Summary

A planning application for a development was submitted to Monmouthshire County


Council (MCC) and as part of the planning process, Glamorgan Gwent Archaeological
Trust (GGAT) advised the planning department that the proposed work at the site could
likely impact on archaeological resources.

The development proposed the demolition and clearance of relatively modern, wooden
structures and a surface strip and leveling of the exposed area of ground, prior to
conversion to a car-parking space

There was a possibility that the later wooden structures were built over earlier remains;
possibly related to the Medieval Abbey of Tintern, within the precinct of which the site is
located.

As Tintern Abbey is a scheduled Antient Monument, the proposed work is within a


scheduled area, therefore requiring Scheduled Antient Monument Consent from Cadw.

Clearance of the wooden structure and vegetation revealed no significant archaeological


resources, however the soil strip produced a series of walls and drainage features
towards the eastern end of the site.

Introduction

This Archaeological Watching Brief report has been prepared by Dr N. Phillips, A.P.A.C. Ltd, in response to a
planning application submitted to Monmouthshire County Council (MCC): Re: New Extension to Car Park Area:
The Anchor Inn, Chapel Hill, Tintern, Pl. App. No: 2012/00642 & Listed Building Consent 2012/00640.

It was noted by Glamorgan Gwent Archaeological Trust (GGAT) during the planning process, that the proposed
extension work may impact archaeological resources of which little was understood at the time of writing.

On 4th Sept 2012 GGAT advised MCC:

It is our opinion, in our role as the archaeological advisors to your Members, that Cadw must be consulted as to the
impact of this proposed development, and that the granting of consent to this application should be deferred until
their response has been received.

The applicant submitted an application for SMC to Cadw, which was granted on 15/11/2012, subject to conditions.

On 21st November 2012 GGAT advised MCC (following the granting of SMC) that they had no archaeological
objections to the positive determination of the application, subject to 2 conditions being attached to any consent
that is granted.

Mitigation was to be in the form of two conditions; the first requiring a building recording survey prior to any
development and the second requiring watching brief.

The watching brief, GGAT suggested the following condition:

The developer shall ensure that a suitably qualified archaeologist is present during the
undertaking of any ground disturbing works in the development area, so that an archaeological
watching brief can be conducted. The archaeological watching brief shall be undertaken to the
standards of the Institute for Archaeologists. The Local Planning Authority shall be informed, in
writing, at least two weeks prior to the commencement of the development of the name of the said
archaeologist and no work shall begin until the Local Planning Authority has confirmed, in
writing, that the proposed archaeologist is suitable. A copy of the watching brief report shall be
submitted to the Local Planning Authority within two months of the fieldwork being completed by
the archaeologist.

MON1878/CNM

The location of the proposed extension work is also within the site of a Scheduled Ancient Monument; Tintern
Abbey, Inner Precinct MM102, and therefore requires Scheduled Ancient Monument Consent.

Cadw was informed of the proposed work and listed building consent was granted with the following conditions:

1. That the applicant shall notify Cadw in writing, and in advance of the commencement
of works, of the name of the archaeologist who shall undertake the watching brief and
confirm that they will abide by the Institute for Archaeologists code of practise for this type
of work:

2. That Cadw shall be given at least 7 days’ notice, in writing, of the date of the
commencement and a provisional timetable of work or of any subsequent adjustment to this
date, to allow Cadw’s representatives to monitor on site activity.

3. That access to the site shall be afforded to representatives of Cadw:

4. That any modification to the proposed work shall require the written approval of
Cadw, before it is undertaken.

5. That the applicant shall instruct his contractor to use a toothless bucket when
mechanically clearing the grass and topsoil. In the area of ruinous building no excavation of
the present ground surface shall occur as the levels are to be raised:

6. That the applicant’s archaeologist shall supervise the mechanical excavation of the turf
and topsoil. He/she shall be given the power to stop the excavation if archaeological remains
are uncovered, and to make an adequate record of the remains before work recommences:

7. That the applicant’s archaeologist shall invite Cadw’s representative, Jon Berry,
Regional Inspector of ancient monuments (tel 01443 336073, mob 07968 609838) to intend
site to inspect the excavated ground and approve the level of record produced, before the
new materials are laid:

8. That the area from which the turf and topsoil is to be removed be covered by a porous
geotextile, if at the meeting of condition 5 identifies exposed archaeological remains that
would be vulnerable to the laying of the sub-base:

9. That Cadw shall be informed in writing immediately upon the completion of the works:
and

10. That the applicant’s archaeologist shall produce a report on the archaeological
watching brief within two months of the completion of the work on site. He/she may have
access to Cadw’s survey data for the adjacent land on request. Copies of the report in a
digital format shall be supplied to Cadw, the regional Historic Environment record held by
the Glamorgan-Gwent Archaeological Trust, Heathfield House, Heathfield, Swansea SA1
6EL and the National Monuments Record for Wales held by the Royal Commission on
Ancient and Historical Monuments of Wales, Crown Building, Plas Crug, Aberystwyth, SY23
1NJ.

APAC Ltd was contracted by the client, to undertake the programme of archaeological recording work and in
accordance with the suggested model drew up a Written Scheme of Investigation, WSI:BSWB/AT/16
.
The written scheme of investigation was approved by GGAT and Cadw as ‘fit for purpose’ allowing the survey
work to proceed.

The Level II Building recording survey (BS/AT/16), was completed in October 2016 and the report sent to GGAT
and Cadw.

The watching brief commenced on the 5th of December 2016 and was completed on the 15th of December 2016
when the archaeological resources discovered, were covered with a protective surface.

Site location

The location of the site at NGR 353191 200078, can be gained from the A466 Monmouth to Chepstow; ‘Wye
Valley Link Road’, fig 01.

The Anchor Inn for which the carpark extension is planned is to the north of the A466 at Tintern, adjacent to the
Abbey.

The area for development is just west of the car park for the Anchor Inn and includes a small lawn area and a larger
overgrown area with a wooden aviary structure

Geology & Topography

The solid geology at the site is Tintern Group Sandstone with a superficial river terrace alluvium of clay, silt, sand
and gravels, (BGS 2015).

Brief archaeological and historical background

A brief archaeological background and history of the site was provided in the building recording survey, BS/AT/16
the first part of this project covered by WSI: BSWB/AT/16.

In summary: archaeological resources known from the area provide evidence of human interaction back into Pre-
history, however these forms of interaction are more overt in the early medieval structures of Tintern Abbey and to a
lesser appreciation the relics of the industrial age, ironworking, shipping and later rail.

The latter two, facilitated the new 18th century pastime, tourism helping to inspire its commercial beginnings.

As well as comfortable accessibility to the wild and natural nature of the Wye Valley, arguably the focus of the
location was the Abbey itself, attracting amongst the throngs of sightseers; on several occasions, such people as
William Turner and William Wordsworth.

The area around the site encompasses 27 sites listed within the National Monuments Record, of which 14 are listed
buildings and 4 are Scheduled Ancient Monuments.

The Anchor Inn is located inside the Outer Precinct of the Cistercian monastery at Tintern; the current building
includes medieval and later fabric, (MON1878/CNM).

The building is in two distinct sections forming an ‘L’ shape with the longer wing to the left. The
shorter range is also ‘L’ shaped with a wing projecting to the rear. The longer range seems to
have had an industrial origin and to have been a cider-mill with a granary over, while the
shorter and older range was the house of the miller and ferryman of the Abbey ferry. The
ferryman’s house appears medieval in origin as early masonry is discernible, outside, and it
seems likely from the shape that the existing structure, which otherwise reflects a probably early
C18 refurbishment, is wholly medieval, although the rear wing is partly later. The cider-house
wing seems to be C17, and then considerably reconstructed in the mid C19, and the whole
building has been refurbished as a hotel in the mid C20….The ferry operated from the C14…
Cadw 24032

Cartographic information of the site can be seen on the 1764 Survey from the NLW Badminton Collection, as
printed in Courtney et al, p 100. 1989, fig 02.

The field, ‘The Laytons’ existed then as now and the Anchor with the ferry and the Abbey itself are recognisable
landmarks.

The area around the site is mostly orchard with the current site boundary identifiable north, west and east.

Scant remains of the western wall of the western building were recorded in the building survey as a poorly built
much repaired addition to the southern wall, BS/AT/16 also PL01 & PL02.

The next useful map is the 1881 Ordnance Survey, fig 03; there is no known surviving Tithe map covering the area
of the site and the 1830 First series Ordnance survey is particularly confusing, and unhelpful.

Both the 1st edition, 1881 and the later 2nd edition 1900, Ordnance Survey, show little change around the site, which
retains its three boundary walls and is still an orchard.

The same boundary area is present on the 2016 Ordnance map, fig04 although there are additional boundaries at the
north east, east and south east; all of which are relatively modern: north east a plastic-coated chain link fence, east a
masonry wall, south east a rubble bank set with concrete posts and a wired fence.

The 2016 Ordnance Survey Map also identifies a series of linear features to the south of the current site, which are
in fact standing ruins related to the Abbey’s guest accommodation, (Courtney 99-143. 1989).

The earlier Ordnance Survey Map, 1922, fig 05 shows these in more detail and includes areas no longer visible such
as the north south wall from the southern edge of the site and running at 90° to its boundary, (see arrow).

The aerial photograph from possibly the 1950s, fig 06, shows the structures on the ground; again, the wall in fig 05
is missing.

There were three moderately recent archaeological interventions in the immediate area, E000294, E004543 &
BS/AT/16.

E000294 was a partial excavation in 1980, within the Abbey outer precinct and only a few hundred meters south of
the proposed area, (Courtney, 99-143. 1989).

The work, which identified structural remains to the east of the Abbey as contemporary guest accommodation; ran
into financial difficulties which had a negative effect on the excavation, post ex and recording which is particularly
evident when trying to precisely locate the structures onto plans, fig 07.

Figure 07, shows the site and features uncovered during this watching brief, a schematic of wall remains recorded
on the 1922 ordnance survey map, fig 05, but now covered and the approximate layout of the 1980 excavation.

E0004543, was a previous development proposal for the Anchor Inn which required two evaluation trenches in the
field to the north of the proposed site which, apart from one Medieval sherd of pottery, revealed extensive modern
land fill deposits for the levelling of the field, EV/ANC/12.

The third is the building recording survey of the site prior to clearance and land strip which revealed some partial
remains of wall to the south west of the site that may be related to the earlier Abbey complex, BS/AT/16.

Aims and Objectives

The watching brief was required to prevent damage to scheduled remains.

The primary purpose of scheduling is for the in-situ preservation of archaeological remains of national importance.

A further aim of the watching brief was to preserve by record, within the resources available, any archaeological
deposits uncovered during groundwork.

The watching brief also ensured that: in the event of archaeological resources of significance, being discovered and
requiring treatment beyond the remit of the watching brief, that steps would be implemented to ensure that their
treatment would be undertaken within the standards recommended by the CIFA.

Ground conditions

Weather conditions were as expected for December; cold and damp with short working hours and poor light
interspersed with occasional sunshine.

Although some problems were noticeable because of the rain, the lack of depth of the work meant that no serious
delays were caused.

The cold and damp did however cause problems with the photographic recording; lenses misting over and fogging
the images.

As previously mentioned in WSI:BSWB/AT/16, the site was originally covered in vegetation and an overgrown
wooden aviary, PL03 and the client hired a team of professionals to remove all vegetation and obstructions.

The clearance work was undertaken under the supervision of a qualified Archaeologist, Dr N Phillips A.P.A.C, over
two days; September 07 & 08 2016; no archaeological resources were impacted upon

The site at the start of the watching brief was separated into two roughly equal halves; the undisturbed east lawn
area, context [100] and the west topsoil and vegetation, [101], PL04, where the wooden aviary had stood; the ground
having been disturbed during the aviary clearance, fig 08.

At the extreme west of the site, against the wall, was a bank of rubble and debris in humic soil, [128], area 4.

During the initial surface scrape of between 50mm to 100mm, a few isolated areas of stone were noticed, one along
the south-eastern corner of the field, area 1, PL05 & PL06 and two towards the centre north, area 2 and north east,
area 3, fig 08.

In order to understand the patches of stone in areas 1, 2 & 3 and to record them if necessary, some clearance work
was undertaken by hand, whilst the mechanical digger relocated to the west of the site, still under observation.

In clearing the very loose surface cover, [101] off the edges of the stone spreads they were all found to continue,
separating into distinguishable features, which required further clearance work to try to understand their form and
function.

The overall ground plan of the archaeological resources investigated can be seen in fig 09, which has been annotated
with feature numbers and relevant contexts.

An aerial video recording of the features was made using a DJI Phantom 2 drone; (permission granted by Cadw),
from which two still images have been created to show the various features on the ground: PL07 shows area 1 and
PL08 areas 2 & 3.

The shallow surface strip produced nothing of any significance at the western end of the site.

Watching Brief Results

Each feature can be identified on Plates PL07 & PL08 and is presented on a separate sheet, fig nos: 10 to 25.

Each figure sheet is divided into three sections for ease of understanding:

1. top left area placement

3. b: right detail of specific feature against a faded-out background.

The number sequence used in the text and annotation is ordinal only and does not represent phasing or discovery
sequence.

Features

Feature 1: Wall 1, context [102], fig10. A single course of three, sandstone blocks, faced to the west with rubble fill
to the east under deposit [104]. The wall survived to a width of 550mm for 920mm and was built on top of floor
[130] which continues beneath it. It has no obvious alignments with other structures and is noticeably not parallel to
wall 2, PL09.

Feature 2: Floor, context [131], fig 11. A layer of irregular flagstone forming a floor which butts up to Wall 2 [105]
but continues under Wall 1 and wall 3, PL10. The floor is constrained to a width of 1m between walls 1 & 2 with an
exposed length of 2.02m. The area above the floor and between the walls was filled with a loose deposit of orange
sandy silt with occasional small stone.

Feature 3: Wall 2, context [105], fig 12. A double layer of squared flagstone forming a 920mm long faced wall,
(left) against floor [131], PL11. The width of the wall is approximately 550mm, made of a double layer of flat stone
although the rear is less well defined as it was confused under the rubble deposit [106], PL12.

Feature 4: Wall 3, context [130], fig13. A single layer of three, squared, irregular sandstone blocks, butted to wall 2
and possibly forming a wall across [131], PL10 & PL13.

Feature 5: Wall 5, context [108], fig 14. A possible single layer of irregular sandstone blocks 690mm wide by 1.39m
in length, PL14. Faced on the west only and forming a triangular space between walls 2, 4, and 5, filled with tumble
[106]; the wall jointing’s were inconclusive.

Feature 6: Drain 6, context [111], fig 15. Two parallel, internally faced walls, along a central channel finished with a
flagstone floor. The channel has a maximum cleared length of 6.013m with a width of 530mm and a depth of
270mm, PL05; although better represented in PL10. Between Wall 5 [108], wall 4 [107] and drain 6 [111] was
another triangular space; again, filled with tumble similar and to [106] but with a higher percentage of lime mortar
spreads. The tumble [109] spread west over drain 6 and covering its internal fill of silty sand with occasional stone
[110], PL15. At its northern end, drain 6 appears to have been blocked by wall 9 [115], as can be seen in plates
PL16 & PL17.

Feature 7: wall 4, context [108], fig 16. A masonry wall of irregular flat sandstone, faced on both sides, with a width
of 334mm and an overall length of 5.541m; although, it is cut into two sections of 2.958m and 2.590m by drain 6,

PL10. The eastern end of wall 4 has been disrupted around the area with wall 2 and the western end continued to a
more defined stop, PL18. The area to the right of the photograph may be a little misleading but the very definite

rectangular area, devoid of stone, is in exact alignment to a possible projection of robbed out wall 8 [113], and also
of the same width, PL19.

Feature 8: floor context [117], fig 17. An area of flat broken sandstone slab floor, PL20, which occupies a 90°
corner formed by the western end of wall 4 [108] and the proposed projection of wall8 [113]. The eastern area was
covered in a wide area of compacted tumble [114].

Feature 9: wall 8 [113], fig 18. A southern possible projection of wall 8 was discussed above in relation to wall 4, as
possibly robbed out. The surviving part however is a substantial build; a double-faced wall of angular sandstone
blocks, 728mm wide and 1.575m long, PL21. The southern end is finished with a single with slab of sandstone,
some 800mm x 720mm whilst the northern end is missing any masonry at all, within the space occupied by its 90°
junction to wall 9 [115]; of the same construction and width, PL10.

Feature 10: wall 9 [115], fig 18. Surviving to a length of 1.934m and at 90° to wall 8 [113] with the same width and
construction, it is probable that these two walls represent the northwest corner of a substantial building. As was
discussed above, a building that would appear to have cut the by then defunct drain 6 [111] plates PL16 & PL17.
The eastern end of wall 9 [115] is very disturbed and eventually disappears into a large area of tumble [116],
possibly contemporary with tumble [114] but not confirmed.

Feature 11: wall 7 [112], fig 19. This feature is very tentative and is based on a double course of two large
sandstone slabs 368mm wide and 1.487m in length with a possible parallel single squared sandstone slab, 1 m to the
west. Nothing else remains of this feature as it is under the tumble [116] on three sides and on the other it is possibly
cut by wall 4 [107] but this could not be confirmed, plates PL10, PL22 & PL23.

Feature 12: wall 10 [118], fig 20. At the northern edge of the site is a conglomeration of three walls which have
been tapered together; reason unknown. The largest at 2.272m by 714mm is in the centre of the other two and may
have been faced on the west side, PL24.

Feature 13: wall 11 [120], fig 21. This section of wall is made from smaller angular blocks than wall 10 [118] but
again appears to be faced on the west, however it is tapered into wall 10 along its faced, western side. At a length of
2.071m it reduces in width from 433mm north to 151mm in the south where it goes under tumble [119], PL25.

Feature 14: wall 12 [121], fig 22. This section of wall is made from a single width of long angular stone and tapers
out from 0mm at the north to over to 298mm along an exposed length of 1.951m before it is lost under the tumble
[119], PL24.

Feature 15: drain base [125], fig 23. This feature, to the south west of the site, forms the base of a drain narrower in
width but similar in depth to drain 6. It is a flagstone floor at the base of two side walls PL 26, 14 [123], which were
buried in a sandy silt with occasional stones the same as [110] in drain 6 [111]. Where this drain differs from 6 is
that the side walls 14 [123], were on built on edge rather than flat and the whole was covered with capping stones
13[122]. Capping stone 13 measures 815mm x 680mm x 244mm.

Feature 16: drain sides [123], fig 24. Only a small area was excavated within the drain in order to ascertain its
purpose, depth and construction. Once the drain was cleared out a mason mark was noted on one of the side walls;
this is shown in PL26: an incised isosceles triangle with a line to the left, PL27. The depth of the drain was
measured at 250mm and was 260mm wide.

Feature 17: wall 15 [126], fig 25. The final feature is a length of wall some 4m long x 800mm wide bisected by the
capstones 13 [122] of the drain; phasing was not possible to confirm. The exposed wall was in a poor state of
preservation, under topsoil [101] at west and east ends. The wall may be faced north and south but not enough was
cleared to confirm this. Plates PL28, PL29 & PL30 show the most illustrative section of wall 15, to the east of the
drain, above the drain and west of the drain, respectively.

Finds, Appendix 3

The majority of the finds assemblage from the site have little location specific value, being derived from later areas
of tumble.

Three possible exceptions are finds {10}, {11} & {12} where it was difficult to decide if they were imbedded within
their assigned contexts of merely the interface between that and the overlaying tumble.

In general, terms the finds amounted to 192 individual items in 16 assemblages; 65 % of which came from area 1,
16% from area 2 and 19% from area 3; a spread that probably represents the relative areas of each site that were
cleared: area 1 26m², area 2 9m² & area 3 5²m.

The area 1 finds were:

• Area 1: 65% of total finds 82% M, 9% PM, 6% 18th/20th 2% undated

• Area 2: 16% of total finds 87% M, 3% PM, 10% 18th/20th

• Area 3: 19% of total finds 57% M, 3% PM, 3% 18th/20th 38% undated

Preservation in-situ

Once the clearing and recording were completed work began to protect the archaeology by covering all of the
sensitive features with a layer of “terram”.

The preferred process was to cover any of the deeper areas between features with a small section of “terram” and
filling these sunken areas to a surface level using gravel and sand; in so doing giving any raised structure a base fill
support, plates PL31, PL32 & PL33.

Once this was completed, the entire surface of the site was covered in continuous rolls of “terram”, PL34, on top of
which was poured more coarse sand, PL 35, to a depth of 100mm which was levelled off.

The approved matting was then laid across the surface for use as a carpark.

Interpretation

As the archaeological watching brief was for a proposed surface strip to around 100mm/150mm there was no remit
to explore beyond some necessary clearance to establish an understanding of the features.

Therefore, it is not known what relationship the features have to one another or the surrounding archaeological
remains other than tentative inference from surveyed alignments and approximate map overlays.

The features that were revealed during the work required some slight modification of the remit in order to record
and gain at least a minimum understanding of the features uncovered.

Sufficient clearance was therefore undertaken, to identify ihe series of phased wall constructions, some areas of
flooring and two sections of drainage.

Alignments of features have been attempted from the topographical survey, which show that walls 8 & 9, features 9
& 10, are almost certainly a large building and possibly associated with wall 15, feature 17.

It is also possible that these features are on a similar alignment to the structures excavated by Courtney

Drain 6 feature 6 postdates wall 4 feature 7 and predates wall 9 feature 10.

Interpretation of the finds assemblages can do little more than suggest a rather obvious outcome that there has been
a large amount of clearance and/or levelling, probably post medieval; from the mapping, pre-mid-18th century, using
potentially ubiquitous remains derived from the surrounding Abbey complex.

A great deal more can be gleaned in the future from the remains that almost certainly survive just below the surface
and are now sealed for posterity.
