Summary

This document comprises the report for an archaeological watching brief


undertaken during ground work at a site identified as having potential
archaeological resources that may be impacted by any development.

The development of concern was the construction of a new build, detached house
on land formerly occupied by outbuildings and a garage.

A planning application was submitted to Monmouthshire County Council (MCC)


and as part of the planning process, Glamorgan Gwent Archaeological Trust
(GGAT) advised the planning department that the proposed work at the site could
likely impact on archaeological resources.

MCC in accordance with the guidance from GGAT imposed a condition requiring
a program of archaeological work to be undertaken during any groundwork.

The work was able to confirm the presence of a cellar across the front of the
property as was identified in the earlier evaluation work.

A few fragments of domestic ceramics and glass ware; mostly 20th with a few
sherds of 17th 18th century material were recovered indicating post industrial
activity at the site.

Sections of old service pipes were also uncovered during the work.

Introduction

This watching brief report was prepared by Dr Neil Phillips, A.P.A.C. Ltd, in completion of the condition imposed
on the proposed programme of works, to construct detached residential dwelling; on land to the rear of Ist Hurdle
Guest House, 9-10 Upper Church St, Chepstow, NP16 5EX.

The client; Ms J Cooper, having submitted a planning application to Monmouthshire County Council, (MCC);
(pl.app.no DC/2012/00200), 12/03/2012, through her agent Total Design Ltd had been advised by Glamorgan
Gwent Archaeological Trust (GGAT) that there was a ‘possible archaeological issue for this planning application’
therefore ‘the proposal had an archaeological restraint’.

The determination of the planning application therefore should be deferred until a report on the
archaeological evaluation has been submitted to your members. We therefore recommend that
this work be undertaken to a brief approved by yourselves

The evaluation was undertaken by APAC Ltd (EV/CUC/2014) and presented to planning and GGAT enabling a
more informed decision to be made as regards approval of planning.

The decision was to approve the planning proposal with the condition that an archaeological watching brief was
undertaken to oversee the excavation of trenches for footings and services at the site, thereby ensuring a program of
recording or mitigation could be implemented should any archaeological resources be impacted upon.

Site Location and Description

The location of the site can be gained from the A48, Newport-Gloucester Rd, fig 01. At the traffic lights on the dual
carriageway, turn away from the railway station towards the town and follow the one way system Beaufort Square,
Middle St and take the first right onto Upper Church Street which leads to Church Rd.

The area of land to be investigated; a rectangular plot covering some 180m², can be seen on the bottom inset of fig
01.

At the time of the watching brief, the site had been cleared of former outbuildings described in 2012 as ‘mish-mash
of redundant store outbuildings and a garage’ (Wadley 2012).

To the rear of the development was a raised lawn enclosed by a high wall.

Geology and Topography

The solid geology of the site is formed of Clifton Down Limestone; http://www.bgs.ac.uk/geoindex/.

Brief archaeological and historical background

The evaluation document APAC Ltd, EV/CUC/12, included some brief research into the archaeological and
historical history of the site and this has been summarised below:

Potential settlement at Chepstow may reach back to Roman times: possibly as a crossing point for the river.

However, it is the Norman period which really dominates the area in the presence of the castle and its surrounding
town walls.

The site is well within the town walls, possibly considering its proximity to the church, close to the heart of the
Norman town.

It was also suggested that the site occupied a place along the main access route to the lower medieval and later port,
(GGAT DB), a road known in 1881 as Horse Lane (APAC Ltd, EV/CUC/12).

As far as is known however, there are no references to the site in any documents related to theses earlier periods.

The earliest traceable document has been the map of 1686 which records the present site as possible garden plot in
an orchard belonging to a house fronting onto what would be later assigned the name Church Street, fig 02.

Map progression used in APAC Ltd, EV/CUC/12 identified land use at the site since the late 19th century as being
occupied by a large building fronting on to Horse Lane which was removed by 1902 and replaced by an ‘L’shaped
building between 1925/1955, (ibid.).

The evaluation in 2012 revealed intact brick walled cellars, relating to the house recorded in 1881 and an brick out
house.

Domestic based finds of ceramics and glassware were mostly of 19th c origin.

Aims and Objectives

The aim of the watching brief was to preserve by record, within the resources available, any archaeological deposits
uncovered during groundwork.

The watching brief also ensured that: in the event of archaeological resources of significance, being discovered and
requiring treatment beyond the remit of the watching brief, that steps would be implemented to ensure that their
treatment would be undertaken within the standards recommended by the IFA.

Methodology

Groundwork at the site entailed a period of excavation over five days 6th, 7th, 8th 11th & 27th November 2013

All excavation was undertaken with a tracked mechanical digger.

During excavation, the stratigraphic record and initial contexts were noted, with a brief description given where
appropriate, appendix I.

Each trench was recorded and numbered in sequence of excavation, recorded in fig 03.

Measurements were taken using a steel hand tape and a Leica Disto 510.

Photographs were taken throughout the watching brief and recorded with a unique number in appendix II.

A full set of photographs are included in the archive and selected illustrative images appear in the plates
accompanying this report.

Finds were bagged by context and recorded during the watching brief.

The finds were later processed: (cleaned, dated & photographed) and are presented in appendix III

Data Presentation

Data referred to within the text is illustrated in figs #, and Plates PL # with stratigraphic contexts identified in
brackets [].

Appendix I presents a list and description of stratigraphic contexts revealed and recorded during the excavation.

Appendix II presents in spreadsheet format with accompanying contact sheet, details of all the photographs,
including those not used in the text.

Watching Brief Results

Soils and ground conditions

The site conditions during the excavation were poor with almost constant drizzle and occasional bursts of heavier
rain which had a few negative impacts on the work:

 The ground was extremely unstable, particularly in area A3, fig 03, which was made up of backfill to the
cellars of a former building, (APAC Ltd, EV/CUC/12).

 The constant rain exacerbated the problem with the sides of the trenches slumping almost continually.

 The instability of the ground highlighted health and safety concerns, advising against any close recording;
within the trenches.

 Working conditions were further compromised by the confined nature of the site which had to
accommodate regular visits by contacted haulier to remove the spoil before work could continue.

 The damp and cold conditions caused problems with condensation on the camera equipment and
subsequently a lot of the photographs were of limited use.

Description

All contexts are denoted [#] in the text, listed in Appendix I and cross referenced in Appendix II,
to the plates section.

Prior to the watching brief, relevant standing buildings and their floors; which were previously recorded in
archaeological evaluation (APAC Ltd, EV/CUC/12), had been removed from the lower part of the site, A3, whilst
the rear area, A1/A2, was a single lawn enclosed by walls 1, 2 & 3.

The first part of the ground disturbance dealt with reduction of the ground level by approximately 800mm at the rear
of the site A1/A2, PL01.

Reduction work began in the south-east corner against walls 1 & 2 revealing the stratigraphic sequence: lawn, [100]
≥100mm deep, over a deposit of rubble [101], some 600mm in depth, over a shallow ≥70mm deposit of coarse sand
and plaster, [102], before halting at a stone floor [103], PL02.

Along with many bricks, an old drain pipe and a tin bucket and bowl, context [101] produced finds assemblage {1}
including a single sherd of 17th century ‘Devon Temper Ware’, (Clarke), whilst the majority of finds retained were
late 19th to 20th century domestic ceramic and glass; although a mid to late 1990’s 5½ floppy disc was also retrieved.

Once the floor level, [103] was reached, the levelling continued to the north-west exposing some in-filled brick
flooring, [104], PL03 and some drainage work PL04, contexts [105], [106] & [107].

The levelling was then continued towards the west for some 9m at which point trench T1 was to be positioned.

At a distance of approximately 4m from the north east boundary wall 2, and parallel to it, a short 2.5m length of stub
wall ‘4’ was discovered, [109], PL05.

To the south west of [109], context [102] was absent replaced by [110] ≤170mm black soft sandy loam with small
stone which produced a 19th century finds assemblage {2}.

Wall 4 was subsequently used as a division on the plan and in the text as the division between A1 & A2.

A second phase of ground reduction was then undertaken in area 3, south of wall 1 but stopping short of the main
proposed footprint of the house.

The main area of the proposed footprint was needed as a dumping point for spoil so that it could be removed by
lorry, PL06.

The spoil removal eventually cut into the top of an undisturbed sequence revealing a length of previously unknown
wall [114] stretching from a standing wall 5, to a joint on the edge of bounding north-east wall 1 recorded by the
architect, (Total Design Ltd. T873.)4F).

The wall [114] was bounded on both sides by rubble infill mixed up with the re-deposited spoil from Areas 1, 2 & 3,
PL07.

The northern corner of Area 3 was cleared down to the concrete floor of the former garage that stood at this spot,
PL08, (APAC Ltd, EV/CUC/12).

Trench excavation began with T1, 15.5m in length, situated along the south west boundary of the site and extending
from the north-western boundary ‘wall 3’, PL09, to the south-western ‘wall 5’; subsurface context [114].

T1, needed as a foundation for a proposed boundary wall, was around 800mm in width with an average depth of 1m;
although two ‘step downs’ to accommodate a slope of the ground, reached around 1.50m, PL10 & PL11.

Excavation revealed a general stratigraphic sequence of [100] lawn ≥100mm, [110] black soft sandy loam with
small stones, ≥600mm, [111] dark grey sandy soil with occasional stone, and finally [112] natural, natural orange
sandy clay, PL12, fig 04 dd.

Context [111] produced 10 finds, {3}: mostly 18/9thc ceramics but also 3 sherds of 17th/18thc ‘Devonshire slipware’,
(Phillips).

A small lens [113] of coarse sandy soil mixed with lime plaster and small angular rubble; possibly similar to [102]
was also found within [111].

Approximately 6m south east of wall 3, the T1 excavation revealed, a buried wall [115] which on plan can be seen
to be a continuation of wall 1.

The stratigraphic sequence was disturbed by [115] which having cut down into [111] survived to a depth of 840mm,
PL13, fig 04 cc.

The northern side of the wall, [115] had a slump of infill, identical to [101] recorded in Area 1 but the southern side
was different having a 200mm deposit of black humic soil [117] over a deposit of dark brown clay/sand [118]
neither of which produced any finds, although, [117] did reveal a green polythene sack visible in PL13.

Context [118], overlay [112], reached at a depth of ≥1.38m; indicated by the ranging rod also in PL13.

A little further south east along T1, some 10 to 12m from wall 3, the south western section revealed a line of stone
flags [122], some 600mm beneath the surface and extending to a visible cut, [121] into the orange sandy clay 112,
PL14, fig 04 bb.

The stone flags are the remains of the floor of a small brick outbuilding discovered in the evaluation (APAC Ltd,
EV/CUC/12) which is illustrated in fig 07 of the same report and inset into fig 03.

Correlation of the stratigraphic contexts of the evaluation report and this watching brief report can be seen in the

T1 cut through the edge of the remains into the evaluation trench EV1 which can be seen in PL14 as a black straight
edged cut [121] filled with backfill [119].

At this point T1 was widened towards the south west to just over 2m to include the foundation for the proposed
building.

The south-western extension edge can be seen in PL15; the ranging rod left is leaning against [114] just out of
frame.

The section shows at the top of the photograph a standing building, in front of which are the remains of a former
building floor of ‘end on’ bricks [123].

Beneath [123] is a disturbed layer of rubble and plaster [124] which also contained a disused salt glaze pipe. (This
area was mostly removed prior to the watching brief as part of concrete flooring).

Disturbed deposit [124] yielded a small assemblage of ceramics, {4}, ranging from late 17th to 19thc.

The main undisturbed sequence was [111] over [112], cut on the right by the evaluation trench EV1 [121] fill [119]
and on the left cut by [131] and backfilled by [120].

At this point of the excavation, wall [114] was left in situ and the excavation moved to T4, its south-eastern side
PL16 where the 2.2m wide trench was continued to the road PL17, fig 04 aa.

The general sequence of T4, PL18, was identical with the southern end of T1: [123] over [124] over [111] over
[120] and as in T1, [124] also yielded a similar finds assemblage {5}.

One exception was present; a brick lined channel [133] for a metal water pipe [132], cut [134] into [111].

Wall [114] itself would appear to have been built on top of [120] but the results were far from conclusive, PL19.

On completion of trenches T1 and T4, work briefly returned to reducing the ground level and the accumulated spoil
was removed from area 3, eventually uncovering the concrete floor [125] of the former garage, (APAC. Ltd.
EV/CUC/12).

Once area 3 was levelled T2 was begun; excavating from the south-east edge of T1 approximately 12m from wall 3.

Unfortunately, the position of T2 was straight along the backfill deposit from the evaluation trench EV1 [119]
resulting in a very unstable trench, PL20. (Evaluation trenches 1 & 2 both identified the ground as back fill and
cellar fill from a previous building on this spot).

The instability continued beyond the end of the former evaluation trench EV1, into an area of deposited rubble
identified in the evaluation work, (APAC. Ltd. EV/CUC/12), PL21.

It was through this made up ground that excavation of the next trench T3, PL21, was excavated although this also
collapsed quite quickly, PL22.

Excavation of T5 had a little more success because the backfill [126] was now punctuated by the remaining walls of
a cellar identified in the evaluation work, (APAC. Ltd. EV/CUC/12).

Photograph PL23 illustrates T5 the left side of which is made up of [111] over [112] whilst the right shows part of
the masonry cellar wall which runs to the ranging rod.

Photograph PL24 shows the same cellar wall in a vertical shot, (middle right of the photograph), whilst PL25 shows
the excavation process with the cellar wall remaining bottom right and parts of its north western masonry wall being
removed.

The bottom of the trench reveals the surrounding clay [112] that the cellar had been cut into; the contrasting grey
being the last of the backfill [126] over the original flag floor [127].

T6 was eventually widened to 2m cutting into both [112] to the north east and [126] to the south west PL26 & 27.

The backfill [126] was indistinguishable from the surrounding [120] due to the weather and ground, conditions so it
is not possible to state with any certainty where the large finds assemblage {6} originated.

Certainly most were retrieved from the spoil as the trench was too unstable to enter.

With the exception of a single, piece of late 17th early 18thc ‘Nottingham Ware’, (Clarke) the finds were mostly 19thc
ceramics.

The final trench was a narrow T7 joining T4 to T6 through identical backfill of [120] changing to [126] at the north
east end, PL28.

In order to reach a stable surface [112] the centre of T7 was taken down to 1.6m, Pl 29.

Further excavation was halted at this point the poor weather and worsening conditions dictated that the trenches
should be poured at the first opportunity.

The final ground disturbance resumed two weeks later with the reduction in level of area 3 and the removal of the
central portion of wall 1 shown in the photograph as two yellow lines.

The foreground is a disturbed layer resulting from the removal of concrete floor [125] and the import of spoil during
the excavation process earlier.

Once the spoil had been removed a very disturbed underlying mix of contexts [129] & [130] was tentatively
identified by comparison to the adjacent T1: [129] = [117] and [130] = [118].

A small undisturbed section of [129] against wall 2 produced two assemblages {7}: 8 sherds of a refit willow
pattern plate and {8}: 1 unrelated sherd of willow pattern and the metal end to a florescent light tube.

Assemblage {9}, 19thc was associated with the generally disturbed area so the finds cannot be confirmed as in situ at
the time of collection.

Assemblage {10} however was in situ against wall 2 and sealed by [129].

The final ground reduction reached approximately 780mm beneath the existing level as can be seen in Plates PL31
& Pl32 showing the walls 2 and 1 respectively.

It is worth noting that wall 1 is again revealed to be built on top of [118/130] as shown in T1 above, whilst wall 2
cuts into the underlying orange clay [112].

The final photograph, PL33 shows excavation for a soak away in area 3 which shows the stratigraphic sequence
with wall 1 to the left: [101] rubble & plaster over [117/129], over [118/130] over [122].

The orange clay [112] started to give way to limestone bedding [135] just visible in the photograph, but this was
beyond the depth required and so was not investigated.

Discussion and Interpretation

The watching brief confirmed the findings of the earlier evaluation which indicated that the front of the property
contained a cellar of a previous building possibly late 17th certainly 18th century, fronting onto the road.

The western half of the cellar retained some of its walls whereas the eastern portion had been removed and
backfilled with rubble probably derived from its demolition.

There is however a possibility that the eastern portion of the cellar extended beyond the trenching.

The watching brief also revealed a former building to the rear of the property and running parallel to boundary wall
3.

The building had a single room measuring 4m x 6m, originally with a stone floor but later in-filled with an area of
brick and plumbed in with a metal water pipe and brick lined drain.

The building occupied higher ground and its foundation was much shallower that the surrounding boundary walls 2
and 3.

The south west wall of this building continues under the lawn to the property Ist Hurdle Guest House on Upper
Church St.
