1. In what language are the courses taught?


The courses offered in the first three years of study for a degree in Medicine, Dental Medicine and
Pharmacy are available in Romanian, English or French. Given the need for doctor-patient
communication, clinical training, seminars and practical works are carried out in Romanian beginning
with the fourth year of study.
In General Nursing, Physio-Kinesiotherapy and Rehabilitation, Radiology and Imaging, Nutrition and
Dietetics and Dental Technician study programs the teaching activities are carried out entirely in
Romanian.

2. Who is eligible for application?


Citizens of the EU, the EEA, the Swiss Confederation or third countries are eligible for application by
evaluation of the documents attesting school performance and personal achievements.
A high school diploma from an accredited high school in the applicant’s country of origin is the
minimum application requirement. This diploma must be recognized by the Ministry of National
Education in Romania.

3. Can I apply if I have not yet taken or passed the baccalaureate (school leaving examination) or
if there is no school leaving examination in my country?
Yes. The official document proving high school graduation must be attached to your application file.
The original high school diploma or official document proving high school graduation, in case of
applicants from countries without a baccalaureate, must be presented upon final enrolment. If upon final
enrollment/matriculation you do not hold a high school diploma or an official document stating that
you graduated from high school, or if any fraud is detected, you will automatically lose the place
obtained following the selection process and will not be reimbursed any fees that you may have already
paid.

4. How can applicants demonstrate their language proficiency?


In order for applicants to demonstrate their language proficiency, the application files must include
supporting documents. Please include one out of the following three documents:

4.1. an internationally recognized language certificate:


a. for the study programs with courses taught in English the following certificates are recognized:

- Cambridge English: Cambridge English: First (FCE), Cambridge English: Advanced (CAE),
Cambridge English: Proficiency (CPE), Cambridge English: Business Vantage (BEC Vantage),
Cambridge English: Business Higher (BEC Higher);
- IELTS (minimum result: band 5.5);
- TOEFL iBT (minimum result: 72 points);
- TOEIC - all test components: TOEIC Listening and Reading and TOEIC Speaking and Writing, with the
following minimum results: Listening 400 points, Reading 385 points, Speaking 160 points, Writing 150
points.

Certificates with limited validity must be valid at the beginning of the academic year in which the applicant
enrolled.

b. for the study programs with courses taught in French the following certificates are recognized:
- DELF (minimum level: B2 according to the Common European Framework of Reference for
Languages);
- DALF (minimum level: level B2 according to the Common European Framework of Reference for
Languages);;
- TCF (minimum level: level B2 according to the Common European Framework of Reference for
Languages);
- TEF (minimum level: level B2 – 541 points);
- DFP (minimum level: level B2 according to the Common European Framework of Reference for
Languages);
- Other valid French language certificates issued by the French Cultural Centre and by the French
Alliance

Certificates with limited validity must be valid at the beginning of the academic year in which the applicant
enrolled.

Certificates must include the following information: the overall language level achieved by the certificate
owner (at least B2 according to the Common European Framework of Reference for Languages) and proof
that all the four language skills (reading, writing, listening and speaking) were evaluated.

c. for the study programs with courses taught in Romanian the following certificates are recognized:
- Diploma / Certificate of completion of a one-year preparatory course in;
- Romanian documents proving that the applicant completed at least four consecutive years of study in the
Romanian language in a school belonging to the Romanian educational system;
- Language certificates (minimum result: level B2 according to the Common European Framework of

Reference for Languages) issued by: Romanian higher education institutions accredited to organize a one-
year preparatory course in Romanian as a foreign language; departments of Romanian language, literature,
culture and civilization in universities outside Romania; the Romanian Language Institute or the Romanian
Cultural Institute.

4.2. a high school diploma issued by a school where English or French was the medium of instruction;

4.3. a language certificate (minimum result: level B2 according to the Common European Framework of
Reference for Languages) issued by the Department of Modern Languages of “Iuliu Hațieganu”
University of Medicine and Pharmacy Cluj-Napoca after a general English/French language
examination that evaluates candidates’ reading, writing, listening and speaking skills.
For this option, please register with the Department for International Students by sending an email to
studentistraini@umfcluj.ro. Please complete and sign Appendix 6 and then attach it to your email. The
available dates for the English and French examinations offered by our Department of Modern
Languages can be found in Appendix 5.
Each application file must contain a language certificate.

Candidates can only take one English and one French examination at our Department of Modern
Languages in an admission session, regardless of the number of application files submitted to the
university.

5. How many places are available?


The number of places available for admission in the first year by evaluation of the documents attesting
applicants’ school performance and personal achievements is established every year by the Council of
each faculty and validated by the Senate of the university, with the approval of the Ministry of National
Education.
This number is published on the university website, www.umfcluj.ro, in the Admission section.

6. How are applicants evaluated for admission?


Applicants are evaluated for admission in two ways:
a. by written entrance examination in Romanian language for citizens of Romania, the European
Union, the EEA and the Swiss Confederation who take part in the written entrance examination
organized in July 2018. It is only by taking part in this exam that applicants can access state-
subsidized places or tuition fee places.
Information regarding this method of admission can be found in the Admissions Regulation for
Romanian citizens.
b. by evaluation of application files containing proof of the applicants’ academic performance and
personal achievements for citizens of the European Union, the EEA, the Swiss Confederation and
third countries who opt for this admission method. In this category are also applicants who opt for
the admission of Romanians Everywhere.

An applicant can only opt for one method of admission in the same admission session.
The exception to this rule are those applying for the admission of Romanians Everywhere, who
can opt both for this admission method and for one of the two above.

7. How are application files evaluated?


The application files are evaluated:
a. by a committee set up at each faculty composed by dean and vice-deans;
b. according to a timetable approved each year by the Board of Directors;
c. by analyzing the documents included in the application files;
d. by applying general selection criteria as well as criteria specific to each faculty.

The selection results cannot be challenged.

8. What is the difference between applicants admitted following the entrance examination and
applicants admitted by evaluation of the documents attesting school performance and personal
achievements?
The possibility of receiving financial support for studies and the amount of tuition fees paid constitute
the differences between the two types of applicants.
Applicants admitted following the written entrance examination may be subsidized by the Romanian
state or may pay a tuition fee.
Applicants admitted based on their application file may only have access to standard tuition fee places
(except those who are admitted through the admission for Romanians Everywhere).
There are no differences, privileges or discriminations between these two categories of students as far as
the teaching-learning process is concerned.

9. Is there a link between the applicant’s citizenship and the type of admission the applicant
chooses?
Romanian and EU, EEA, Swiss Confederation citizens may choose the written entrance examination in
Romanian.
Citizens of Romania, the EU, EEA, Swiss Confederation and third countries may be admitted based on
their application file.
In the English and French study programs, applicants are admitted only by evaluation of their school
performance and personal achievements.
In the study programs taught in Romanian, the following categories of applicants can be admitted by
evaluation of their school performance and personal achievements:
a. citizens of third countries who:
- graduated the preparatory year of Romanian language;
or
- submit Romanian education papers attesting at least 4 consecutive years of study taught in Romanian
language in a school unit within the national system in Romania;
or
- submit language certificates or diplomas proving at least the B2 level, according to the Common
European Framework of Reference for Languages, issued by accredited Romanian higher education
institutions organizing the preparatory year of Romanian language for foreigners, by language,
literature, culture and civilization departments within universities abroad / Romanian Language Institute
or Romanian Cultural Institute.
b. citizens of the EU Member States, the EEA, the Swiss Confederation or third countries of Romanian
origin, who participate to the Admission of Romanians Everywhere and who benefit from higher
education without paying school fees, under the conditions provided by the regulations in force.

Also, for the study programs taught in Romanian are admitted without admission exam foreign
citizens registered through bilateral governmental and / or institutional agreements, who benefit from
scholarships granted by the Romanian state, under the conditions provided by the regulations in force.

10. Can students admitted in the first year transfer from one study program (specialty) to
another?
Students admitted in the first year to the Faculty of Medicine or Dental Medicine cannot choose to
switch the program to which he/she was admitted within the same academic year. Transfers between
Medicine and Dental Medicine and reversely are possible only after graduating the first year of study,
within the limits of available places and based on justifying reasons.
Students admitted in Pharmacy cannot transfer to other study programs of the university.

11. What are the tuition fees and the costs of the application process?
The tuition fee per year of study for newly enrolled applicants admitted in the academic year 2018-2019
based on the evaluation of their application file is of EUR 6000 for the study programs in Medicine,
Dental Medicine and Pharmacy. The tuition fee is of EUR 3500 for the study programs in Nursing,
Physio-Kinesiotherapy and Rehabilitation, Radiology and Medical Imaging (Technician), Dentistry

(Dental Technician), Nutrition and Dietetics.

All applicants, except for the applicants within the Admission of Romanians Everywhere must pay a
non-refundable application processing fee in the amount of EUR 250.

12. How can I apply?


The application file should be prepared according to the instructions in the methodology presented
below. Applicants may submit their application files either personally or through agents, or they may
send them by post.
In case the application is submitted by an agent (relatives, etc.), such person will have to fill in a
statement signed in the presence of the University representative who receives the application file.
The University representative receiving the application file and the signed statement, will certify the
identity of the signer of statement based on the identity card or passport of the latter.

13. Admission application methodology:


All applicants must comply with the legal requirements regarding the minimum criteria for attending
university studies, and with the legislation concerning temporary residency in Romania for the duration
of studies.

In order to be evaluated for enrolment, please read the following steps:


- print and fill in all the fields of the Appendix 1 and 2 using block letters;
- please check all the necessary documents required for your application file (Point A or B);
- click on the link for filling in the Europass CV in the desired study language.
- download, fill in electronically and print the CV form.
- pay the non-refundable 250 EURO fee for file processing.
- send the money to the following account:

14. What is the deadline for submitting the application files and when are the results announced?
The start date for admission to the 2018-2019 academic year is the May 2nd, 2018 and the deadline for
submitting the application files is:
- July 20th, 2018, 15:00 PM (the date when the file enters the university) for Medicine and
Dental Medicine
- July 30th, 2018, 15:00 PM (the date when the file enters the university) for Pharmacy.
The results will be posted on the university website no later than August 1st 2018 for Medicine,
Dental Medicine and Pharmacy.
Applicants who have been accepted will also receive an answer by E-MAIL.

15. Do I need a visa for studying in Romania?


Citizens of non-EU countries need a study visa issued by the Romanian Embassy in the country of
origin. The visa is issued based on the Letter of Acceptance to studies delivered by the General
Direction of International Relations and European Affairs within the Ministry of National Education in
Romania.
EU citizens do not need a study visa. However, they must notify the Ministry of Administration and
Internal Affairs about their stay in Romania. The Foreign Students Department will provide counseling
in this respect.

17. Criteria for selecting students


General evaluation criteria. Applicants shall be accepted for enrolment preferentially, based on their
fulfillment of the following evaluation criteria, as case may be:
a. holder of an International Baccalaureate Diploma (IB) who obtained at least mark 5 in Chemistry
and Biology;
or
b. holder of a General Certificate of Education (GCE) with grade A or A+ who obtained at least B+
in Biology and Chemistry;
or
c. both the average of the baccalaureate marks and the average of each year’s marks in biology and
chemistry represent at least 70% of the maximum mark that can be obtained in the country of
origin, as long as none of the individual marks is lower than 60%;
or
d. taking baccalaureate examinations in biology and chemistry;
or
e. graduation from an accredited high school in the country of origin with biology and chemistry in
the curriculum;
or
f. graduation from an accredited high school in the country of origin, which issues a diploma
recognized by the Romanian Ministry of National Education
g. baccalaureate exam grades must meet minimum conditions for accepting international students
in medical studies (Appendix 3).
The high school diploma must allow access to higher education in the country of origin.

Individual evaluation of application files also includes the assessment of the following:
a. Applicant’s high school education: type of high school that the applicant graduated from, results
obtained in the baccalaureate / high school leaving examination;
b. Proof of language skills in the language of university instruction, attested by language certificates
mentioned under point 4;
c. Quality of extracurricular activities: CV, professional experience in medicine-related fields, other
relevant achievements, voluntary work, etc.
d. Letters of recommendation

Faculties may interpret the evaluation criteria differently.

Important notes:
On-line enrolment is not possible.
Incomplete files are processed, but are not eligible for evaluation.
Files which contain proving documents that are not translated or authenticated by a notary public are
considered incomplete; they are processed, but are not eligible for evaluation.
Appendices 1 and 2 must be dated and signed in order for the file to be evaluated.
The document proving payment must not be authenticated by a notary public, but must be translated into
English or French, as the case may be.
The results of the selection process cannot be contested.
The university is not deemed liable for the promptness of postal traffic.
Any correspondence delivered to the university after the deadline and the completion of the selection
process will not be taken into consideration.
By selecting you, the University takes no responsibility for your enrolment as a student. Admission
followed by enrolment requires the following:
a. submission of all original documents required in the final enrolment instructions;
b. complying with legal enrolment requirements, including recognition and equivalence of high school
education by the Romanian state authorities;
c. complying with legal conditions for temporary Romanian residency for the duration of the
studies;
d. signing the study contract and payment of required fees;

If you were selected on the basis on a fraudulent application (you provided information that is not in
compliance with actual facts), the University will decline your enrolment.

18. How are high school studies recognized by Romanian authorities?


a. For EU, EEA and Swiss Confederation citizens, studies are recognized by the National Center for
Recognition and Equivalence of Diplomas, which is part of the Romanian Ministry of Education. All the
documents required for the recognition of high school studies are also included in the application file.
If you are considered eligible and your file is complete, the University will submit your documents for
recognition to the National Center for Recognition and Equivalence of Diplomas.
Upon evaluation of your file, the National Center for Recognition and Equivalence of Diplomas will
issue a certificate/attestation granting you the right to pursue higher education studies in Romania.
Enrolment in the study programs of our university is dependent upon recognition of your studies by the
National Center for Recognition and Equivalence of Diplomas.
Failure to receive recognition from the National Center for Recognition and Equivalence of Diplomas
prevents us from enrolling you.

b. For non-EU citizens, high school studies are recognized by the General Department for International
Relations and European Affairs within the Romanian Ministry of National Education. All the documents
required for the recognition of high school studies are also included in the application file.
If you are considered eligible and your file is complete, the General Department for International
Relations and European Affairs issues a Letter of acceptance to studies. This letter is indispensable for

obtaining the study visa.
Enrolment in the study programs of our university is dependent upon recognition of your studies by the
General Department for International Relations and European Affairs.
Failure to receive recognition of your studies from the General Department for International Relations
and European Affairs prevents us from enrolling you.

If studies are not recognized by the National Center for Recognition and Equivalence of Diplomas or (as
the case) by the General Department for International Relations and European Affairs, the study contract
concluded between the student and the “Iuliu Hațieganu” University of Medicine and Pharmacy from
Cluj-Napoca ends on the date the document stating that your studies are not officially recognized is
issued.
The fees that the student pays before matriculation are non-refundable.

7. Other study documents* (as the case may be):
 Example: Pruebas de Aptitud para el Acceso a la Universidad, calificación Apto din
Spania; Panellinies Exetaseis – certificate for the national high school examinations in
Greece; Scholastic Aptitude Test (SAT) or ACT from U.S.A., etc. – if the original document is
issued in other languages than Romanian, English or French, 2 separate copies of the original
document authenticated by a notary public + 2 separate translated copies of the original
document authenticated by a notary public;

8. Birth certificate
 If the original document is issued in Romanian, English or French, 1 copy of the original
document authenticated by a notary public;
 If the original document is issued in other languages than the above mentioned, 1 simple copy +
1 translated copy of the original document authenticated by a notary public;
9. Photocopies of passport – pages 1, 2, 3, 4 (Photocopies of identity cards are not accepted) – 2
copies;
The passport must be valid at least for 6 months after the application submission date.
10. Medical certificate in English or French, containing results of general physical examination,
as well as ophthalmological, ENT, neurological, psychiatric examinations - 1 copy;
The medical certificate must also include information regarding the applicant’s possible chronic
diseases, must be signed and sealed by the family doctor/specialist who examined the applicant and
must bear the official stamp of the medical institution that issued it.
11. Psychological examination** - 1 original copy
The psychological examination is mandatory only for the applicants of the Faculty of Medicine.
12. Language proficiency certificate (see 4). Except for applicants from countries where the official
language is the language of university instruction.
13. Application form for the recognition of high school studies in order to be accepted into
university studies – 2 copies;

*The study documents of citizens of Greece, Italy, Spain, Portugal and Cyprus must be authenticated
with the Hague Apostille.
The authentication of study documents with the Hague Apostille shall be done as follows:
- The ORIGINAL document is apostilled (high school diploma, baccalaureate transcript)
- 1 legalized copy of the original document with the apostille.

** One of the following tests is recommended and considered an advantage for the evaluation:
- NEO Personality Inventory Revised – NEO PI R;
- Young Schema Questionnaire, short form, YSQ-S1 or YSQ-S3

IMPORTANT!

If the applicant’s family name and given name on the Diploma is not identical with the family
name and the given name which appears on the birth certificate, the applicant must submit an
authenticated explanatory note.

The passport must be valid for a minimum of 6 months after the application submission date.

*The photocopies of the study documents and the birth certificate issued by a Non-European
country must be authenticated by the Ministry of Foreign Affairs and Romanian Embassy in the issuing
country or by the Ministry of Foreign Affairs in the issuing country and the Embassy of the issuing
country in Romania and the Ministry of Foreign Affairs in Romania or by the Hague Apostille (as the
case may be). For countries where there are no diplomatic missions of Romania or which don’t have
diplomatic missions in Romania, the study documents will be stamped by the Ministry of Education and
the Ministry of Foreign Affairs in the issuing country.
Diplomas issued in the Republic of Moldavia do not require the Apostille or over-legalization.
Diplomas issued before 2008 (and diplomas issued after 2008 which cannot be verified through the
portal) will be accompanied by a Certificate of authenticity in original issued by the Ministry of

The written exam takes 2 hours and is followed by the speaking test (approximately 10
minutes/applicant). Depending on the number of applicants, the entire speaking test may take
several hours.
Before the examination date, applicants must register with the Foreign Students Department. On the
test date, applicants must bring a valid passport or identity card. Applicants who fail to register with
the Department for International Students or to bring a valid passport or identity card will not be
allowed to take the examination.
An applicant is allowed to sit only one English or French language examination at the Department
of Modern Languages in the 2018 admission session.
Certificates will be issued within a maximum of 7 working days and will be sent directly to the
Foreign Students Department.
