifications. Suchcomponentsshallbedeemedtobewithinthescopeof
thisspecificationirrespectiveof whetherthosearespecificallybroughtoutor not.

c) Metersshallbedesignedandconstructedinsucha waysoastoavoidcausinganydangerduringuseand
undernormalconditions.Howeverthefollowingshouldbeensured:
i. Personnelsafetyagainstelectricshock
ii. Personnelsafetyagainsteffectsof excessivetemperature
iii. Protectionagainstspreadoffire
iv. Protectionagainstpenetrationofsolidobjects,dustandwaterinnormalworkingcondition

d) Allthe materialsandelectronicpowercomponentsused inthe manufactureofthe metersshallbeofhighest quality and


reputed make to ensure higher reliability, longer life and sustained accuracy.

e) Insulating materialsusedshallbeofnon-hygroscopicand non-ageingtype.Allpartsthosearelikelyto


developcorrosionshallbeeffectivelyprotectedagainstcorrosionbyprovidingsuitableprotectivecoating.

f) ThemeteringsystemwhenmountedinpanelshallconformtothedegreeofprotectionIP-51inthenormal
workingconditionofIS12063/IEC529forprotectionagainstingressofdustandmoisture.

g) Themetersshallbedesignedwithapplication specificintegratedcircuits.Metershouldbemanufactured
usingpreferablySMT(SurfaceMount Technology,preferablyType-I)forthecomponentsonthePCB. Power
supplyunitshallbedesignedwithlatestwellproventechnology.

h) The metershallbeprovidedwith in-builtaccurateandhighlystablequartzcrystal based realtimeclock and calendar.

i) Themanufacturershallensurethequalityinthefollowingstages:

i) AtPCBmanufacturingstage,eachboardshallbesubjectedtocomputerizedbareboardtesting.
ii) Atinsertionstageallcomponentsshouldundergocomputerizedtestingforconformingtodesign
parametersandorientation.
iii) CompleteassembledandsolderedPCBshouldundergofunctionaltestingusingAutomaticTest
Equipment.
iv) Priortofinaltestingandcalibration,allmetersshallbesubjectedto accelerateageingtestto
eliminateinfantmortality.Thecalibrationofmetersshallbedonein-house.

7.2TERMINAL&TERMINALBLOCKS

Separateterminalblock shouldbeused for terminationofservicecable.The terminalblock ofthe metersshould beofhigh-


gradeengineeringplastic,whichshouldform anextensionofthe metercaseand shouldhaveterminal holesofsufficientsize.
The manneroffixingtheconductorsto theterminalsshouldensureadequateanddurable
contactsuchthatthereisnoriskoflooseningorundueheating.Screwconnectionstransmittingcontactforce
andscrewfixingsthatmaybeloosenedandtightenedseveraltimesduringthelifeofthemeter.

Allpartsofeachterminalshouldbesuchthattheriskofcorrosionresultingfromcontactwithanyothermetal
partisminimized.Theclearancesandcreepagedistancesshouldconformtorelevantstandard.

7.3METERCOVER& SEALING

TheMeterCase&CovershallconformtorelevantIS.The terminals block cover for the energy meters shall be extended type,
which can be sealed independently of the meter cover. The terminals block cover shall have a sufficient clearance in
space for inserting cables. The terminals, their fixing screws and the insulated compartment housing them shall be
enclosed by extended terminal cover in such a way that no part of meter or accessories at terminal block shall be
accessible from the front of the meter. The terminals shall not be accessible without removing the seal(s) of terminal
cover. There shall be provision of fixing of seals so that screws cannot be loosened without breaking the seals.
Propersealingarrangementshallbeprovidedinmeterasfollows:

a. Twonumberssealingscrewsshallbeprovidedonthefrontcoverof eachmeter.
b. Provisionshallbeavailabletosealtheterminalblockofthemeter.

ThesealingarrangementshouldbesuitableforapplicationofPolycarbonateseals.

8.0 TECHNICALREQUIREMENTS

8.1 DISPLAY

i. Themeter shall haveseven segments, minimum seven digit Liquid Crystal Display (LCD) having minimum
character height of 10 mm. with backlight.

ii. The displayshall indicatedirect values(i.e. without having to apply any multiplying factor) of
measured/computedparametersas per the metercommissioning.It should bepossibleto easily
identifythesingleormultipledisplayedparametersthrough symbols/legendsonthemeterdisplay
likevalueswithunit,OBIScodesetc.

iii. Thed i s p l a y of
differentparametersshallbecycledbyaPushButton.PushButtonoperationshallhavethehigherpriorityovertheAuto
Display.TheDisplayshall revertbacktoAutoModeafteracertaintimeafterthelastpushbuttonoperation.

iv. Theregistershallbeabletorecordanddisplaystartingfromzero,foraminimumof1500hours,the
energycorrespondingtoratedmaximumcurrentat referencevoltageandunitypowerfactor.The
registershallnotrolloverinbetweenthisduration.

8.2 MESUREMENTQUANTITIES

a) ThemetersshallbecompatiblewithEnergy Audit metering as per CEA guideline published on 17 th March, 2006


and its modification thereafter, if any.

b) The active and reactiveenergymeasurementshallbe carriedouton3phase,4wireprinciplewithan accuracyas per


class0.2sofIS14697.

c) The meter should measure the total energy consisting of 50 Hz energy and harmonic energy both for active as
well for reactive. Provision for measuring the THD in % of each phase for current & voltage harmonics shall be
made available.

d) Themetersshallcomputetheactiveenergy andloadimportand

initsnon-volatilememory.Activeenergiesshallbemadeavailablebymeterinseparateenergyregistersas–

e) The meter shall computethe reactive power on3-phase,4-wireprinciple,with an accuracy as per


relevantIS/IECstandards,andcomputethe reactiveenergy intoseparatereactive energyregisters
asKVArimportand KVArexportduringeachsuccessive 15minutesintegrationperiodblock andstoreit initsnon-
volatilememory. When reactivepoweris beingsent outfromsubstationsbus bars, reactiveregistersshall
beImport.When reactivepower flowisinthereversedirection, reactiveregistersshall be Export.

f) The metershallcomputethe average voltage/ phase, average power factor and averagefrequencyduring
eachsuccessive15minutes blockandstoreinits memory.

g) Meter shall record and store the following parameters in its memory:
i. Apparent Power
ii. Phase wise KW at peak KVA
iii. Phase wise KVAr at peak KVA
iv. Phase wise voltage at peak KVA
v. Phase wiseLine Current and voltage

8.3MARKINGOFMETER

Themarkingon everymetershallbeinaccordancewithIS14697.Thebasicmarkingonthemeteringmodule

8.4CONNECTIONDIAGRAM

Theconnectiondiagramofthemeterfor3P4Wmodeshallbeavailable permanently onmeter


terminalcover.Themeterterminals shallbeproperlymarkedtoidentifyvoltage,current, auxiliary
supply,communicationportsetc.

8.5ACCURACY

Class of accuracy of meters shall be 0.2S for Active & Reactive energy. The accuracy should not drift with the time and
environmental changes (Temperature variations). The percentage error limits shall comply to class 0.2S for all data as
per IS. Limits of accuracy as per standard IS: 14697 / IEC - 736 (latest version) for a period of at least 5years from the
date of supply. In case any drift is noticed beyond the permissible limits within guarantee period, the bidder shall
replace the meter with a new meter without extra cost within 15 days from the date of receipt of intimation, failing
which cost of the meter will be recovered.

8.6 SAMPLING RATE

The actual supply wave of related voltages and currents should be sampled out at the rate of minimum 3000 samples
per second.

8.7 METER CONSTANT

The meter constants shall be freeze and it shall not be possible by the manufacturer or the user to alter the meter
constants at site.

8.8STARTINGCURRENT

Themetershouldstartregisteringtheenergyat0.1%Ibatunitypowerfactor.

8.9PHASESEQUENCE

Themetershallworkaccuratelyirrespectiveofphasesequenceofthemainssupply.

8.10POWERFACTORRANGE

Themeteringsystemshallbesuitableforfullpowerfactorrangefromzero(lagging) throughunitytozero (leading).The


meteringmoduleshallworkasanactiveenergyimportandexportmeter alongwithreactive(lag andlead)meter.

8.11POWERCONSUMPTIONOF METER

i) VoltageCircuit:The activeand apparentpower consumptionineach voltagecircuitincludingthepower


supplyofmeteringmoduleatreferencevoltage,referencetemperatureandreferencefrequencyshall
notexceed1.5Wattperphaseand4VA perphaserespectively.

ii) CurrentCircuit:Theapparentpowertakenbyeachcurrentcircuit atbasiccurrent, reference frequency


andreferencetemperatureshallnotexceed1VA perphase.

8.12PROTECTIONOFMETER

Themetersshallbeconnected directlythrough itsterminals toPT’shavingaratedsecondary line-to-linevoltage of 110 V,


and to CTs having a rated secondary current of 1A. Necessaryisolation and/orsuppressionshallbebuilt-
in,forprotecting themetersfromsurgesandvoltagespikesthatoccurin thePTandCTcircuitsat
extrahighvoltageswitchyards.Themetersshall safely withstandthe usual fluctuations arising during faults
etc.Inparticular,115%ofratedPT secondaryvoltageappliedcontinuouslyand190%of ratedvoltageappliedfor
3.0seconds,and20 times ofrated
CTsecondarycurrentappliedfor0.5secondsshallnotcauseanydamagetoormalfunctioning ofthemeters.
Furthertheimmunityofmeteringsystemto externalmagneticfieldshallbeasperlatestCBIPrecommendations.

8.13MESUREMENTOFAPPARENTENERGY

Metershallcomputeapparentenergybasedonlag+lead. It shall
haveprovisiontocomputeapparentenergyonlagonlyalso.Thesameshallbe
configuredthroughauthenticatedpasswordprotectedSoftware.

8.14MDREGISTRATION

Themetershallcontinuously monitorandcalculatetheaverage active, reactive and apparent


demandofconfiguredparameterduringthe integrationperiodandthemaximum, outofthese
shallbestoredalongwithdateandtimewhenitoccurred inthemetermemory.Themaximum
registeredvalueshallbemadeavailableinmeterreadings.The integrationperiodshall besetas 15minutesthat
shallbecapabletochangetootherintegrationperiod, ifrequired, throughsuitable highlevel
softwareasanauthenticatedtransaction.

8.15MDRESET

FollowingprovisionsshallbeavailableforMDresetinmeter–
(a) Automatic reset at predefined time (say, 00.00hoursofthefirstdayof eachmonth)
(b) MD reset through authenticated transaction

8.16INSTANTANEOUSPARAMETERS

The metershallhave a facility to displayall theinstantaneous parameterswith OBIS code ondemandor inAutoscrollmode as
mentioned in Table 22 of IS 15959 : 2011.

8.17BLOCKLOADSURVEY PARAMETERS

The metershall have a facility to display all the block load survey parameters with OBIS code ondemandor
inAutoscrollmode as mentioned in Table 23 of IS 15959 : 2011.
The metershallhavea non-volatilememoryin whichtheload survey datashallbeautomaticallystoredfor
eachsuccessivefifteen(15)minuteblock.15-minuteaverageoftheparametersshallbeavailableforlastthirty-
five(35)days.

8.18DAILY LOAD PROFILE PARAMETERS (MID-NIGHTPARAMETERS)

The list ofparametersas mentioned in Table 22 & Table 23 of IS 15959 : 2011shall be used for computing the daily
accounting data forlastthirtyfive(35)days at the BCS.

8.19ENERGY ACCOUNTINGPARAMETERS

Thepredefineddateandtimeforregisteringtheenergy accountingparametersofshallbe00.00hoursofthefirstdayof
eachcalendarmonth.Eachmetershallstorethefollowingparameterscorresponding todefined accounting
datesforuptolastsix(6)months:

8.20 GENERAL PURPOSE PARAMETERS

The meter shall be able to measure and provide the parameters listed in Table 30 & Table 31 of IS 15959 : 2011. The
OBIS code for each parameter shall also be as identified as per Table 22 & Table 23 of IS 15959 : 2011.

8.20TESTING&CALIBRATION

Foractive/reactivepower&energymeasurementinbothimport&exportmode,limitsoferrorsshallbein
accordancewiththe0.2SclassofIS14697/IEC62053-23.
Eachmetershallhavecalibration LEDs(visual)forcheckingtheaccuracyofactive&reactiveenergy measurement. Same
LEDmaybeused for testing ofactive&reactiveenergyasper requirement.TheLEDshallbevisiblefromthefrontside.

8.21CALENDAR&CLOCK

Eachmetershallhaveabuilt-incalendarandclock,havingmaximumdriftof2minutesperannum.The
andclockshallbecorrectlysetatthemanufacturer’s works.Synchronization oftimeshallbepossiblefroman
externalsourcelikeGPSreceiver&Centralcomputer.

Anautomaticbackupforcontinuedoperation ofthemeter’scalendar-clockshallbeprovidedthroughalonglife
battery,whichshallbecapableofsupplyingthe requiredpower foratleast two yearsundermeterun-powered conditions.
Themeters shallbesupplieddulyfittedwiththebatteries,whichshallnotrequiretobechangedfor atleasttenyears,aslongas
totalsupplyinterruptiondoesnotexceedtwoyears.

8.22DATACOMMUNICATION

a) COMMUNICATION PORT

(1) The metershallhaveanopticalgalvanicisolatedserialcommunication(intheformof1107port)onitsfront for


tappingallthe data storedinitsmemorythrough Common Meterreadinginstrument(CMRI) or Laptoplocally.
(2) Meter shall have an additional communication port (RS 485) in the form of RJ11 port to interface external
modem for remote data collection and to connect withLANforcapturingdataand
Timesynchronizationbythecomputer installedinthe controlroom.
(3) All the ports will support communication on DLMS and should be accessible through a DLMS compliant HHU

Thecordforreadingofmeterdatadirectly fromOpticalportbyCMRIandLaptopthroughitsUSB shallhavetosupply


alongwiththe meter. Quantity ofthe saidcord shall be10%ofthetotalquantity ofordered
meters.CMRIshallserveastheinterfacebetweenmetersandPCloadedwithBaseComputerSoftware.

b) DATA DOWNLOADING CAPABILITY

Meter shall support a minimum baud rate of 9600 on optical port as well as RS 485 remote communication port. It shall
be possible to read selective data from the meter as specified in the companion standard.

8.22 ELECTROMAGNETIC COMPATIBILITY

The static energy meters shall conform to requirements listed in relevant standards and shall also be protected against
radiated interference from either magnetic or radio-frequency source.

(i) IMMUNITY TO ELECTROMAGNETIC DISTURBANCE

The meter shall be designed in such a way that conducted or radiated electromagnetic disturbance as well as
electrostatic discharge do not damage or substantially influence the meter and meter shall work satisfactorily under
these conditions as per relevant standards

(ii) INFLUENCE OF HIGH MAGNETIC FIELD

The meters shall be provided appropriate magnetic shielding so that any external magnetic field (AC/DC
electromagnet) as per CBIP Technical Report no. 325 applied on meter would not affect the proper functioning of the
meter and meter shall work satisfactorily as per relevant standards.

(iii) RADIO INTERFERENCE SUPPRESSIONS


The meter shall not generate noise, which could interfere with other equipment, and meter shall work satisfactorily as
per relevant standards

9.0 ABNORMAL EVENTSDETECTIONFEATURES

9.1 Themetershallhavefeaturestodetectandlogtheoccurrenceandrestorationofanyabnormal or a tamper condition


listed below alongwithdateandtimeof event. The event conditions are mentioned in Table 32 to Table 38 of IS
15959 : 2011.

a. PhasewiseMissingPotential–Themetershalldetectmissingpotential(1 or2phases)providedtheline
currentisaboveaspecifiedthreshold.Thevoltageatthatstagewouldbebelowaspecifiedthreshold.

Snapshots of phase wise voltage, phase wise current and phase wise power factor shall be providedwith
abovespecifiedevents.Further,eachmetershallrecordthefollowingeventalongwithtotalduration:
PowerOn/Off–Thiseventshallbeloggedwhenpowersupply,i.e. allthevoltagesgoesbelowcertain
threshold.Theeventshallbe recordedonthe nextpowerup.Atthesametimepoweron
eventshallberecorded.Nosnapshotshallbe loggedwiththis event.

9.2 LastTwohundred(200)events(1 event= 1 occurrence +1 restoration),intotal,shallbestored


inthemetermemoryonfirstinfirstoutbasis.

9.3 Thereshallbefive/sixseparatecompartmentsforloggingofdifferenttypeofanomalies:

Onceoneormorecompartmentshavebecomefull,thelastanomalyeventpertaining tothesamecompartment

succeedinganomalyeventshallreplacetheearliestrecordedevent,compartmentwise.Eventsofonecompartment/categorys
houldoverwritetheeventsoftheirowncompartment/categoryonly.
Thepersistencetimeof5min.foroccurrenceandrestoration respectivelyneedtobesupported inmeter.The OBIS code of
capturedparameters for events shall be as mentioned in Table 39 of IS 15959 : 2011

9.4 Anomalycountshouldincreaseasperoccurrence(notrestoration)ofanomalyevents.Totalno.of
countsshallbeprovidedonBCS.

10.0 TRANSACTIONS

Themetershallbeable to logcriticalevents(asperformedinauthenticated manner)ofTime set,MDresetoperation, etc. in


rollovermodeforuptotwentynumbers.

12.0 BASECOMPUTERSOFTWARE(BCS)

SOFTWAREbased onWindows-7&its higherversionoperatingsystemforLocalcommunicationshallbe


suppliedwithoutextracostandshallbeconsidered asintegralpartofthemeteringequipment. Twoseparate
typesoftwaremaybesuppliedasdetailedbelow:

A. Type-I(READINGSOFTWARE):

Thenecessarybasecomputersoftware(BCS)forthispurposeshallbeprovidedtoretrievethecomplete
datalikemonthly energy accountingdata,loadsurveydata,anomaly
informationandinstantaneousparametersdataindetails
frommeterandtransfer(download)toaPCforviewandprint.

ii. ClockadjustmentofmetersshallbepossibleatsiteusingthisBCSincaseofdrifting.
iii. BCSshallbeabletoconvertthedatainCDFformat tomatchwiththeexistingSoftware used
forEnergyAccountingRepotGeneration.
iv. BCSshallhaveafacilitytoreadallthemetersinaparticularSub-Stationsimultaneouslyatapre-
definedtimeautomaticallyorasandwhenrequired.

B. Type–II (CONFIGURATIONSOFTWARE):

In addition to above (as mentioned in Type –I software), following facilities shall be available:-

i. BCSshallbeabletochangetheIntegrationPeriod.
ii. BCSshallbeabletochangetheEnergy accountingPeriod.
iii. BCSshallbeabletochangetheIPaddressofmeter (if any).
iv. BCSshallbeabletoperformanyotherspecialtask,ifany,availableintheofferedmeter.

Theloadsurveydata shouldbeavailable intheformofbarchartsaswellasinspreadsheets.


TheBCSshallhavethefacilitytoselecteitherenergyordemandview and give
completetimesynchronizedloadsurveydata bothin numericandgraphicform.
Type-I(READINGSOFTWARE) maynotbeauthenticated, itshallbehandledbyanyone.So,therewillbeno
restrictionofinstallation ofthissoftwareatdifferentsite.
ButType–II(CONFIGURATIONSOFTWARE)mustbe authenticatedanditsuseshallberestricted. Hence,installation
ofType–IIsoftwareshallberestrictedatsome identifiedPC/Laptop.
Same BCS may be used for both Type-I & Type –II. In that case, there must be an additional authentication for
using of Type –II.

13.0 SELFDIAGNOSTICFEATURE

The meter shall be capable of performing completeself-diagnosticcheck to monitor the circuits for any malfunctioning
toensureintegrityofdatainmemorylocationallthetime.Themetershallhaveindicationsfor
unsatisfactory/nonfunctioning/malfunctioningofthefollowing:
i) Nonvolatilememory
ii)RTCbattery
iii)Internalcomponentsofmeter.

14.0 TYPE&ROUTINETESTING

14.1 TYPETEST&TYPETESTCERTIFICATES

Theofferedmetershouldbesuccessfully passedalltypetestsdescribedintheIS-14697andthemeterData Transfer and


Communication capabilityas perIS-15959for DLMScompanionStandard(ICS). Typetest certificate
alongwithtestreportscarriedoutwithin5(five)yearsfromthedateofoffershallhavetobe
submittedalongwiththeofferunlesswhichthebidmay be consideredasnon-responsive.Make&typeofmajor
componentsusedinthetype-testedmetershallbeindicatedintheQAP.

FurtherPurchaser shallreservetherighttopickupenergymetersatrandom fromthelotsofferedandgetthe


metertestedatthirdpartylabi.e.CPRI/agencieslistedatAppendix-CofCBIP88/NPL/CQAL/ERTL/ERDA
athissolediscretion. Thesupplier hasnorighttocontestthetestresultsofthethirdpartylab
orforadditionaltestandhastoreplace/takecorrectiveactionatthecostofthesupplier.
Itshallbetheresponsibility ofthesuppliertoarrange suchtestsandPurchasershallbeinformedthedateand
timeofconductionoftestswellinadvancetoenablehimto witnesssuchtests.

14.2 ACCEPTANCE& ROUTINETESTS

CriteriaforselectionforsuchtestsandperformancerequirementsshallbeasperIS14697-1999(reaffirmed
2004). Additional acceptanceshall include Surge withstand (SWC), Lightning impulse and HF disturbanceas per
IEC62052-11.For thesespecific tests, one samplemeterfrom one of the offeredlot shall be subjectedto

Joules.Accuracytestsshallbeperformedatthebeginningandattheendoftheacceptancetestsspecified.

Thepurchasershalldocalibrationcheckandothernecessarytestsofallmeters attheirtesting Laboratoryafter


whichthemeterswillbeconsideredforfinalacceptance.

15.0 QUALITYASSURANCEPLAN

The manufacturershallhaveacomprehensivequalityassuranceprogramat all stages of manufacturefor


ensuringproductsgivingreliable,troublefreeperformance.Detailsofthebidder’squalityassuranceandtest set
upshallbefurnishedwiththebid.Adetailedqualityassurance programshallbefinalizedwiththesuccessful
bidderduringtheawardstage.Biddershallfurnishfollowinginformationalongwithhisbid:
i) Organizationstructureofthemanufacturerandhismainsub-suppliers(PCBs,SMTcards,CT/PT)with detailsof
‘QA’setup,overallworkflow.
ii) Copy of system manual showing ‘QAP’ (Quality Assurance Plan) as actually practiced during
manufacturingandfinaltesting.
iii) List of raw materials and critical components (ASIC chip, crystal clock, memory register Chip,
transformers,opticalportsetc.)withtheirsuppliers.
iv) Stageinspectionofproductbeforefinaltesting.
v) Procedureadoptedfor ‘In-situ’testingofPCBs,afterplacementofsurfacemountedcomponent,for
quantitativeparametricvariationoftolerancebyselforsub-contractor.
vi) Testingandcalibrationfacility,dateofcalibrationoftestbench,manpowerdataof benchoperators. vii)
Samplecopiesoftestcertificateofboughtoutcomponents.

16.0 GUARANTEE

Equipment(Meter)anditsaccessorieslikemeterreadingcordetc.suppliedshallbeguaranteedforaperiodof
60(sixty)monthsfromdateoflastdispatchofanyintegralpartoftheEquipment/ Materials. Biddersshall
guaranteetorepairor replacethemetersanditsaccessorieslikemeterreadingcordandmeterracks(if
supplied),whicharefoundtobedefective/ inoperativeatthetimeofinstallation aswellasduringguarantee
period.Replacementsshallbeeffectedwithin1(one)monthfromthedateofintimation.

17.0 SUBMISSIONOFSAMPLEMETER& ACCESSORIES

Two (02)No.ssamplemeterhavingallthementioned featuresincludingBCS is


tobesubmittedtotheChiefEngineer,CentralTestingDepartment,WBSETCL,Abhikshan,SaltLake, Kolkata-
700091.Anyother accessorieslike CMRI alongwithLAN switchetc. forobservingtheperformance&capabilitiesofthe
Meter andBCSshallalsoto besubmitted.

Aconfirmatorydocument forsubmissionofsamplemeterfromtheChiefEngineer, Central TestingDepartment,


WBSETCL,mustbesubmittedtotheChiefEngineer,Procurement Department,WBSETCL,withinthetime
periodofsubmissionmentionedintheTenderDocument.Offerwillnotbeacceptedwithoutsubmission of sample
metersandtheTenderwillnotbeopened.

18.0 TESTINGOFSAMPLEMETER

DateforTestingofSamplemeterwill becommunicatedtotheBiddersfromCTDminimumoneweekbefore. Testing of O n e


n o . Sample meter will be carried out at Meter Testing Laboratory, CTD as per relevant IS in presence of all the
Bidders. O t h e r S a m p l e m e t e r m a y b e t e s t e d i n c a s e o f a n y c o m p l i c a c y a p p e a r e d d u r i n g t e s t i n g .
Therepresentativesofthebidderduringtestingshouldbeabletoreplythequeriesdevelopedatthattime.Anymodification/in
corporation onreceivedSamplemeterwillnotbeallowednormally.However,WBSETCLmay
allowthesameonhisowndiscretion,iffeltnecessary.

Aftercompletion ofsuccessfultestingoftheSamplemeteronly,itistobeconsideredforfurthertechno-
commercialevaluation.
